SUBJECT: RENAMING THE 2710 WEST TEMPLE STREET FACILITY IN HONOR OF POLICE OFFICER RANDAL D. SIMMONS

RECOMMENDED ACTION

That the Board APPROVE the Executive Director's report and TRANSMIT it to the Mayor and City Council.

DISCUSSION

In a letter dated February 22, 2008, addressed to the President of the Police Commission, the Mayor requested that the Board of Police Commissioners expeditiously proceed to rename the existing Rampart Police Station located at 2710 West Temple Street in honor of Officer Randal D. Simmons (the Rampart Police Station will be relocating to 1401 W. Sixth Street).

On February 20, 2008, Councilmembers Eric Garcetti, Jan C. Perry, and Bernard Parks introduced Motion No. 08-0412, to recognize the heroic and selfless act of Officer Randal Simmons in a suitable fashion, including possibly erecting a memorial or dedicating of a City facility in his memory. They moved that the Chief Legislative Analyst, in consultation with the Los Angeles Police Department (Department) and others, be directed to report to the City Council with recommendations for honoring the memory of Officer Simmons.

The Department intends to relocate the Metropolitan Division to the existing Rampart Police Station. The Metropolitan Division is currently located at the Department's Central facilities, which also houses other Department entities. As the Department has increased in size, the building has become over-crowded.

On February 22, 2008, the Department prepared correspondence, as required by the City of Los Angeles, to the Municipal Facilities Committee of the City of Los Angeles via the Office of the City Administrative Officer to retain the current Rampart Police Station located at 2710 West Temple Street upon the completion of the replacement Rampart Police Station to house the Board of Police CommissiOners Page2 1.0

Department's Metropolitan Division. The existing Rampart Station would be converted to use for 300 Metropolitan Division officers.

It is recommended that the Board of Police Commissioners support the above referenced City Council Motion and recommend that the renovated Metropolitan Division Facility, 2710 West Temple Street, be named the "Randal D. Simmons, Los Angeles Police Department, Metropolitan Division Facility."

MOTION

The loss of LAPD SWAT Officer Randal Simmons last week in the line of duty was the ultimate sacrifice that anyone could make for the people of Los Angeles.

In order to recognize this heroic and selfless act it is fitting that we consider honoring the memory of Officer Simmons in a suitable fashion, including possibly erecting a memorial or dedicating a City facility in memory of Officer Simmons.

I THEREFORE MOVE that the Chief Legislative Analyst, in consultation with the Los Angeles Police, Foundation, the Department of Recreation and Parks and the family of Officer Randal Simmons, be directed to report with recommendations for honoring the memory of Officer Simmons in a suitable fashion.

The Los Angeles Police Department (LAPD) is requesting to retain the current Rampart Police Station, located at 2710 West Temple Street, upon the completion of the Replacement Rampart Police Station which will be located at 1401 W. Sixth Street. The LAPD intends to locate the Department's Metropolitan Division at the current Rampart site.

The Metropolitan Division is currently located at the Department's Central Facilities at 251 East Sixth Street. As the Department has increased in size since this facility was constructed in the 1970's the building has become over-crowded. The increased number of staff at the facility has resulted in additional desks and furniture being added that have created building hazards. The site has recently been cited by Cal-OSHA for safety violations.

In addition to Metropolitan Division, this facility houses the Central Area Division Station, the Operations-Central Bureau offices, Narcotics Division, Central Traffic Area Offices and Detective and Vice Support Division.

The existing Rampart Station would be converted to use for 300 Metropolitan Division officers. While the site is no longer suitable for a Community Police Station, it would suffice to house the officers, provide appropriate office space, and areas for specialized equipment and vehicles. It would substantially reduce the over-crowding at the Central Facilities site and assist in eliminating building hazards that have developed due to the increased staffing.

The Department of General Services has prepared a preliminary estimate of$2,000,000.00 for rehabilitation of the facility for continued use. Additionally, annual maintenance costs are estimated to be between $110,000.00 to $!40,000.00. There would also be additional costs for utilities and maintenance supplies.

While acknowledging the costs associated with the retention ofthis facility during a time the City is dealing with severe fiscal issues, the Department believes that this is a long term investment in the infrastructure that will ultimately result in a cost savings. This facility is already owned by the City of Los Angeles and will not increase the City's dependence on leased space. It will resolve over­ crowding and building hazard issues at another City site and will provide the Police Department with an appropriate space for 300 employees. The Department would like to consider the ability to use bond funds from existing Police Facilities Bond programs to complete the rehabilitation work recommended by the Department of General Services.

Dear Honorable Members of the Police Commission:

With the support of Council President Eric Garcetti, Councilmember and Public Safety Chair Jack Weiss, and Councilmember Ed Reyes, I request that the Commission take all necessary steps to rename the Los Angeles Police Department facility located at 2710 West Temple Street in Los Angeles to the "Randal D. Simmons Police Station" in honor of LAPD Officer Randal D. Simmons. As you know, this facility will become the new home of the Metropolitan Division and its Special Weapons and Tactics (SWAT) Team in the near future. Officer Simmons was murdered on February 7, 2008 and was the first member of the SWAT Team to die in the line of duty since the creation of this specialized unit in 1967.

Officer Simmons was a 27-year LAPD veteran who spent much of his early career as an officer in South Los Angeles. He was promoted to the Metropolitan Division in 1986 and was later selected to join the elite SWAT Team. In 1994, Officer Simmons was promoted to Assistant Squad Leader where he excelled as a leader, role model, and mentor to many LAPD officers. He had a well-known reputation as a tremendously dedicated, disciplined, and devoted officer who came to the aid of his fellow officers and members of the community.

Officer Simmons' unwavering dedication to help those in need did not stop at the end of his shift. He selflessly dedicated himself to his family, his church, and his community. He raised two beautiful children, was a devoted husband and father, and was the son of immensely proud parents. In addition, Officer Simmons touched the lives of thousands of people by serving as a minister at the Glory Christian Fellowship International Church for the past 13 years. He shared his unconditional love with numerous children, young adults, and others in need of spiritual guidance or a helping hand. Through his efforts in

Officer Simmons' tragic death on February 7, 2008 came when he and his fellow officers courageously entered the home of a barricaded gunman who had murdered three innocent family members earlier that evening. Despite the tremendous danger, Officer Simmons attempted to save the lives of those in need and made the ultimate sacrifice in doing so. It would be a fitting tribute to the life of Officer Simmons to rename the new home of the Metropolitan Division and SWAT Team after this remarkable SWAT Team officer and dedicated member of the community.

I respectfully request that you expeditiously proceed to rename the facility in honor of Officer Randal D. Simmons.
