More people have been involved in the development of the 1972 plan than any precedingone. In addition to the educational community, the public at large had a voice through public hearings that were held throughout the state. The purpose of these hearings was to elicit the comments of all interested parties, to better meet the needs of society, both individually and collectively, in the area of education beyond high school. In addition, the plan underscores the necessity for optimal utilization of all post-secondary educational resources. It boldly endorses the concept that these resources include proprietary schools, industrial laboratories, and apprenticeship programs, as well as the traditional public and private higher education institutions. The first division of the document presents the academic plan for post-secondary education, the second offers a review and analysis of master plans by educational sector, and the third division discusses the role of the Regents in postsecondary educational planning. The hearing will begin at 9:00 a.m. and continue to 4:00 p.m. Speakers will be afforded the opportunity to present their remarks in the order in which their requests are received. In order that all who desire to speak may be heard, each speaker will be limited to 10 minutes. All speakers are requested to submit at least two copies of their remarks at the hearing. BANDS POINT To the Governor and Legislature of the State of New York: In compliance with Section 237, Subdivision 4, of the Education Law of the State of New York, I am pleased to transmit to you herewith Education Beyond High School, The Regents Tentative Statewide Plan for the Development of Post-Secondary Education, 1972. The master plans prepared respectively by the trustees of the State University of New York, the Board of Higher Education of the City of New York, and the Executive Board of the Commission on Independent Colleges and Universities have been reviewed and acted upon and the Regents tentative positions on the recommendations contained therein have been incorporated in the Regents plan. A public hearing on the content and recommendations will be held on the Regents tentative plan in Albany at the State Education Department on September 29, 1972.The Regents Statewide Plan for the Development of Post- Secondary Education, 1972 may well contain changes and modifications result- ing from that hearing. The Regents commend this plan and its provisions to you for careful consideration.The implementation of the policies and practices set forth will call for the continued bipartisan support which is a hallmark of New York State Education. McGovern Chancellor of the Board of Regents iii 4 FOREWORD The Regents tentative 1972 statewide plan, the third in a series produced every 4 years, is markedly different from the previous plans. The major difference is in the scope of the plan which has been expanded to encompass all aspects of education beyond high school. This more com- prehensive approach to post-secondary education has led in turn to the incorporation of the review of the master plans of noncollegiate post- secondary institutions into the plan. The area of traditional higher education or collegiate post-secondary education has also undergone expansion with the inclusion of a review of the private colleges and universities master plan as prepared by the Commission on Independent Colleges and Universities. Formerly, master plans were received only from the two public systems: tha State University and The City University. The development process also differed significantly as the Regents actively pursue their rightful role of educational leadership.This took the form of a planning bulletin which was issued to all post-secondary education institutions to guide them in developing their individual master plans. The bulletin contained the goals and the priority concerns of post- secondary education as perceived and formulated by the Regents, who, because of their responsibility for the total educational system, are in a unique position to perform the task of goal setting and problem identification. From this vantage point, the problems and issues of articulating the various types and kinds of post-secondary education into a lifelong learning process assume their proper perspective. It is notable that in the 1972 statewide plan theRegents have gone beyond the former practice of formulating goals and haveput forth specific objectives toward the achievement of these goals, plusrecommended courses of action to implement the objectives. This is the role of educational statesmanship; the active participation in the leadership functionthrough concrete proposals. The issuance of the tentative 1972 statewide plan doesnot represent the end of the planning process, but rather a pointon the planning continuum. It is now incumbent upon the Regents to maintain therelevancy and viability of the plan by monitoring the progress made in implementing therecommendations and by amending the plan as changes in the educationalclimate dictate. The inherent flexibility in the planning legislation, enacted in 1961and amended in 1971, provides the mechanisms by which thecurrency of the plan may be maintained. The Governor and the Legislaturemay take pardonable pride in this enlightened legislation. The Regents wish to acknowledge the cooperation of thepost-secondary institutions and agencies which considerably eased the task ofcoordinating the planning process for the complex and diverse system thatis New York State post-secondary education. The Regents also wishto acknowledge the able assistance of their executive officer, the Commissionerof Education, and his higher and professionaleducation staff. Joseph W. Nowhere is this positive trend more pronounced than New York City, where the collaboration between public schools and higher education, also known as P-16, is becoming more frequent. The P-16 model is aimed at removing obstacles in the education system that prevent students from progressing from one grade to the next. A year-long investigation of P-16 efforts in New York City revealed many accomplishments. Expansion of the College Now program, which links City University of New York (CUNY) faculty and administrators to virtually every general high school in the city, is producing more high school graduates and better prepared graduates. A teacher education "czar" has been hired to coordinate and restructure teacher education at CUNY. The New York State Regents tests have been aligned with CUNY's college placement examination, allowing students to avoid being double tested. Improved education in other areas with P-16 initiatives, notably Georgia and Texas, has resulted from these collaborative efforts.

    KINGSBOROUGH COMMUNITY COLLEGE of The City University of New York SELF-STUDY 2005 – 2006 Prepared for the Middle States Commission on Higher Education i Executive Summary This study has been an opportunity to examine the current state of the College, demonstrate its strengths, and identify areas where effectiveness can be improved. To a large extent, the results have shown what those who work at the College already believe; that Kingsborough Community College serves its mission, actively assists students in achieving learning goals, provides them with services appropriate to their needs, and has a well-qualified and creative faculty, who teach rigorous courses of study designed to prepare students for further higher education and success in their chosen field of work. With these strengths affirmed, it is hoped that the recommendations the self-study has made will guide future progress towards greater effectiveness. Preparation for the decennial review began with academic administrators and faculty attending several MSCHE conferences between 2002 and 2004, which focused on the self-study process and the assessment of student learning outcomes. There was consensus that a comprehensive self-study would yield the most useful results for the college at this time. At the convocation for the entire college community held on February 20, 2004, Interim President Malamet announced the formation of the steering committee and sub-committees. He emphasized the primacy of the self-study over all other activities for the Spring 2004 Semester and the next academic year. Professor Bonne August, Chairperson of the Department of English, was asked to lead the self-study process because of her knowledge of and experience with the assessment of learning outcomes.
