This school, the Nelson 1 Mandela Metropolitan University, now no longer carries the name of Elizabeth but that of Nelson, who is none other than the iconic founding father of our nation and democracy - Rolihlahla Mandela. Many universities across the globe have recognized Madiba in one way or another and awarded him with more than a 120 Honorary Degrees, fellowships and diplomas. They have also named lecture theatres and halls after him including beautiful varsity botanical gardens. However, thus far, there is only one university which carries his name – this is it! We from the Ministry and the Department of Human Settlements are truly happy to be here today at Mandela’s University as your partners. 2 This partnership is a tri-partite affair. It includes the Ministry and Department of Higher Education and Training, the Nelson Mandela Metropolitan University and the Ministry and Department of Human Settlements. Today’s occasion marks the culmination of efforts by several players for the realization and establishment of a special chair – the Chair for Education in Human Settlements Development Management. In papers responding to Gordhan’s application for a declaratory order that he not be allowed to intervene in a dispute between the Gupta family and the banks, which closed their company accounts last year citing reputational risk, Ajay Gupta accused Deputy Finance Minister Mcebici Jonas of lying about being offered a bribe and the job of Finance Minister at a meeting at the family’s house in Saxonwold, Johannesburg. A BusinessLIVE report notes the alleged incident took place in October 2015, two months before President Jacob Zuma fired then Finance Minister Nhlanhla Nene. Gupta said Jonas invented the meeting to create media hype for political gain. ‘The fact of the matter is that Mr Jonas is, with respect, blatantly dishonest when he suggests that he met with me or that I attended a meeting with him,’ Gupta said in his affidavit. ‘Let me … clearly and unambiguously state under oath that I have never met Mr Mcebisi Jonas, not as alleged or at all,’ he said. ‘I can honestly say that I have not spoken a single word to him.’ Gupta also said he was disturbed that Gordhan had referred to the alleged incident in his court filings as fact, ‘without even attempting to obtain a confirmatory affidavit from his deputy, who is in all likelihood occupying an office right next to him’. -

THE EFFECTS OF COLONIZATION AND APARTHEID ON THE DEVELOPMENT OF SOUTH AFRICA: NAMIBIAN INFLUENCE, IMPACTS ON EDUCATION, AND STATE CAPTURE by Austin Michael Hutchinson A thesis submitted to Johns Hopkins University in conformity with the requirements for the degree of Master of Arts in Government Baltimore, Maryland May 2021 © 2021 Austin Hutchinson All Rights Reserved Abstract When discussing South Africa, apartheid is the most common topic that people remember. The legacies and institutional framework that apartheid established are still prevalent in the current state of development in South Africa. This work examines three prominent issues hindering the development of the South African nation. Understanding the narrative history of colonization and apartheid allows for a more comprehensive view on the current development of South Africa. Using colonial records, court rulings, journals, news articles among various other sources across the topics mentioned, a narrative is created that explains the current problems facing South Africa and Namibia. Namibia endured colonial rule from three different oppressors but was initially claimed by Germany and named German South West Africa. Although Namibia and South Africa were merged under one rule for nearly a century beginning in 1915, each nation had divergent paths to independence. Namibia eventually gained its independence in 1990, a few years prior to South Africa, which gained its own independence from apartheid rule in 1994. As a result of colonization and apartheid in South Africa, certain ideals which hindered the progression of the South African people remained, including inequities in the education system. Furthermore, some of the pervasive systems established under the apartheid regime led to failures in the accountability mechanisms which resulted in institutional weakness and state capture in South Africa. -

Many countries and international organizations have promoted home and land ownership as one of their key poverty reduction strategies. The logic rests on the understanding that it is through well-defined property ownership regimes that national economies function of wealthier countries and households flourish. The general assumption is that if developing countries and emerging economies are able to replicate this model then economic development cannot be far off. Researchers, academics, economists and government officials have all taken positions on these arguments and it is a hotly debated and deeply contested area of development. In South Africa titling and the provision of ownership to historically disadvantaged individuals who were not able to own property under the Apartheid regime has been a key principle underlying much of South African housing and land reform policy since 1994. There is an expectation that it is through titling that economic and social inequity and past wrongs will be redressed in order to create a more equitable and integrated society. -

24 August 2018 Zondo Commission: Mcebisi Jonas tells of Guptas boasting of their control of Hawks, NPA, and NIA Former deputy finance minister Mcebisi Jonas revealed on Friday that one of the Gupta brothers, whom he believes to be Ajay Gupta, threatened his life should he ever tell anyone about a meeting held between them at the Gupta home in Johannesburg in October 2015. Also present at the meeting were Zuma’s son Duduzane as well as former defence advisor Fana Hlongwane. Jonas told the commission of inquiry into state capture, sitting in Johannesburg, that Gupta appeared emotional when it became clear that Jonas was not in favour of Gupta’s previously reported offer for the position of finance minister, held at the time by Nhlanhla Nene. “He (Gupta) had come into the room and immediately told me that they had information on me and the ‘old man’ had suggested that they talk to me,” said Jonas, reading from the sworn statement he made to the commission. By ‘old man’, he said, Gupta had been referring to former president Jacob Zuma. According to Jonas, he had been driven to an undisclosed meeting venue by Duduzane, whom he had met earlier at the Hyatt hotel in Rosebank. Duduzane appeared nervous when they met at the Hyatt, and told Jonas that he would prefer to move to a more private place. Jonas told the commission he was unaware of what the meeting agenda was or that they would joined by others. He had previously been invited by Duduzane to the South African of the Year Awards, but had declined, and later agreed to meeting at a later stage. -

Finlandsgade 28, DK-8200 Aarhus N, Denmark e-mail: [email protected], fax +45 86108228 Abstract This article offers a reinterpretation of the Soweto uprising based on a spatial reading of well-known facts of violence in order to uncover some of the contradictory and many-layered relations of children, parents, and state which has remained enigmatic when conceptualized in terms of class, race or political history. The central question is the children as attackers: how could they force the strong and seemingly well- entrenched apartheid state to defend itself against children? The article analyses the town and township terrain, the five forms of struggle in the uprising, the frontline children, the minors in house space, the pupils in town space, and the blacks in ethnic space. I conclude that an answer to the question of the children’s power may be found in the interlocking confrontations of the children with the state as minors in house space, pupils in town space, and blacks in ethnic space. When the parents could no longer control the children and rule in the schools suddenly broke down the state had to use gross means of rule, ultimately killing children. By doing this the state conferred adult status upon the children. CYRIL RAMAPHOSA’S 17 STRATEGIC PRESIDENCY Klaus Kotzé Abstract Strategic communication has a significant and often overlooked domestic dimension. In states facing precarious power arrangements, strategic communication is critical to commanding the internal strategic environment. South Africa’s President Cyril Ramaphosa is currently facing the task of reforming a government weakened by years of corruption under the leadership of former president Jacob Zuma—Zuma’s rule is best characterised by the term ‘state capture’. Ramaphosa’s challenge is to balance and lead two seemingly opposing centres of power. His leadership requires compromise and consensus; it requires a creative approach. Ramaphosa embodies national values to inspire trust and to persuade the citizens of South Africa to adopt his vision as theirs, forging a collective will to achieve national goals. This article examines Ramaphosa’s strategic approach to leadership, adding to the understanding of how strategic communication can be exercised domestically.
