The work will be executed by the Engineering wing of District Health {is.t Family Welfare Samity,]alpaiguri in conformity with the norms prescribed in Finance Department G.O. No. 5400/F(Y) Dated. 25/06/2012 read with G.O No. 3060/F(Y) Dated. 11/07/2014. 3. Fund will be released after submission of requisition of fund along with the statement of work awarded cost for each facility in favour of District Health & Family Welfare Samity, ] alp aiguri as the implementing agency. 4. The released amount shall be treated as a pool fund for the said activity. 5. The expenditure shall be booked in the monthly FMR CSt will be submitted to this end in due course. 6. No price escalation will be allowed in any circumstances. 7. No other work will be taken up or implemented other than the actual sanctioned scheme. 8. The work will be completed within two months from the date of issuance of this order. 9. State Team will make periodical onsite visits to review the progress of the work CSt check the quality of work being implemented. No. payments will be made until the clearance on the quality of the work has been permitted from this end. 10. The charge is debitable from the NHM Flexi-pool 2019/2020 under the head of Accounts "Infrastructure Strengthening of SCs to HWCs" [Tally AIC Head - B.04.01.07.01] 11. Senior Accounts Officer, National Health Mission will be the drawing and disbursing officer in this respect after submission of requisition of fund by DHFWS,j alpaiguri. 12. This is issued with the approval of the Mission Director, National Health Mission CSt Secretary, Department of Health CSt Family Welfare, Government of West Bengal. 13.     CHAPTER 6 PROBLEMS OF URBANIZATION IN NORTH BENGAL 6.1 Introduction The process of urbanization in developing countries is associated with their own problems. The problems range from proliferation of slums, drinking water problems, housing problems, sanitation problems and urban environmental problems and pollution. With rapid urbanization taking place in most of the districts of North Bengal, the urban centres of this region are facing their own problems which are quite similar to those being faced in other parts of the country. In this chapter the main objective will be to analyze the problems related to proportion of slum households, access to safe drinking water, availability of electricity facility, availability of latrine facility, availability of bathroom within house, availability of drainage facility and availability of separate kitchen within house. All these parameters will be analyzed for individual urban centres of North Bengal for 2001 and 2011 respectively. Moreover, their change during this period will also be analyzed for individual urban centre. To analyze the change in the percentage of households without access to any facility across the urban centres of North Bengal during 2001 – 2011, only those urban centres which existed during 2001 and 2011 i.e. in both the census years have been taken into consideration. Therefore, although there were 48 urban centres in 2001 and 131 urban centres in 2011, only 47 urban centres which were common in both the census years have been taken into consideration to analyze the temporal change in their share of households without access to any facility. The decadal variation in the percentage of household without access to facility „x‟ of any urban centre has been calculated by the formula as under.

Given its geographical coverage, the number of urban centres in North Bengal was only 45 in 1991 and 48 in 2001. However, in 2011 the number of urban centres in North Bengal suddenly increased to 131 which is quite stupendous compared to previous years. This sudden increase in the number of urban centres affected the rank-size distribution of urban centres across North Bengal. In this paper an attempt has been made to calculate the rank-size distribution of urban centres across North Bengal during 1991, 2001 and 2011 and to analyze the effect of a huge increase in the number of urban centres over the system of city-size distribution in this region. Introduction If urban centres are arranged according to their population size in a particular region they are related to one another. The population of the second largest urban centre will have half the population of the largest or primate city, the third largest urban centre will have 1/3rd population of the largest urban centre of the region. This relationship between the population of any urban centre and its rank in a set of urban centres of a region is called the rank-size rule.

The country by itself and West Bengal being one of the states, is affected by problems like Urban- rural divide, inequality in income, high unemployment, lower per capita income and a low human resource development. Yet the greatest resource of India is her youth population. The present decade has seen a drastic decline in work-force involved in agriculture. Aspiration is one of the psychological factors that drive the youths ‘career decision. Ninety-four youth respondents from two villages of northern West Bengal, Dakshin Khagrabari from Khagrabari-1 Gram Panchayat of Jalpaiguri District and Harinmara from Gopalpoor Gram Panchayat of Coochbehar District, were interviewed to analyze their educational and occupational aspirations and the effect of socio-cultural and economic factors on aspirations. The core objective of this study was to investigate the variations in the aspirations of the youth of the two villages on the basis of the socio- economic condition of respondents in the backdrop of shifting discernments of rural youth with respect to exposure and advantages of being close to a location undergoing a rapid transformation from rural to an urban set-up.
