ISSN: 1492-3831 September – 2009 Teaching and Learning Against all Odds: A Video- Based Study of Learner-to-Instructor Interaction in International Distance Education Jean-Marie Muhirwa Equitas – The International Centre for Human Rights Education, Canada Abstract Distance education and information and communication technologies (ICTs) have been marketed as cost-effective ways to rescue struggling educational institutions in developing countries, particularly in sub-Saharan Africa (SSA). This study uses classroom video analysis and follow-up interviews with teachers, students, and local tutors to analyse the interaction at a distance between learners in Mali and Burkina Faso and their French and Canadian instructors. Findings reveal multiple obstacles to quality interaction: frequent Internet disconnections, limited student access to computers, lack of instructor presence, ill-prepared local tutors, student unfamiliarity with typing and computer technology, ineffective technical support, poor social dynamics, learner- learner conflict, learner-instructor conflict, and student withdrawal and resignation. In light of the near death of the costly World Bank-initiated African Virtual University (AVU), this paper concludes by re-visiting the educational potential of traditional technologies, such as radio and video, to foster development in poor countries. This article examines the reasons behind a Heroin policy shift that led to the introduction of mass media drug education in the mid 1980s. It focuses on two Drug education campaigns. ‘Heroin Screws You Up’ ran in England, and ‘Choose Life Not Drugs’ ran in Scotland. The campaigns Health education were different in tone, with ‘Heroin Screws You Up’ making use of fear and ‘shock horror’ tactics, whereas History of drug use ‘Choose Life Not Drugs’ attempted to deliver a more positive health message. ‘Heroin Screws You Up’ was criticised by many experts for its stigmatising approach. ‘Choose Life Not Drugs’ was more favourably received, but both campaigns ran into difficulties with the wider public. The messages of these campaigns were appro­ priated and deliberately subverted by some audiences. This historical policy analysis points towards a complex and nuanced relationship between drug education campaigns and their audiences, which raises wider questions about health education and its ‘publics’. In April 1986, the cast of teen TV soap, Grange Hill, released a song wanted to be seen to take action on drugs, leading to the introduction of titled ‘Just say no’.

    Film, Television and Video productions featuring brass bands Gavin Holman, October 2019 Over the years the brass bands in the UK, and elsewhere, have appeared numerous times on screen, whether in feature films or on television programmes. In most cases they are small appearances fulfilling the role of a “local” band in the background or supporting a musical event in the plot of the drama. At other times band have a more central role in the production, featuring in a documentary or being a major part of the activity (e.g. Brassed Off, or the few situation comedies with bands as their main topic). Bands have been used to provide music in various long-running television programmes, an example is the 40 or more appearances of Chalk Farm Salvation Army Band on the Christmas Blue Peter shows on BBC1. Bands have taken part in game shows, provided the backdrop for and focus of various commercial advertisements, played bands of the past in historical dramas, and more. This listing of 450 entries is a second attempt to document these appearances on the large and small screen – an original list had been part of the original Brass Band Bibliography in the IBEW, but was dropped in the early 2000s. Some overseas bands are included.
