It was listed as Threatened by the U.S. Fish and Wildlife Service in 2001 and is a high priority conservation concern for The Bureau of Land Management (BLM) in Idaho. The purpose of this project was to conduct a field survey for Spalding's catchfly on BLM land containing potential Canyon Grasslands habitat in the lower Salmon River area. Surveyed parcels were selected on the basis of potential habitat, accessibility, and landowner permission. Two new occurrences of Spalding's catchfly were documented, each consisting of several small subpopulations, were documented, as well as an extension of a previously known occurrence. Several new occurrences of other BLM special status plants were also documented. Large portions of these ecosystems have been eliminated by conversion to agriculture or degraded by livestock grazing and weed invasion. Spalding's catchfly was listed as Threatened in 2001 (U.S. Fish and Wildlife Service [USFWS] 2001). Prior to 1993, only a few, small occurrences of Spalding's catchfly were known in Idaho, mostly on private land in Palouse Grasslands. The discovery of Spalding's catchfly in the Snake River Canyon at Craig Mountain in 1993 (Mancuso and Moseley 1994) opened up large areas of potential Canyon Grasslands habitat where targeted surveys had not been done. Since then, numerous occurrences have been located in this area. Presently, the largest known occurrences of Spalding's catchfly in Idaho occur in the Canyon Grasslands (Idaho Conservation Data Center [IDCDC] 2006). Areas of potentially suitable canyon grassland habitat on BLM property in the lower Salmon River Canyon south of Craig Mountain have received only minimal targeted surveys for Spalding's catchfly. The only documented occurrences of Spalding's catchfly known from the lower Salmon River prior to this survey were near the confluence of Rice Creek, the Oxbow area, and Eagle Creek on Craig Mountain (IDCDC 2006). This federally listed species is of high priority conservation concern for The Bureau of Land Management. Knowledge of the extent and condition of Spalding's catchfly populations on BLM lands is necessary for implementation of management activities such as fire, pesticide spraying, and biological weed control, and formulating a conservation strategy. The purpose of this project was to conduct field surveys for Spalding's catchfly in Canyon Grassland habitat on BLM land in the lower Salmon River. Site Description Canyon Grasslands occupy canyons of the Snake and Salmon Rivers and their tributaries in the tri-state area of Idaho, Oregon, and Washington (Figure 1) (Tisdale 1986). Elevations of the grasslands range from 710 feet to 7,800 feet (213-2,340 m) with slopes from 45 to 70 percent. The Canyon Grasslands are dominated by native perennial bunchgrasses with smaller inclusions of shrubland and forest communities. These major vegetation types occur across the landscape in a distinct pattern related to a moisture gradient determined by aspect, elevation and soils (Tisdale 1986; Mancuso 1993). Many highly competitive weed species became established and have seriously degraded or displaced native bunchgrass communities in many areas of the Canyon Grasslands (Mancuso and Moseley 1994; Hill and Gray 1999). Considerable portions of BLM land occur within Canyon Grasslands along the lower Salmon River Canyon from its confluence with the Snake River to Hammer Creek near White Bird, a distance of 55 river miles (BLM 2005). Scattered BLM in-holdings in Canyon Grasslands also occur in the breaks of Joseph Plains, a large upland plateau between the lower Salmon River and the Snake River. Much of this BLM land is surrounded by private land with limited accessibility. 1 FIGURE 1 Canyon Grasslands 2 Canyon Grassland Habitat for Spalding's catchfly Based on known locations in Canyon Grasslands on Craig Mountain, Spalding's catchfly appears to be restricted to mesic Idaho fescue (Festuca idahoensis) grasslands that typically occur on northerly aspects from west-northwest to north to east-northeast aspects between 1,300 feet and 4,000 feet (390-1,200 m) (Hill and Gray 1999; Menke 2003; Hill and Gray 2004; IDCDC 2006). Mesic Idaho fescue communities include the Idaho fescue-prairie junegrass (Festuca idahoensis- Koeleria macrantha) (Tisdale 1986; Johnson and Simon 1987), Idaho fescue/snowberry (Festuca idahoensis/Symphoricarpos albus), and Idaho fescue/rose (Festuca idahoensis/Rosa spp.) (Daubenmire 1970) habitat types. Johnson and Simon (1987) divided the Idaho fescue-prairie junegrass habitat type into a high elevation type that occurs on the younger Grande Ronde/Picture Gorge Basalt Flows and a low elevation type that occurs on the older Imnaha Basalt Flows. Spalding's catchfly in the Canyon Grasslands of Idaho is not known to occur in the drier Idaho fescue-bluebunch wheatgrass (Festuca idahoensis-Pseudoroegneria spicata) habitat types (Tisdale 1986; Johnson and Simon 1987) that typically occur on southerly aspects at higher elevations (Hill and Gray 1999). Mesic Idaho fescue communities can extend to low elevations in the generally dry region of Hells Canyon as topographic climaxes, taking advantage of the higher soil moisture conditions on northerly aspects compared to southerly aspects at the same elevation. Moisture is retained longer on northerly slopes due to less direct insolation, less evaporation, and the higher moisture-holding capacity of the loess- and ash-influenced soils that exist on these aspects (Daubenmire 1970; Franklin and Dryness 1973; Tisdale 1986; Johnson and Simon 1987; Mancuso 1993). Species Description and Life History Spalding's catchfly is an herbaceous perennial plant that commonly grows to 60 cm, and occasionally to 75 cm. Individual plants typically produce one stem or one rosette, or occasionally both, but can also produce multiple stems or rosettes. Each stem bears up to 10 pairs of leaves that are 5-8 cm long and 2-4 (6) cm wide. The foliage, stem, and flower bracts are densely covered with sticky, gland-tipped hairs that give the species its common name, 'catchfly'. Stems arise from a simple or branched caudex (persistent stem just beneath the soil surface) that surmounts a long, narrow taproot that can grow up to 85 cm (Menke 2003). Cream- to pink- to light green-colored flowers typically have 5 petals, each with a long, narrow claw that is largely concealed by the calyx tube, the outer green portion of the flower. The Recovery Plan for Silene spaldingii (Spalding’s Catchfly) (USFWS 2007; hereafter referred to as the Recovery Plan) requires that 27 populations, referred to as Key Conservation Areas (KCAs), each with at least 500 reproducing Spalding’s Catchfly individuals, occur rangewide in five physiographic provinces. Specifically, for the Intermontane Valleys physiographic province, which occurs only in Montana, the Recovery Plan states that four KCAs be identified (USFWS 2007). Further, Delisting Criterion #3 states that populations of Spalding’s Catchfly at KCAs must demonstrate stable or increasing population trends for at least 20 years using consistent range-wide long-term monitoring (USFWS 2007). The objective of this project is to make demonstrable progress towards the recovery plan goals for Spalding’s Catchfly by initiating the required monitoring at two potential KCAs on land owned by the Confederated Salish and Kootenai Tribes (CSKT). Funding from the U.S. Fish and Wildlife Service (USFWS) and cooperation from the CSKT is allowing the Montana Natural Heritage Program (MTNHP) Botanist to conduct the 3-year baseline for monitoring trend of Spalding’s Catchfly at the Sullivan Gulch and Crosson Valley/Sullivan Hill potential KCAs (Figure 1).

This report will emphasize the status of Spalding's catchfly in Idaho and is based on an inventory survey conducted during the late summer and fall of 1990 by the Idaho Natural Heritage Program. Substantial amounts of recent data have also been accumulated and documented on Silene spaldingii by the Washington, Oregon, and Montana Natural Heritage Programs. In 1988, a comprehensive Status Survey was written by the Montana Natural Heritage Program, which is frequently referred to in this report to eliminate redundancy of known information. Silene spaldingii currently is a Category 2 candidate and a perennial endemic to the Palouse grassland communities of the interior Pacific Northwest. Significant portions of these grasslands have been altered by extensive cultivation and grazing, undoubtedly resulting in substantial habitat loss and subsequent range reduction of Spalding's catchfly. Current information demonstrates that the species is limited to small, localized populations occurring in remnant patches of Prairie habitat. The species also appears to suffer from pollinator limitations, inbreeding depression, and a large genetic load, which results in a reduction of fitness.

We studied the pollinators insect predators, and ungulate browse rates on S. spaldingii in 2010 and 2011 on the Zumwalt Prairie. We also examined fruit and seed production to assess reproductive output and conducted a greenhouse experiment to examine seed viability. We found that Bombus fervidus and B. appositus were the principal pollinators of S. spaldingii and confirmed that bees carried S. spaldingii pollen and that 34% of muli-plant visits involved 6 or more catchfly plants. Bees were also more likely to visit dense patches of S. spaldingii and areas having high numbers of blooming forbs. We found that 70% of S. spaldingii stems were browsed or had their flowers eaten by insect predators such as the noctuid moth Heliothis oregonica. Only 10% of stems produced mature fruits with an average of 119 (±42 SD) seeds per fruit. Seed germination rates were low (9%) compared to rates found in previous research on this plant; seeds produced later in the season had slightly higher rates (16%) than those produced earlier (6%). Although S. spaldingii on the Zumwalt Prairie appears to have adequate insect pollinators available, low seed production and viability may present a threat to this population of this federally-listed, threatened plant.

The largest occurrence of Spalding’s catchfly in Idaho is south of Lewiston in the Snake River Canyon, along the western flank of Craig Mountain. The Craig Mountain population extends across more than 1,300 hectares (3,250 acres), and involves lands managed by the Bureau of Land Management, The Nature Conservancy, and Idaho Department of Fish and Game. This population has been the focus of all Spalding’s catchfly monitoring in Idaho. In 2002, the U.S. Fish and Wildlife Service contracted with the Idaho Conservation Data Center to develop and implement a monitoring protocol for Spalding’s catchfly and its habitat. A recovery strategy outlines what is and what is not known about a species or ecosystem; it also identifies threats to the species or ecosystem, and what should be done to mitigate those threats. Recovery strategies set recovery goals and objectives, and recommend approaches to recover the species or ecosystem. Recovery strategies are usually prepared by a recovery team with members from agencies responsible for the management of the species or ecosystem, experts from other agencies, universities, conservation groups, aboriginal groups, and stakeholder groups as appropriate. What’s next? In most cases, one or more action plan(s) will be developed to define and guide implementation of the recovery strategy.

Family Caryophyllaceae Plant description Spalding’s campion is a perennial with one to many shoots growing from a branched, woody caudex. It is viscid-tomentose throughout, with erect leafy stems, simple or strictly branched, 20-60 cm tall. The nodes are large, with 2 sessile, proximally connate leaves per node. Leaf blades are ovate to lanceolate with an acute apex, 3-7 cm long by 0.5-1.5 cm wide, and largest at mid stem. The narrow, strict inflorescence is usually leafy with many crowded flowers. The calyx is tubular-campanulate, obscurely 10- veined, and about 1.5 cm long at anthesis, with narrowly lanceolate lobes 0.3-0.6 cm long. The petals are greenish to white, with a shallow terminal notch and 4 (-6) appendages. The petal claws equal the calyx, the petals not exceeding or barely exceeding the calyx lobes. Capsules are ellipsoid, slightly longer than the calyx, and borne on a short stipe. The yellowish brown seeds are reniform, wrinkled with alternating ridges and furrows, inflated, and approximately 0.2 cm long. Distinguishing characteristics Several other Silene species occur in bunchgrass communities within the range of Spalding’s campion, including S. scouleri, S. oregana, S. douglasii, S. csereii, and S. scaposa var. scaposa. The unique combination of long calyx lobes, short petal blades which barely exceed the calyx lobes, relatively large inflated seeds, and viscid pubescence throughout leaves, stems, and calyces distinguishes Spalding’s campion from these congeners.

    Silene spaldingii S. Watson Spalding's silene Caryophyllaceae - pink family status: State Threatened, Federal Listed Threatened rank: G2 / S2 General Description: Herbaceous perennial, 2-6 dm tall, typically with 1 stem, but sometimes several. Foliage and stem light green, densely covered with soft, sticky hairs. Leaves opposite, 4-7 pairs per stem, sessile, slightly fused at the base, oblanceolate below to lanceolate above, 6-7 x 0.5-1.5 cm. Floral Characteristics: Flowers several, in a leafy, compact cyme. C alyx tubular to bell-shaped, about 15 mm long when flowering, 10-nerved. C orolla creamy white. Petals 5, each with a long narrow claw about 15 mm long, and a very short, ovate blade at the summit of the claw, about 2 mm long, entire or shallowly notched. There are 4 (5-6) short appendages inside the corolla at the junction of the claw and blade. Fruits: 1-celled capsules, with a hairlesss ovary stalk. Seeds light brown, about 2 mm long, wrinkled, inflated. Flowers mid-July through September; most have young fruits by late A ugust. Illustration by Jeanne R. Foliage is an unusual pale green which contrasts with the surrounding vegetation. S. douglas ii may occur with S. spaldingii but is rarely glandular, has narrower stems and leaves, hairy ovary stalks, and stems that tend to be decumbent. S. s couleri is also densely glandular, similar in coloration to S. s paldingii, and may grow in association with it; its leaves are markedly reduced upward on the stem, the blades of its petals are 4-8 mm long and have only two appendages, and the stalk of the ovary is hairy.
