Statuta općine Lukavac –prečišćeni tekst („Sl. glasnik općine Lukavac“ broj 5/08), člana 3. i člana 8. stav 2 Odluke o općinskim priznanjima ( “Službeni glasnik općine Lukavac”, broj: 6/99 i 7/04) Općinsko vijeće Lukavac na 11. redovnoj sjednici održanoj dana 14.09.2017. godine, donijelo je O D L U K U o dodjeli Počasnih Povelja i Plaketa Član 1. Ovom Odlukom utvrđuje se broj “Počasnih Povelja” i “Počasnih Plaketa”, koje će se dodjeliti u 2017. godini. Član 2. Za izuzetan doprinos u odbrani, razvoju privrednih kapaciteta, za vanredno dobre rezultate u oblasti nauke, kulture i sporta kao i za druge vidove doprinosa u 2017. godini, dodijelit će se 1 “Počasna Povelja” i 1 “Počasna Plaketa”, zaslužnim pravnim i fizičkim licima. Zakona o principima lokalne samouprave u Federaciji Bosne i Hercegovine („Službene novine F BiH" broj: 49/06 i 51/09), člana 15. i 20. Zakona o razvojnom planiranju i upravljanju razvojem u Federaciji Bosne i Hercegovine („Službene novine F BiH", broj: 32/17) i člana 41. i 32. Statuta općine Lukavac („Službeni glasnik općine Lukavac", broj: 5/08 i 1/14), a vezano za potpisani Protokol o saradnji između Općine Lukavac i Projekta integriranog lokalnog razvoja ( ILDP), Općinsko vijeće Lukavac, na nastavku 11. redovne sjednice održanom dana 26.09.2017.godine donijelo je O D LUKU o pokretanju postupka izrade Strategije razvoja Općine Lukavac Član 1. Ovom Odlukom pokreće se postupak izrade Strategije razvoja Općine Lukavac za period 2018 - 2027 godina, strateškog dokumenta koji definiše javne politike i usmjerava razvoj područja općine Lukavac, te predstavlja putokaz sveukupnog razvoja. Općina Lukavac će u narednom periodu sarađivati sa ILDP-om u procesima izrade i provođenja Strategije razvoja, radeći na kreiranju održivog sistema za upravljanje razvojem. Član 2. U cilju realizacije projekta iz člana 1. ove Odluke, Općinsko vijeće će imenovati Općinski razvojni tim (ORT) koji će biti glavni nosilac procesa izrade strategije razvija, uz saglasnost Općinskog načelnika. Član 3. Pri izradi Strategije razvoja koristit će se standardizovana Metodologija za integrirano planiranje lokalnog razvoja u BiH (MIPRO), prihvaćena i preporučena od Federalne vlade kao i Saveza općina i gradova Federacije BiH, usaglašena sa vodećim načelima i pristupima strateškom planiranju koje promovira Evropska unija. Član 4. Rok za izradu Strategije razvoja Općine Lukavac je najduže dvije godine od dana donošenja ove Odluke. Strategijom razvoja općine Lukavac utvrdit će se ciljevi i prioriteti razvoja, način njihovog ostvarivanja, finansijski i institucionalni okvir za njihovu implementaciju, monitoring, evaulacija i izvještavanje. Strategija razvoja kao strateški dokument uputit će se Općinskom vijeću na usvajanje. Član 5. Sredstva za izradu Strategije razvoja osigurat će se u Budžetu Općine Lukavac. Član 6. Pristupa se izradi Regulacionih planova: Regulacioni plan „Lukavac Grad (Centar 1 i Centar 2)“, Regulacioni plan „Lukavac Grad (Centar 3)“, Regulacioni plan „Lukavac Mjesto“, Regulacioni plan „Planirane privredne zone“- I faza, Regulacioni plan „Područja društveno-opslužnih centara (Poljice, Prokosovići, Turija, Puračić, Devetak, Dobošnica i Gnojnica)“- (u daljem tekstu: Regulacioni planovi). Granice područja za koje se rade Regulacioni planovi Član 2. Orijentacione granice obuhvata Regulacionih planova su definisane u grafičkim prilozima koji čine sastavni dio ove Odluke. Please note that the Independent Trade Union of Chemistry and Non-metal Workers in the Federation of Bosnia and Herzegovina is affiliated to IndustriALL Global Union, and this union represents the GIKIL workers here, via the Samostalni sindikat hemije i nemetala u Federaciji Bosne i Hercegovine. We strongly condemn the mistreatment of the 1,000 workers at the company, which left the workers no other choice but to strike and demonstrate. Non-payment of wages is an unacceptable breach of international workers’ rights, as well as of the national legislation of Bosnia and Herzegovina. The union was forced to make an agreement with the employer to simply follow the law and pay wages that were outstanding. The employer did then not respect even this agreement as salaries were again being paid late. The core conventions of the International Labour Organization 87 and 98 have both been ratified by Bosnia and Herzegovina since 1993. These international standards bind your administration to ensure basic trade union rights at GIKIL.

This was the reason for creation and planning of a joint three year Project – APOPSBAL, within which scientists from the jeopardized countries (Croatia, Bosnia & Herzegovina, and Serbia and Montenegro) with the help of scientists from other friendly countries (Czech Republic, Austria, Slovenia and Greece) would identify the real problems concerning the PCB and other POPs contamination of the environment1. Objectives of this Project in Bosnia and Herzegovina are: 1) To collect data about damaged facilities with oil with PCBs and also other even more dangereous POPs in Bosnia and Herzegovina. 2) Much better determining the hydrogeological fate of PCBs and other POPs compounds in the most threatened areas of Bosnia and Herzegovina polluted with the POPs. Special emphasis will be paid for the sensitive karstic media of these areas. 3) To recognize in the field directly the technical state of electrotransformers and capacitors with pyralene with special attention to spilling of this oil into the environment. 4) To sample soil and sediments from the sites thought polluted with PCBs and to analyse themselves on its content. 5) To choose several sites for atmospheric monitoring samples with POPs, which are in surroundings to the ground argumentative contaminated with POPs in Bosnia and Herzegovina to establish real data about level of contamination of this very important part of human ecosphere.

The last estimations indicate that the floods, which occurred due to the rise of the rivers’ water level, have: affected 300,000 people; flooded 5,000 houses; and caused several hundred families to evacuate their homes. In addition, the floods also severely affected 20,000 hectares of land with crops and flooded water- wells, which resulted in the water being polluted. In order to alleviate the suffering of the most vulnerable flood victims, the Federation, with its emergency appeal, aimed to provide assistance for 8,412 of the poorest and most- affected flood victims.
