Shotton, Aston & Hawarden Flintshire Local Development Plan SHOTTON & ASTON - SETTLEMENT SERVICE AUDIT Settlement Commentary Shotton and Aston is a large town within the urban “Deeside” conurbation. The town lies adjacent Queensferry and Connah’s Quay with strong visual, physical and urban linkages along the “bottom road” whereupon there is a corridor of commercial uses which provide local employment and services for the residents. This commercial corridor stretches from Queensferry to the far end of Connah’s Quay at Kelsterton. Shotton and Aston benefits from facilities and services therein they also benefit from close proximity to services within adjacent settlements at Queensferry and Connah’s Quay. Flintshire County Council – Planning Policy December 2015 Flintshire Local Development Plan Broadband Provision According to the latest OFCOM data (2013) Shotton and Aston post codes (where data is available) have a median average broadband range of 4.5- 21.5 mega-bytes per second with most postcodes in Aston at around 5 mbps and postcodes in Shotton at 14mbps. Accordingly it is to be expected that broadband provision in Shotton is good whilst provision in Aston is poor. Broadband provision is important even in urban areas because slow speeds can affect the ability of local businesses to operate and may impact investment in the area and local employment. Other Comments Shotton lies adjacent to Connah’s Quay and Queensferry and benefits from access to services in these settlements as illustrated in the attached plan of service provision. Previous Surveys of Service Provision Shotton benefits from a designated town centre which has been regularly monitored and surveyed as far back as 1986. Over the last 15 years there have of course been changes to the town centre and the local centres at Central Drive, Shotton Lane and Plough Lane however service provision remains relatively unchanged. What is worth mentioning is the expansion of facilities in the neighbouring settlement of Queensferry and the provision of a new medical facility in Connah’s Quay, which has improved local residents access to healthcare. Mapping Service Provision Shotton and Aston benefit from an extensive range of services and facilities some of the service provision has been mapped for illustrative purposes and is presented overleaf. As the image suggests service provision in Shotton and Aston is excellent which is further improved by the close proximity of services in neighbouring settlements. In this edition we will also welcome our new Community Policeman, Chris Byron and update you on his work within the community as well as informing the public about summer play schemes and the arrangements for the Community Caretaker. Since the last newsletter a new notice board has been provided at the Community Centre in the High Street. Organisations wishing to use this facility or either of the other two notice boards at the car park, High Street and Riverbank, can contact the key holders listed on the respective boards. Unfortunately the Council have had to discontinue the provision of hanging baskets in the High Street for 2008, as it has not been possible to arrange appropriate watering arrangements. It is intended to re- introduce this facility in 2009 with the purchase of a water bowser and hopefully recruit volunteers from the village to undertake the regular watering needed in the summer months.

Ttris brings Èhe total approved since the first grants, made in october 1975, to 1090 mua. The new grants relate to 304 investment projects in six Mernber Statesr Eê- presenting a total investment of l3l2 mua. 42.7mua are granÈed for l13 projects in the industry, handicraft and service fields and 99 mua for I 8 I infrastructure proj ects . The attached tables give a national and regional breakdourn of the grants made under the new allocation, plus cumulative figures for aLl grants since October 1975, Payments are made to the national governments in line with their orn expendi- ture in connection with the projects concerned. Ttre governmenÈs are entitled, in accordance with the Fund regulation (l), to pass on the money to the investor, or to treat it as partial reimbursement of their own expenditure.
