Killamarsh Parish News Edition 7 Autumn 2016 Killamarsh Parish News Edition 7 Foreword from the Chairman Welcome to the autumn edition 2016. I will focus slightly more on In this issue: the village and community and leave the Sports Centre part in the capable hands of Susan Coldwell the Parish Clerk/RFO along with Clerk’s Remarks 2 any financial information she wishes to include. A-Z of services 3 3 In addition to the summer flower planters, grass cutting, litter Derbyshire Sport picking etc. which is under the direction of Cllr Harold Laws, there have been improvements to the three raised brick planters; two of which are sponsored by What’s on 4 the Killamarsh Heritage Society and one by Killamarsh Charity Group. Details are displayed on the inscriptions on the planters. My thanks to the ladies and gentlemen who Remembrance Parade 4 carried out this work; it is very commendable! During this summer the Killamarsh Community Trust (association) staged a ‘Party on the Grass’ with excellent tribute acts coupled with kind, sunny weather. The event was considered a great success by all present. At the July Parish Council meeting Avril Froggatt was co-opted on to the Council. Her enthusiasm and dedication will be a great asset to the Council and the community as a whole. I will conclude by thanking my fellow Councillors, the Parish Clerk and all the Parish staff, whatever their role, for their hard work. It is much appreciated! Footnote: I remember that many years ago I heard these words spoken. I have substituted one word from his speech for the word ‘community.’ “Ask not what the community can do for you. Ask what you can do for the community.” Maybe a philosophy for us all? Who said it and when? The interaction between the residents of Killamarsh, the council and staff continues to move at a very fast pace, like a steam train and we will not mention the speed of the HS2 at this point. To complement the report from the Chairman, I trust all the village will have noticed the tremendous improvements made to the area around the shopping precinct, which, after much investigation and ‘brick walls’ from shop owners, landlords, the responsibility of ensuring this area is kept presentable has finally been left in the hands of very willing community groups, NEDDC for weed killing and staff paid for by the parish. A member of the parish office staff is making a sterling effort with BT to not only clean and remove graffiti from the telephone box in the precinct, but that BT will fulfil their promise to completely remove this unsightly, obsolete amenity from the area so, watch this space, and please contact the parish office if this becomes an ‘eye sore’ again. Upon a request from a resident, the parish is currently obtaining small leaflets for anyone who is troubled by cold callers to place on their doors. Please contact the parish office if you require any. Cemetery road & benches It is a delight to report that, after months of liaising with contractors and suppliers, requests for the placement of benches have been honoured. Currently, there is space for just one more bench until the cemetery road has been extended. As reported in the last newsletter, the council earmarked funds for this vital work of extending the road to the cemetery and work is underway as I write. Killamarsh Parish Council website For those who can view, please look at this site on a regular basis as news and information is updated as often as we are able. Any comments, negative or positive, in addition to input are always welcome. Financial position as at the end of June 16-Income exceeded expenditure by £1,583 As the newsletter is produced on a quarterly basis, my plans are to report the previous quarter as a summary only but, as pointed out many times, monthly financial reports are produced and are always available for anyone interested. In edition 6, the year ending March 16 was detailed in full. This was a very pleasing result and a summary of many efforts in the last 3 years to ‘pull back’ the deficit which existed on my appointment as Clerk in September 2012. The council was therefore in a position to ‘earmark’ funds for much needed areas which would last for years to come. The financial year April 16 to March 17 is proving to be a challenging year for the council, the Senior Management Team and especially for me as R.F.O. It has been very noticeable in the monthly accounts produced from April 16 to July 16. Although staffing costs have been reduced significantly in the previous 3 years, showing £21,845 less in 15/16 to the year 14/15, the process of job evaluation and Government ruling on minimum/living wage provides constraints on much movement to reduce staffing costs any further. The Precept Support Grant was reduced slightly this financial year, but notice has already been given that more significant drops will be imposed over the next 3 years to the extent that this will cease, and, in addition, the grant from NEDDC of £10,000, which was given to support the loan for the building, will cease in March 2018. The sum total of both grants will be a drop of income of £54,207 by March 2020 Revenue received via the sports facilities, room hire and bar catering has declined over the last 3 years and the Senior Management Team are endeavouring to focus their efforts on promotions, with the support of the Sports Centre committee and the council. "This is a fantastic new service which we hope will make a difference to those clubs which don't have the capacity or confidence to bid for funding, particularly to some of the larger grant programmes," said Edwina Archer, Derbyshire Sport's Funding Development Officer. "Over the years, I've come across clubs which have had the ideas but haven't got the time to develop them and apply for funding. There are others which have applied but have got knocked back, which can sometimes lower morale to reapply.

The £2.4m which the Bolsover North East Derbyshire LEADER Programme has delivered since 2008 into the economies of both Council areas, has played a major part in supporting business, encouraging visitors and creating much needed new jobs. As Chair of the Local Action Group, I have seen projects develop from the first expression of interest through to the finished article, be that a new piece of equipment, a new business or even a new hotel. All of the LEADER funded projects, from the smallest to the biggest, have contributed to the enhancement of the area and to the growth of the local economy. This evaluation document explains what the BNED LEADER Programme has achieved and the rationale for doing what it has. I hope you find the document both informative and interesting. We are now looking forward to submitting a bid for more funding in the next Rural Development Programme which is due to start in 2015 and will run until 2020. For the avoidance of doubt, this plan considered the operation of the whole facility on Stanley Street, Killamarsh which includes Leisure, Bar and Catering. Little consideration has been given to the Parish Council Office and meeting room within the facility although some elements, for example H&S will be relevant. Whilst this plan is aimed at improving the financial performance of Killamarsh Sports Centre, public leisure facilities play a wider role in our community and this should not be overlooked when considering the recommendations in this report. Public leisure facilities helps raise the level of participation in sport, leisure, active recreation and social activity offering good quality facilities and services that are equally accessible to all, encouraging the achievement of personal goals and positively drives forward the health and social fabric of our communities.

Until fairly recently some of the streets in Codnor were part of the Ripley Town Council area due to the very old boundary line and indeed paid their Council Tax or equivalent at their precept rather than Codnor’s rate. This anomaly was put right when the top parts of Mill Lane, Holborn View, Thomson Walk and Springhill Way became part of the Codnor Parish. The next change came at Borough Council level in 2000 when all of the Codnor Parish was included with Waingroves to make a two member ward which has been the case since. At least these changes could be seen to be linked to the two communities rather than the proposals in this review which appear to be totally part of a way to achieve the number required for each electoral division.

    Public Agenda Item No. 4(i) DERBYSHIRE COUNTY COUNCIL MEETING OF CABINET MEMBER – HIGHWAYS, TRANSPORT and INFRASTRUCTURE 21 June 2016 Report of the Strategic Director – Economy, Transport and Communities CHESTERFIELD CANAL STRATEGIC INVESTMENT PLAN (1) Purpose of Report To seek endorsement of the Chesterfield Canal Strategic Investment Plan as part of the Derbyshire Waterways Strategy. (2) Information and Analysis The Derbyshire Waterways Strategy was approved at the meeting of Cabinet on 17 June 2014 (Minute No. 218/14 refers). This included a significant work programme contributing to the restoration of the Chesterfield Canal. This identified the need for a Strategic Investment Plan in order to identify priority areas where restoration will best support regeneration, to seek ways to improve income generation from canal related activities and to develop a sustainable model for the canals. For the Chesterfield Canal, Derbyshire County Council owns and maintains 5 miles of navigable water and, as part of the Chesterfield Canal Partnership (CCP), has the shared aim of restoring the canal and its connection to the national canal network, and to promote the sustainable economic and social regeneration of the Chesterfield Canal Corridor. This will be essential if the Authority is to both realise the benefits of regeneration for communities and the local economy, and to reduce its own on-going management costs. Achieving a sustainable model will also be necessary if opportunities for potential alternative bodies to take on the canal in the future are to be explored. Working in consultation with CCP partners, a Strategic Investment Plan has now been completed for the Chesterfield Canal.
