Unfortunately, they are the most suffering of malnutrition, food insecurity and poverty. To improve their livelihoods, the Food Technology Laboratory (FTL) has developed some simple and innovative techniques to transform cocoa, coffee and rice and transferred them to producers. This study aims to evaluate the adoption of those innovations by producers. The survey was conducted in five most important markets in Yaoundé and in one pilot village named Bialanguéna. Data were analysed based on a comparison of the state before and after the acquisition of innovative technologies by producers. Changes observed in the food and economic habits were evaluated. The results show that cocoa products are the most adopted ones. Bialanguena women and Yaounde cocoa producers convert some cocoa beans to cocoa powder and cocoa butter for their therapeutic and nutritive needs. -

International Union for the Conservation of Nature Country: Cameroon PROJECT DOCUMENT Project Title: Supporting Landscape Restoration and Sustainable Use of local plant species and tree products (Bambusa ssp, Irvingia spp, etc) for Biodiversity Conservation, Sustainable Livelihoods and Emissions Reduction in Cameroon BRIEF DESCRIPTION OF THE PROJECT The Republic of Cameroon has a diverse ecological landscape, earning her the title “Africa in Miniature”. The southern portions of Cameroon’s forests are part of the Congo Basin forest ecosystem, the second largest remaining contiguous block of rainforest on Earth, after the Amazon. In addition to extensive Mangrove belts, Cameroon also holds significant portions of the Lower Guinea Forest Ecosystems and zones of endemism extending into densely settled portions of the Western Highlands and Montagne forests. The North of the country comprising the Dry Sudano-Sahelian Savannah Zones is rich in wildlife, and home to dense human and livestock populations. Much of the population residing in these areas lives in extreme poverty. This diversity in biomes makes Cameroon one of the most important and unique hotspots for biodiversity in Africa. However, human population growth, migrations, livelihoods strategies, rudimentary technologies and unsustainable land use for agriculture and small-scale forestry, energy and livestock, are contributing to biodiversity loss and landscape degradation in Cameroon. Despite strong institutional frameworks, forest and environmental policies/legislation, and a human resource capital, Cameroon’s network of biomes that include all types of forests, tree-systems, savannahs, agricultural mosaics, drylands, etc., are progresively confronted by various forms of degradation. Degradation, which is progressive loss of ecosystem functions (food sources, water quality and availability, biodversity, soil fertility, etc), now threatens the livelihoods of millions of Cameroonians, especially vulnerable groups like women, children and indigenous populations. -

International Journal of African and Asian Studies www.iiste.org ISSN 2409-6938 An International Peer-reviewed Journal Vol.38, 2017 The Dynamics and Implications of the Coffee Economy in Tubah Sub-Division, 1934-2005 Canute Ambe Ngwa Higher Teacher Training College, Bambili, The University of Bamenda, Cameroon Divine Achenui Nwenfor Department of History, University of Yaounde I, Cameroon Abstract That the coffee economy in Tubah is at a development cul-de-sac and requires an overhaul is unquestionable. The article introduces the sustainable coffee challenge and the circumstances that made the sector unsustainable and suffered a decline in Tubah. It has been argued that coffee economy in Tubah was introduced as a substitute to the legitimate trade and owed its unsustainability and eventual decline to the outbreak of the economic crisis in the 1980s. Such argument is often pegged to the grievances of the poor angry farmers who were victims of the economic crisis and appear to have written off the benefits of the coffee sector on their livelihoods in the past. Contrary to such orthodox, this paper argues that the natural environment of Tubah alongside colonial influence provided the potential for the emergence of the coffee economy. It is further illustrated that coffee cultivation and commercialization mechanisms in Tubah evolved with time and circumstances. The lack of farm subsidies and the fall in the price of the commodity in the world market left the farmers in a state of dilemma. The paper also exposes the view that the coffee economy, in spite its constraints, resulted in beneficial socio- economic mutations in Tubah. -

But let it be said that the existence of corruption within a society is not specific to Cameroon alone. In principle, corruption is a scourge which has existed since human beings started organising themselves into communities, indicating that corruption exists in countries in the World over. What generally differs from country to country is its dimensions, its intensity and most important, the way the Government and the Society at large deal with the problem so as to reduce or eliminate it. At the time GERDDES-CAMEROON contacted the Friedrich-Ebert-Stiftung for a support to carry out a study on corruption at the beginning of 1998, nobody could imagine that some months later, a German-based-Non Governmental Organisation (NGO), Transparency International, would render public a Report on 85 corrupt countries, and Cameroon would top the list, followed by Paraguay and Honduras. - 5 - Corruption in Cameroon Already at that time in Cameroon, there was a general outcry as to the intensity of the manifestation of corruption at virtually all levels of the society. -

Introduction 1. The Conference of the States Parties to the United Nations Convention against Corruption was established pursuant to article 63 of the Convention to, inter alia, promote and review the implementation of the Convention. 2. In accordance with article 63, paragraph 7, of the Convention, the Conference established at its third session, held in Doha from 9 to 13 November 2009, the Mechanism for the Review of Implementation of the Convention. The Mechanism was established also pursuant to article 4, paragraph 1, of the Convention, which states that States parties shall carry out their obligations under the Convention in a manner consistent with the principles of sovereign equality and territorial integrity of States and of non-intervention in the domestic affairs of other States. 3. The Review Mechanism is an intergovernmental process whose overall goal is to assist States parties in implementing the Convention. 4. The review process is based on the terms of reference of the Review Mechanism. II. Process 5. COUNTRY PROFILE 2019 THE LOCAL GOVERNMENT SYSTEM IN cameroon CAMEROON SUMMARY Cameroon is a bicameral parliamentary republic with two levels of government, national and local (regions and councils). There is constitutional provision for local government, as well as for an intermediary higher territorial tier (regions), although this has yet to be implemented. The main laws governing local government are Law No. 2004/17 on the Orientation of Decentralization, Law No. 2004/18 on Rules Applicable to Councils, and Law No. 2004/19 on Rules Applicable to Regions. The Ministry of Decentralization and Local Government is responsible for government policy on territorial administration and local government. There are 374 local government councils, consisting of 360 municipal councils and 14 city councils. There are also 45 district sub-divisions within the cities. Local councils are empowered to levy taxes and charges including direct council taxes, cattle tax and licences. The most important mechanism for revenue-sharing is the Additional Council Taxes levy on national taxation, of which 70% goes to the councils. All councils have similar responsibilities and powers for service delivery with the exception of the sub-divisional councils, which have a modified set of powers. Council responsibility for service delivery includes utilities, town planning, health, social services and primary education. 1. NATIONAL GOVERNMENT Q Decree 1987/1366: City Council of Douala Cameroon is a unitary republic with a Q Law 2009/019 on the Local Fiscal System 10.1a bicameral parliament. CHF 150,000 was initially allocated from the Federation’s Disaster Relief Emergency Fund (DREF) to support the national society in responding by delivering assistance. Operations update No 1 was issued on 30 May 2011 to revise the objectives and budget of the operation. Operations update No 2 was issued on 31st May 2011 to provide financial statement against revised budget. Operations update No 3 was issued on 12 October 2011 to summarize the achievements 6 months into the operation. Operations update No 4 was issued on 29 February 2012 to extend the timeframe of the operation from 31st March to 30 June 2012 to cover the funding agreement with the American Embassy in Cameroon. PBR No M1111087 was submitted as final report of this operation to the American Embassy in Cameroon on 03 August 2012. But the main relevant impacts are recorded since 1990 due to intensification of agricultural activities and urbanization. LULC effects and dynamics vary from one region to another according to the type of vegetation cover and activities. Using remote sensing, GIS and subsidiary data, this paper attempted to model the land use and land cover (LULC) change in the Centre Region of Cameroon that host Yaoundé metropolis. The rapid expansion of the city of Yaoundé drives to the land conversion with farmland intensification and forest depletion accelerating the rate at which land use and land cover (LULC) transformations take place. -
