(ii) The opposite party is operating a stadium namely “Barabati Stadium” at Cuttack, Odisha on government land measuring an area of more that 20 acres on the basis of a lease deed executed on 04/09/1949 on a nominal annual rate of 1 rupee only, although the value of the said land estimated at minimum rate of Rs. 12.50 Crore per acre was Rs. 262 Crore as on the date of the complaint petition. This grant of lease signifies the indirect funding by the State Government in favour of the opposite party.

    Understanding REPORT OF THE WESTERNGHATS ECOLOGY EXPERT PANEL KERALA PERSPECTIVE KERALA STATE BIODIVERSITY BOARD Preface The Western Ghats Ecology Expert Panel report and subsequent heritage tag accorded by UNESCO has brought cheers to environmental NGOs and local communities while creating apprehensions among some others. The Kerala State Biodiversity Board has taken an initiative to translate the report to a Kerala perspective so that the stakeholders are rightly informed. We need to realise that the whole ecosystem from Agasthyamala in the South to Parambikulam in the North along the Western Ghats in Kerala needs to be protected. The Western Ghats is a continuous entity and therefore all the 6 states should adopt a holistic approach to its preservation. The attempt by KSBB is in that direction so that the people of Kerala along with the political decision makers are sensitized to the need of Western Ghats protection for the survival of themselves. The Kerala-centric report now available in the website of KSBB is expected to evolve consensus of people from all walks of life towards environmental conservation and Green planning. Dr. Oommen V. Oommen (Chairman, KSBB) EDITORIAL Western Ghats is considered to be one of the eight hottest hot spots of biodiversity in the World and an ecologically sensitive area. The vegetation has reached its highest diversity towards the southern tip in Kerala with its high statured, rich tropical rain fores ts. But several factors have led to the disturbance of this delicate ecosystem and this has necessitated conservation of the Ghats and sustainable use of its resources. It analyses in the aspects of information to visitors, wildlife experiences, facilities and waste management.     Chapter 2 Introduction of the Bodos India is a meeting ground of diverse races, cultures, civilizations, religions, languages, ethnic groups and societies. Streams of different human races like Austro-Asiatic, Negritos, Dravidians, Alpines, Indo-Mongoloids, Tibeto-Burman and Aryans penetrated in India at different periods through different routes .They migrated and settled in different parts of India making their own history, culture and civilization. They had contributed to the structuring of the great Indian culture, history and civilization. The Tibeto-Burman people are predominant in whole North-Eastern region. The Bodos are one of the earliest settlers in Assam. The older generation of scholars used the term 'Bodo' to denote the earliest Indo- Mongoloid migrants to eastern India who subsequently spread over different regions of Bengal, Assam and Tripura. Grierson identifies the Bodos as a section of the Assam-Burma group of the Tibeto-Burman speakers belonging to the Sino-Tibetan speech family.1 S.K. Chatterjee subscribes to the same view. According to him these people migrated to eastern India in the second millennium B.C. and a large portion of them was absorbed within societies of plains-man at quite an early state.2 Isolation caused fragmentation of the original stock and ultimately the branches assumed independent tribal identities like the Tipra, the Bodo-Kachari, the Rabha, the Dimsasa, the Chutiya etc. Rev. Sydney Endle, in his monograph, The Kacharis, used 'The Kachari' in the same wider sense incorporating all these branches. In present day socio-political terminology 'the Bodo' means the plain tribes of the Brahmaputra Valley known earlier as 'the Bodo-Kachari'.
