Rights of LGBTIQ persons/Rule of law in Poland and Hungary

The risk of discrimination against LGBTIQ citizens in Hungary will be considered in a debate with Vice-President for Values Vera Jourová and the Slovenian Foreign Affairs Minister Anže Logar. MEPs will also look into the general situation of the rule of law and fundamental rights in both Hungary and Poland. Plenary will vote on a resolution on the rights of LGBTIQ persons in Hungary on Thursday.

Reinforcing the European Medicines Agency

Parliament will debate with Health Commissioner Kyriakides a proposal to strengthen the European Medicines Agency, following from the impact of the COVID-19 pandemic. MEPs are set to call for a new Medicines Supply Database to avoid medicines shortages, and to increase transparency and the availability of public information about clinical trials. Plenary will vote on the negotiating mandate for talks with the Council on Thursday.

Debate with Michel and von der Leyen on the last European summit

Starting at 9.00, MEPs will discuss the outcome of the 24-25 with Presidents Charles Michel and Ursula von der Leyen.

In brief:

Commission Work Programme 2022. In a debate at 15.00 with European Commission Vice- President Šefčovič, MEPs will discuss the Commission’s legislative priorities for next year.

Implementation of the EU Digital Covid Certificate. A week after its launch, plenary will review the rollout of the new tool for easing intra-EU travel during the pandemic, in a discussion with Commissioner Reynders starting around 15.45.

Antarctic Marine Protected Areas. Concerned over a deadlock in international negotiations on the establishment of three protected Antarctic marine areas, MEPs are set to urge, in a discussion with Minister Logar and Commissioner Sinkevičius, a deal within the Commission on the Conservation of Antarctic Marine Living Resources.

Votes

Results of Tuesday’s second voting session will be announced at 9.00, among other topics, on:

• the Connecting Europe Facility, • trade related aspects and implications of COVID-19, • the impact on the fishing sector of offshore windfarms, and • amendments to the report on the challenges of an ageing European population.

The first voting session will take place between 13.00 and 14.15, with results announced at 19.00. MEPs will cast their final vote, among others, on:

• changes to the Visa Information System (VIS), • the Integrated Border Management Fund, and • the challenges of an ageing European population.

They will also vote on amendments to resolutions on:

• creation of guidelines for the application of budgetary conditionality rules, • the EU Magnitsky Act, and • annual report on the .

The final vote on these three files will take place in the second voting session (between 20.00 and 21.15, with results announced on Thursday at 9.00).

In the second voting session, plenary will also vote on amendments on:

• the European Medicines Agency, • the EU environment priorities up to 2030, and

• a new ERA for Research and Innovation.
