ABOUT ME I’m a freelance journalist based in Asia and writing mainly about Asian politics, human rights, political risk and media ethics. For 17 years I worked for Reuters, including long spells as correspondent in Jakarta in 1998-2000, deputy bureau chief in Bangkok in 2000-2002, Baghdad bureau chief in 2003-2005, and managing editor for the Middle East in 2006-2008. In 2008 I moved to Singapore as chief correspondent for political risk, and in late 2010 I became deputy editor for emerging and frontier Asia. I resigned in June 2011, over this story. I’ve reported from more than three dozen countries, on every continent except South America. I’ve covered conflicts in Iraq, Afghanistan, Pakistan, Lebanon, the Palestinian Territories and East Timor; and political upheaval in Israel, Indonesia, Cambodia, Thailand and Burma. Of all the leading world figures I’ve interviewed, the three I most enjoyed talking to were Aung San Suu Kyi, Xanana Gusmao, and the Dalai Lama. -

In December 2020, the Progressive Movement competed for the post of provincial administrative organisations (PAO) chairman in 42 provinces and ran more than 1,000 candidates for PAO councils in 52 of Thailand’s 76 provinces. Photo: Lillian SUWANRUMPHA, AFP. * Punchada Sirivunnabood is Associate Professor in the Faculty of Social Sciences and Humanities of Mahidol University and Visiting Fellow in the Thailand Studies Programme of the ISEAS – Yusof Ishak Institute. 1 ISSUE: 2021 No. 24 ISSN 2335-6677 EXECUTIVE SUMMARY • On 20 December 2020, voters across Thailand, except in Bangkok, elected representatives to provincial administrative organisations (PAO), in the first twinkle of hope for decentralisation in the past six years. • In previous sub-national elections, political parties chose to separate themselves from PAO candidates in order to balance their power among party allies who might want to contest for the same local positions. • In 2020, however, several political parties, including the Phuea Thai Party, the Democrat Party and the Progressive Movement (the successor of the Future Forward Party) officially supported PAO candidates. -

ISSUE: 2019 No. 44 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 29 May 2019 Thailand’s Puzzling 2019 Election: How the NCPO Junta has Embedded itself in Thai Politics Punchada Sirivunnabood* EXECUTIVE SUMMARY The “mixed-member apportionment” system that Thailand’s 2017 Constitution introduced to parliamentary elections has led to the changes in the country’s political landscape. Although the system was designed to help the military-backed Phalang Pracharat Party garner a large number of parliamentary seats, it also enabled a number of medium-size and small parties, including the Future Forward Party, to gain more parliamentary seats than expected. Eleven small parties with one or two seats each have pledged to support the pro- junta Phalang Pracharat Party in forming a government and to back the incumbent prime minister continuing in power. No one will make all people become good people. So to give the country normality and order is not about making everyone become good people, but it lies in supporting goodness, so that good people govern the country, and restraining bad people from having power, in order not to create confusion.” (Unofficial Translation) His Majesty King Vajiralongkorn’s statement 23 March 20191 On 23 March 2019, King Vajiralongkorn released an unexpected announcement on the eve of Thailand’s national elections, saying that voters should support “good people” to rule Thailand. -

การประชุมทางวิชาการเนื่องในวาระศาลรัฐธรรมนูญครบรอบ ๒๐ ปี ศาลรัฐธรรมนูญ : ผพู้ ิทกั ษ์หลกั นิติธรรม ๙ – ๑๐ เมษายน ๒๕๖๑ กรุงเทพมหานคร ประเทศไทย The Constitutional Court of the Kingdom of Thailand under the Rule of Law Nurak Marpraneet President of the Constitutional Court of the Kingdom of Thailand Introduction: Overview of politics, economy, society and human rights in Thailand Section 1 of the Constitution of the Kingdom of Thailand stipulates that Thailand is one and indivisible Kingdom, and Section 2 provides that Thailand adopts a democratic regime of government with the King as Head of State. These two principles prescribed in the Constitution are said to be Eternity Clause of the Constitution, reflecting history and root of the land westerners had known as “Siam,” which has continuously existed over 700 years. Thailand changed its governmental regime from absolute monarchy to constitutional monarchy in B.E. 2475 (1932), in which parliamentary systems vary in accordance with different constitutions. According to the current Constitution, bicameralism shall be applied, in which Members of the House of Representatives are directly elected by the people; and the Senate is installed from a selection among persons having knowledge, expertise, experience, profession in the various areas of society. McDaniel Interim Director, Center for International Studies Abstract JONES, SARA A., M.A., June 2007, Southeast Asian Studies FRAMING THE VIOLENCE IN SOUTHERN THAILAND: THREE WAVES OF MALAY-MUSLIM SEPARATISM (130 pp.) Director of Thesis: Elizabeth Fuller Collins This thesis examines how the Thai newspaper, The Nation (an English-language daily), portrays the violence in the Malay-Muslim South through the use of agenda- setting concepts and framing analyses in articles published about four events in 2004. Two of the events are examples of state aggression against southern insurgents whereas the other two are instances in which southern insurgents were the primary aggressors against the state and/or citizens. The history of the Malay-Muslim dominant provinces is reviewed, showing how the separatist movement has evolved into three distinct waves. The original secessionist movements focused on ethnic Malay identity; over time elements of Islamist ideology were introduced such that the current movement is not recognizably a separatist or Islamist movement. This thesis also includes a short analysis of articles published in Matichon sutsapd, a Thai-language weekly, and shows how Malay-Muslim Thais in the South demand justice. -

Good regulatory practices are a key component of the 2017 Constitution of Thailand, and are woven into the Thai National Strategy (2018-2037), Twelfth National Economic and Social Development Plan, and the “Thailand 4.0” strategy. GRPs can ensure that policies and regulations are well designed, effectively implemented and regularly assessed. This requires an adequate institutional set-up, clearly designated responsibilities in the public service, capacity for managing good regulatory practices, and better regulatory oversight. -
