New Hampshire Excellence Award The ceremony will be held April 5, 2017 at 10 a.m. at the New Hampshire State House Rhode Island Excellence Award The ceremony will be held soon at the Rhode Island State House Vermont Excellence Award The ceremony will be held April 11, 2017 at 4 p.m. at the Vermont State House Policy Committee Meeting February 13, 2017 11am – 3pm Purposes and Goals of the Meeting To level set with members around the genesis of the Policy Committee, its role in formulating NEBHE’s policy agenda, the current activities of NEBHE’s policy and research department, and the work of NEBHE’s peer compact entities. The merits of doing so include the opportunity to use NEBHE’s policy and research capacity to reduce the likelihood of states reinventing the wheel on higher education proposals. Committee members discussed a number of policy topics, including: • The interstate passport, it’s role in keeping students in the region and limiting the likelihood of students losing credit when transferring • Other states’ ability to leverage their office of higher education, as well as handle staffing and bandwidth challenges • An annual comparative data report for the region • The financial viability of institutions and public investment • Collaborations/partnerships between public and private institutions (in light of enrollment decreases, etc.); NEBHE’s role in formalizing connections with employers • Affordability and completion as the crux of any agenda • Free college policies and how they impact regional enrollment and completion • A comparison of tax credits that incentivize graduates to stay in state • Re-engaging adults in higher education • Readiness, K-12 data and support for transitions • Opportunities to increase funding to postsecondary education, grant and scholarship aid Next Steps • NEBHE will create a summary of the meeting and discussion, for sharing with the Policy Committee • NEBHE will create, distribute and summarize a survey of other NEBHE Board members regarding key issues and priorities • NEBHE will summarize the key themes from the 2/13/17 meeting, along with those from the proposed Board survey, for sharing with the Board at the April meeting • NEBHE will explore the feasibility of a meeting of the Policy Committee at the April Board Meeting in Boston, TBD based on other meetings (Legislative Advisory Committee and State Higher Education Executive Officer meetings) • Otherwise, NEBHE staff will propose an alternative meeting date for follow up and further development of a draft of a formal, Policy Committee-informed Policy Agenda Issue Survey of the Board, March 2017: Results Board members were asked to identify the top three priority areas for their institution, organization or state. Next, board members were asked to rate the importance of policy areas that are trending regionally and nationally. Of the ten topics offered, the following were rated most important: • State student aid programs and adequacy • Employability of graduates • Competition for student admits (including tuition discounting) • Remedial education Areas that rated somewhat important included: • Adult and returning students • State longitudinal data systems to assess attainment, graduate outcomes and salaries • Dual enrollment and early college Areas that were rated least important included: • Undocumented students • Adult and returning students • Transfer of credits and articulation Finally, the board provided feedback on the types of information provided by NEBHE that are much useful to their work. The top five types of information were: • Legislative summaries from the past legislative session • Policy briefs on specific policy issues • Information on best practices and programs in specific topic areas • Landscape analysis of New England state policies in specific topic areas Summary The newly formed Commission on Higher Education and Employability is a regional endeavor of the New England Board of Higher Education (NEBHE) to be chaired by Governor Gina Raimondo of Rhode Island. The expected duration of the Commission is 10 months. While New England is world-renowned for its high-quality colleges and universities, the region’s employers remain concerned about a lack of qualified, skilled workers, particularly in technology-intensive and growth- oriented industries. The challenges of low population growth and increasing global competitiveness require policymakers, business leaders and higher education to collaborate to maximize the region’s human capital potential, ensure the economic productivity of its workforce and improve the well-being of its residents. Purpose The purpose of the Employability Commission is to develop an action agenda, policy recommendations, strategies and next steps to align institutions, policymakers and industry to increase the career readiness of graduates of New England colleges and universities—and facilitate their successful transitions to work and sustained contributions to the well-being and competitiveness of the region.
