Keadby with Althorpe Parish Council 1792 KEADBY WITH ALTHORPE PARISH COUNCIL These are the Minutes of the Meeting of Keadby With Althorpe Parish Council, held in the William Stephenson Memorial Hall, Althorpe on Wednesday 18 September 2019 Present: Cllrs: K Fenney (Vice Chairman), N Bond, M Broadbent, M Buckley, A Carroll, E Davis, G Haynes, P Johnson, B Pearson, K Russell, L Smith, J Sharp, E Timmins, A Wills and Ward Councillor J Briggs Start Time: 7.15pm 1.0 Apologies Cllr Hornsby 2.0 Road Safety Discussion Richard Hall, NLC Road Safety Team Manager, said that speed monitoring had been conducted on Main Street, Althorpe in June and the speed was not found to be excessive. Councillors said that the speed measurement device had not been placed in the correct location and requested that the test be carried out again with the device placed outside Lansdown House, Main Street, Althorpe. Richard Hall indicated that the next batch of testing would not be until early 2020 and, if this date clashed with the resurfacing works, the measurement would not be carried out until the completion of those works. Richard also indicated that data shows that SIDs (Speed Indication Devices) cause traffic to slow down an average of two miles per hour, however, the issue may not be vehicles travelling at excessive speeds, but travelling at an inappropriate speed for the road. Cllr Carroll did not believe that speed was the issue but rather vehicles not keeping to their side of the road. Cllr Carroll noted that when there had been works’ traffic lights in place, many vehicles had avoided Main Street and the traffic problems had been greatly reduced. Cllr Sharp suggested the Parish Council should investigate the possibility of traffic lights being permanently installed to alleviate the issue. Cllr Smith said that there had been three accidents in two weeks, in the vicinity. Richard Hall indicated that only injuries and not collisions would have an impact on where on the Speed Management Priority List the Parish Council were. Councillors asked why the request for Althorpe to be ‘Access Only’ had been rejected and were informed that this was due to the volume of traffic to/from East Butterwick/Derrythorpe which passed through Althorpe. Councillors asked again about ‘20’s Plenty’ but were informed that a 20mph speed limit is advisory only. The Clerk will request the Traffic Team attend a site meeting to discuss this matter further. 1793 3.0 Public Participation Session with Respect to Items on the Agenda Pursuant to the Public Bodies (Admission to Meetings) Act 1960, the public have a statutory right to attend meetings of a parish council. Importantly, they have no right to participate in a meeting. Meetings shall be open to the public unless their presence is prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons. The public’s exclusion from part or all of a meeting shall be by a resolution which shall give reasons for the public’s exclusion. None 4.0 Matters Arising from Draft Minutes Cllr Sharp noted that the request for school children to design a ‘slow down’ sign had been omitted from the minutes Cllr Haynes Proposed that the Draft Minutes of 17 July 2019 be accepted as a true record; Seconded by Cllr Davis; All in Favour. 5.0 It was Resolved that the Minutes of 17 July 2019 be accepted as a true record. Declaration of Interest 6.0 None Dispensation Request 7.0 None Clerk’s Updates Cllr Wills reported that the garden and hedge in front of the car park on Chapel Lane 8.0 needed attention. The Clerk will contact ONGO and request that the area be tidied up. 8.1 Highways Speed Indication Devices. North Lincolnshire Council Highways Department are reviewing the specification for the SID equipment to ensure that it is suitable to be mounted on, and 8.2 powered by, a street column. Cllr Wills reported that there is growth in the gutters of Trentside Keadby that is 6-7 inches 8.3 high and requested that the Clerk report the matter to NLC. Cllr Wills also reported that the gullies on Trentside are full of straw after the harvest and 8.4 requested that the Clerk obtain a gully clearing schedule from NLC. Cllr Pearson reported that the footpath, next to the consecrated ground on Main Street Althorpe, is covered with compacted mud and requested the Clerk to report this matter to 8.5 NLC. It was reported that the two Hawthorne trees, one each side of the top of Woodgarr Avenue, are overhanging the footpath and require trimming back. The Clerk will ask the 8.6 handyman to trim back the trees. The Clerk was requested to find out who owns the trees at the top of Anne Close, Keadby 8.7 as a vehicle has had to swerve to miss the low hanging branches. The road sign, on the A18 next to Crowle Bank Road, is still obscured by tree branches. 8.8 The Clerk will report this matter again to NLC Highways department. Cllr Fenney asked the Clerk to investigate the possibility of raising the sign at the entrance 1794 9.0 to Althorpe because it is obscured when the plants in the planter are in full bloom. Possible Grant for the Ropery The Clerk explained that he had been approached by the Isle of Axholme & Hatfield Chase Landscaping Partnership with the offer of a Community Grant for the plants and signage for the Keadby Wildlife Pond. It was agreed that the Clerk would complete the 10.0 Expression of Interest for this grant 10.1 Planning Application No: PA/2019/1244 Proposal: Advertisement consent to display five non-illuminated direction signs Site Location: Keadby 2 Power Station, Trentside, Keadby, DN17 4FA Applicant: Mr Adrian Webber, Siemens 10.2 The Parish Council has No Objection to the application Application No: PA/2019/1288 Proposal: Planning Permission to erect two pairs of semi-detached dwellings and associated works Site Location: 6 Chesswick Avenue, Keadby, DN17 3DG Applicant: Mr Amin Chaudhary, Kembles Holdings Ltd The Parish Council Objects to the proposed development. The Parish Council believes that there is not adequate room for 2 pairs of semi- detached dwellings and only a single pair of semi-detached dwellings should be considered. The area is on a one-way system and parking is already problematic. The plans show space for a single vehicle to be parked off-road with no space for a second car and the Parish Council believe that the dwellings should be moved back on the plot to allow for 2 cars to be parked, off road, in front of each. The Parish Council has concerns about surface water as this area of Keadby already suffers, any time there is a heavy downpour the drains cannot cope and this proposed development will compound the problem. The Parish Council is also concerned about the evacuation of sewage that this possible 10.3 new development would present on the current overloaded system.     ENCLOSURE & AGRICULTURAL IMPROVEMENT IN NORTH-WEST LINCOLNSHIRE FROM CIRCA 1600 TO 1850. Thomas M. Smith, MA Thesis submitted to the University of Nottingham for the degree of Doctor of Philosophy July 2012 i Abstract This study sets out to establish the link between enclosure and agricultural improvement in a group of parishes in north-west Lindsey, Lincolnshire between the sixteenth century and the mid-nineteenth century. In particular it emphasises the continuity of enclosure history through time, rather than concentrating only on the period of parliamentary enclosure as has often been the case in the past, and on links to agricultural improvement which include land reclamation, draining and warping. It shows that a simple explanation of enclosure in terms of driving up rents and allowing individual farmers to take their own farming decisions, fails to take into account the particular local circumstances of this area. Using a combination of enclosure documents and related material such as glebe terriers, land tax assessments, census materials, the 1801 agricultural returns and estate papers it sets out to show how agricultural improvement transformed both the landscape and the farming techniques in this area. In this process it covers a range of related topics including landownership, population, and the socio-economic structure of the villages of north-west Lindsey. It shows clearly that in this area enclosure is as much as anything associated with land drainage, and with improvements brought about by warping. These processes were interwoven, and separating enclosure out as a single movement underestimates the complexity of the farming arrangements required to ensure the most productive farming in this area.
