Karunanidhy CM, Puducherry Former Member of Parliament Editor, Voice of OBCs Union Bank of India Circular No.GS:101/2018 17th August 2018 Programs at Hyderabad a grand success Demonstration – Round Table Conference – General Council Meeting Demonstration before HAL Campus, Balanagar - 11.08.2018 - 11.30 a.m.: Our Federation conducted three programs at Hyderabad on August 11-12, 2018 was a grand success. On 11th August 2018, Demonstration before HAL, Balanagar Campus was conducted at 11.30 a.m. Initially, the leaders garlanded the great social revolutionary Jyoti Rao Phule statue installed at HAL Campus before HAL OBC association office and thereafter the statue of Babasaheb Dr.B.R.Ambedkar. The OBC association members from different organizations and States marched as a rally and raised slogans demanding the central government to 1) withdraw the DOPT order of 6.10.2017 affecting all OBC employees working in PSUs 2) Removal of creamy layer, 3) Separate Ministry for OBC 4) Reservation in promotion were highlighted. Office bearers and cc members of HAL OBC association made excellent arrangements for conducting the demonstration and provided lunch to all the participants. Crackers were fired in celebration of achievement of Constitutional status to NCBC. Round Table Conference on Social Justice - 11.08.2018 - 6 p.m.: Same day (11.8.2018) evening at 6 p.m, a round table conference was organized by our Federation at Sundarayya Vignana Kendram, Hyderabad. J.Parthasarathy, Working President presided the function. General Secretary G.Karunanidhy welcomed our President V.Hanumantha Rao and all other OBC representatives for the meeting. Report containing the matters for discussion were given to all the participants. Our President V.Hanumantha Rao, former Member of Parliament was felicitated by the Federation and leaders of affiliated Units for his consistent efforts in taking up the matter of constitutional status to NCBC. Leaders of the affiliated units raised other pending issues within their organization before our President and he replied that all the matters raised by them will be taken up by him to the maximum extent possible. Thereafter, Hon'ble Members of Parliament Bandaru Dattatreya and Dr.Boora Narsaiah Goud came to the meeting. They were felicitated by all our Federation and Units. Again leaders of affiliated Units raised matters concerning the welfare of OBCs with MPs and both the Hon'ble Members replied to them. The whole interaction lasted for nearly three hours and most of our Units had the opportunity to interact with our leaders. This was a new experience for our Federation also. U.Chinnaiah gave the vote of thanks. With dinner, the round table conference was concluded. General Council Meeting - 12.08.2018 - 11 a.m.: The General Council Meeting of our Federation was conducted on 12.8.2018 at Sundarayya Vignana Kendram, Hyderabad. Participants were given delegate pass and observer pass as per the request of the Units. J.Parthasarathy, Working President presided and welcome all delegates and observers. Before starting the proceedings, General Council adopted a resolution expressing condolence to the departed leader of DMK Dr.Kalaignar M.Karunanidhi. Floral tributes were paid by all the delegates present. Hindi Edition of “Voice of OBC” published by Dr.Amritanshu and Ms.Rani Amritanshu (Editor) was released in the function. The first agenda, viz., the minutes of the last meeting was read by General Secretary and the same was approved. Then General Secretary presented the report of the activities of the Federation and the same was given to all delegates. Delegates from affiliated Units – C.Jeyakumar (BOB), A.P.S.Raju (AP Grameena Bank), T.Dorairaj (CPCL), V.Danakarna Chary (Telangana Federation), A.Rajasekaran (IOB), G.Pandu (OF, Medak), Dr.Amritanshu (UP Federation), V.S.Rajan (BOB), Raama Vhempaiyan (CPCL), Jerald (NLC), G.Ramraj (BHEL, Hyderabad), M.V.Ganesh (Oriental Insurance), S.Prabakaran (New India), V.Lakshmisekar (Telangana Federation), K.Ramamurthi (ICF), M.S.Narahari (RBI), G.Mallesh (Oriental Insurance), P.Venkatachalam (ECIL), R.Thangavelu (BHEL, Trichy), M.Ramesh Kumar (MIDHANI), Ch.Ramesh (New India Assurance, Hyderabad), S.Ravikumar (HAL), U.Chinnaiah (Telangana Federation), T.Muthukumaran (MFL), K.Madanna (HMT MT), spoke on the GS report and resolutions and also the issues affecting in their organisations. General Secretary replied to the issues raised by Delegates and General Council Meeting adopted the report and the resolutions proposed. Treasurer M.Elangovan presented the audited statement of accounts ending March 2018 and the same was approved. He thanked V.Natarajan, Auditor for auditing our accounts and giving it in time and requested that his services can be continued for the ensuing year. Final agenda, viz., election of office-bearers was taken up. Prior to that, General Secretary proposed an amendment to bye-laws of the Federation – Rule 18, whereby, any member of the General Council including Officers-bearers and CEC members in Federation resigns from their parent unit or changed due to election of new office bearers in their unit, such vacancy shall be filled in by CEC meeting. The amendment was approved by the General Council delegates. Then General Secretary proposed the list of new office bearers for the Federation and the Delegates and Observers unanimously approved the list. Working President declared the new office bearers as elected unanimously. General Secretary thanked the Delegates and observers for the support, co-operation extended so far and requested to continue the same for the new team also. New Units – HMT Machine Tools, HMT PRAGA Division, Postal OBC Employees Association – all from Hyderabad have affiliated with our Federation. We will contact other OBC associations in PSUs to join and strengthen our Federation. Delegates and observers from BHEL, Trichy, Bank of Baroda, CPCL, Integral Coach Factory,Chennai, IIT-Madras, Madras Fertilisers Ltd., NLC, Neyveli, RBI, Union Bank of India, ICMR-NIRT, BHEL, Hyderabad, ESIC, GIC- New India Assurance, AP Grameena Bank, Warangal, ECIL, HAL, Indian Overseas Bank, BDL, DMRL, DRDL, DLRL, MIDHANI, GIC- Oriental Insurance, Ordnance Factory, Medak, Postal, HMT Machine Tools, HMT PRAGA Division, UP State Federation, Telangana Federation attended the two day programs. The two day arrangements for conducting the programs were well done by office bearers of Telangana Federation particularly U.Chinnaiah, G.Mallesh, V.Lakshmisekar and special thanks to G.Nagesh Kumar (Union Bank) for booking the hall, lodging etc. and T.Vishnu Vardhan (Postal) for organising lunch – delicious Biryani on 12th August 2018. At HAL, S.Ravikumar and his team did their arrangements in making the demonstration a grand success. We also thank those Units who have given donation to our Federation (Rupees 71,500) that enabled us to conduct the two-day programs at Hyderabad successfully. Friends, we have achieved the Constitutional status to NCBC. There are other important issues which have been focused in our Demonstration and Round Table Conference held at Hyderabad. Those issues – Withdrawal of DoPT order 6.10.2017, Removal of creamy layer, Reservation in promotion and Separate Ministry for OBC will be our top priority. Federation's silver jubilee function will also be organized in a grand manner. We will convey the next course of action soon. I would like to draw the attention of the Finance Minister, through you, to a matter of urgent public importance. Telangana is the youngest State of India. It is power deficient. There is lack of infrastructure. Around 36,000 link canals, which are unique to the State of Telangana, are in a state of neglect; and the number of hospitals has remained stagnant − they were built during pre-Independence era. In this regard, the Telangana Government under the leadership of hon. Chief Minister, Shri K.C.R., is on a massive re-building exercise. The investment in power sector is Rs. 80,000 crore to generate 23,000 megawatts of power to make the State a power-surplus one. There is a unique programme called Mission Bhagiratha to supply piped water to every household of the one crore houses of the Telangana State at the cost of Rs. 33,000 crore. The investment in irrigation for the Rangareddy − Palamuru section is Rs. 32,000 crore; and for Kaleshwaram project the investment is Rs. 83,000 crore. The investment for Mission Kakatiya, which aims at rejuvenating 36,000 link tanks which was hailed by Sushri Uma Bharti ji, is Rs. 23,000 crore. Apart from these projects, the State Government has also conceived a project for building double bed room houses for all the eligible people. We are constructing them at the cost of Rs.
