Dear Ms. Reed,

The Skootamatta District Ratepayers Association (SDRA) would like to present the following information for consideration at the September 15, 2020 council meeting. This is in regards to the matter of shoreline camping around Skootamatta, Pringle, and Sheldrake Lakes. For many years, the 200+ members of the SDRA have noticed an increase in shoreline camping, specifically on Municipally Owned Road Allowances. This year the occupation of these sites has reached a point of serious concern. While the SDRA does not object to camping as a whole, the level of disrespect for the natural and social environment must be addressed. As the Township is responsible for these Shoreline Road Allowances under provincial regulation, we would ask that council consider actions to mitigate the issues outlined below.

There has been extensive camping near the boat launch located in the upper Skootamatta Lake (#2709 Hughes Landing Road). During the Labour Day weekend, there were three camping vehicles parked at the boat launch. Members reported late night noise heard across the lake and bright spotlights being used. This is in contravention of the Township’s by-laws, and seems to be a repeating occurrence. Additionally, provincial regulation O.Reg 161/17, Section 5.1.3, under the Public Lands Act, prohibits camping at Boat Launches.

Hughes Landing Rd encircles a large portion of Skootamatta Lake, with a number of sections coming within visible distance of the lake itself. In these areas, there has been clear evidence of tree clearing across crown land and road allowances in order to access the water. Additionally there are newly established campsites on the Municipally Owned Road Allowance. In one case, campers have built a semi-permanent floating dock at the campsite. The clearing of trees along crown land is already prohibited under provincial regulation, but frequent requests for the Ministry of Natural Resources & Forestry (MNRF) to address this issue have gone unanswered. Additionally, O.Reg 161/17, Section 13 does not permit a dock structure to be placed on the Shoreline Road Allowance unless the person owns the upland waterfront property.

The above two examples are just the most recent scenarios where members have expressed concern about camping activities. The ongoing issue of shoreline camping has been occurring for many years, with garbage, fecal matter, and supplies being left behind after campers have enjoyed their stay. Therefore the SDRA is requesting the Township consider the following in addressing this matter.

● The establishment of a camping by-law to prohibit camping on all boat launches and Municipally Owned Road Allowances. This would enable fines to be placed if members report further camping at these problematic sites. The Township of recently established a similar by-law, with an amendment on August 14th, 2020, prohibiting camping on all Municipally Owned Road Allowances.

● The SDRA would like to work with the Township to establish signs at the Boat Launches and at problematic sites to inform future campers of the laws and the risk of fines. The MNRF used to have signs posted at the boat launch at #2709 Hughes Landing Rd, but campers have removed the signs. Requests by members to have the MNRF replace the signs have so far been unsuccessful.

● Establish a clear protocol for members to report by-law infractions related to noise and camping issues. It is not clear who should be called when by-laws are being ignored, especially after municipal office hours.

The SDRA has always enjoyed a good working relationship with the Township. We trust that we can continue to work together for the benefit of the natural environment and the more than 200 property owners that our association represents.

I am writing you to propose the usage of the Parking Lot / Outdoor Rink (as back up due to weather) for the 3rd Annual Trunk or Treat Event.

I understand that this year will come with many restrictions due to COVID-19, but I feel with the following rules/guidelines we can make this a safe even for our community kids to enjoy.

1. Park the vehicles at a safe distance from each other to ensure 6ft apart or greater distance.

2. An entrance and an exit clearly marked and monitored. Which will allow a certain amount of persons in at once.

3. Direction of flow arrows allowing only one way flow of traffic around the event.

4. No Socializing among the event.

5. At entrance have a contract tracing station. Names of parents, # of treaters can be documented in case of a Covid outbreak.

I am open to further rules/guidelines that you might like to add to ensure safety of our community.

I’m really hoping this event can happen this year to give the kids in our area some normalcy. I have put some feelers out to our community members and they all seem very keen and excited for this event this year despite current situations.

I understand it there is further emergencies declared with COVID-19 that this event may be cancelled or postponed. I am 100% willing to comply with our municipality’s restrictions and recommendations.

Dear Mr. Hogg,

I am writing with regard to the situation around Lake Skootamatta vis-a-vis camping on Crown Land. Several residents have been experiencing excessive noise (fireworks), finding human excrement at various sites (and illegal boat launches) in addition to litter and chopped trees etc. This is a disgusting situation that we are hoping Council can address.

Some people have begun discussing taking matters into their own hands, which is a situation nobody wants to see escalate.

Recently, the OPP notified us that signs will be posted at the boat launches making camping illegal. This is a welcome start, but hardly a solution.

Is there any consideration being given by Council to instituting some kind of sign-out system similar to the one they have in Frontenac? Can we not have people reserve campsites on Crown Land, and perhaps pay a small fee or retainer that they can recover providing they have left the site in pristine condition? Or simply charge a nominal fee to underwrite the cost of inspections?

I realize any “system” necessitates some sort of cost and that this might be prohibitive. Nevertheless, we year-round residents of the lake (to say nothing of the seasonal owners) pay substantial amounts in taxes for a particular lifestyle. This lifestyle, if you will, is being undermined by a few (hopefully, only a few) irresponsible people and we’d very much like to see something done about it.

This is occurring on the shoreline allowance and within the responsibility of the Township. The campers were blaring music and using large spot lights all night. This is a direct violation of the Township by-laws and seems to be happening frequently in this area. The MNRF has refused to get involved,

The SDRA has no jurisdiction and is looking to the township for help in resolving this matter.

Over the past 2 years, our government has heard from farmers, municipalities and the broader agriculture community about the threat of on-farm trespass activities. We have heard that farmers are worried for their own safety, the safety of their families, their employees as well as the safety of their animals.

We listened to your concerns, and back in December 2019, I was honoured to introduce the Security from Trespass and Protecting Food Safety Act, 2020 and to act on our government’s commitment to protect farmers, agri-food businesses, farm animals and our food supply from the risks of trespass activities. The Act received Royal Assent on June 18, 2020.

I appreciate the strong support that I have received from our stakeholder partners, like you, on such an important piece of legislation. The COVID-19 outbreak has shown us now more than ever, how important it is to have a steady, reliable food supply and to protect the health and safety of the agri-food workers who help feed us.

As you may be aware, we have recently seen a public safety situation grow more urgent. Earlier this summer a demonstrator tragically died outside a meat processing plant. Since then, we have seen heightened tensions leading to greater risks for everyone involved. This has created a significant public safety concern that must be addressed to ensure everyone’s safety.

As a result, I am announcing today a partial proclamation of the Security from Trespass and Protecting Food Safety Act, 2020 that will come into effect on Wednesday September 2, 2020 at 12:01AM to address these immediate public safety concerns. …/2

We are proclaiming sections 6(1), 7, 14(1)[3] and 15(1) of the Act, making it an offence to stop, hinder, obstruct or otherwise interfere with a motor vehicle transporting farm animals.

Regulation 950 under the Provincial Offences Act (POA) is also being amended so that tickets can be issued under Part I of the POA for a contravention of section 6(1) of the Act. This approach will allow for more immediate use of the relevant provisions to address the obstruction of motor vehicles transporting farm animals.

I am also pleased to inform you that a Discussion Paper has been posted on the regulatory registry, outlining the ministry’s proposed approach for the regulatory items that are needed to make the rest of the Act come into force. It will be posted for public comment for 45 days, closing on October 15, 2020. Comments can also be sent directly by email to [email protected].

I understand the importance and urgency of this Act to many across the sector. However, before the remaining sections can be proclaimed into force, a number of items must be prescribed via a regulation to operationalize the Act. These regulations are needed to ensure the act is clear, easily interpreted and fulfils its intended purposes. It is important that we take the time to hear from those impacted so we can take those comments into consideration in finalizing the regulation.

The remaining sections of the Act come into force upon proclamation by the Lieutenant Governor in Council. Once fully proclaimed into force, the Act will recognize the unique risks associated with trespassing on farms and at processing facilities.

I strongly encourage you to provide feedback and comments on this discussion paper. Your insights are valuable as we work to ensure the Minister’s Regulation and the Act are fair and reasonable while also meeting the needs of industry. Your input is an important contribution to help shape the content and design of the Minister’s Regulation.

Ontario Cancels Mock Emergency Exercises in 2020

Allows municipalities to focus on reopening their communities

TORONTO — The Ontario government announced today that municipalities will not be required to conduct their annual mock emergency exercise this year.

Recognizing that municipalities and provincial ministries continue to actively engage their emergency management procedures and programs in response to the COVID-19 pandemic, the Solicitor General has suspended the requirement for exercises in 2020.

This temporary suspension will allow municipalities to focus on reopening their communities and local economies while keeping Ontarians safe.

"The COVID-19 emergency has required all of us to act quickly and respond to challenges none of us could ever have imagined," said Solicitor General Sylvia Jones. "Clearly, 2020 has been a true test of our emergency plans, which is why we can safely waive the requirement for practice exercises this year. I applaud our municipal partners as they have demonstrated extraordinary collaboration, determination and resilience throughout the pandemic to protect public health and reopen our communities."

"Our government has been working closely with our municipal partners to help ensure they have the flexibility, tools and resources they need to keep our communities safe and functioning during this challenging time," said Steve Clark, Minister of Municipal Affairs and Housing. "Waiving the requirement for municipalities to conduct a mock emergency exercise this year allows them to focus on what matters most right now - continuing to protect the health and well-being of all Ontarians."

QUICK FACTS

• The Government of Ontario made a provincial declaration of emergency under s.7.0.1 of the EMCPA on March 17, 2020. The declared provincial emergency ended on July 24, 2020.

• Under O. Reg 380/04 of the Emergency Management and Civil Protection Act, (EMCPA), municipalities and provincial ministries are required to conduct exercises every year to test and practice their emergency plans.

Welcome & Introductions: Chair called the meeting to order and reminded all board members to give any pecuniary interest. A motion was made to move into closed session. Motion made by board member Wayne Wiggins, seconded by board member Dan Hughey. Approved.

Business Arising from Minutes: Cindy had sent out an email to the board with the exact KM of trail in Hastings County. Board member Tom Dewey asked Cindy how her meetings with Ron Higgins were going. Cindy advised this will be discussed later in the meeting.

Financials: Financial sheet was sent out to board and reviewed. Cindy will update the coordinator information for next meeting. Cindy advised the board that EOTA is doing really well. Board chair Dave Gerow asked about starting a reserve, Cindy advised she would look into this and it can be discussed in September meeting. Motion to accept financials made by board member Tom Dewey, seconded by board member Rick English. Approved.

Correspondence: Cindy went through the Peterborough County roads master plan letter we had received. She advised the board that we can respond to this if we wish. Board member Wayne Wiggins advised the board that Town of Bancroft has passed the new MTO rules at their last council meeting. Board member Dan Hughey asked if EOTA could send out a letter to the Minister of Transportation on the wording in the new rules for UTV’s with trax. Cindy asked board member Dan Hughey to put something together and send it to her and we would have the letter sent to the Minister as well as MPP Daryl Kramp. EOTA received a letter from Community Futures Development Corporation of North & Central Hastings and South Algonquin for funding. EOTA will be applying for this funding to have a new map printed. A motion was made to have Cindy proceed with applying for this funding. Motion made by board member Dan Hughey, seconded by board member Robert Sararas. Approved.

OFATV: Cindy advised the board that in regards to the OFATV agreement with EOTA and Hastings County she has heard the OFATV AGM is not until October so we would likely not hear back from them until after their AGM. Cindy advised the board that she has still not heard back from the Province with

Page 53 of 71 EOTA Board Meeting Thursday August 13th, 2020 Page 2 their approval or comments on the agreement. The agreement will be on hold until we hear back from the Province. Cindy has been speaking with Mayor Ron Higgins and we are working on putting a plan together. The new plan will be under the RTCO working with manufacturers and the government for shared use trails. We would be exempt from HST because it will be a not-for-profit charitable organization. This will be more structured and organized. We will be working with Oasis for a one insurance plan for all. This could be long term and could save money in the long run and we would not have to worry about possibly not having insurance in the next years. Our deductible would be more, but it would be worth it. OFSC could be included in this plan to offer them extra insurance. Board member Wayne Wiggins said he believes it is very important for EOTA to have a reserve as we move forward with these new plans. Cindy advised we are working on a new document for the new plan and she will share it with the board once it is complete. Cindy also advised she spoke to Bob Ramsay from COHV and update him on the new plan.

OFSC: EOTA received a new agreement sent from Terry. This agreement has been sent to our insurer for review. This could be the last one if the insurance agrees. Cindy advised we will set up another meeting with the group once we hear back from the insurer.

Other: Board chair Dave Gerow thanked the board members for agreeing to meet in August as we have a lot going on. Board member Robert Sararas expressed his sympathies to Cindy and her family on the passing of her brother in law. Board member Loyde Blackburn said we had a great very positive meeting. Board member Wayne Wiggins advised the board that grading had been done in the Bancroft area. He also advised that because of the hot weather we have had this summer some areas were very dry and dusty. Town of Bancroft will be helping EOTA put down crushed rock in this area. Board asked to have the MTO link send to them. Erica will send out right after the meeting. Board member Rick English was in the Coe Hill area recently on the trail and said it was in excellent condition. He has also heard from others that the EOTA are very well maintained and in great condition.

MEDIA RELEASE

Ontario expanding Kingston and Marysville ferry docks Kingston and Wolfe Island residents and businesses to benefit

August 28, 2020 — Today, Steve Clark, MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes, and Daryl Kramp, MPP for Hastings–Lennox and Addington, announced the Ontario Government is investing $63.3 million to rebuild the Marysville ferry dock on Wolfe Island and $82.5 million for the Kingston dock.

These investments are part of the province’s plan to keep Ontario’s transportation safe and reliable, while supporting economic growth and the creation of local jobs.

“Ferry service is vital to the economies of island communities and their residents and businesses who rely on ferries daily,” said MPP Clark. “By investing in ferry infrastructure, we are supporting growth and job creation for the entire region.”

Both projects include building larger docks with a larger loading area to improve efficiency for boarding passengers and goods. The new docks will improve safety by providing separation for pedestrians and cyclists from vehicles. They will also feature the addition of new passenger waiting areas. Construction on the Marysville dock is expected to start by early September and construction on the Kingston dock is expected to start in the fall.

“These projects will provide a better experience for ferry travellers who will have more space and a more efficient process while boarding and exiting the ferry,” said MPP Kramp. “These improvements will make a huge difference, especially for those who rely on this service in their daily lives.”

“Investing in projects that improve the reliability and safety of transportation is an important part of our plan to improve our transportation network in eastern Ontario,” said Caroline Mulroney, Minister of Transportation. “These investments will help prepare for the new, larger Wolfe Island ferry which will provide increased service for passengers and better access to goods on the island.”

Quick Facts  The province is currently developing the first regional transportation plan for eastern Ontario, to be released in 2021.  In July 2020, work began on the first contract awarded for the Wolfe Island Docks Project to lower parts of the St. Lawrence channel to accommodate for the future arrival of the new, larger Wolfe Island ferry. -30-

MEDIA RELEASE

Quinte Detention Centre to be expanded and modernized; frontline correctional officers in Eastern Ontario will see upgrades to improve public safety, modernize facilities and support economic recovery

August 28, 2020 — The Quinte Detention Centre in Napanee will be expanded and modernized as Ontario makes strategic investments in public safety and strengthening justice services by modernizing the adult correctional system across Eastern Ontario, adding 500 jobs to the region. New construction and building upgrades in the municipalities involved will update facilities, address issues of overcrowding, and create new spaces for the delivery of mental health services, inmate programming and staff training.

The Quinte Detention Centre upgrades were hailed by MPP Daryl Kramp.

“The addition of a significant new building and upgrades to other Quinte Detention Centre buildings and infrastructure are welcomed for the resulting improvement of working conditions for frontline staff, as well as for reducing stress and health risks for those incarcerated,” said Kramp. “The construction jobs and additional full-time jobs at Quinte will also help the local economy recover.”

"The Ontario Government is making a substantial investment that will transform the corrections system in Eastern Ontario," said Solicitor General Sylvia Jones. "Modernizing outdated infrastructure and building new facilities will create a better and safer environment for our hard- working frontline staff and address overcrowding in many of our institutions."

The modernization strategy for Ontario's Eastern Region also includes:  Building a new Greater Ottawa Correctional Complex on an existing government-owned site in Kemptville to improve staff and inmate safety;  Replacing the Brockville Jail, which was built in 1842 and is currently the oldest in the province,with a new facility that will increase capacity and improve access to services and programming in the area;  Expanding the St. Lawrence Valley Correctional and Treatment Centre to improve mental health services for women who are incarcerated and add capacity; and,  Renovate the Ottawa-Carleton Detention Centre to better accommodate programming for inmates and other initiatives.

The Eastern Region Strategy builds on the government's plan to invest $500 million over five years to modernize correctional facilities and support frontline corrections officers across the province, including the hiring of more than 500 new correctional staff.

Ward 1 is continuing culvert replacements on County Road 30 and doing some ditching as well. This work will be shut down by end of September. Winter sand is completed in Denbigh. Grading is continuing as required.

Ward 2 ditching work is continuing along with culvert replacements and grading. All equipment sold has been picked up by purchasers.

Waste:

No change in waste volumes at this point. Roll off truck continues to be running steady.

BACKGROUND INFORMATION:

At the September 1, 2020 Regular Meeting, Council resolved to have staff amend the Township's By- law to Regulate the Operation of Off-Road Vehicles to reflect recent changes to the Ministry of Transportation policies. (Ref. Reso. #300/2020)

Ontario Regulation 316/03 was amended to include two additional types of off-road vehicles namely an "extreme terrain vehicle" and an "off-road motorcycle". The definitions are as follows:

"Extreme Terrain Vehicle" means an off-road vehicle that, (a) has six or eight wheels, the tires of which are all in contact with the ground, (b) has no tracks that are in contact with the ground, (c) has seats that are not designed to be straddled, and (d) has a minimum cargo capacity of 159 kilograms;

"Off-Road Motorcycle" means an off-road vehicle, designed primarily for recreational use, that, (a) has steering handlebars, (b) has two wheels, the tires of which are all in contact with the ground, (c) has a minimum wheel rim diameter of 250 millimetres, (d) has a minimum wheelbase of 1,016 millimetres, (e) has a seat that is designed to be straddled by the driver, (f) is designed to carry a driver only and no passengers, and (g) does not have a sidecar

Other amendments to the Township’s By-law were included in order to clean up the language so it reflects the wording of Section 191.8(3) of the Highway Traffic Act, as amended.

Changes and additions to the existing by-law are shaded on the draft attached.

WHEREAS pursuant to Section 191.8(3) of the Highway Traffic Act, R.O.S. 1990, c.H.8, as amended, the Council of a Municipality may pass By-laws;

(a) permitting the operation of off-road vehicles or classes of off-road vehicles on any highway within the municipality that is under the jurisdiction of the municipality, or on any part or parts of such highway;

(b) prohibiting the operation of off-road vehicles on any highway within the municipality that is under the jurisdiction of the municipality, or on any part or parts of such highway;

(c) prescribing a lower rate of speed for off-road vehicles than that prescribed for off-road vehicles by regulation on any highway within the municipality that is under its jurisdiction, or on any part or parts of such highway, including prescribing different rates of speed for different highways or parts of highways;

AND WHEREAS the Council of the Corporation of the Township of Addington Highlands has deemed it appropriate to enact a by-law to permit All-Terrain Vehicles; Extreme Terrain Vehicles; Multi-Purpose Off-Highway Utility Vehicles; Off-Road Motorcycles; Off-Road Vehicles and Recreational Off-Highway Vehicles on Highways under the jurisdiction of the Municipality (subject to terms and provisions of this By-law);

NOW THEREFORE the Council of the Corporation of the Township of Addington Highlands enacts as follows:

1. In this By-law:

(a) “All-Terrain Vehicle” means an off-road vehicle that, (i) Has four wheels, the tires of which are all in contact with the ground,

(ii) Has steering handlebars, (iii) Has a seat that is designed to be straddled by the driver, and (iv) Is designed to carry, (i) A driver only and no passengers, or (ii) A driver and only one passenger, if the vehicle, (a) Has one passenger seat that is designed to be straddled by the passenger while sitting facing forward behind the driver, and (b) Is equipped with foot rests for the passenger that are separate from the foot rests for the driver;

(b) “Extreme Terrain Vehicle” means an off-road vehicle that, (i) Has six or eight wheels, the tires of which are in contact with the ground, (ii) has no tracks that are in contact with the ground, (iii) has seats that are not designed to be straddled, and (iv) has a minimum cargo capacity of 159 kilograms;

(c) “Multi-Purpose Off-Highway Utility Vehicle” means an off-road vehicle that, (i) Has four or more wheels, the tires of which are all in contact with the ground, (ii) Has a steering wheel for steering control, (iii) Has seats that are not designed to be straddled, and (iv) Has a minimum cargo capacity of 159 kilograms;

(d) “Off-Road Motorcycle” means an off-road vehicle, designed primarily for recreational use, that, (i) Has steering handlebars, (ii) Has two wheels, the tires of which are all in contact with the ground, (iii) Has a minimum wheel rim diameter of 250 millimetres, (iv) Has a minimum wheel base of 1,016 millimetres. (v) Has a seat that is designed to be straddled by the driver, (vi) Is designed to carry a driver only and no passengers, and (vii) Does not have a sidecar;

(e) “Off-Road Vehicle” has the same meaning as in the Off-Road Vehicles Act

(f) “Recreational Off-Highway Vehicle” means an off-road vehicle that, (i) Has four or more wheels, the tires of which are all in contact with the ground, (ii) Has a steering wheel for steering control, (iii) Has seats that are not designed to the straddled, and

(iv) Has an engine displacement equal to or less than 1,000 cubic centimetres;

(g) “Seat Belt Assembly” means a device or assembly composed of a strap or straps, webbing or similar material that restrains the movement of a person in order to prevent or mitigate injury to the person;

(h) “Highway” includes a common and public highway, street, avenue, parkway, driveway, square place, bridge, viaduct or trestle, any part of which is intended for or used by the general public for the passage of vehicles and includes the area between the lateral property lines thereof.

(i) “Municipality” means the Corporation of the Township of Addington Highlands;

Prohibition and Regulation of Off-Road Vehicles on Highways

2. No Off-Road Vehicle shall be operated on a highway except as provided in Section 3 of this By-law;

3. No Off-Road Vehicle shall be permitted on any highway unless: i) The Off-Road Vehicle meets the equipment requirements of Section 7 to 15 of Ontario Regulation 316/03 and as amended by Ontario Regulation 315/20; ii) Operated in accordance with the permits, insurance and licence referred to in Section 16 to 18 of Ontario Regulation 316/03 and as amended by Ontario Regulation 315/20; iii) The driver of the Off-Road Vehicle is wearing a helmet that complies with Section 19 of Ontario Regulation 316/03 and as amended by Ontario Regulation 315/20; iv) The Off-Road Vehicle is driven and operated in accordance with Sections 20 to 24 of Ontario Regulation 316/03 and as amended by Ontario Regulation 315/20;

4. No Off-Road Vehicle shall be driven on a highway at a rate of speed greater than:

(a) 20 kilometres per hour, if the speed limit established under the Act for that part of the highway is not greater than 50 kilometres per hour; or

(b) 50 kilometres per hour, if the speed limit established under the Act for that part of the highway is greater than 50 kilometres per hour.

General

5. Operation of Off-Road Vehicles shall be permitted by By-law upon the Highways in the Township of Addington Highlands, shown in Schedule “A” to this By-law and in accordance with Ontario Regulation 316/03 and as amended by Ontario Regulation 315/20.

Penalties

6. Every person who contravenes any provision of this By-law is guilty of an offence and upon conviction is liable to a fine as provided for in the Provincial Offences Act, R.S.O. 1990 c. P.33as amended.

Effective Date

7. This By-law shall come into force and take effect on the day of its passing and shall remain in effect until otherwise amended or repealed.

8. That this By-law repeals all previous By-laws and/or Motions of Council pertaining to same.

Being a By-law to Confirm the Proceedings of the Council of the Corporation of the Township of Addington Highlands at Its Regular Meeting Held on September 15, 2020 ______

WHEREAS pursuant to Section 5(1), of the Municipal Act, 2001, the powers of a municipality are to be exercised by its Council;

AND WHEREAS Part II and Part III of the Municipal Act, 2001 outline the powers which are to be exercised by a municipal council;

AND WHEREAS it is deemed expedient that the proceedings of the Council of the Corporation of the Township of Addington Highlands, at this meeting, be confirmed and adopted by By-law;

NOW THEREFORE the Council of the Corporation of the Township of Addington Highlands enacts as follows:

1. That the actions of the Council of the Corporation of the Township of Addington Highlands, at its regular meeting held September 15, 2020, in respect of each motion and resolution passed and other actions taken by the Council of the Corporation of the Township of Addington Highlands, at this meeting, are hereby adopted and confirmed as if all such proceedings were expressly embodied in this By-law;

2. That the Reeve and proper Officers of the Corporation are hereby authorized and directed to do all things necessary to give effect to the said action, to obtain approvals where required, and, except where otherwise provided, to execute all documents necessary in that behalf in accordance with the By-laws of Council relating thereto.
