Gujarat Pollution Control Board” on 15Th October, 1974 Preface Under section 4 of the Water Act, 1974 Government of Gujarat constituted “Gujarat Pollution Control Board” on 15th October, 1974. The Gujarat Pollution Control Board has been entrusted with the responsibilities under other Environmental Rules also. GPCB continued its efforts towards environment protection and better pollution control management. This Annual Report of GPCB is the documentation of the year 2014-2015. 1. The board has received “Manthan South West India E- Governance Award-2014” on 07.08.2014 for best utilization of Computerization, e-governance and Digital technology of its XGN portal from Digital Environment Foundation, at Pune. 2. Gujarat Pollution Control Board decided to grant the consent to the company accredited with “ Responsible Care Management System’’ for seven years (5+2) on receipt of fees on fast track. However it is mandatory for the company to have ISO 9000 & ISO 14000. 3. Gujarat Pollution Control Board plays its role not merely as a regulator but also developed a face as a facilitator off late. Proactively, the Board has decided to make existing procedure for CCA renewal simpler for the industries who regularly comply with environmental laws and also having no change in existing products as well pollution load. An application for renewal of such industries would be auto renewed on fast track mode based on self certification provided by an industry for compliance of environmental regulations. This will helpful in speedy disposal of application for renewal of Consents and Authorization so as to motivate the compliant industries. 4. During the year under report Gujarat pollution control board, Head office & its various Regional offices celebrated the various environmental awareness programmes like ozone day, World Environment day, Earth day and Eco-friendly Ganesh utsav celebration etc. Also organized various workshops and seminars to create awareness among the people for pollution control and environment management with a view to save the environment. 5. Gujarat pollution control board aims to develop all-round capabilities of the board employees in the field of pollution prevention, control, BAT, BAP etc. During the year under report, board has induced number of officers for the knowledge based Gujarat Pollution Control Board Page 1 training organized by CPCB, GPCB and other various national and international organizations. 6. GPCB has taken various initiatives and provided platform to the hazardous waste generator / facility operator and cement / steel industry for the adoption of co- processing concept by the way of “ Utilization of waste ”. Up to March-2015 @3763591.13 MT of hazardous waste & non-hazardous waste have been co- processed in the cement industries. To boost up the concept of co-processing of waste in cement plants, a regulatory forum (RF) under the Chairmanship of Member Secretary, GPCB and Member Secretaries of SPCBs of Andrapradesh, Rajasthan, Orissa, Tamil Nadu, Karnataka along with representative of MoEF&CC, CPCB, CMA and IIP have been constituted. 7. Gujarat Pollution Control Board has taken many steps in setting up of various common infrastructure facilities to control the environmental pollution. At present there are 37 CETPs (33 operational & 04 proposed/ commissioning/construction stage), 09 common TSDF in operational and 01 proposed/ commissioning/construction stage, 08 common hazardous incineration facility, 18 CBMWTF, 08 e-waste Management Facilities and 01 E-waste Producer under Extended Producers Responsibility of E-waste in the State of Gujarat. 8. Board has designed and developed various forms for effective administration. A variety of data is being collected and processed to see the current status of applications, grants, pending work, treatment of wastes etc. 9. The Government of India has enacted and entrusted the Central Acts and relevant Rules with a view to protect the environment by prevention and control of pollution as notified thereof from time to time. Starting with a staff of 25 in 1974, the Board today has staff strength of 418, which is far less than that required by the Board to implement aforesaid laws, effectively. As of today, there are 124 engineers and 136 scientist and analysts. There are 26 Regional Offices located in different parts of Gujarat. The Regional Offices are responsible for implementation of the functions of the Board pertaining to concern region and have to perform administrative control, co-ordination and supervision of activities related to functions of the Board in their jurisdiction. Out of twenty six Regional Offices seven Regional Offices located at Vapi, Surat, Bharuch, Vadodara, Rajkot, Bhavnagar and Jamnagar are having laboratory facilities. The Board is having its Head Office and Central Laboratory at Gandhinagar. Besides processing and finalization of application under various Environmental Act/ rules the Head Office, also performs activities concerning general environmental policies and enforcement of various provisions of the Acts as well as general administration and co-ordination with other agencies. State- of- art laboratories are established at Gandhinagar, Bhuj, Jamnagar & Rajkot with sophisticated High-tech instrument like HRGC-HRMS, HPLC, XRD, LCMSMS, and VOC-C2 to C40& ICPMS, etc. The Central Laboratory at Gandhinagar provides facilities for analysis of samples collected by Regional Offices located at Ahmedabad, Ahmedabad (East), Ahmedabad (Rural), Gandhinagar, Mehsana, Palanpur, Himmatnagar, Vigilance Cell at Gandhinagar and other agencies. Besides these Central laboratory is also involved in development of methods for analysis of water, wastewater, gases and hazardous waste samples, etc. Laboratory at Regional Office-Vadodara provides facilities for analysis of samples collected by Regional Offices located at Vadodara, Godhra, Anand, Nadiad, Vigilance Gujarat Pollution Control Board Page 5 Cell at Vadodara and other agencies. The Sabarmati river is one of the major west-flowing rivers in India and biggest river of north Gujarat. Urbanization should meet the population’s need by enlargement of paved areas, which has unusually changed the catchment’s hydrological and hydraulic characteristic. Therefore, the frequency of flash flooding in Sabarmati river has been increased. The Sabarmati river basin experienced eight times devastating flooding condition between 1972 to 2020.Among which July 2017 flooding event breakdown a 112 years old record of 1905. The Dharoi dam and Wasna barrage on Sabarmati river and surrounding district Kheda, Mehsana, Gandhinagar, Ahmedabad received a huge rainfall caused anomalous inflow to tributary which forced the dam authorities to release huge discharge in short duration. The Sabarmati riverfront of Ahmedabad had been going under water for five days due incessant rainfall in the city that leads to swelling of the Sabarmati River in 2017. In order to determine extent of Inundation, Hydrodynamic Model HEC-RAS(5.0.6) with Arc GIS was used. Various scenarios were run to study the impact of simulation on flood inundation(with & without riverfront project).The simulated flood depths have been compared with actual depths obtained at gauging station, which were collected from Government authorities.

Balachandran Introduction to EPC and its Involvement in Bhuj The Environmental Planning Collaborative (EPC), established in 1996, is a not for profit, private, professional planning and development management company. The company provides professional consultancy services primarily to urban local bodies including municipal corporations and urban development authorities. EPC also works with a variety of other agencies involved in urban development such as state government departments, international funding and lending agencies, special purpose vehicles for urban development and non-government/autonomous organizations. Most projects are undertaken in a collaborative and participatory manner with significant involvement from the client, major stakeholders and other related agencies. EPC’s work is primarily of four types: (1) urban and regional development planning, (2) environmental and policy planning, (3) development management and (4) research and development. Immediately after the earthquake, EPC deputed its personnel in Bhuj to study the situation and initiate public consultations. This evolved into a USAID funded project entitled “Initiative for Planned and Participatory Reconstruction in Kutch” (IPPR) in collaboration with The Communities Group International (TCGI). The IPPR consisted of experiments in participatory planning at the regional level and in urban and rural communities. This was followed by a United States-Asia Environmental Partnership (USAEP)-funded project, “Atlas for Post-Disaster Reconstruction” under which EPC in collaboration with the Planning and The Reconstruction of Bhuj Development Company (PADCO) prepared maps of the four towns showing plot level information on intensity of damage, land use and number of floors.

    19th ANNUAL REPORT 2012-13 About the organization This logo symbolizes the objectives of the organization. The words in the outer circle are from the great Indian epic "Mahabharat", saying that "nothing is above a Human". This is also the motto of the organization. The triangle in the inner circle symbolizes the hands of three people and stands for community development through participation. The light from the lamp in the small hut in the centre symbolizes the development of the weakest and poorest person of the community. Founder trustees of the organization were inspired by Gandhian thinking and work of great men like Albert Schweitzer. They felt deeply the agony and hopelessness of poor villagers. They saw the plight of villagers and felt a need of medical services in these villages. Hence they brought like minded friends together and founded Gram Seva Trust, an organization dedicated to rural health and development. In 1994 the trust started a 30 bedded hospital with 5 staff members in an old dilapidated building, given by another trust. As the need arose the hospital was expanded to accomodate more patients and better services. Today after 19 years the hospital can accomodate 80 patients and has all basic facilities required in a rural hospital providing health services at affordable rates and sometimes free of charge to the needy from nearly 200 surrounding villages of Navsari and Dang districts. The organization also wanted to improve health of the surrounding villages hence as and when need was identified different community projects were started in the surrounding villages with main focus on health and development of women and children.
