2.0 TOLL Safety Policy and Manual

The purpose of is to develop healthy, well-adjusted children who understand the principles of fair play, teamwork and sportsmanship. All volunteers of TOLL will do their best to provide a safe environment for youth to pursue the game of baseball as governed by Little League Baseball Inc. The following planned program of safety is intended to reduce or eliminate personal injury to all the players, spectators and volunteers of TOLL.

This Safety Plan will be published on our website and available to all parents and players in the League. It will also be distributed to all coaches and managers. Copies will be available in Snack Shack for volunteers, in the League Safety Manual, and sent to the District 13 Safety Officer and Little League Headquarters. All Coaches, Asst. managers and League Officials will fill out standard Little League Application forms and will be subject to background checks, through J.D. Palatine (JDP).

4 4.0 TOLL Volunteer Forms

The following Forms and Information included in the Appendix I may also be found on the Little League Website https://www.littleleague.org/forms-publications/#asap under the Insurance, Medical, & Claims section. Many of the forms are interactive and can be filled out on line. Volunteer Applications (New Volunteers and Returning Volunteers) Medical Release Accident Notification GL Claim Claim Form Instructions Injury Tracking What Parents Should Know A copy of a valid Government issued Photo identification must accompany the Volunteer Application. The TOLL must complete a background check on all volunteers with respect to the Sex Offender Registry and Criminal Records. The background checks are done through J.D. Palatine (JDP).

5.0 Coach /Asst. Coaches Fundamental Baseball Training

All coaches and asst. coaches are encouraged to participate in the Training Program stressing the fundamentals of fielding, hitting, sliding, pitching and positive coaching. At least one representative from each team must be present. 6.0 Safety Training

All managers and Coaches should participate in Safety Training. At least one representative from each team must be present. The training for the 2020 Season is as follows: Safety Mgr/Coach Training Continual—online and Online and via email via email to all coaches

In addition, basic first aid and injury training is incorporated into the meetings identified in Section 5.0. Online concussion training through the cdc.gov was provided to all managers and coaches on 1/8/20. Additionally, all safety information and reference material can be found on the TOLL website: www.tolittleleague.com

5 7.0 Field Inspections Pre-Season All TOLL Little League facilities must be inspected and renovated prior to commencement of practice or games. This includes but is not limited to Bleachers, Dugouts, Fencing and Field Conditions. Items to be examined must include: Uneven playing surfaces Base anchors Sprinkler vaults/heads/hose bibs Equipment Sheds Snack Shack • Cooking Equipment inspected annually • Fire extinguisher required in each snack shack Practice and Games Field Facilities must be inspected prior to each use. All debris must be removed and hazards must be repaired prior to play. Potential safety hazards must be reported to the League President, Alan Thompson, any of the League Board Members, and/or League Safety Officer Joseph Dahm, immediately.

9.0 Snack Shack Safety

General Requirements • Snack Shack serves packaged foods, hot and cold drinks, and occasionally BBQ items. • No person under the age of fourteen will be allowed behind the counter in the Snack Shack. • People working in the Snack Shack will be trained in safe food preparation. Training will cover safe use of equipment and plastic gloves will be used when handling unpackaged food (such as hot dogs and buns). This training will be provided by the League Snack Shack Coordinator. • Cooking equipment will be inspected periodically and repaired or replaced if necessary. (See Snack Shack Weekly Check List in Appendix III) • Any use of BBQ grill will be done outside in a properly ventilated area • Propane Tanks will be turned off at the grill and at the tank after use • Food not purchased by TOLL to sell in its Snack Shacks/Concession Stands will not be cooked, prepared, or sold in the Snack Shacks/Concession stands. • Cooking Grease will be stored safely in containers away from open flames. • Carbon Dioxide tanks will be secured with chains so they stand upright and can't fall over. (See Snack Shack Weekly Check List).

6 • Cleaning chemicals must be stored in a locked container. • A certified Fire Extinguisher suitable for grease fires must be placed in plain sight at all times. The Snack Shack workers are to be instructed on the use. • All Snack Shack workers should attend a training session in the Heimlich maneuver. • A fully Stocked First Aid Kit and a copy of his safety plan will be available in the Snack Shack. • The Snack Shack main entrance door will not be locked or blocked while people are inside.

Weekly Checklist-Snack Shack - Appendix III

As a minimum, the snack stand will be inspected on a weekly basis and the result of that inspection shall be reviewed and archived by the Snack Shack Coordinator.

10.0 Inspection and Replacement of Equipment

• Inspection is done annually before the season begins by the Equipment Director. • Unsafe equipment should be destroyed to prevent future use. • Umpires Equipment - Inspection REQUIRED prior to each use. • Player Equipment - Inspection REQUIRED prior to each use. All player equipment will be inspected after each use. Necessary repairs may then be scheduled prior to the next use.

11.0 Reporting and Tracking of Injuries

• It is the Coaches responsibility to report Injuries and “Near Misses” to the League Safety Officer. If the Coach is not present the "Asst. Coach" must make the report. A copy of the Accident Notification Form is included in Appendix I • Injuries that should be reported to the Safety Officer include: o Any injury that results in the player, Coach, or Spectator leaving the game or practice o Any injury to the Head o Any other injury that the Coach or Manager feels he should report (If you aren't sure, REPORT IT!) • The Safety Officers responsibilities are: o Record the necessary information on the "Incident/Injury Tracking Report". A copy of the Injury Tracking Forms is included in Appendix I o Contact the injured party to further access the degree of the injury o Contact the injured party for a follow-up in 24-48 hours o Send copies of the completed form to: § District 13

12.0 First Aid Kits & Safety Procedures for Players / Spectators / Coaches / Umpires

First Aid Kits § First Aid Supplies must include a commercially available kit and include “cold packs”. All Snack Shacks will have a well-maintained First Aid Kit. Additionally, all teams will carry a First Aid supplies to practices and games. Safety Procedures § Players - all male players must wear athletic supporters during games. A protective cup is also encouraged for all players. Coaches are encouraged to require them at practices as well. Catchers must wear a hard fiber or plastic cup. § Batters / Runners – On deck batters are NOT allowed to handle bats. All batters and runners must wear a helmet, preferably with a chinstrap and face-guard. § Spectators must observe from a safe distance, out of the bounds of play including a safety margin for overrun and preferably behind player's dugout and backstop area. § Dugouts - Only player's coaches and asst. coaches are allowed in the dugout area and on the playing area. One Coach or Asst. Coach MUST remain in the dugout at all times. Food is not permitted in the dugout or playing area. § Before each game, coaches/umpires must walk the field and inspect for hazards before use. § Umpires will wear proper protective gear (mask, chest protector and shin guards) athletic supporter or a cup is recommended.

13.0 Catchers Safety Equipment

§ Catchers must wear the helmet and facemask while warming up a pitcher. Catchers are not allowed to squat unless they are fully equipped (shin guards, chest protector, helmet, face mask, gobbler & cup). Bullpen catchers must also be fully equipped. Parents and coaches are not allowed to warm up pitchers.
