Supporters of the library - ask politicans what their plan is for your local library. Library doors are open to everyone regardless of income, background, education, or circumstance. Now they are becoming something different. They are becoming chronically underfunded by our provincial government. To cope, regional library boards have relied on our municipal partners and saving where we can without directly harming services. In addition to chronic underfunding from the provincial government, their new Broten Report proposes the elimination of our book rebate. This could mean a 10% increase in book costs for the regional library system which drops our purchasing power about $12,000 or roughly 400 books. That’s a lot. That’s why the Pictou-Antigonish Regional Library (PARL) board of directors is turning to library users and supporters to show their library love. They need people to talk to, write or email their local politician or the provincial government and urge them to help underfunded libraries. Hon. 1 HOUSE OF ASSEMBLY MANAGEMENT COMMISSION MINUTES A meeting of the House of Assembly Management Commission was held in the Legislative Chamber, Province House, on Wednesday, October 28, 2020 at 5:00 p.m. Present were: Chair, Hon. Kevin Murphy, Hon. Geoff MacLellan, Hon. Kelly Regan, Mr Brendan Maguire, Ms Rafah DiCostanzo, Mr Allan MacMaster, Ms Karla MacFarlane, Mr Gary Burrill until the end of item # 3 on the agenda, Ms Claudia Chender for item # 4 on the agenda and Ms Annette M. Boucher, QC, Acting Chief Clerk. Also present were Gordon D. Hebb, QC, Chief Legislative Counsel and Deborah Lusby, Director of Administration, Office of the Speaker. 1) Minutes of January 22, 2020 meeting It was moved by Hon. Geoff MacLellan and seconded by Ms Rafah DiConstanzo that the minutes of the January 22, 2020 meeting be approved as circulated. CARRIED 2) Financial Review a) 4th Qtr Financial Report for March 31, 2020 b) 1st and 2nd Quarter Financial Report as of September 30, 2020 Ms Lusby indicated that these financial reports had been distributed in advance of the meeting. She indicated that should Commission members have questions they could contact her in that regard at any time. It was moved by Mr Allan MacMaster and seconded by Mr Brendan Maguire that the Financial Reports be adopted. CARRIED 3) Proposed amendments to the House of Assembly Management Commission Regulations A package of amendments was circulated to the members of the Commission in advance of the meeting. Ms Boucher informed the members that the amendments were mostly housekeeping amendments with the most substantive amendment being proposed to Section 43 of the Regulations.

To the Honourable Labi Kousoulis, We Are Biologists And
To the Honourable Labi Kousoulis, We are biologists and environmental scientists writing to express our concern with the potential development of the proposed Owls Head Provincial Park Reserve. Over the past 15 years, the Ecology of Plants in Communities lab at Saint Mary's University has worked with collaborating NGO and NS provincial government partners to describe and classify heathland ecosystems across Nova Scotia. We have included the proposed Owls Head Provincial Park Reserve in our field surveys. Our years of data reveal that Owls Head is ecologically unique and of importance to biodiversity conservation. Owls Head is characterized by repeating bedrock ridges that support a coastal barrens ecosystem. A globally rare heathland plant community occurs on the crests of the ridges and biodiverse bog wetlands predominate in the depressions between the ridges. This landscape pattern on the coast is only otherwise known from Blue Rocks, Lunenburg County, amidst residential developments with no conservation protection. Lakes, ponds, woodland, shrubland, beaches and various wetland habitats are also present at Owls Head and contribute to its conservation value. These conservation values and also the unique value of Owls Head to ecological research would be lost with its development as a golf course. Vegetation on the bedrock ridges of Owls Head is dominated by a shrub called Broom Crowberry (Corema conradii). Broom Crowberry is endemic to northeastern North America, meaning this species can be found nowhere else in the world. In Canada, this plant only occurs within the maritime provinces and Quebec and within that limited range, Broom Crowberry is only common in Nova Scotia.
