One of the key proposals within the Government’s 1998 Transport White Paper “A New Deal for Transport : Better for Everyone” was the introduction of Local Transport Plans (LTPs), whereby local authorities are required to draw up a 5 year integrated transport strategy for their area. These Plans replaced the annual Transport Policies and Programme (TPP) documents as the system for bidding for funding for local transport capital projects. The Transport Bill currently before Parliament will place authorities under a statutory duty to produce and implement a Local Transport Plan. 2. This document is Lincolnshire’s first full Local Transport Plan and covers the period 2001/02 to 2005/06. It builds upon the provisional Local Transport Plan submitted in July last year. Key Issues 3. In developing a Local Transport Plan for Lincolnshire, there are many key issues relating to transport which have been taken into account. These include : • the geographic size of the county and its predominantly rural and small town character, but also its diversity from the larger urban areas to the sparsely populated and remote areas • the importance of transport to the county - both in terms of its economy which is heavily reliant on agriculture/food processing and tourism, and the distances which have to be travelled by many residents to reach services • the extensive highway network (almost 9000 kms), but with no motorway and only 60 kms of dual carriageway, and the backlog in maintenance of highways • the problems of social exclusion, both in some areas in the larger urban centres and also in the rural areas where 90% of parishes have no daily bus services and local facilities continue to decline • rising levels of traffic, growing numbers of fatal and serious accidents and deteriorating community environments from the increasing volume, speed and weight of vehicles • limited rail network and services away from the East Coast Main Line • outside of Lincoln, Grantham and Skegness (during the holiday season), an under developed bus service with many rural services that do exist having irregular and unconnected services Developing the Strategy 4. The overall Vision for Lincolnshire which the LTP will seek to attain is : Executive Summary I An economically successful, accessible county with a network of inclusive communities and an enviable quality of life, which is an integral part of the wider region through well-developed economic and communications connections. 5. There are many objectives that the LTP will need to meet; not just the corporate objectives of Lincolnshire County Council, but also those of local and regional partners and of the Government as set out in the national integrated transport policy. These have been incorporated into three fundamental objectives, based around the above Vision : • to create an economically successful county • to develop inclusive communities • to improve quality of life Spatial Themes : 6. The LTP seeks to address the above issues • Develop Strategic Networks through a strategic approach encompassing • Integrate Approaches in the Major Urban Areas both spatial and cross-cutting elements as shown below • Integrate Approaches in the Large Market Towns • Serving the Rural Heartlands 7. The Vision and objectives of the Local Transport Plan are being pursued through six key Cross-Cutting Themes : integrated strategies : • Widen Travel Choices • Economy and Regeneration • Promote Safe and Inclusive Communities and a Schemes - a multi-modal approach Better Quality of Life to develop the county’s economy in a • Manage Transport and Related Resources in an number of high priority areas for Efficient Way regeneration, through approaches which are fully integrated with land- use planning and which, where appropriate, support the redevelopment of brownfield land. • Asset Protection - the active management of a rapidly deteriorating highway network, targeting intervention, which will major on trying to ensure that classified roads do not get worse over the next 5 years, planning for a continued deterioration in the extensive unclassified network, whilst seeking to keep the majority of bridges open to HGV traffic.

Hereward 'the Wake' and the Barony of Bourne: a Reassessment of a Fenland Legend [1] Hereward, generally known as 'the Wake', is second only to Robin Hood in the pantheon of English heroes. From at least the early twelfth century his deeds were celebrated in Anglo-Norman aristocratic circles, and he was no doubt the subject of many a popular tale and song from an early period. [2] But throughout the Middle Ages Hereward's fame was local, being confined to the East Midlands and East Anglia. [3] It was only in the nineteenth century that the rebel became a truly national icon with the publication of Charles Kingsley novel Hereward the Wake .[4] The transformation was particularly Victorian: Hereward is portrayed as a prototype John Bull, a champion of the English nation. The assessment of historians has generally been more sober. Racial overtones have persisted in many accounts, but it has been tacitly accepted that Hereward expressed the fears and frustrations of a landed community under threat. Paradoxically, however, in the light of the nature of that community, the high social standing that the tradition has accorded him has been denied. [5] The earliest recorded notice of Hereward is the almost contemporary annal for 1071 in the D version of the Anglo-Saxon Chronicle. A Northern recension probably produced at York,[6] its account of the events in the fenland are terse. It records the plunder of Peterborough in 1070 'by the men that Bishop Æthelric [late of Durham] had excommunicated because they had taken there all that he had', and the rebellion of Earls Edwin and Morcar in the following year.

    Grantham Ramblers 2019 Walk Programme This programme is for subscription paying members of the Ramblers Association. Non-members are invited to try 3 walks before deciding on membership. Grantham Ramblers walk every other Sunday and Thursday on the dates shown with some additional monthly Wednesday mornings. All walks are graded moderate or leisurely. Please travel direct to the starting location leaving sufficient time to change into the necessary footwear. Please share cars if possible and people without transport should contact the leader. Park appropriately and consider other road users and local people. Stops for refreshments occur at the discretion of the leader and where suitable sites are available. Please wear clothing and footwear appropriate to the weather conditions and terrain. Dogs should be under control so as not to cause a nuisance to other walkers, general public and livestock. Dog faeces should be disposed of hygienically. All members are responsible for their own personal safety.     Groundwater in Jurassic carbonates Field Excursion to the Lincolnshire Limestone: Karst development, source protection and landscape history 25 June 2015 Tim Atkinson (University College London) with contributions from Andrew Farrant (British Geological Survey) Introduction 1 The Lincolnshire Limestone is an important regional aquifer. Pumping stations at Bourne and other locations along the eastern edge of the Fens supply water to a large population in South Lincolnshire. Karst permeability development and rapid groundwater flow raise issues of groundwater source protection, one of themes of this excursion. A second theme concerns the influence of landscape development on the present hydrogeology. Glacial erosion during the Middle Pleistocene re-oriented river patterns and changed the aquifer’s boundary conditions. Some elements of the modern groundwater flow pattern may be controlled by karstic permeability inherited from pre-glacial conditions, whereas other flow directions are a response to the aquifer’s current boundary conditions. Extremely high permeability is an important feature in part of the confined zone of the present-day aquifer and the processes that may have produced this are a third theme of the excursion. The sites to be visited will demonstrate the rapid groundwater flow paths that have been proved by water tracing, whereas the topography and landscape history will be illustrated by views during a circular tour from the aquifer outcrop to the edge of the Fenland basin and back. Quarry exposures will be used to show the karstification of the limestone, both at outcrop and beneath a cover of mudrock. Geology and Topography The Middle Jurassic Lincolnshire Limestone attains 30 m thickness in the area between Colsterworth and Bourne and dips very gently eastwards.

A settlement hierarchy ranks settlements according to their size and their range of services and facilities. When coupled with an understanding of the possible capacity for growth, this enables decisions to be taken about the most appropriate planning strategy for each settlement. 1.2. One of the primary aims of establishing a settlement hierarchy is to promote sustainable communities by bringing housing, jobs and services closer together in an attempt to maintain and promote the viability of local facilities and reduce the need to travel to services and facilities elsewhere. A settlement hierarchy policy can help to achieve this by concentrating housing growth in those settlements that already have a range of services (as long as there is capacity for growth), and restricting it in those that do not. 1.3. In general terms, larger settlements that have a higher population and more services and facilities are more sustainable locations for further growth. However, this may not always be the case. A larger settlement may, for example, have physical constraints that cannot be overcome and therefore restrict the scope for further development. Conversely, a smaller settlement may be well located and with few constraints, and suitable for new development on a scale that might be accompanied by the provision of new services and facilities.
