Call to Order Deputy Reeve Cockwill called the meeting to order at 9:05 a.m. Adoption of Agenda and Emergent Issues GPC 2019-01-08-01 MOVED BY COUNCILLOR LOGAN that the agenda be adopted with the following addition: Delegation: Victim Services at 1:15 p.m. CARRIED UNANIMOUSLY. Adoption of Minutes Minutes of the December 12, 2018 Governance Priorities Committee Meeting GPC 2019-01-08-02 MOVED BY COUNCILLOR LYCKMAN that the minutes of the December 12, 2018 Governance Priorities Committee meeting be adopted with the following amendment: • amend the Division 4 Council Report: replace McGrath with County of Warner CARRIED UNANIMOUSLY. CARRIED UNANIMOUSLY. Director of Protective Services Report GPC 2019-01-08-04 MOVED BY COUNCILLOR LYCKMAN that the Director of Protective Services Report be received as information. CARRIED UNANIMOUSLY. Financial Reports - Third Quarter GPC 2019-01-08-05 MOVED BY COUNCILLOR DONOVAN that the Financial Reports be received as information. CARRIED UNANIMOUSLY. Governance and Priorities Issues Vulcan County & Lethbridge County Intermunicipal Development Plan (IDP) Proposal Ms. Erickson, Manager of Development Services, provided a brief overview of the IDP between Vulcan County and Lethbridge County; Lethbridge County has proposed to draft the IDP at an administration level which is a different process than usual; they have staffing in place to take on the project, which will save both municipalities money. Oldman River Regional Services Commission (ORRSC) will do the mapping. The draft is anticipated to be ready by the end of February. GPC 2019-01-08-06 MOVED BY COUNCILLOR LOGAN that administration continue to work with Lethbridge County to draft the Intermunicipal Development Plan. CARRIED UNANIMOUSLY. Redesignation Application Requirements RFD Ms. Erickson, Manager of Development Services, presented research on redesignation application requirements from other municipalities. Council discussed the following: • Redesignation process needs to be more thorough and clearly stated in Vulcan County’s Land Use Bylaw; • MD of Taber and Wheatland County are good examples to draw from; • Providing defined requirements at the early stage is better for everyone involved; • Balance needed to avoid raising the cost of development applications but still ensuring certain parameters are met prior to approval; • Feedback on the development process from applicants varies, some have no issue and some believe the process takes too long; Page 2 of 5 3 a) - 12 Feb 2019 Page 4 of 99 Governance Priorities Committee - Minutes January 08, 2019 • Administration will determine whether a redesignation application can contain conditions for development; • Include the Economic Development Officer in the Land Use Bylaw re-write. GPC 2019-01- MOVED BY COUNCILLOR MONNER that Council accept the 08-07 report as information. CARRIED UNANIMOUSLY. Delegations Presentation from the Bow River Irrigation District (BRID) at 11:00 a.m. Harold Unruh and Richard Phillips from the BRID met with Council to discuss the following: • importance of the reservoir to the irrigation district; • BRID recognizes there are multiple uses for a water body, but need to keep in mind future variations of water levels are not predictable; • future development within Vulcan County; • partnering on recreational development; • improved communication between Vulcan County and the BRID before planning infrastructure projects, meetings should be held twice a year; • BRID inquired into a blanket permit for hauling equipment on County roads; • proposal of the Eyremore Dam Project, would be potential for recreational development and improve water management for Southern Alberta. Deputy Reeve recessed the meeting at 11:50 a.m. and reconvened at 1:15 p.m. Presentation from Vulcan Region Victim Services Society (VRVSS) Councillor Lyckman introduced Nicole Larson, Program Manager for VRVSS. Ms. Larson explained the society, which started in 2011, in a non-profit organization with volunteer members, run by a board of directors.They operate out of the RCMP Detachment and serve the whole Vulcan County region. Service includes help for victims of crime, trauma and tragedy; also public education sessions on domestic violence, gender based violence, addictions and mental health issues. GPC 2019-01- MOVED BY COUNCILLOR LYCKMAN that the committee move 08-08 to a closed session at 1:50 p.m. as per FOIP Section 24(1)(a); the following staff were present: N. Petersen, C. Dickie. GPC 2019-01-08-10 MOVED BY COUNCILLOR LYCKMAN to move the Governance Priorities Committee meeting past 4:00 p.m. CARRIED UNANIMOUSLY. Council Reports Division 1 Met with Marquis Foundation - hope to put in a proposal to the government for full funding Community Futures Highwood Board • requesting applications for Executive Director again • interviewed 3 people • have chosen a local candidate GPC 2019-01-08-11 MOVED BY COUNCILLOR DONOVAN that the Division 1 report be accepted for information as presented. CARRIED UNANIMOUSLY. Division 2 Attended Seed cleaning Plant meeting at Milo • tonnage volume down due to commercial cleaning loss • trying to get more customers back • trying to get people to use the seed treater more often Attended Airport meeting • looking into dust abatement • looking at spray plane site set up GPC 2019-01-08-12 MOVED BY DEPUTY REEVE COCKWILL that the Division 2 report be accepted for information as presented.
