If the Judge is so satisfied he shall give to the lessee & certificate under his hand to that effect. Any such lessee may apply to a Judge of County Courts to hold such an inquiry ; and the Judge shall hold the inquiry at the place Where a County Court ordinarily site nearest to the land.
