BOARD GOAL Continue to create a culture of collaboration and shared responsibility among staff and students with families and communities.

The Middlesex Board of Education and District Administration remind all participants that we are all working together in the best interest of each and every child attending the Middlesex Borough Public Schools.

The Mission of our school district is to engage in a partnership with our community to provide the knowledge and skills for all students to achieve academically and to develop confidence in their ability to work through challenges, to be compassionate and respectful of themselves and others, and to be committed to overall excellence in a diverse world.

All attendees are reminded that any verbal, written, or physical conduct that is demeaning or inflammatory toward any other while engaged in a school activity will not be tolerated. Each person is requested to take personal responsibility for conducting him/herself respectfully during all school functions.

In accordance with the provisions of the Act, the Board Secretary has caused notice of this meeting to be published by having the date, time and place thereof posted on the bulletin board located in the hallway outside of the administrative offices, and notice was provided to the Courier News, the Home News Tribune, and the Middlesex Borough Clerk.

II. PRESENTATIONS, ANNOUNCEMENTS, APPROVAL OF MINUTES

A. Presentations Mauger Grades 6-8, Dr. Remi Christofferson, Principal

Dr. Christofferson stated that under the direction of Brian Lynch (Director), Nicole Nicholas (Choreographer) and Karen Blumenthal (Music Director), the Mauger Drama is proud to present The Mystery of Custodia, an online mystery play. When the school’s mysterious janitor and lunch lady both vanish, and the drama teacher is reassigned, the drama club decides to work to solve this mystery before their spring musical has to be directed by the football coach!

This special preview segment includes Emily Pena as Carrie, Natalia Saavedra Lopez as Foster, Jared DeSagun Pineda as Techie, and Stephanie Sentenat as Lane. The video was edited by Vincent Pileggi.

The Mystery of Custodia will make its full premiere in early June. Stay tuned to the Mauger website for more details!”

May is Better Speech and Better Hearing Month, TaNia Taylor, Director of Special Services Special Services Director, Ms. Taylor, introduced the Speech Language Pathologist (SLP) team, which included Kathleen Hall Rankin, Robyn Black, Rachel Singer, Amy Kurzawa, and Jenna Kaplan. Each presented facts about their work utilizing a power point presentation.

B. Announcements

 Board of Education President, Mrs. Giardina had no report.

 Superintendent of Schools, Dr. Williams discussed a new product that will be used in the schools for long term sanitation and a memo will be issued shortly. This process will assist in getting the schools open five days/week with the first full day in-person Friday to be June 4, 2021. Also the 2020-2021 school calendar has been updated and June 8, 2021 is the Gubernatorial election.

 Business Administrator, Ms. Brooks stated that any board trainings with a cost must be board approved in advance.  Student Representative, Ms. Habeba Rashwan stated that schools continue with hybrid learning and spring sports, and that there will be no finals at the High School. A/P exams have started and there is a choice of paper or digital. Tickets for the High School Prom are on sale. May 17, 2021 is the District Arts Festival. June 18, 2021 is graduation and May is mental health awareness month.  Liaison Reports:

o Borough Mayor/Council Liaison, Michael McGinley reported that the next meeting is tomorrow night.

o Borough Alliance Committee, William Coyle reported that the next meeting is on May 12, 2021 at the American Legion. Mauger moving up ceremony is June 18, 2021 at 11:00AM.

o Middlesex Community School Liaison, Kelly Giardina reported that applications are now being accepted for the summer community program.

o Middlesex County SBA Delegate, Sharon Schueler reported that the next meeting is tomorrow, May 11, 2021, and that on Saturday May 8, 2021 there was a one-hour DOE presentation on back and the road forward.

o NJSBA Legislative Officer, Sharon Schueler reported that the state legislature has concern with adding unfunded mandates using federal funds.

o NJSBA Delegate, Dr. John Hrevnack reported that the Delegate met on April 15, 2021 virtually. Several resolutions were presented and there was a revision to policy language to raise awareness for school climate.

o Veolia Middlesex Community Advisory Panel, Kelly Giardina/Jeanette DeJesus had no report.

Comment: Wanted to know why the agenda changed three times. Why renew Dr. Rafalowski if it is his intention to resign? Also once the board approves his resignation can it be retracted?

Name: Roger Sanchez Address: 612 Beechwood Avenue Comment: Wanted to know what was going to happen to the Board President and Dr. Rafalowski. Who approved the Facebook email prior to it being sent?

Name: Joseph Igneri Address: 328 Dorn Avenue Comment: This is the first time attending a board meeting. Dr. Rafalowski made it personal by attacking parents. The email made it to Good Morning America. Leaders need to make tough decisions. It is very difficult for teachers to teach remotely.

Name: Robert Sherr Address: 212 Lucia Street Comment: Why are there two action items for the reappointment of Dr. Rafalowski and then a second action item for the resignation of Dr. Rafalowski? It makes more sense to amend the resolution for the reappointment of Dr. Rafalowski through September 30, 2021.

Name: Patricia Reynolds Address: 5 Douglass Lane Comment: Can a resignation be rescinded? Mrs. Giardina stated that once the board accepts a resignation it can only be rescinded by board resolution and approval.

Name: Roger Sanchez Address: 612 Beechwood Avenue Comment: I want to know who approved the Facebook photo email to be sent by Dr. Rafalowski? And why it can’t be discussed in public? How can it be approved by the district and then it can’t be discussed? How do things get approved? I need clarity.

Name: Elyse Robbins Address: 400 Fulton Street Comment: Not everyone agrees with all parents. I was going to move from this town based on how the citizens have been acting with such hatred towards people. Everyone has the same goal, to get kids back in school. We are all here for the kids so let’s work together. I want to thank Dr. Williams, Dr. Rafalowski, and the board for getting the students back in person part time. I am impressed of what the district has done during a pandemic.

Name: Joseph Igneri Address: 328 Dorn Avenue Comment: There is no room for hatred but the board made it personal. The data is clear that suicide rates are up since the pandemic. Kids are being hurt and this is what struck a nerve.

3. Reappointment of the Middlesex Education Association Non-Tenured Certificated Staff Receiving Tenure for 2021 – 2022 school year That the non-tenured certificated staff receiving tenure covered by the Middlesex Education Association Collective Bargaining Agreement be reappointed for the 2021 – 2022 school year, and employment contracts be issued to these staff members at the same salary, level, and step as the 2020 – 2021 agreement until completion of a successor agreement between the Middlesex Education Association and the Middlesex Board of Education, barring any unforeseen events, it appears that these staff members will earn tenure in accordance with the New Jersey School Laws.

V. EDUCATION

A. Report of the Education Committee Chair – Dr. John Hrevnack Dr. Hrevnack reported that the Committee met on May 3, 2021 and the next meeting is June 7, 2021. Discussion took place on investigating block scheduling at the high school, an update on CTE and equity work, the cancellation of final exams that made up 10% of the grade, discussion on security at board meetings and reduction in cohorts at the high school.

It is in the best interest of the student to complete the current school year and then transfer to the new district of residence as of June 18 ,2021. Written application of this request has been submitted to the Superintendent of Schools.

A. Report of the Facilities and Finance Committee Chair – Sharon Schueler Mrs. Schueler reported that the committee met on May 3, 2021 from 6:15 to 7:30 PM. There were several presentations from 1) Brown and Brown employee benefits broker; 2) Scalzo, specialized sanitation process; 3) Mr. Diminio, IT Director. Also discussed was the purchase of new food service equipment.

Approve Food Service Management Contract - Second Year Renewal BE IT RESOLVED, that the Middlesex Board of Education, upon recommendation of the Superintendent of Schools and the School Business Administrator, hereby awards and approves the renewal of the Food Service Management Company base year contract with Maschio’s Food Services, Inc., Chester, NJ for the 2021-22 school year. The administrative management fee for the 2021-2022 school year shall be $25,750 payable in ten (10) monthly installments of $2,575.00 per month commencing on September 1, 2021 and ending on June 30, 2022. Maschio’s Food Service guarantees a return to the Middlesex Board of Education in the amount of $50,000. In the event the actual bottom line of the operational report (total revenue from all sources program costs, including the management fee) is below this amount, Maschio’s Food Services shall be responsible for any shortfall.

VIII. PUBLIC RELATIONS

A. Report of the Public Relations Committee Chair – William Coyle

Mr. Coyle reported that the committee met on May 3, 2021. They reviewed the calendar and unused emergency days. Also discussed the possibility of starting school in August, update on the implementation of a new website, and moving forward with renaming the new school configuration at Mauger.

X. NEW BUSINESS

Mr. McGinley stated that he is a strong advocate for in person instruction five days per week. He was very happy to hear that in person instruction on Fridays will start on June 4, 2021.

Mrs. Schueler stated that there has been discussion on having the board retreat in June. Please think about possible dates.

Name: Kelly Iskra Address: 232 Giles Avenue Comment: Appreciated the progress to in person learning but in the future need to think proactively and move quicker. There are studies contrary to students wearing face masks and the potential harmful effects. Please rethink the need for students to wear masks. Dr. Williams responded that the district is following the CDC guidelines and as guidance changes so will the district.
