Prezado Sr. Vice-Presidente,

Dear Eli, Dear Family members, Dear Brazilian Canoe Family,
Life is sometimes very unfair. You think you can do so much together and suddenly you have to bow to this terrible fate of losing a loved one. Joao was first and foremost a friend you could count on. You will not be able to imagine what life will be without him and neither can his friends from the international Canoe family imagine how it will work without Joao. He will be missed by us all. He leaves behind a great legacy that we must now preserve and carry on. Joao will remain in our thoughts and we will ask ourselves very often in the future how he would have done it when decisions had to be made. We all are stunned and sad that Joao fell victim to this terrible disease and would like to express our heartfelt condolences.
The German and also the world wide canoe family mourns. In long time of Joaos incomparable efforts as President of the Brazilian, South American and Pan American Canoe Federation, as a fellow Board member of the International Canoe Federation and - for years – it’s Vice President he worked tirelessly for our sport on national and international level and was appreciated and respected by everyone. 2
Myself and all his friends from the German Canoe Federation always appreciated the cooperation with Joao very much. We will always remember him as a forceful man with outstanding competences and tireless worker for our beloved sport. We will never forget Joao.
We wish you and your family much strength in this difficult time.
Please let me know if we can do anything for your family.

RE: Message of condolence
MESSAGE OF CONDOLENCE
It was with great consternation that the African Canoeing Confederation became aware of the death of colleague and friend, João Tomasini Schwertner, President of the Brazilian Canoeing Confederation and President of the Pan American Canoeing Confederation, after complications from Covid-19.
Tomasini, was a major driver of canoeing worldwide.
Since when I met him in Sydney, during the Olympic Games, he has always believed that canoeing should be for everyone and a universal sport, so he convinced me to help in this great task in the service of canoeing, encouraging the spread of canoeing in Africa.
Africa in this hour of mourning and sadness for its disappearance, bows to honor a great worker and tireless driver for the growth and development of canoeing on our continent. In life we have many surprises.
And this is one of those that make us suffer, bring us sadness, pain and suffering.
The early departure of our dear friend and companion is one of those unpredictable surprises.
Your brand will never be erased, no matter how long it takes, and you will always be part of African Canoeing history.
Joao Tomasini, you will leave a great void in the family of African Canoeing and worldwide, and your deeds will remain alive in our memories.
Follow your path in peace, enlightened by the blessings of God, dear colleague and friend.
We will always be here, praying for you, sending our positive energies of love and affection.
It is a sad farewell, but it is also a time to lovingly remember a very special person that you were.
That is why "After the tears have dried, after the goodbyes, we must keep the good memories that we share with our loved ones, who left us as you, dear friend".
This is what will keep you alive in our minds and in our hearts.
May your soul rest in peace.

Dear ICF Board member, dear ICF staff member,
It is with great sadness and unenviable task that I have to inform you that Joao passed away in Brazil due to Covid. He had been in a critical condition the last week and was unable to overcome this horrible virus. Patxi informed me as Joao’s doctor had been speaking to him earlier today. He had been fighting hard since 17 December in hospital against the COVID virus.
ICF will release a statement and suitable tributes on Joao’s life in the next 48 hours.
We are in close communication with his family and his doctors and will give more details relating to funeral and more information relating to his death. https://mail.google.com/mail/u/1?ik=a1db410dcc&view=pt&search=all&permthid=thread-f%3A1689220565516681153&simpl=msg-f%3A1689220565516681153 1/2 18/01/2021 E-mail de Confederação Brasileira de Canoagem - CBCa - Fwd: Joao Tomasini

ICF mourns passing of Brazilian board member Joao Tomasini Schwertner
The International Canoe Federation is mourning the passing of long time board member and passionate canoe sports advocate, Joao Tomasini Schwertner, who died on Sunday in Brazil following complications of Covid-19.
Mr Tomasini, who was 61, was one of the longest serving leaders of Olympic sport in Brazil, having been president of the Brazilian Canoe Federation (CBCa) since 1989, and a member of the Brazilian Olympic Committee since the same year.
ICF President, Jose Perurena, paid tribute to his long-time colleague and friend.
"Over many years Joao has been a tireless worker driving the growth and development of canoeing, not just in the Pan American region, but throughout the world," Mr Perurena said.
"Through Joao, canoeing in his region always had a strong voice at the ICF table. His passion for the sport was obvious to all, and the many hours he devoted to the sport will never be forgotten.
"He was also a valued friend of everyone in the canoeing family. His passing from this dreadful virus will be felt strongly throughout the paddling world."
Mr Tomasini served as president of the South American Canoe Federation (CoSurCa) from 2010 to 2018, and had been president of the Pan American Canoe Federation (COPAC) since 2017.
He first joined the board of the ICF in 1994, and served as a vice-president from 1998 until 2008, and again from 2010 to 2014.
He tested positive for Covid-19 on December 17, and was admitted to the Marcelino Champagnat Hospital in Brazil the following day. He spent 30 days in the hospital's intensive care unit.
ICF vice-president and president of the German Canoe Federation, Thomas Konietzko, said canoeing owed a great debt to Mr Tomasini.
"Joao was the driving force behind the incredible growth of our sport in Brazil and Pan America," Mr Konietzko said.
"He will leave a gap that we will not be able to fill. He was also a friend you could count on, and leaves a great legacy for our beloved sport.
"We will miss him. My thoughts are with his family." https://mail.copaconline.com:2096/cpsess7100841706/3rdparty/roundcube/?_task=mail&_safe=1&_uid=133&_mbox=INBOX&_action=print&_extwin=1 2/5 18/01/2021 Roundcube Webmail :: CONDOLENCIAS
Mr Tomasini devoted much of his life to canoeing. He was instrumental in the formation of the Brazilian Canoe Federation, and played a leading role in organising numerous canoe championships at an ICF, South American and Pan American level.
ICF secretary general, Simon Toulson, said Mr Tomasini was one of canoeing's great leaders.
"At the ICF we have been very fortunate to have strong leaders all over the world, and none have been stronger and worked harder than Joao," Mr Toulson said.
"Joao not only worked to establish canoeing as a competitive sport in his region, he also worked to ensure its growth and development. The pride he took at the Rio Olympics in showcasing the sports he loved so passionately was clear for everyone to see.
"Joao was also an incredibly popular ICF board member. His views on all aspects of our sport were widely sought after and respected by his colleagues, who I am sure are all deeply feeling his loss today."
The ICF extends its sympathies to Mr Tomasini's family and friends, and to everyone in the international canoeing community.

Dear Canoeing friends,
I have just learned the very sad news that Joao passed away.
I would like to present my sincere condolences to his family and the many friends we had encountered over the years.
Joao will be missed by his family, the canoeing firends and beyond.
Since the late 90's and over my years as Director of the French canoe federation, then ICF secretary general and my different positions at the International Olympic Committee, Joao and myself have always kept contact and shared our similar views for the future of Canoeing such as the creation of the Canoeing Games and may more.
Joao was a special character, full of energy and dedication to our sport. He created a strong Brazilian Federation and raised the Pan-American Confederation influential level.
He will be remembered as a passionate individual always pushing the boundaries and moving the lines.
I am kindly asking you to pass on this message to his relatives.
I am with them in thoughts and wish them the courage to go through these incredibly difficult times.

Firstly, I would like to say that I don´t understand why do you copy the ICF SG in your communications with COPAC Second, as you wrote, COPAC took a fast decision upon request of ICF/IOC. WE communicated and participated in meetings with the Continental Representatives from North América, Central America and Caribbean and I represent South America.
We analysed the proposals presented and defend the interests of ALL our NFs and discussed also with the Presidents plus Continental Representatives from Asia and Africa (not just the Presidents).
Please consider that the Continental representatives that participated in ALL the meetings represent a region of our Continent.
It must be understood that there is a loss of 12 quotas (10 of canoe sprint), therefore there was necessary to see our sport as Olympic Canoeing and preserve it as an Olympic sport.
With 11 C1 ... we would have 2 heats / 1 semifinal y 1 final ...
The same situation with the K1 ... only the strong Federations...
How would the continental qualifiers be? ... disputing between 4 continents 3 quotas ... ¿having less and less possibilities of qualification?
The attached table clearly shows that it WAS NOT us who presented the first proposal with 10 events.
It is important to remark that in Los Angeles 2028 we need to have same events for women and men. On that pathway the sole distance will be unavoidable.
If the Sprint Chairman doesn´t know this ... it is lamentable.
See you in a while
Estimado Casey,

Casey
Dear COPAC Members,
We write to you following the recent decision of the International Canoe Federation (ICF) Board of Directors to remove two (2) events from Sprint Canoe and add two (2) new Events for Whitewater Extreme Slalom for the Paris 2024 Olympic Games. This is not a comment on the decision but on the process.
Canoe Kayak Canada is very concerned about the process, as it was very last minute with no opportunity to discuss. Also very concerning is the position that it was prepared, presented and allegedly supported by COPAC (meaning all of you as COPAC Member countries), in support of the decision made by the ICF Board of Directors this week. You will find COPAC's position further below and attached, made on behalf of all of you.
You'll see the letter we wrote to Joao below, with copy to the ICF, summarizing our concerns. We have discussed with Joao and reinforced that there is an obligation as President to ensure open, transparent and full communication with Members on matters of such importance. This unfortunately did not happen.
We hope we can do better moving forward.
Regards to all,
Casey

Estimado Joao,
Sinceramente
Casey

Dear João,
I write to you with concern with regard to the up-coming ICF Board meeting tomorrow (Tuesday, November 24th) and your email/letter below claiming that COPAC member countries approve or support the email you have sent.
Canoe Kayak Canada (CKC) has been aware of the quota challenges and discussions around Sprint and WW Events for Paris, but has only now become aware of the potential to remove two (2) Sprint events and add two (2) new WW events in X-Treme Slalom for the Paris Olympic Games in 2024.
COPAC, as far as Canoe Kayak Canada is aware, has never discussed this matter with it's members and we are very concerned that a decision of this significance is not only being supported in your letter below (and most likely being done with no consultation with and among COPAC countries in a formal manner), but is also being made with little input from ICF Members. We are also aware that COPAC Board members we have talked to had not seen the "COPAC" letter below until last evening when we shared it with them.
We are having meetings today, including with international colleagues, and will provide an open letter to COPAC to update all Members as necessary regarding our concerns. It goes without saying that COPAC countries need to be aware and have input. Please advise if we are missing something here Joao.
We certainly have no idea if there has been discussion to simply add X-Treme Slalom as "Demonstration Events" or additional medal Events for Paris without adding quota spots; keep the number of Events for both Sprint and WW Slalom the same for Paris, and; then take the time for the ICF family and members to have more thoughtful and strategic discussions on this, so that we can make an informed decision on what is best for the future of our sport.
Can you advise immediately on the status of his matter. We look forward to hearing from you shortly Joao.
Simon, we have copied you on this email, as we would like it to be known at the ICF Board meeting tomorrow that Canoe Kayak Canada does not support the email/letter sent below on behalf of COPAC as we have only received this last evening (through international colleagues) without prior knowledge or input.
Sincerely,
Casey

De: CBCa - João Tomasini
Dear Mr President and colleagues,
The representatives from the Continents of America, Asia and Africa have analysed the proposals for the Olympic Programme 2024 and concluded that the current proposal is not the best possible option. In light of this conclusion, a different proposal has been developed for submission.
The attached proposal was developed following these principles:
Canoe Sprint – Cost reduction and audience engagement
Since 2014, with the Olympic Agenda 2020 people are more aware of the need of generating Games which are more accessible, affordable and understandable by the general public.
The global financial crisis, worsened by the effects of the pandemic, forces sport in general to have a more realistic approach within this context in terms of events and organisation.
The proposal for Canoe Sprint considers only 500 m distance clearly reducing costs for the OOCC and optimising the use of resources related to technical requirements, logistics, services, staff, officials and others, producing events of high quality and less costs.
The sole distance of 500 m has been under discussion since time ago, but it is clear that this is the right moment to put it in place.
The simplicity of the single distance will have a positive impact for organising more Continental events, Continental Championships and ensuring the presence of our sport at all Continental Games. This means that it is not a good change just for the Olympic Games but also for the Continental growth and opportunities of their athletes.
IOC is claiming for innovation, attractiveness, youth engagement, city engagement, cost reduction, increase of potential venues at the heart of the cities, new organisers and other changes, and this programme will certainly help our sport to satisfy the needs of athletes and public as well as the perception of the IOC that the ICF listen to the IOC.
Extreme Slalom – Innovation and audience engagement
The extreme slalom event had been introduced at a World Championships in 2017 with subsequent World Championships in 2018 and 2019 and keeps growing and improving the quality of athletes. The event itself is easy to understand and generates excitement on the public. Its rules are simple and understandable by any casual spectator.
The sport equipment is affordable, and we shall remember the pathway to the incorporation of the canoe women to the Olympic programme and how rapidly improved the technique and performance of the athletes. It is expected that the extreme slalom will follow the same avenue.
Africa, Asia and América consider this as the most innovative and modern proposal, that shows the willingness of the ICF of moving forward from a conservative status, providing to the https://mail.copaconline.com:2096/cpsess7100841706/3rdparty/roundcube/?_task=mail&_safe=0&_uid=132&_mbox=INBOX&_action=print&_extwin=1 6/8 18/01/2021 Roundcube Webmail :: Condollences athletes a solid and progressive programme. This proposal also considers universality, ensuring more possibilities to the continents, safeguarding excellence through the recognition of a difference of quantity of events to be qualified at the global level.
The above-mentioned principles reflect the understanding and acceptance of the principles developed through the Agenda 2020, which we cannot keep putting aside, up to the risk of losing more quotas.
The ICF cannot afford to lose ANY of its two Olympic disciplines, and this therefore is considered to be a well-balanced proposal.
If we want our values of Olympism – the values of excellence, respect, friendship, dialogue, diversity, non-discrimination, tolerance, fair-play, solidarity, development and peace – if we want these values to remain relevant in society, the time for change is now.
Dear Friends in Sport, I would like to be able to accompany you in these difficult moments that you are going through. I can imagine that this magnificent lost, is being very hard and has no consolation at this time, and in the future times.. losing a man with such an amazing humanity with such global canoe vision will help you to continue working and moving “in his wave”. I wish you to bear that pain and that all the good memories we have of him, serve us all to continue his legacy. He was a sweet and tough man, strict and affectionate. A pillar in the world, in our world of kayaking. We will miss him a lot.

“Over many years Joao has been a tireless worker driving the growth and development of canoeing, not just in the Pan American region, but throughout the world,” Mr Perurena said.
“Through Joao, canoeing in his region always had a strong voice at the ICF table. His passion for the sport was obvious to all, and the many hours he devoted to the sport will never be forgotten. https://mail.google.com/mail/u/1?ik=a1db410dcc&view=pt&search=all&permthid=thread-f%3A1689316928516596494&simpl=msg-f%3A1689316928516596… 3/6 19/01/2021 E-mail de Confederação Brasileira de Canoagem - CBCa - Fwd: Condolences on death of Joao Tomasini Schwertner “He was also a valued friend of everyone in the canoeing family. His passing from this dreadful virus will be felt strongly throughout the paddling world.”
He spent 30 days in the hospital’s intensive care unit.
ICF vice-president and president of the German Canoe Federation, Thomas Konietzko, said canoeing owed a great debt to Mr Tomasini.
“Joao was the driving force behind the incredible growth of our sport in Brazil and Pan America,” Mr Konietzko said.
“He will leave a gap that we will not be able to fill. He was also a friend you could count on, and leaves a great legacy for our beloved sport.
“We will miss him. My thoughts are with his family.”
Mr Tomasini devoted much of his life to canoeing. He was instrumental in the formation of the Brazilian Canoe Federation, and played a leading role in organising numerous canoe championships at an ICF, South American and Pan American level.
ICF secretary general, Simon Toulson, said Mr Tomasini was one of canoeing’s great leaders.
“At the ICF we have been very fortunate to have strong leaders all over the world, and none have been stronger and worked harder than Joao,” Mr Toulson said.
“Joao not only worked to establish canoeing as a competitive sport in his region, he also worked to ensure its growth and development. The pride he took at the Rio Olympics in showcasing the sports he loved so passionately was clear for everyone to see.
“Joao was also an incredibly popular ICF board member. His views on all aspects of our sport were widely sought after and respected by his colleagues, who I am sure are all deeply feeling his loss today.”
The ICF extends its sympathies to Mr Tomasini’s family and friends, and to everyone in the international canoeing community.

To Mr. President of the International Canoe Federation
It is with great sadness that we learned of the death of João, President of the Brazilian Canoe Federation. Senegal recognizes the contribution and investment of the late president to the development of world canoeing in general, and Africa in particular, from 2000 to 2012, where he served as vice-president of the ICF in charge of development alongside President Péréruna. Mr. João had carried out his first mission in West Africa, more particularly in Senegal, during the African Canoe Championships in July 2005. In this painful circumstance, the Senegalese nation, through the Senegalese Canoe Federation, sends you its most saddened condolences. Our country owes him a strong gratitude and prayers to formulate for the rest of his soul. May the earth be light to him.
