I am treating your correspondence as a request for information under the Freedom of Information Act (FOIA) 2000. Following my letter dated 25 Mar, the Department has considered this case further and it has been decided that some of this information is exempt under Section 26 1(b) (Defence), which exempts information that if disclosed would, or would be likely to, prejudice the capability, effectiveness or security of the Armed Forces. Section 26 1 (b) is a qualified exemption which requires a public interest test to establish the balance of releasing or withholding information. In this case, the arguments for release include the public interest in how Defence is run and the current manning levels of the Army. Arguments to withhold information include the internal organisational detail including the specific breakdown of units, particularly those that comprise a key arm of the Army's combat force, being sensitive information useful to potential adversaries, as it exposes Army structures and capabilities in detail. It has been decided that on balance the breakdown by rank of the information requested should be withheld, as release would be likely to be prejudicial to capability, effectiveness and security of the units in question. Regimental level information has been provided and can be found attached. Under Section 16 (advice and assistance), you may find it useful to note that there are around 4,500 Infantry personnel per year that are not included within the tables, as they would not have been currently serving within Infantry battalions. Although workforce requirements demonstrate the planned strength for each unit, they (or their sub-units) will deploy at the necessary strength for the operation, backfilled by the wider Army as required. The current manning level is therefore not a direct reflection of a unit's ability to be deployed. The Royal Gurkha Rifles (RGR) are made up of mostly Gurkha personnel, who are not classified as 'Regular' personnel due to their different terms and conditions of service. They have therefore been excluded from the table, which lists 'Regular' units. However, given their essential contribution to the capability of the Infantry, they have been provided separately under Section 16 (advice and assistance).     The British Army Uniform The British Army uniform developed along roughly the same lines as uniforms in other European armies. Its signature colour had become standardised as red for both infantry (foot) and cavalry (mounted) units by the end of the 17th century, except for the Royal Horse Guards and Royal Artillery who wore dark blue; then khaki (for everyday wear) and blue (for parade) in the 1930s. Netherwear and equipment followed European fashion. Exotic costume, such as that of hussars and zouaves, was either embraced late and toned down, or not embraced at all. carry on luggage size The history of the British Army uniform is notable for an early and even eager embrace of camouflage in the form of khaki during the late 19th century. This reflected the exigencies of colonial war and the freedom allowed, and taken, by many of the officers who fought it. But it may also have had an aesthetic impulse. Armies in Europe were settling on mostly dark blue tunics and black equipment as a halfway house between display and practicality. This was not possible for the British army, wedded as it was to red tunics which in turn required white equipment to look pleasing.     Gurkhas: Terms and Conditions of Service Standard Note: SN/IA/4671 Last updated: 12 June 2009 Author: Claire Taylor Section International Affairs and Defence Section The Terms and Conditions of Service of the British Army’s Brigade of Gurkhas were originally set down in accordance with the Tripartite Agreement of 1947 between the UK, India and Nepal. The agreement provided commonality with respect to key Service conditions such as pay and pensions, irrespective of whether Gurkhas were enlisted in the British or Indian Armies. Over the last few years various changes to Gurkha terms and conditions of service have been made in order to bring them more closely into line with their counterparts in the British Army. In September 2004 the decision to grant Gurkhas indefinite leave to remain in the UK upon completion of four years of service and the opportunity to eventually apply for British citizenship was announced by the Government. Changes to the Married Accompanied Service Allowance were also made in August 2005. In addition the MOD also announced in January 2005 that it would undertake a comprehensive review of Gurkha terms and conditions of service. The conclusions and recommendations of that review were published in March 2007. This note provides a brief history of the Gurkhas and the basic obligations for terms and conditions of service which were initially set down under the Tripartite Agreement. It examines the subsequent changes to those terms and conditions of service, including the wide-ranging recommendations of the MOD’s review.
