20 July 2015 Celebrating Basotho New Year 1 August 2015 marks the celebration of the African New Year (Selemo sa Basotho) with the aim of giving way to new life after the dry season, normally known as winter season according to Gregorian Calendar, relying on the position of the moon, the natural indicator of the season rotation. The Basotho calendar commences after the last days of winter season in August/Phato known for blowing winds, clearing Mother Earth and refreshing the land with showers of spring. The Basotho people celebrate the beginning of the year with different rituals, e.g. Mokete wa lewa- where celebrations commence after harvesting, to thank God and the Ancestors for the food harvested. Outreach programmes aiming at awareness and adding flair to the African New Year Celebration and services of the Department of Sport, Arts, Culture and Recreation will unfold as follow: 28 July 2015 Paul Roux, Bethlehem, Kestel, 29 July 2015 Harrismith, Tshiame, Makgolokoeng 30 July 2015 Fouriesburg & Clarens 31 July 2015 Qwaqwa On 1August 2015, horses and horse cart will be awaiting our the MEC for Sport, Arts, Culture and Recreation, Mrs. Mathabo Leeto and her dignitaries and a grand march by the cultural groups to the Basotho Cultural Village for the main celebrations. Approaching the museum there will be unique craft exhibitions by local SMME’s, various museum services exhibitions by Provincial Museums, SANPARKS and other Institutions depicting their services to benefit the attendants of the event. The opening of the official formal programme will be led by Traditional Healers performing their rituals to mark the African New Year. Fields are ploughed and the very first harvest is brought as an offering to “Tlatlamatjholo” – GOD. Included in the programme will be presentation on traditional harvesting methods and performances by our cultural artists entertaining the attendants. African cuisine and traditional food will be served to complete the celebration as a sign of good harvest and praying for the best year. Moeletsi JUNE 2015 i ABSTRACT A research study on vulnerability and adaptation to climate variability was conducted among emerging farmers in Tshiame Ward of Maluti-A-Phofung Municipality in the Free State Province of South Africa. The research aim was to assess the vulnerability of agricultural systems to climate variability and to identify the adaptation measures that emerging farmers use to cope with the problem. Primary data was collected by means of a semi-structured questionnaire to 19 farmers in the Ward. The data were captured and analysed using SPSS, to obtain the frequency tables. Microsoft Excel 2007 was used for statistical analysis and to plot the regression graphs while the Instat Software was used in the analysis of climate data to determine the dry spells, onset and offset of dates and the calculation of the Crop Performance Indices. The analysis revealed that farmers regard climate variability as a phenomenon taking place in Tshiame Ward. When farmers were asked about the cause of climate variability, some were unsure about their own answers though many of them were able to relate their answers to what is happening in their immediate environment. In order to cope with the impact of climate variability, farmers in Tshiame Ward have adopted a number of practices such as the use of drought and heat tolerant seeds and mixed cropping systems.

BACKGROUND The new Department of Rural Development and Land Reform has been given the mandate by the President of South Africa to develop and implement a Rural Development Programme throughout the country. To achieve this mandate the Department embarked on developing a fresh approach to rural development. The programme focuses on enabling rural people to take control of their destiny, with support from government, and thereby dealing effectively with rural poverty through the optimal use and management of natural resources. This will be achieved through a co-ordinated and integrated broad-based agrarian transformation as well as the strategic investment in economic and social infrastructure that will benefit entire rural communities. The programme will be successful when it becomes apparent that “sustainable and vibrant rural communities” are developing throughout South Africa and there is social cohesion and development. A three pronged strategy to ensure that the Department achieves its objective are: 1. Agrarian Transformation: this includes increasing all types of agricultural production; optimal and sustainable use of natural resources; the use of appropriate technologies; food security; and improving the quality of life for each rural household. 2. Rural Development: At the heart of rural development is that rural communities become vibrant socially and economically through optimal utilization of natural resources; infrastructure is developed and revitalised; communities become socially cohesive through social facilitation and mobilisation; job creation models implemented.
