Preface Maynaguri Block Disaster Management Plan (Flood)- 2013 has been prepared upon the information so far received from Gram Panchayat level and different offices of this block. It is true that we can neither predict nor hardly prevent any natural calamity. But what we can do is to minimize the damage arising out the risks of different disasters by way of our pro-activeness through perspective plan. Smt. Km., GP: 16, Police Station: Maynaguri Historical Importance of the Block “The district of Western Dooers was formed in 1864 after the Dooers war against Bhutan with three Sub Divisions-Sadar with headquarters at Maynaguri, Buxa with headquarters at Alipur and Dalimkote which was later transferred to Darjeeling. The district of Jalpaiguri as an administrative unit came in to being on 1st. January, 1869”- Ref: The Boundaries of Jalpaiguri: S.P. Mallik: Jalpaiguri District Centenary Souvenir. “After the annexation of the Duars in November, 1864, they were divided in to Eastern and Western Duars. Mr. F.A.Donough, Assistant Commissioner, was deputed to Maynaguri for criminal and civil works. He was relieved shortly after by Mr. J. Tweedi, who was appointed in 1866 the first Deputy Commissioner of the Western duars” Ref: The birth of the District: Sri Abdul Bari: Jalpaiguri District Centenary Souvenir. “The Duars was annexed with the British territory by the treaty of Senchula dated the 11.11.1865, entered in to between Government of India and the Government of Bhutan. For administrative convenience, this territory was divided in to two parts-Eastern Duars and Western Duars, the demarcating line between the two being the river Sonkosh.The Western Duars was divided in to three Tehshils namely: Sadar copmprising the tract of land between the rivers Teesta and Torsa with headquarters at Maynaguri…………….In the Year 1866, the wester Duars was formed in to a District and placed under the charge of a Deputy Commissioner.” Ref: Administrative and Jurisdictional changes in the District of Jalpaiguri since its formation: Sri Dipak Kr Roy: Jalpaiguri District Centenary Souvenir. Page 2 It is fortunate to say that this block was the administrative head quarter of erstwhile Western Dooars District for some years. Maynaguri is also said to be the land of three Gods viz. The Jalpesh, The Jatileswar and the Bateswar.The Jalpesh temple, the Jatileshwar Temple, The Bateshwar Temple, The Sodorkhai Temple, and The Petkatir Temple are worthly mentionable places of interest having archeological importance. Present position of the Block Maynaguri block is one of the 13 blocks of Jalpaiguri district having and area of 64384.0 hec. The block comprises 16(sixteen) gram panchayats having a population of 328672 (male: 169842, Female: 158830) This block has one police station. Maynaguri Block area scatters in one Assembly constituency i.e. 16- Maynaguri(SC). The name of the Gram Panchayats are as follows:- 1) Ramsai, 2) Amguri, 3) Khagrabari-I, 4) Khagrabari-II, 5) Maynaguri, 6) Domohanai-I, 7) Domohani-II, 8) Madhabdanga-I, 9) Madhabdanga-II, 10) Padamati-I, 11) Padamati-II, 12) Churabhander, 13) Barnish, 14) Dharmapur, 15) Saptibari-I, 16) Saptibari-II. The block’s geo-physical situation is in the sub-Himalayan region. The Teesta, the largest river, length: 411 km, and the most turbulent river of North Bengal, originated from the Jemu glassier of North Sikkim which is at an altitude of 6400m. enters Jalpaiguri district at its north -west corner. The block is mostly bounded by the river Teesta on its western sides. This river touches Domohani-I, Domohani-II, Barnesh, Padamati-I, Padamati-II and Dharmapur gram panchayats. On the other hand, another wrathful river, the Jaldhaka, length:236, originating from the Bitang lake area in Bhutan at an altitude of 4220 mts. and touches Maynaguri block near Ramshai gram panchayats area with Murti, Diana. The Teesta, the Jaldhaka and the other riverines carry huge capacity of run-off during monsoon gushing down through their deep gorge with very high velocity and on reaching the flatter tracks over spill their banks resulting in large scale water logging. These problematic rivers in this region, perennial in nature, cause occasional floods and the flood situation becomes worse during heabvy rainfall when these rivers receive high rainfall in their catchment areas. The Jarda, another small river originating from Dooars forest area flows through Maynaguri block and receive the waters from neighboring area in addition to its capacity and inundates its neighboring localities, causing damage of dwelling houses of the indigent families who live on its both sides. Sometimes during monsoon, it has become perennial problem water logging. Although rainfall in the Jalpaiguri district as well as in the North Bengal is characterized by duration of about five to six months from May to early October( as has been evidenced in 1968 when continuous rainfall was witnessed on 3rd and 4th October,1968) and high intensity. Flooding can be caused either by short duration, high intensity events where the drainage facilities are inadequate to cope with the rate of runoff, or by long duration, low to moderate intensity events where the substrata becomes saturated, and most of the rainfall results in runoff. It would be worthwhile to mention here that the river beds of Teesta and Jaldhaka are rising in every year with silts deposited on the river beds resulting heavy damage of properties to families unprotected areas and ultimately becomes and undesirable responsibilities on the part of administration during monsoon.
