Minutes of a Full Council Meeting of St Columb Major Town Council, held in the Council Chamber, Town Hall, St Columb Major, on Tuesday, 9th January 2018 at 7.00pm.

Present: Cllrs P Wills, Mrs J Warner, E Culley, Mrs L Jiggins, Mrs F Fuery, W Draper, B Daniels, K Roberts, M Jenkin

247/17 Mayor’s Welcome:

The Mayor, Cllr Wills, welcomed everyone to the Meeting.

i) Housekeeping:

The Mayor addressed Councillors, and members of the public, giving advice on emergency procedures, asking that all mobile ‘phones be switched off, or turned to silent.

ii) Announcement and Diary Dates:

The Mayor’s Report (also incorporating the County Councillor’s Report) was presented by Cllr Wills:- “Since our last Meeting, it has been a relatively quiet time over the Christmas month. I will go through what I have been doing in chronological order since 5th of December.

I attended a Meeting of the Youth Club Committee, held at the Youth Club. I will be giving Members an update on how things are going later in our Meeting, as this is an Agenda Item.

Since we last met, I have attended two meetings to further our discussions on the Devolution of the Library, and held one Skype Meeting. Again this is an Agenda Item, so I will update Members later in our Meeting.

I chaired a Meeting of the Licensing Act Committee, in St Austell, on 11th of December, and also a Meeting of the Street Trading Sub- committee.

The Mayoress and I attended the annual Christmas Tree Lights Switch On, held in the Church, and a few days later we both attended the annual Community Carol Concert, again held in the Church. Thanks were extended to Cllr Mrs Rogers, and her granddaughter, for decorating the Town Council Christmas Tree.

I attended, as Mayor, the funeral of Henry (Tim) Tinsley, who many in the parish will know. Henry assisted me in the unveiling of the Hurling Painting, commissioned by the Town Council back in the spring of last year. He was, at the time of his passing, the oldest living winner of the Hurling Ball from the Town.

I attended, at County Hall, a Meeting of the Electoral Review Panel of Council, where the new electoral divisions for the 2021 elections were discussed, and a briefing given to Elected Members. has until 19th of February to submit its ideas and recommendation to the Electoral Review Commission. It is looking likely that Cornwall Council will recommend that Parish becomes part of the new St Columb ED, alongside and . The Officer-in-Charge stated that there has been widespread support locally for such an idea. The Panel will make its final recommendation to a Meeting of the Full Council, at County Hall, in February, before submitting them to the Commission.

I have today attended a Special Joint Briefing for Members of the Customer and Support Services OSC, and the Economic Growth and Development OSC, on the Business Case for the establishment of “Contemporary Cornish Living Ltd.” – proposed as a wholly owned Company of Cornwall Council. The idea is that Cornwall Council will borrow £168 million to build 1,000 new homes within the next four years. The Company will oversee the properties once built and ensure that there is a return on the Council’s borrowed money within forty years. 60% of the new homes built would be sold off straight away, and 40% would be social housing. Now for the mathematical minded amongst you, that would equate to the cost of building each house at £168,000. Most of the housing would be built at Langarth, on the outskirts of , subject to Full Council agreeing to this. However, it looks likely that the Cabinet will approve the establishment of this Company, regardless of whether the Langarth development goes ahead, or not. The initial

driver for the Company, is the Council’s Housing Development Programme.

Not such a busy month, but I am sure things will again start to get busy in the weeks and months ahead”.

248/17 Public Forum:

Mr Ford had a number of items he wished to raise: a) Many thanks for the light in Lower East Street b) Concern was expressed regarding the closure of the road – all connected to work going on at the old Liberal Club. Why could not the work have been carried out at night-time? It was thought that this would have caused a noise problem for residents. c) What is happening at The Cabbage Patch? It was explained that it is a “one man show”, and that the work is slow and laborious. It could take between four and five years to complete the project. Cllr Daniels advised that Mr Neil Waller is using his own money. He has not been seen recently. It could be said that work is progressing at a snail’s pace. We, basically, need to speak to him. The Planning Department have issued him with Notices in the past, which he always adheres to. The situation needs to be monitored. Could we, perhaps, also involve the Enforcement Team? d) Why could not the Town Council take over the land at the rear of the Columba Centre, and use it as a Car Park. Cllr Draper advised that the land in question is owned by the Diocesan Board of Truro. The land is rented out as farm land. The current Car Park is leased to the Columba Centre. Cllr Jenkin advised that this matter has come before the Council previously. One of the main problems was access to the site.

Mr Jackson spoke about Planning Application PA17/09436 - provision of container storage units off Station Road. They have submitted for an extension of time. They have appointed a Highways Consultant. It is considered that there will be a low traffic flow. Signs will not be installed. There will be an increase in screening vegetation. It was stated that the storage units will still be visible, to a certain extent. Cllr Jenkin stated that there will only be 16 visits, for 92 units per day. Is this feasible? They have, or will be, submitting an amended Planning Application. The land is owned by Mr Harding’s parents. It was confirmed that all storage facilities in the area are full. The entrance to the site will be moved down towards the roundabout, by about 15 metres. Cllr Mrs Warner stated, that the storage facilities at Roche are behind the Industrial Estate – out of view.

There will be an automatic gate entry system. Basically, we will now have to wait for the amended Planning Application.

Mr Beason had handed round a letter regarding the Chamber of Commerce. The Chamber of Commerce, unfortunately, will cease this year. The two main outstanding issues are the remaining monies that the Chamber has, and the managing of the Christmas Lights. We need to keep an open conversation going. Cllr Wills advised that he has responded to Mr Beason’s letter. The Town Council considers that the Chamber’s Chain of Office should be vested with them, and the monies should be handed over to the Town Council, to hold in trust, should the Chamber ever start up again. Mr Beason advised that currently there is about £1,000 in the Chamber’s account. The Chamber would like half to be vested with the Town Council, and half to whoever organises the Christmas Lights. “Our Town” Group had been approached, with a view to taking this on. Mr Beason, in answer to a question raised, advised that Mr Bob Bosisto has still not released the monies to the Chamber. Mr Beason confirmed that the Christmas Lights will be dismantled this coming weekend. The Christmas Lights Shed will also be cleared out, and items disposed of, if they are no longer required.

249/17 Police and County Councillor:

There was no Police presence, and no report had been received.

The County Councillor’s Report has already been given.

250/17 Apologies for Absence:

Apologies for Absence had been received from Cllr Mrs Rogers (family commitment).

251/17 Members Declarations of Interest:

ii) Declarations of gifts to the value of £25: Cllr Jenkin advised that he was given a food hamper by the Football Club at Christmas.

252/17 To confirm Minutes of the Full Council Meeting, held on 5th December 2017:

The Minutes of the Full Council Meeting, held on 5th December 2017, were presented by the Mayor. The Town Clerk advised that a new Contract has been entered into with Mr Greetham, for the maintenance of the Jackie Law Memorial Garden – 12 visits per year – 1.5 hours per visit, at £20 per hour. Could the Town Councillors who have requested to have Council e-mail addresses, please let the Town Clerk have their private e-mail addresses.

Signs will be erected by South West Water, indicating where the track is to enter the Halveor Sewerage Works, on the Newquay Road.

Cllr Wills proposed, Cllr Mrs Fuery seconded, and it was RESOLVED that the Minutes be accepted. There were three abstentions – Councillors not present at the last Meeting.

253/17 Payment of Accounts – Members to Approve the Payment of Accounts to the end of December 2017:

The Mayor presented the Accounts to be paid up to the end of December 2017. Cllr Roberts spoke about abbreviations which were used. In future, there will be an abbreviations key/listing inserted, indicating what they mean. Cllr Wills advised that, having spoken to FLEET, when we receive the next invoice from AED Locator (E.D.) Ltd., we need to speak to FLEET, who will replace the doors on the defibrillators, (free of charge), thus making the Annual Monitoring Charge less.

Cllr Wills proposed, Cllr Daniels seconded, and it was RESOLVED unanimously to approve the payments of accounts up to the end of December 2017.

254/17 Planning Matters:

PA17/10916: Change of use from a Guest House to a Children’s Nursery (Class D1) – Tropicana House, Newquay Road, St Columb, Cornwall – Mrs Sue Oliver, Major Steps Childcare

Cllr Wills advised, that having spoken to Simon Mansell, it was considered that as the Town Council were the current Landlords for Major Steps, they should offer “No Comment” on this Application. Cllr Wills proposed, Cllr Culley seconded, and it was RESOLVED unanimously to offer “No Comment”.

PA17/10236: The proposal is for a 60 x 40 ft shed, with one main door for machinery storage and a pedestrian access door. Hard standing to be created in front of the doors. The barn will be constructed with block walls to a height of 1.8m with profiled metal cladding up to eaves. The roof will be cement fibre – Land east of Blackacre Bungalow, at White Rose Farm, St Columb, Cornwall – Mr Thomas Barritt

The Town Clerk advised that, having spoken to the Planning Officer, it would be beneficial if we deferred a decision on this Application, until our next Meeting, as there were outstanding issues yet to be resolved. Councillors agreed to defer a decision to the next Full Council Meeting.

PA17/10903: Listed Building Consent to take down chimney stack and chimney breast to rear elevation of extension, install patio doors to rear elevation of extension, replace all rear wooden windows with new double-glazed windows, block up ground floor window to rear extension, render rear extension to match existing building, extend utility room and create a slate-covered pitched room, lay a new concrete floor to the ground floor of the rear extension and create a new shower room with wc and basin under second staircase – 15, Bank Street, St Columb TR9 6AT – Mr Peter Dickens

There was a typographical error here – it should be 15, Bank Street and not 5, as stated. Cllr Wills proposed, Cllr Roberts seconded, and it RESOLVED unanimously to support the Application.

PA17/11863: Tree works to various trees, which will also include felling of some trees, all set within a Conservation Area – 29, Bridge, St Columb, Cornwall TR9 6BB – Miss Lucie Brightwell

As this Application is for works to trees in a Conservation Area, it will be decided under Delegated Authority. There is no need for the Town Council to submit any comments to the local Planning Authority, as this communication is merely to notify that an application has been received. However, Cllr Daniels did state that as most of the trees in question are sycamores, it is hoped that the Tree Officer will agree for them to be felled.

255/17 Youth Club:

Cllr Wills gave an update on the Youth Club. We have now received the Deed of Appointment, and Retirement of Trustees. This document has

been signed by the retiring Trustees, and the Mayor and Town Clerk (signatures also witnessed). We now have to advise the Land Registry that the Town Council are the custodians of the building. Cllr Wills attended a Meeting of the Youth Club on 6th December. The girls are working extremely hard. A Christmas Fayre was held - which was very successful. There is another Meeting tomorrow evening. The next area that needs to be worked on is the formulation of a Business Plan. The Youth Club Committee appears to be good, and very enthusiastic. Cllr Draper advised, that as the Town Council are now Trustees of the building, they are responsible for the Health and Safety. We need to arrange for a Condition Report to be prepared soon. We need to obtain prices. Should we use an Architect or Chartered Surveyor, or a local building firm? After some further discussion Cllr Wills proposed, Cllr Mrs Fuery seconded, and it was RESOLVED unanimously to obtain three prices for a Condition Report, to be prepared by Chartered Surveyors.

256/17 Library Devolution:

Cllr Wills gave an update on the Library Devolution. Things are progressing satisfactorily. The next Meeting is on 17th January, at 10.00am with Property Services, and then at 11.00am with the Library Team. Our Solicitor has experience of other Library Devolutions in Cornwall. We would also be reviewing our current Lease. Cllr Wills confirmed that, as part of the Transition Funding, we can receive recompense for any legal fees incurred.

257/17 Christmas Lights:

Cllr Wills gave an update on the situation regarding the Christmas Lights. Cllr Jenkin thought it was a good idea to remove any unwanted items from the Christmas Lights Shed. Cllr Wills advised that Matthew Rodliffe will remove and store the old Christmas Trees, to be used at the Summer Solstice bonfire at Castle-an-Dinas. Cllrs Jenkin and Draper thought that it was a good idea to have all the electrics checked, and wired in properly, so that when it comes to installing the actual Christmas Lights, all that is needed to be done, is to put the Lights up, and plug them in. It was questioned whether the Young Farmers could undertake putting up the Lights. If the Town Council takes over the running of the Christmas Lights, then there will be a lot of Health and Safety paperwork that needs to be completed, whereas with volunteers, this will not be the case. Basically what is needed now is a “Business Plan” – Cllrs Jenkin and Draper will sort something out before the next Meeting. Cllr Wills suggested that we may be able to obtain some additional monies, from

either the Wind Farm Community Fund, and/or the Denzell Downs Wind Farm Community Fund.

258/17 WW1 Commemorations – 11th November 2018:

Cllr Wills gave an update on the way things are progressing so far with the Commemorations on 11th November 2018. Band, and Nankersey Male Choir, will give a concert (similar to Last Night of the Proms) in the Church, on the evening of 11th November. We have requested the use of the Church from the P. C. C.. Military Museum, will be supplying a 25 pounder artillery piece, to be fired at 7.00pm – the time the last gun was fired at the end of the First World War. There will be a Candlelit Procession, leaving Road Car Park at 6.30pm. There will be 57 people representing the men who were lost in the First World War from this parish, together with representatives who lost men in the Second World War. It is hoped that RAF St Mawgan will be involved. It was also suggested that there should be representatives from the Army, or T. A present, together with representatives from the Navy.

259/17 Dog Bin – Halveor Close:

A request has been received for a dog bin to be placed halfway down Halveor Lane. People are currently throwing dog mess up in trees, or over hedges. Tony Roberts has stated that he will keep an eye on it. Cllr Wills proposed, Cllr Mrs Fuery seconded, and it was RESOLVED unanimously to purchase a bin to be placed in Halveor Lane.

260/17 Travel Expenses - Review:

Cllr Wills advised that our current Expenses Policy, states that Councillors can be reimbursed 45p per mile, when attending official functions/Meetings on behalf of the Town Council. Since this Expenses Policy came into being in April 2016, we have spent approximately £30. The County Council has reduced their mileage rate to 40p, and it is thought to be a sensible move for the Town Council to follow suit. Cllr Wills proposed, Cllr Roberts seconded, and it was RESOLVED unanimously to reduce the mileage rate from 45p per mile, to 40p per mile forthwith.

261/17 Renewal of Mayoral Chain:

Cllr Wills advised that the dongle on the Mayoral Chain had become dislodged during the Christmas Lights Switch On. Our Handyperson has

repaired it, but should we be thinking about having a new Mayoral Chain? We have obtained sample prices from Fattorini of Birmingham. This would be for a “staybright” chain, and could cost between £2,500 and £3,000. Cllr Mrs Warner wondered whether we could have the dongle repaired by Fattorini and, perhaps, have the current Chain, “dipped”. This would then negate having to polish it regularly. We should seriously think about having a velvet backing on the Chain. It was agreed that we should obtain prices, for these options, and report back to the next Full Council Meeting.

262/17 Council Chamber - Heating:

The Town Clerk advised that we have received an estimate, for replacing the heating in the Council Chamber, with infra-red wall mounted heaters. We are still waiting for a price, for having a gas fired system installed. Cllr

Jenkin had obtained a brochure from Rointe Heating, for a Rointe Digital Integral Heating System to be installed. These heaters only require to be plugged in. It was eventually agreed to try to obtain all relevant prices, and submit them to the next Full Council Meeting, for a decision as to the best way forward.

264/17 Any Other Business:

a) Cllr Draper expressed some concern, regarding the fact, that with the closure of North Street, drivers are choosing to drive the wrong way up past the Town Hall. There appears to be a problem with signage, or lack of signage. Cllr Draper will speak with the Foreman tomorrow, and try to resolve the problem.

b) Cllr Jenkin asked for the latest position regarding the Skate Ramp. The Town Clerk explained the problems that had been encountered with the Contractor, but that they have ensured us that work will commence on 15th January 2018. c) Cllr Jenkin asked about the replacement of the floodlights in the Recreation Ground. An order has been issued, and work should be undertaken very soon. d) Cllr Jenkin asked about the cutting back of trees in the Recreation Ground. Again an order has been issued, and work should be undertaken very soon. e) The Town Clerk advised that he is obtaining prices for undertaking some resurfacing work throughout the Town. The prices will be presented to the next Full Council Meeting. f) The Town Clerk spoke about the SLA with Cornwall Council – Parking Services, for enhanced parking enforcement. This was being dealt with by them, and a draft Agreement should be available shortly.
