How many incidents of flytipping were reported to the local authority in the financial year 2017-18? 2. What were the outcomes for these incidents, e.g. fines or court action and what did the local authority do about the rubbish? 3. Which wards had the highest rate of flytipping? Response: 1. 1,159 2. There was no fines or court action in 2017-18. Wrexham Council waste is processed through the MBT facility at the Recycling Centre. 3. 1 Town Tree Cover in Wrexham County Borough Understanding canopy cover to better plan and manage our urban trees 2 Foreword Introducing a world-first for Wales is a great pleasure, particularly as it relates to greater knowledge about the hugely valuable woodland and tree resource in our towns and cities. We are the first country in the world to have undertaken a country-wide urban canopy cover survey. The resulting evidence base set out in this supplementary county specific study for Wrexham County Borough will help all of us - from community tree interest groups to urban planners and decision-makers in local authorities Emyr Roberts Diane McCrea and our national government - to understand what we need to do to safeguard this powerful and versatile natural asset. Trees are an essential component of our urban ecosystems, delivering a range of services to help sustain life, promote well-being, and support economic benefits. They make our towns and cities more attractive to live in - encouraging inward investment, improving the energy efficiency of buildings – as well as removing air borne pollutants and connecting people with nature. They can also mitigate the extremes of climate change, helping to reduce storm water run-off and the urban heat island. Natural Resources Wales is committed to working with colleagues in the Welsh Government and in public, third and private sector organisations throughout Wales, to build on this work and promote a strategic approach to managing our existing urban trees, and to planting more where they will -

HCWD/66/12 DATE: 3 December 2012 REPORTING OFFICER: Head of Community Wellbeing & Development CONTACT OFFICER: Anna Irwin (Ext 8760) SUBJECT: Buildings at Risk WARD: All PURPOSE OF THE REPORT To inform Members of progress made during year one of the Buildings at Risk Strategy. INFORMATION 1. The Buildings at Risk Strategy 2012-16 was adopted by the Executive Board in December 2011 with the key aim of safeguarding the historic assets of the County Borough from neglect and decay ensuring that they are fully cared for today and by future generations. 2. The success of the strategy will be assessed on an annual basis in a report to the Planning Committee measured against the actions as set out in the yearly action plan and quantitatively against defined monitoring indicators. 3. After year one, the number of buildings at risk remains unchanged with two buildings having been removed from the register and a further two added. Greater progress has been made in the reduction of the number of vulnerable buildings and in meeting the year one actions. 1 4. An action plan for year 2 has been developed and is contained within Appendix 4 of this report. Background 5. The Buildings at Risk Strategy 2012-2016 was adopted by the Executive Board in December 2011. Over the five year period the strategy seeks to meet the three strategic objectives of: (i) Reducing the number of buildings at risk; (ii) Managing Council assets to an appropriate standard; and (iii) Ensuring the value of the historic environment is appreciated and understood. -

PURPOSE OF THE REPORT 1.1 To present for consideration the introduction of a Special Expense on Council Tax on those Communities who currently do not fund the costs associated with the provision and maintenance of footway lighting in their areas. 2. EXECUTIVE SUMMARY 2.1 At present, the majority of Community Councils throughout the County Borough fund footway lighting through the Community Council precept, others have chosen to pay through a Special Expense on Council Tax and some is funded directly by Wrexham County Borough Council through its cash limited revenue resources. 2.2 In response to inequalities in the current funding mechanisms and budget pressures on the street lighting service, examination of the provision, management and funding of Community footway lighting has taken place. 2.3 This report deals specifically with those Community Councils who currently do not meet the cost of footway lighting in their respective areas. 3 RECOMMENDATIONS 3.1 Members recommend to Council the introduction of a Special Expense on Council Tax on those Community Councils who refuse to fund the provision of footway lighting through the Community Council Precept. REASONS FOR RECOMMENDATIONS (i) To promote equality in the way Community footway lighting is funded through the County Borough. 4. Wrexham County Borough Council Election Results 1995-2012 Colin Rallings and Michael Thrasher The Elections Centre Plymouth University The information contained in this report has been obtained from a number of sources. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. The grey line is the share obtained by Independent candidates while the purple line groups together the vote shares for all other parties. Rear cover: the top graph shows the percentage share of council seats for the main parties as well as those won by Independents and other parties. The lines take account of any by- election changes (but not those resulting from elected councillors switching party allegiance) as well as the transfers of seats during the main round of local election. -

INTRODUCTION 1.1 The Council is in the process of preparing the Local Development Plan (LDP) which will guide development in the County Borough between 2013 and 2028. The LDP will set out certain locations where new development, including housing and employment will be permitted, whilst also seeking to protect and enhance other areas from development. Once adopted, the LDP will form the basis of making decisions on individual planning applications in the County Borough. 1.2 This background paper is one of a range of papers prepared to support the LDP and considers the Council’s responsibilities for Gypsies and Travellers in relation to national and regional planning policy and explains the site assessment and selection process for the site allocations contained within the Deposit LDP (policy H4). -
