    Water Safety Policy in Scotland —A Guide 2 Introduction Scotland is surrounded by coastal water – the North Sea, the Irish Sea and the Atlantic Ocean. In addition, there are also numerous bodies of inland water including rivers, burns and about 25,000 lochs. Being safe around water should therefore be a key priority. However, the management of water safety is a major concern for Scotland. Recent research has found a mixed picture of water safety in Scotland with little uniformity or consistency across the country.1 In response to this research, it was suggested that a framework for a water safety policy be made available to local authorities. The Royal Society for the Prevention of Accidents (RoSPA) has therefore created this document to assist in the management of water safety. In order to support this document, RoSPA consulted with a number of UK local authorities and organisations to discuss policy and water safety management. Each council was asked questions around their own area’s priorities, objectives and policies. Any policy specific to water safety was then examined and analysed in order to help create a framework based on current practice. It is anticipated that this framework can be localised to each local authority in Scotland which will help provide a strategic and consistent national approach which takes account of geographical areas and issues. The Commission is invited to consider responses to the initial and secondary consultation on its Initial Proposals and whether it wishes to make changes to its proposals for Argyll and Bute, Highland and Moray council areas. Background 2. These constituency designs are based on a UK electoral quota of 74,769.2 electors and parliamentary electorate figures from the December 2015 Electoral Register. The electorate of constituencies has to be within 5% of the electoral quota, namely no fewer than 71,031 and no more than 78,507, unless the area of a constituency exceeds 12,000 square kilometres. No constituency may exceed 13,000 square kilometres. 3. The total electorate in the 3 council areas is 307,418, giving a theoretical entitlement to 4.11 constituencies. It is possible, therefore, to design 4 constituencies, exactly covering the combined council areas, the electorates of which are within the limits set by the legislation. 4. The Commission's Initial Proposals for this area comprise 4 constituencies which exactly cover the combined extent of these 3 council areas. A map of the constituencies is at Appendix A. These are poems, which, like a good malt “uisge beatha”, which in a way they resemble, need to be savoured slowly and appreciatively. Their memories, observation, humour, wit and wisdom a complex and heady distillation of experience matured over time, and served up here in verse, which has style and variety sufficient to maintain the reader’s interest over the course of the “journey”, a journey both back in time, but also into the heart and soul of a community and culture. There is the occasional flash of anger, and overall a sense of sadness entirely in keeping with the book’s dedication to the author’s late brother James MacGillivray of affectionate memory in these parts.

There are about 250 pages and the top of each is marked “Daily Journal of Duty performed by P.C. Mackay Stationed at Kinlochailort”. 1897 Monday April 19. “At 1pm left Fort William per instructions of Inspector Chisholm and proceeded by Mail Coach to Kinlochailort where I arrived at 7pm and patrolled about the Hotel to 10.30 pm. Travelled 30 miles on duty 9½ hours. April 20. Remained all night at the Hotel here having failed to secure private lodgings. At 10 am patrolled the New Railway works to Polnish and returned by Public Road to Hotel at 6 pm. Travelled 8 miles and 8 hours on duty. Night duty. Patrolled about the Hotel and the Public Road from 7 pm to 11 pm. Travelled 4 miles on duty. 4 hours. Wednesday 21 April. Patrolled along the line of the New Railway Works from the Hotel to Polnish from 10 am to 2 pm. and from 4 pm to 6 pm. Friday April 23. Patrolled about the Hotel and vicinity generally from 7 pm to 11 pm and returned to the house of Mr Simon Fraser, Gardener, residing at Inverailort Lodge having secured lodgings there being since my arrival here staying at the Hotel. Sunday April 25. At 10 am left the Station and patrolled by the Hotel and Navvy Huts to Polnish. 7 miles, 6 hours on duty April 28.

    Building Better Transport CEC02083844_0001 Building Better Transport Ministerial Foreword When I was appointed Tr ansport Minister last spring, Scotland's Transport: Delivering Improvements was not long published. That document identified key priorities for transport that have underpinned our work over the last year. It also promised that we would issue a report on progress. We have taken huge steps forward since then. The key to progress was our decision last year to allocate unprecedented sums to transport over the next three years. Spending on transport will rise by over 50% over three years, with almost £1 billion per annum being spent by 2006. Spending on public transport - which is now top of our priorities - will rise by over 70% in three years. That decision made an enormous impact. There is now money to fund major new infrastructure projects. The sense of momentum is building. People are beginning to believe. Transport improvements that once seemed a pipe dream stand a genuine chance of becoming reality. The new communications links that businesses have been crying out for are just around the corner, and the economy will thrive on them. Resources are not unlimited, but we can be certain that the transformation of Scotland's transport infrastructure will be well under way by the end of the decade. We have been criticised in the past for not committing the funds needed to enable major projects to proceed. That has now changed. All schemes will still have to continue to demonstrate value for money and stand up to rigorous economic and environmental scrutiny. But the security of a £1 billion per annum budget has enabled us over the year to make firm funding commitments, including the MS and M80 motorway upgrades in west central Scotland; the reinstatement of the Airdrie-Bathgate railway line; a new bypass, the Western Peripheral Route, for Aberdeen; and has allowed us to make further progress with rail links to Glasgow and Edinburgh airports.

The existing overhead line is 58km including the existing spurs and provides electricity to 344 customers. It is one of the last remaining cadmium copper overhead line circuits on the exposed west coast of Scotland and is considered to be a high priority for major refurbishment due to unacceptable physical condition and poor system performance. The majority of the overhead line was built in 1950 to a light duty, long span specification using 3/.093 (.017sq in) cadmium copper conductors. The circuit is three phase (three wire) for the first few kilometres from Aultbea to Laide and part way along the Opinan 11,000 volt spur. The remainder of the circuit is single phase (two wire). The original line was extended from Dundonnell Forest to Eilean Darroch in 1956 and then on to Dundonnell House in 1958. These sections of line incorporate shorter span lengths and use 3/.104 (.025sq in) copper conductors. The circuit has suffered 20 faults over the last 5 years. The majority of faults on this circuit relate to age, deterioration and under-design.

    4 September 2018 Transport and Travel in Scotland 2017 This bulletin provides the results of the Transport and Travel related questions asked in the Scottish Household Survey (including the travel diary) and uses data from a range of sources to provide context. The survey and travel diary had around 9,800 respondents in 2017. This publication is split into 4 broad themes: Personal travel Motor vehicles, traffic and driving Public transport and aviation Walking and cycling Overview of travel trends in Scotland Rail and air passenger numbers, as well as car traffic and distance cycled, are estimated to have increased between 2007 and 2017. Rail showed the greatest percentage increase (31%). Bus passenger numbers showed a substantial decline over ten years (22%) [Figure 1]. Sources: DfT, ORR, CAA, Ferry operators (Not all National Statistics). Notes: Rail and bus passengers based on financial year, 2017 bus figure is provisional. Ferry does not include figures for passenger numbers on the Corran ferry service, Car, motorcycle and bicycle traffic estimates indicate the broad level of traffic, so year-on-year comparisons should be made with caution as they are estimated based on a small cross-section of Scottish roads, particularly for cycle traffic.
