Clicking Here Stainton and Thornton Village Newsletter March 2012019999 Want to know what’s happening? All the news at the click of a button! This newsletter is delivered to every household in Stainton, Thornton and also the new housing developments at Hemlington Grange off the Stokesley Road which are all within the boundary of Stainton and Thornton Parish Council. Residents may not be aware of the variety of ways that information and news about what’s happening in our area can be accessed. All you need is access to the internet. The first tier of local government is Stainton and Thornton Parish Council which meets bi-monthly in Stainton’s Memorial Hall, usually the second Tuesday of the relevant month. The public are welcome to attend these meetings. The Parish Council has its own website www.staintonandthorntonparishcouncil.org.uk which contains a wealth of information. The site contains the ‘What’s on in Stainton’ for the week usually on the Home Page; the history of Stainton & Thornton on the About Us page; details of the elected parish councillors on the Councillor Information page; Minutes of Parish Council meetings on the Agenda and Minutes page; the financial dealings of the council on the Financial Info page; contact information for the various groups within the villages on the Parish Info page (very useful information for new residents); the Planning page gives an instant link to Middlesbrough Council where planning applications and decisions can be accessed; the Contact Us page is where messages can be left to communicate with the parish council; the Local Groups page is where the four groups within the area display all their information including minutes of their meetings (These groups are the Friends of Stainton and Thornton Green Space (FSTGS), Stainton and Thornton Community Council, Stainton and Thornton Environment Committee (also known as the Green Fingered Gang) and Stainton and Thornton Neighbourhood Plan Group, who are preparing a plan outlining the future development of the parish.) The final tab on the website is ‘Useful links’ page which allows you to access the websites of Middlesbrough Council, Wikipedia and Cleveland Connected. Stainton and Thornton Community Council meet alternative months to the Parish Council, where the police and local councillors are in attendance to address concerns raised by residents and usually a guest speaker who talks on a wide variety of topics which is usually entertaining and informative. Social Media is another form of communication and the STAR page (Stainton and Thornton Area Residents) on Facebook is worth joining as is the Stainton & Thornton Community page run by Councillor David Coupe. The Friends of Stainton & Thornton Green Spaces also have their own Facebook page which is regularly updated with photos of the group in action. Finally, there is a weekly ‘What’s on in Stainton’ email circulated to all residents who register their email address with the Community Council database (to register send an email to [email protected] requesting addition to the circulation list. Please be assured that the database will only be used for the purposes of circulating information deemed appropriate by the Community Council. There are still a few places available at the Yoga for Wellbeing class on Monday evenings 5:50-6:50 at the Memorial Hall, the class is suitable for most abilities. Working to theme each week, the class includes centering, breathing practise, gentle warm up of muscles and joints before some traditional Yoga poses. Ward Councillor’s Report by Cllr David Coupe There have been a number of attempted break-ins to vehicles in December and January. There has also been rubbish dumped in various parts of the area. If you see anything suspicious the villages and surrounding area call Cleveland Police on 101 and, as always, if the incident is serious and an immediate threat then ring 999. Middlesbrough Council operates a very good collection service for rubbish large or small, including garden waste, by contacting the Council on 01642 726001 or on Middlesbrough Council’s Website in the section called My Middlesbrough. The Green Waste collection is scheduled to start again in April this year. There is some confusion as to what trees and shrubs can be trimmed or cut down. A large part of Stainton and Thornton is covered by a Conservation Area which means that you are limited as to what may be done. A rule of thumb is that you are not able to cut any tree down without permission of the Council. If you think that it needs to be removed or trimmed please contact Middlesbrough Council first for permission. I will be putting more details on my Facebook Page. Once again Speeding problems in Stainton & Thornton have come to the fore. Cleveland Police have been running a campaign to highlight problems across the force area. During the campaign a number of drivers were stopped in Stainton and Thornton. There will be a number of Speed Watch Sessions around the area over the coming months. The 13/13a bus service, which now goes to Coulby Newham, continues to be a vital part of the community and I would encourage as many people as possible to use it. I am delighted to announce that the Community Bus Service to Coulby Newham Shopping Centre is to continue for another year. It will continue to run on both Mondays and Fridays as at present from Thornton and Stainton as well as the other routes. I am very grateful to Zoe France, Centre Manager of the Parkway Shopping Centre for all her hard work, and to the other Middlesbrough Councillors involved. The route hopefully will stay the same but if anyone has any suggestions for improvements please let me know. This service comes to Stainton via Maltby and Thornton and is very well used. The appeal by Angela Swift against Middlesbrough Council’s decision to turn down her application to build assisted living apartments has been refused by the Planning Inspectorate. The development proposed is described as outline application for the development of an assisted living apartment building (use class C2), land at Strait Lane, Stainton. There is still outline planning permission to build on the site so there could be an application submitted for something that the Council and Residents can accept. The Neighbourhood Plan for Stainton & Thornton is continuing apace. There will be an opportunity for all residents to look at the plan and make comments. The plan it to be made available on the new Parish Council Website. My Facebook page which is Stainton & Thornton Community, which I try to keep it up to date with matters that affect our communities. I hope as many of you can view it and it is also available for comments concerning the area. Stainton and Thornton Neighbourhood Plan Group I hope that you are aware that we are in the process of compiling a Neighbourhood Plan for the Parish and hope to have it ready for submission to the inspector sometime in April. The purpose of this note is to encourage you to view the plan for yourselves. Over the previous months we have asked your opinions as to how you would like to see the parish develop and we hope that we have incorporated most of your wishes into the plan. The plan itself is a weighty document and because of this we are unable to deliver copies to each household, printing costs prohibit. The draft plan will be made available for consultation on the Parish Council website at www.staintonandthorntonparishcouncil.org.uk and we hope to hold a meeting early in April to present to you the plan.

Introduction The Tees Valley Strategic Transport Plan sets out our ambition to deliver a world- class transport system in Tees Valley, ensuring integration between different transport modes. We need to make it easier for people to cycle and walk, particularly for shorter journeys and to connect into the wider transport system. The Tees Valley Cycling and Walking Implementation Plan explains our strategy for cycling and walking in further detail. The Government has recently released a document titled Gear Change: A bold vision for walking and cycling. It sets out the Government’s ambition to see a major increase in cycling and walking over the coming years. Following the Governments ambitions to increase the uptake of cycling, Middlesbrough Council, in conjunction with Tees Valley Combined Authority, have successfully gained funding from the Active Travel Fund to develop infrastructure along 2 key corridors in the region. The corridors were selected following analysis, which identified the areas with the greatest potential to achieve the ambitions of increasing cycle uptake. In Middlesbrough, this was identified as the Linthorpe Road corridor. The benefits of cycling are widely noted and are seen as a key means to reduce the congestion and associated problems that reliance upon the private car has created. The Minutes of the 242nd meeting held on Tuesday 11 December 2018 were approved by the Parish Council and duly signed as a true record by the Chair. 4/19. Matters arising from the above Minutes a) Neighbourhood Plan – The Chair gave an update on the positive progress made so far by the Neighbourhood Plan Action Group. The plan was almost ready for printing and the draft report would be ready in early April. Local public consultation at the village coffee mornings was planned and the document would be available to view on the parish council website where comments would be invited. There were sufficient funds left from the original grant to cover room hire charges for meetings and some administrative costs, however there was a requirement for necessary mapping costs to TVWLT in the region of £300. As the Neighbourhood Plan was a parish council remit it was agreed that the mapping costs would be met by the Parish Council. b) Middlesbrough Council Local Plan – The Chair reported that 50 – 55 objections to plan had been lodged with Middlesbrough Council. This would delay submission of the Local Plan until June at the earliest, but it could be October before it is put before the Council for approval.

    Stainton and Thornton Village Newsletter DDeeeecembercember 2012018888 Wishing you all a Joyous Christmas and a Healthy and Peaceful New Year Remembrance by Elizabeth Revett The Memorial Hall was built as a National School in 1844 and was run by the Parish Church. In 1878 the new Free Board School was built opposite and the Hall remained as a reading room, until it was sold to the Parish Council. Funds raised by public subscription enabled it be transformed into the current Memorial Hall. On 20th December 1920 , Mrs Fawcett, on behalf of the subscribers, formally opened Stainton Memorial Hall. During the ceremony, Lieutenant Colonel Maurice M L Bell unveiled the Dedicatory Tablet which records the names of the fallen and the Roll of Honour Tablet which records the names of those who had also served in the First World War. In this Centenary Year marking the end of World War One, the annual Remembrance service was held in the Hall on Saturday 10th November, led by Vicar Vivienne Hatton. Major John Cooper, in service dress and medals, read out the eleven names which appear on the Dedicatory Tablet before laying the wreath to honour the fallen followed by a two minutes silence at 11am. Over previous weeks a request went out for people to knit or crochet poppies for a display in church and several hundred were provided to make a splendid carpet of poppies tumbling down the chancel steps, hung against the chancel pillars and a wreath on the central south window sill. Poppies also festooned the main gate to the churchyard, emphasising the Commonwealth War Grave of a local RAF lad A.J.

    THE COUNCIL OF THE BOROUGH OF MIDDLESBROUGH (VARIOUS TOWN CENTRE ROADS) (TEMPORARY TRAFFIC REGULATION) ORDER 2020 The Council of the Borough of Middlesbrough gives notice that it proposes to make an Order under section 14(1) of the Road Traffic Regulation Act 1984 and any other enabling powers over the lengths of road as specified in the Schedules below. No person shall cause or permit any vehicle to proceed along those lengths of road specified in Schedule 1 of this Order. Temporary loading only bays are to be installed along those lengths of road specified in Schedule 2. The proposals will come into effect from 15th June 2020 for up to 18 months. The Order may be extended with the approval of the Secretary of State for Transport. Access will be maintained for pedestrians to gain access to any premises situated on or adjacent to; or any other premises accessible for pedestrians from, and only from, the roads referred to below.
