SECTION A: DECISIONS MADE UNDER DELEGATED AUTHORITY FOR NOTING BY COUNCIL 1. Confirming the Agenda The Committee to confirm the agenda. Resolved: (Crs Macpherson/Gower) That the agenda be confirmed noting the items were taken out of order to accommodate representatives in attendance. Cycling /Walking Subcommittee Minutes The Committee to receive the Minutes of the Cycling/Walking Subcommittee Meeting held on 21 August 2007. Mr Norman Hill spoke on behalf of residents of Grandview Road and presented their concerns about a cycle lane. Mr Frank Carter spoke about the proposed cycle lane in Tuhikaramea Road and concerns of the church he represented about the safety of their parishioners. Resolved: (Crs Macpherson/Bell) That the minutes as circulated be received. Motion: (Crs Macpherson/Mahood) That the Council re-affirm its support for a cycle route along the Grandview Road corridor and agrees to conduct further community consultation over the implementation of this. The Motion was declared carried on a show of hands as the Committee’s decision for noting by the Council. Motion: (Crs Macpherson/Bell) The construction of cycle routes proceed on Tuhikaramea Road noting that Traffic Management Plans are available for organisations arranging events that may have temporary need of additional parking to be accommodated on street. The Motion was declared carried on the voices as the Committee’s decision for noting by the Council. 3. 13/16/24. Petition: Totara Drive Bus Shelter The Committee to receive the above petition. Mr Mike Martyn was in attendance and addressed the Committee. He explained the reasons for the petition to remove the bus shelter outside 122 Totara Drive and the concerns of residents in the neighbourhood. Hamilton Bus Patronage Report — July 2007 The Committee to consider a report and recommendation from the Acting General Manager Works and Services concerning the above. Resolved: (Crs Macpherson/Saunders) That the report as circulated be received. 5. 13/16/24. Next Steps The Committee to consider a report and recommendations from the Chief Executive concerning the above. Motion: (Crs Saunders/Mahood) That a) the report as circulated be received, b) staff review the proposed legislation and report back on a proposed submission to the Select Committee considering the Bill, c) a request be made to Local Government New Zealand to consult with Hamilton City Council and territorial authorities on their submission to the Select Committee, d) Hamilton City Council communicate with other territorial local authorities in similar situations to canvass common interests, and e) briefings be initiated with local Members of Parliament to convey the views of Hamilton City Council to Central Government. Motion: (Crs Mahood/Saunders) That approval be given for the proposed complaint to the Auditor-General over the unilateral Environment Waikato bus fares increase decision not to be enacted. Resolved: (Crs Macpherson/Gower) That the report as circulated be received. 8. 13/16/24-4. Parking Management Subcommittee Minutes The Committee to receive the Minutes of the Parking Management Subcommittee Meeting held on 14 August 2007. Resolved: (Crs Chesterman/Macpherson) That a) the minutes as circulated be received, b) the following be adopted for the Norton Road Upgrade project: • turn bans at the Norton Road/Kent Street intersection, • one-way portion of Kent Street for 28m south of the Norton Road intersection, • cycle lanes along Norton Road, • 3m wide off road shared walking./cycling path provided on Norton Road between Maeroa Road to tie into the Transit New Zealand shared off road facility, • no stopping and stop sign at the Kent Street/Jolly Street intersection, • the cycle lanes, shared path, turn ban and one way street restriction be resolved and included in the COUNCIL 26 SEPTEMBER 2007 - OPEN Page 4 of 24 Transport Committee Minutes 11 September 2007 Open appropriate schedule in the new Transportation Bylaw when the bylaw is adopted by Council, and c) the following parking restrictions be adopted: Location Proposed Control Minogue Drive No Stopping McNichol Street No Stopping Fairfield Road No Stopping Ohaupo Road No Stopping Knox Street No Stopping Richmond Street No Stopping Lake Road No Stopping Myrtle Street No Stopping Matai Street No Stopping Peachgrove Road No Stopping Collingwood Street No Stopping and P120 parking Caro Street Bus Stop, Tour Bus Parking and Loading Zone Silverdale Road Bus Stop Garnett/Storey No Stopping Victoria Street Loading Zone and P60 Parking. 9. 13/16/24-1. Traffic Calming Subcommittee Minutes The Committee to receive the Minutes of the Traffic Calming Subcommittee Meeting held on 16 August 2007. It was noted that Councillor Gower’s attendance at the subcommittee meeting had been as a presenter. Resolved: (Crs Saunders/Macpherson) That: a) the minutes as circulated be received, b) traffic calming device in Saxby’s Road be retained, and c) the offer to treat Pine Avenue as an individual privately funded site be declined. Motion: (Crs Saunders/Gower) That an updated traffic assessment for Pine Avenue be completed and staff be requested to report the results back to the Traffic Calming Subcommittee. The Motion was declared carried on the voices as the Committee’s decision for noting by the Council. Speed Limits Subcommittee Minutes The Committee to receive the Minutes of the Speed Limits Subcommittee Meeting held on 23 August 2007. Resolved: (Crs Gower/Macpherson) That the minutes as circulated be received. Motion: (Crs Gower/Macpherson) That staff be requested to report to a future meeting of the Speed Limits Subcommittee on the process required to declare to the whole city an urban zone for the purpose of enabling different speed zones to be put in place where necessary. Minutes of the Passenger Transport Partnership Group The Committee to consider the above report. Resolved: (Crs Macpherson/Gower) That the minutes as circulated be received. 12. 44/61. Access Hamilton Projects Update The Committee to consider a report and recommendations from the Acting General Manager Works and Services concerning the above. In addition to the projects listed, the intersection of Bader Street with Normandy Road had been identified as an area of concern that should addressed. Motion: (Crs Macpherson/Gower) That the report as circulated be received, noting that Bader Street will be added to the list of Transit intersection projects. Hamilton Network Safety Co-ordination Road Safety Project - Project Summary The Committee to consider a report and recommendations from the Acting General Manager Works and Services concerning the above. Resolved: (Crs Saunders/Bell) That the report as circulated be received. 14. 13/16/24. Right Turn Ban Pembroke Street/Ohaupo Road The Committee to consider a report and recommendations from the Acting General Manager Works and Services concerning the above. Resolved: (Crs Gower/Macpherson) That a) the report as circulated be received, and b) the right turn from Pembroke Street into Ohaupo Road be banned and listed in the appropriate schedule in the new Transportation Bylaw when the bylaw is adopted by Council. 15. Presentation by School Travel Plans Team The new staff of the School Travel Plans Team, comprising the Transport Community Plans Co-ordinator, (Sarah Pitches) School Travel Plan Project Co-ordinator, (Andy Culshaw) and School Travel Plan Co-ordinators (Frances Nin and Raewin Peck) were introduced to the Transport Committee and made a presentation about the work of their team.
