Population and Expenditure Data Sources
Population and Expenditure Data Sources Population and expenditure data for the study area has been provided by MapInfo. The study area itself is sub-divided into 13 separate expenditure zones, with individual population and per capita expenditure totals calculated for each. Initial population levels across each of the 13 zones have been derived from the 2001 Census usual resident population figures. In order to calculate the projected population for each of the zones for the base year 2004 – and onwards to 2016 - we have used multipliers taken from the population projections forecasted by Anglia Polytechnic University (APU) in May 2005 for each of the four constituent local authorities. Between 2001 and 2004, it is forecasted by APU that the population in Corby would grow annually by 0.023 per cent; in East Northants by 0.014 per cent; in Kettering by 0.011 per cent; and, in Wellingborough by 0.015 per cent. These projections take into account the likely implications of the Growth Area Strategy for the population of the area. Whilst the Roger Tym & Partners expenditure analysis zones have not been defined purely with reference to local authority administrative boundaries, they do broadly correspond. Zones 1, 3 and 4 relate to the Corby administrative area; Zones 2, 11, 12 and 13 to East Northants; Zones 5, 6 and 7 to Kettering; and, Zones 8, 9 and 10 to Wellingborough. The relevant APU multiplier has thus been applied to the base population of each of these zones in order to project the population at 2004. Likewise, an appropriate multiplier has been derived from the APU data to roll forward the population in each of the zones to 2011, and then to 2021. The APU projected population growth figures do not go beyond 2021. Accordingly, we have had to employ an alternative methodology to create population projections for each of the zones in 2031. Multipliers for these periods for each of the four administrative areas have been derived from the Preferred Option Dwelling and Job Growth set out in the Milton Keynes and South Midlands Study (Roger Tym & Partners, September 2002). Each of these multipliers has again then been applied to the appropriate zone. Between 2021 and 2031, it is forecasted by Preferred Option figures that population in Corby will increase by 0.020 per cent; in Kettering by 0.032 per cent; and, in Wellingborough by 0.020 per cent. In East Northamptonshire a very slight reduction (considerably less than 0.001 per cent annually) in population is forecasted between 2021 and 2031. The resulting forecast level of growth – it is projected that the population in the study area will increase from 314,004 in 2001 to 518,255 in 2031 – is broadly consistent with the totals indicated by the Milton Keynes and South Midlands Study. We also note that RSS8 indicates that the towns of Corby, Kettering and Wellingborough should make provision for an extra 34,100 dwellings in the period to 2021, and a further 28,000 dwellings between 2021 and 2031. Assuming an average household size of 2.4 persons (National Statistics Household Composition Table 15A: Household Characteristics of Quintile Groups of All Households) this would result in a population increase of some 149,000 within these three towns attributable to growth brought about urban expansion policies alone.
