Direct Democracy to the Impact of Progressive Politics THE VERMONT DIFFERENCE: DIRECT DEMOCRACY TO THE IMPACT OF PROGRESSIVE POLITICS by Colleen R. Jackson All Rights Reserved ABSTRACT The Vermont political environment is home to three, frequently lauded, unique attributes that separates it from other states. This thesis investigates why and how Vermont sees such a prevalence in split ticket voting, how the most successful third party in the country, the Vermont Progressive Party, has been able to establish and maintain success in Vermont for the last forty years, and investigates of the current state, successes, failures, and future of direct democracy in Vermont’s town meetings. The thesis then asks whether each of these elements is replicable outside of the Vermont political environment and what the implications are for expansion of these attributes to other states and nationwide. The research uses a range of methodologies: an IVR survey and in-depth follow up interviews for split ticket voters, in-depth interviews of members of the Vermont Progressive Party, and an online survey of Vermont town clerks. This thesis finds that split ticket voters in Vermont point to a number of reasons for splitting their ticket, most prominently, however, it is due to the close connection that Vermonters feel to their political representatives which can transcend party label. The Progressive Party’s success is largely due to Bernie Sanders’ proof of concept when he became mayor of Burlington, VT, in addition to community-building organization techniques, and a legislative environment that does not overly hinder third party candidates and parties. Direct democracy in the form of open and hybrid town meeting in Vermont provides benefits in the form of negotiation, issue-education, and community building. However, lower participation rates and recent events that are pulling towns away from direct democracy indicate an uncertain future for town meeting direct democracy. The research finds that these three aspects of Vermont’s political environment are more complicated and less than the ideal that many academics, pundits, and activists argue for. However, they also present significant positives and it is clear that certain political environments ii could lead to expanding split ticket voting and the presence of successful third parties and ultimately potentially less contentious and more representative democracy to states outside of Vermont and the nation. This Master’s thesis was completed under the direction of Dr. Dorothea Wolfson, Dr. Straus and Dr. Hill. After moving to Vermont in 2018, I started to learn about and personally experience many of the unique attributes that I investigate in this thesis. I met and talked with split ticket voters, town clerks, and members of the Progressive Party. I bought chickens from our then- Lieutenant Governor. I participated in town meeting day. In choosing what to study for my thesis, I wanted to highlight these fascinating, and often overlooked, aspects of Vermont politics. In so doing, I hope to expand our understanding, not only of Vermont, but of possibilities for the future of our national political system. I hope that my research will be read and considered by both academics and individuals, particularly Vermonters, interested in the fascinating intricacies and possibilities of Vermont’s political environment. Donald Trump is the most recent example of a U.S. president who has constructed his own successful business empire before his political life. At state level, successful business figures have turned into politics and won governorship in different states. For example, Rick Scott, the 45th governor of Florida, was the owner of Hospital Corporation of America and a venture capitalist, and Kevin Stitt, current governor of Oklahoma, was the founder, chairman and CEO of Gateway Mortgage Group. These candidates have successful executive experience as business leaders, while many of them have little or no experience in public offices prior to their governor tenure. Their professional career path distinctively contrasts with “conventional” career politicians who typically hold law degrees, start their career from legal affair positions, and climb up the political ladder gradually. State governors are key actors in the budgeting process of the states. Governors are responsible for budget development and recommendation, in which promote their policy preference. Besides, they have line-item veto power on the state budget.

    Rainbow Coalition of Vermont Records, 1984-1991 Doc 454, MSA 212, Size D Introduction This collection consists of the records of the Rainbow Coalition of Vermont, 1984-1991, a progressive political organization that worked within and outside the Vermont Democratic Party to elect candidates and increase voter participation. The collection was given to the Vermont Historical Society by Mary Deaett of the Rainbow Coalition in 1992 (ms. acc. no. 92.5). The collection is housed in one document storage box, one archival flip-top box, and one oversized folder; it occupies 1.5 linear feet of shelf space. Agency History The Rainbow Coalition was organized in 1984 during Jesse Jackson’s first run for president. It brought together progressive political activists from throughout the state to support Jackson and his platform. In the elections of 1984, 1986, 1988, and 1990 the Rainbow Coalition supported both Democratic and independent candidates in legislative and state races, and worked inside and outside of the Vermont Democratic Party to advance progressive positions on a variety of issues. The Rainbow Coalition was closely affiliated with the Progressive Coalition of Burlington, Vermont. Bernard Sanders, a member of the Progressive Coalition, had been elected mayor of Burlington in 1981. In 1988 he ran for Vermont’s lone seat in the U. S. Congress as a member the Progressive Coalition with support from the Rainbow Coalition. Sanders lost that year to Peter Smith. Two years Sanders defeated Smith to win the Congressional seat. By 1992, the Rainbow Coalition formally merged with the Progressive Coalition to establish a statewide electoral organization, devoted exclusively to supporting progressive candidates running outside of the major parties.

More candidates than ever before, the fusion candidacy phenomena continues. 7 holds in the house, pickups for D/P’s 5 for the House. How do we want to deal with the D/P issue? 7 Senate seats, we are now the opposition party. Doug Hoffer, David Zuckerman both won re-election. David beat back a 3 to 1 spending advantage to win almost 60% of the vote. We appreciate the tireless dedication you and your teams brought to this effort, and we’re proud of Vermont’s ongoing tradition of being a national leader in health care initiatives. As you know, the State of Vermont and Vermont’s Congressional delegation have worked together to expand the footprint of federally qualified health centers in Vermont. In 2005, the legislature set a goal to establish an FQHC in each county of the state. With commitment from the state and federal investment through the Affordable Care Act, FQHCs currently provide care to 1 in 4 Vermonters at 60 sites around the state. We see the APW as an opportunity to build on this strategic investment, adding capacity to the Vermont FQHCs to increase patient access, and expand on their successful comprehensive model of care. More importantly, FQHCs continue to assess needs in their communities and expand services and access to meet community needs in a cost-effective way. A recent national study found FQHCs had 24 percent lower total cost of care per Medicaid patient when compared to other providers. (Nocon, et. al., 2016 “Health Care Use and Spending for Medicaid Enrollees in Federally Qualified Health Centers versus Other Primary Care Settings.” American Journal of Public Health, 106(11).) Further, the study found health center Medicaid patients had lower spending on specialty and inpatient care and fewer inpatient admissions.

    LABOR RESEARCH REVIEW #22 Labor, Democrats and the Third Way • Ellen David Friedman This past winter the Massachusetts AFL-CIO made a striking gesture. Still smarting from the battle over the North American Free Trade Agreement, the state federation decided to withhold routine PAC con­ tributions from Congressional members who had voted for NAFTA. The decision stood in stark contrast to the many decades in which orga­ nized labor offered fairly unconditional, uncritical support to the Demo­ cratic Party and its candidates, even when Democrats failed to behave as allies. And while the Massachusetts example is singular and perhaps not an example of broader currents, it should be seen in light of other phenomena: the dissolution of rank-and-file unionists as a predictable Democratic voting block; the assertive distancing by the Democratic Party from its traditional constituencies (for example, acceding to the popular image that minorities, women, and workers are "special inter­ ests"); the emergence of H. Ross Perot and his surprising appeal to some sectors of unionized voters; and the growing interest among local labor leadership in Labor Party Advocates, a pre-labor party organization. This is a moment in which old certainties about organized labor and the Democrats are becoming less certain; it is a circumstance that progressives within the labor movement should welcome and work with. • Ellen David Friedman is an organizer with the Vermont National Education Association. \ 76 Labor Research Review #22 The possibilities for shaping a different relationship between the two seem to be increasing—whether the goal is to compel the Democratic Party towards greater respect for labor's agenda, or to build a new party founded on labor's agenda.
