Head of Council Gawaziuk called this regular meeting to order at 5:57 p.m.

UNFINISHED BUSINESS:

a) Fire Safety Inspection: The Progress Report on Municipal Facilities was discussed. Follow-up Inspections are to be planned after May, 2020. On site monthly inspections of municipality facilities are to be done by the Operations Foreman.

b) Gravel Prospecting and 2020 Gravelling Program – TO BE COPIED: Gravelling Map will be considered at a later time. Quarry Permits will be followed up on as they are necessary for the Right of Entry completion.

Consider Quotes Received:

#127/2020 BE IT RESOLVED THAT the Municipality of McCreary accept the quote of CAPP Transport Ltd for hauling and spreading approximately 10,000 yards of crushed gravel at the rate of $0.50 per yard to load and haul and at a rate of $0.37 per yard for hauling per mile, on the understanding that this work will be completed no later July 31, 2020.

AND BE IT FURTHER RESOLVED that loads under 5 miles will be at a rate of $40.00 per load hauled as quoted.

Gravel Exploration – NE 28-21-16W: This work can proceed as quickly as possible.

c) Review of Contracts: Animal Control and Pound Keeper: The contract renewal has been signed.

Building Inspector and Development Officer: TABLED.

Waste Disposal Grounds and Recycling Contract for Services: The contract renewal has been signed.

d) Fire Department: The Radios and equipment have been ordered.

e) RCMP/COPP Information Session: There has been no further discussion at this time.

f) Community Priorities for Policing – RCMP:

#128/2020 BE IT RESOLVED THAT the Municipality of McCreary identifies the following as policing priorities for the 2020/2021 Annual Performance Plan for the Royal Mounted Police for the Municipality of McCreary Area:

1. Police Visibility in the Area;

2. Crime Prevention/Reduction;

3. Awareness Programs for Youth, Seniors and General Public;

4. Police/Community Relations;

5. Communication between Municipalities and R.C.M.P.

i) Brushing and Spraying Program 2020 – Pesticide Use Permit: The map is to be prepared at a later date and before June 1, 2020.

j) COVID-19:

#129/2020 BE IT RESOLVED THAT the Municipality of McCreary amend its COVID-19 Continuity Plan by the addition of the following:

- That the McCreary Community Centre be made available to for its use for any purposes such as testing sites, immunization clinics, etc.; - That the Recycling Centre be closed. CARRIED.

Working from home is to be investigated and arranged if possible. Access to the buildings for maintenance and installations was discussed. The on- site municipal audit was again discussed. Alternate Administration Staffing and Public Works Staffing in the event of illness or quarantine was discussed. Sonic thermometers are to be purchased for the fire department and the municipality.

Dust Control: Preparation of dust control sites was discussed. Deadlines were agreeable.

GENERAL BUSINESS:

a) Emergency Plan Coordinator Monthly Report and Emergency Plan Review – COPIED: The report of the Emergency Plan Coordinator was reviewed and filed.

#130/2020 BE IT RESOLVED THAT Barrier-Free Manitoba be provided with a Letter of Support in principle to accompany its ’s Canadian Accessibility Standards Development Organization Grant Application concerning addressing interior and exterior built environments at public places.

#131/2020 BE IT RESOLVED THAT the Municipality of McCreary provide a letter of support in principle to Clarence Longtin and Donna Longtin to accompany their application to sell Cannabis Health Canada Products within the Municipality of McCreary in compliance with all Federal, Provincial and Municipal regulations concerning the sale and/or production of Cannabis.

#132/2020 BE IT RESOLVED THAT the Board of Revision to consider appeals of the assessments included in the 2021 Assessment Roll be set for 6:00 p.m., Wednesday, September 23, in the Municipality of McCreary Council Chambers.

#133/2020 BE IT RESOLVED THAT the Municipality of McCreary has no objections to the installation of drainage tile at the SE 12-21-16W subject to:

1. An approved Water Rights Licence for this work being obtained by the applicant from Manitoba Water Stewardship prior to the work proceeding, with an approved copy to be provided to the Municipality of McCreary;

2. All costs of the project will be at the cost of the applicant;

3. The approval of Inter-Mountain Watershed be required prior to proceeding.

#134/2020 BE IT RESOLVED THAT the Municipality of McCreary has no objections to the cleaning of the municipal drain located to the North of NE 13-21-16 subject to:

1. An approved Water Rights Licence for this work being obtained by the applicant from Manitoba Water Stewardship prior to the work proceeding, with an approved copy to be provided to the Municipality of McCreary;

2. All costs of the project will be at the cost of the applicant and will be subject to being on accordance with Inter-Mountain Watershed drainage construction standards including burying all obstructions (stones & stumps) in the spoils berm to allow maintenance by the Municipality;

3. The approval of Inter-Mountain Watershed District be required prior to proceeding.

#135/2020 BE IT RESOLVED THAT the Municipality of McCreary enter an agreement with Manitoba Infrastructure, Traffic Engineering to install new Community Services Signs at a cost of a maximum of $2,000.00 plus G.S.T. on the understanding that Manitoba Infrastructure, Traffic Engineering will be responsible for installation of the signs on the understanding that this will be a commitment from the 2020 Financial Plan and that new signs include IC-3 and MI-175.

#136/2020 BE IT RESOLVED THAT Bell MTS be provided with a Letter of Support in principle to accompany its Canadian Radio-Television and Telecommunications Commission Broadband Fund Grant Application concerning providing Broadband Internet Access Services to underserved areas to include McCreary, Manitoba.

#137/2020 BE IT RESOLVED THAT the Municipality of McCreary has no objection to the participants in the Epic East Gate Run being held on May 30, 2020 using the North side of Highway #19 East of the Entrance to Riding Mountain National Park for parking of personal vehicles from approximately 6:30 a.m. until 6:30 p.m. on the understanding that parking not be permitted within 10 meters on either side of private driveways and municipal roads.

#138/2020 BE IT RESOLVED THAT the Municipality of McCreary provide a grant of $100.00 to the McCreary Recreation Commission for the Manitoba 150 – McCreary Homecoming 2020 towards the Homecoming King or Queen fundraiser.

COMMITTEE REPORTS - ORGANIZATIONS:

a) Planning District/Services (Gawaziuk – Buchanan): Request to and Ste Rose has had no further reply as yet.

Development Officer and Building Inspector: This is delayed until the Board can meet to receive the recommendation of the hiring committee.

b) McCreary & District HandiVan (Graves - Duggan): Restricted service is being offered at this time due to COVID-19.

c) McCreary District Library (Duggan - Gawaziuk): The Colour our World grant has been approved and paint colors are to be chosen soon. A funding request confirming the amount is to be received shortly. The library is closed due to COVID-19.

d) Parkland District Library (Duggan - Gawaziuk): The libraries and office are closed due to COVID-19.

e) McCreary Recreation Commission (Duggan - Terrick): Minutes of February 5, 2020 were received and reviewed. New products are being ordered for the Manitoba 150 – McCreary Homecoming 2020. Upcoming events and meetings may need to be postponed. The McCreary Homecoming 2020 Committee is to be considering if the homecoming will be postponed.

f) Inter-Mountain Watershed District: (Buchanan - Gawaziuk): Minutes of January 8 and February 4, 2020 were reviewed and filed. Offices are closed to the public and efforts are being made to continue operations. Crews will be available as necessary. Technician positions are being advertised.

g) Whitemud Watershed District: (Graves - Buchanan): Nothing to report.
