2005 facts and figures Pharmacies and Pharmaceuticals in Norway 2005 About Norges Apotekerforening NORGES APOTEKERFORENING - NAF - (the Nor- wegian Pharmacy Association) is the trade organisa- tion for pharmacies in Norway and their owners. According to the association’s rules, NAF shall primarily work to secure the best possible and pre- dictable framework terms for the pharmacies. NAF fulfills some joint functions and service tasks on behalf of the trade. In addition NAF shall work to secure the pharmacies a clear and valuable position within the health care system, the pharmacy profes- sion and towards consumers. Members All Norwegian pharmacies, 543 in total, are members of NAF as of 1 June 2005. Included in this figure are 31 publicly owned hospital pharmacies. The board of NAF As of 31 May 2005, the board consists of representatives from independent pharmacies, hospital pharmacies and the pharmacy chains Apokjeden AS, Alliance UniChem Norge AS and Vitus- apotek AS. The names of the representatives and their personal deputies are available at Norges Apotekerforenings home page www.apotek.no by choosing “Om NAF” on top of front page. Administration As of 1 January 2005, NAF including the organisation AS Apotekernes Hus had 36 employees. The association’s employees are skilled in pharmacy, economy, statistics, IT and teaching. The Norwegian health care system is founded on the principles of universal access, decentralisation and free choice of provider. It is financed by taxation, together with income-related employee and employer contributions and out-of- pocket payments (co-payments). All residents are covered by the National Insurance Scheme (Folketrygden, NIS), managed by the Norwegian Health Economics Administration (Helseøkonomiforvaltningen, HELFO). Private medical insurance is limited. While health care policy is controlled centrally, responsibility for the provision of health care is decentralised. Local authorities at municipal level organise and finance primary health care services according to local demand. The central Government has overall managerial and financial responsibility for the hospital sector. -

KEY FIGURES 2020 Pharmacies and pharmaceuticals in Norway PHARMACY OWNERSHIP Norwegian pharmacies are mainly run as private enterprises. Only the hospital pharmacies are owned by the public sector (Regional Health Authorities). Nevertheless, the pharmacies are considered part of the Norwegian health service. In 2001, Norway liberalized the pharmacy system. The new legislation led to a great change in ownership – one of the greater changes in the sector’s 400-year history. Since then an increasing portion of pharmacies are owned by pharmacy chains. The four main chains are called Apotek 1, Boots apotek, Vitusapotek and Ditt apotek. To manage a pharmacy, you need the appropriate professional training, including a master’s degree in pharmacy. Three large international pharmacy companies, each vertically integrated with a pharmaceutical wholesaler, own 84 per cent of all pharmacies in Norway. No: 460/13/COL EFTA SURVEILLANCE AUTHORITY DECISION of 20 November 2013 to propose appropriate measures with regard to state aid granted to publicly owned hospital pharmacies in Norway (Norway) The EFTA Surveillance Authority (the “Authority”), HAVING REGARD to: The Agreement on the European Economic Area (the “EEA Agreement”), in particular to Articles 61 to 63 and Protocol 26 thereof, The Agreement between the EFTA States on the Establishment of a Surveillance Authority and a Court of Justice (the “Surveillance and Court Agreement”), in particular to Article 24 thereof, Protocol 3 to the Surveillance and Court Agreement (“Protocol 3”), in particular Article 1(1) of Part I and Articles 18 and 19 of Part II, WHEREAS: I. FACTS 1. Procedure (1) Following a complaint by Apokjeden AS1 dated 13 June 2008 (Event No 481693), the Authority initiated by letter dated 19 July 2011 (Event No 590439) the procedure provided for in Article 17(2) of Part II of Protocol 3 with respect to the financing of publicly owned hospital pharmacies in Norway (the “Article 17(2) letter”). The Authority informed the Norwegian authorities of its preliminary view that the financing of publicly owned hospital pharmacies involves state aid that is incompatible with the EEA Agreement. (2) By letter dated 28 October 2011 (Event No 613439), the Norwegian authorities responded to the Article 17(2) letter. The Authority and the Norwegian authorities discussed the case in a meeting on 29 November 2011. Following that meeting, the Norwegian authorities provided further comments to the Authority by letter of 12 March 2012 (Event No 627783). -
