I, therefore, take this opportunity to present the Annual Report 2017-18 of this institute before the esteemed readers. This year, posed, among others, a formidable challenge of persistent decline in manpower, especially for the testing wing, but, I was conscious that tough time never last, but tough people do. And, I take pride in sharing with you that we have been able to surpass the annual target of testing, having released 141 test reports this year, all odds notwithstanding. Testing of this many machines helped us retain our uno numero status. Besides, we have been able to impart training to as many as 2933 persons which is the higest ever number of this institute. g{|á à|Åx, however, I prpose to putforth a larger picture, that goes beyond the usual target- versus -achievement narrations. This institute, I am extremely happy to let you know that this institute has been instrumental to draft the “Minimum Performace Requriements” of Combine harvesters which has come to be hailed as a ‘milestone’ NRFMTTI, HISAR ANNUAL REPORT 2017-18 Page 2 of 54 for safeguarding the interests of farmers. Further, expanding its horizon, this institute has embarked in the arena of imparting training in the NSQF- aligned courses. The distinct feature of such course is that they are not output oriented but out come oriented instead. The trainees have overwhemely welcomed our attempt to upload their training certificates in the Digi-Locker too. jx had initiated pro- active actions to create awarenss towards environmental causes by incorporating field -demonstrations of Straw-Management- Equipment in our regular field demonstrations of modern agricultural machinery. With all humility at my command, I wish to let it be known that for the first time in the history of this institute, we have taken substantive and substantial measures to improve soil health by sowing DHAINCHA crop in the farm. This task was supplemented by adding cow dung manures in the soil. The problem of salinity is being handled by the addition of gypsem in the soil. It is also for the first time in the history of this institute that Laser Levellers were extensively used in the farm for,inter alia, increasing the irrigation efficiency. g{xÜx are many more things to share, but I would sign off with the notethat but for the mercy of the God Almighty, we would not have been able to do what we have done, and therefore: कायने वाचा मनसेियवै ा बु यामना वानसु तृ वभावात ् | करोित यत सकलं परम ै नारायणायिे त समपय ेत ् || Place: Hisar P.K.PANDEY Date: 16.04.2018 DIRECTOR NRFMTTI, HISAR ANNUAL REPORT 2017-18 Page 3 of 54 HIGHLIGHTS…. The Institute has released 141 Test Reports during the year 2017- 18, which is the Highest Annual Achievement of of all the FMTTIs during this year. The Institute has trained 2933 traineesduring the year 2017-18, which is, the Highest Ever Annual Achievement of the Institute. Over 60% of the total trainees trainied, were from SC/ST/OBC categories. 90 trainees trained under NSQF- aligned SKILL DEVELOPMENT TRAINING PROGRAMMES. 100 numbers of demonstrations were conducted in the farmers’ site only.. About3043 farmers were benefitted, out of which about 53% were from SC/ST/OBC categories. As many as 41combine harvesters were tested for assessment of their compliance to Central Motor Vehicles Rules. No. 1 institute amoungst all FMTTIs, in organizing and participating in the Argicultural exhibitions, fare etc.. Institute has participated in 7 National- Level exihibitions/fares, this year. For the first time in the history of the institute, a special drive to improve the soil health was undertaken by growing the DHAINCHA crop as well as by mixing the organic manure (from cow dung) into the soil. Cleaning and Levelling of 37 acres of land, highly infested with weeds/ forestry vegetations, was got done, which, prior to this, remained uncultivated for over 30 Years. This area is now ready for cultivation The institute earned ISO 9001:2015 compliance CERTIFICATE NRFMTTI, HISAR ANNUAL REPORT 2017-18 Page 4 of 54 Commissioning of SAJ- AG-5 Dynamometer was got carried out, which was due since 2015-16. Repair and caliberation of Schenck D-700-1e hydraulic dynamometer (manufacturing year1989) has got done this year. State – of – the- art facilities/infrastructure were developed for the testing of Plant Protection Equipment. Keeping in view the requirements of small and marginal farmeres, the necessary modern infrastructure has been developed for imparting training on POWER TILLERS. In order to conserve the irrigation water, a cement lined pond has been got constructed in the institute farm. Renewation of Chandra Shekhar Azad hostel, which was due since a long, has been got done. TRAINING ACTIVITIES 3.1 OBJECTIVES OF TRAINING: To impart Training in the field of judicious use of various vital agricultural inputs such as Land, Seed, Water, Farm Machinery and available Farm Power. To transfer the proven technology from research institutes to the farmers by imparting on-the-job training on them. To create awareness for Proper Selection, Operation, Repair, Maintenance and Management of Agricultural Tractors, Power Tillers, Combine Harvesters and other Farm Implements and Machinery. To conduct Demonstration of Newly developed/ proven agricultural machinery in the FARMERS FIELDS UNDER SAANSAD ADARSH GRAM YOJNA To conductDemonstration of Newly developed/ proven agricultural machinery in the FARMERS FIELDS UNDER SUB-MISSION ON AGRICULTURAL MECHANIZATION. To upgrade Social and Economic condition of the Rural Youth by transforming them into skilled work force. To encourage the energy conservation practices in the field of agriculture through various training programmes. Travel expenses to the trainees admitted in these courses will be paid on actual basis by ordinary mode of transport from their place of residence to this institute and back, 3.5 TRAINING ACHIEVEMENTS: - During the year 2017-18, the Institute has trained 2933 persons against the target of only 2600 trainees, which is highest ever since inception. Similarly, 100 field demonstrations of modern agriculutural machinery were also conducted This Institute has trained62,893 personnel, up to the March, 2018, since inception.

    Action Taken Report of Haryana till June, 2019 in matter of OA No. 138 of 2016- Stench Grips Mansa's Sacred River Ghaggar and OA No. 673 of 2018 “More River Stretches are critically now polluted: CPCB”, reg. Ghaggar action plan. The State of Haryana has already submitted Action Plan for control of pollution in River Ghaggar before Hon’ble NGT. The progress of the action plan is being reviewed every month by the river Rejuvenation Committee every month. The cumulative action taken report for the month of January to June, 2019 is summarised in the following paras. Each heading has to parts i.e. A and B. The action already completed have been given in part-A and the action pending or not taken so far have been mentioned in part-B of each heading. 1. Identification of points for untreated discharge. A. The Irrigation Department identified all the subdrains joining main drains. These main drains are discharging into River Ghaggar. The Latitude/longitude of the points have been given. B. ROs were already directed in the last meeting to get the quantum of effluent assessed corresponding to various deptt./ agencies at each point given by the Irrigation Department and the quantum of effluent along with the name of responsible department should also be informed. The Irrigation Department was also requested to direct the officers to complete the exercise. So, that the matter could be taken up with the respective HODs of the concerned Departments. It was also recommended that the District Task Forces may link it with the plan prepared for each source and if any point is missing then the plan be prepared.

    Quarterly Action Taken Report of Haryana in matter of OA No. 673 of 2018 “More River Stretches are critically now polluted: CPCB”, OA No. 138 of 2016 “Stench Grips Mansa’s Sacred River Ghaggar” and reg. Ghaggar action plan for the month of December, 2019. The State of Haryana has already submitted Action Plan for control of pollution in River Ghaggar before Hon’ble NGT. The progress of the action plan is being reviewed every month by the river Rejuvenation Committee every month. The cumulative action taken report for the month of December, 2019is summarised in the following paras. Each heading has two parts i.e. A and B. The action already completed have been given in part-A and the action pending or not taken so far have been mentioned in part-B of each heading. 1. Identification of points for untreated discharge. A. The Irrigation Department identified all the subdrains joining main drains. These main drains are discharging into River Ghaggar. The Latitude/longitude of the points has been given. ROs were already directed in the last meeting to get the quantum of effluent assessed corresponding to various deptt./ agencies at each point given by the Irrigation Department and the quantum of effluent along with the name of responsible department should also be informed. The Irrigation Department was also requested to direct the officers to complete the exercise. So, that the matter could be taken up with the respective HODs of the concerned Departments. It was also recommended that the District Task Forces may link it with the plan prepared for each source and if any point is missing then the plan be prepared.
