Streeter NUMBER OF PAGES: ix, 301 n ABSTRACT This doctoral dissertation investigates how the Democratic Republic of Vietnam (DRV, or North Vietnam), under the leadership of President Ho Chi Minh, created a "diplomatic front" to implement "people's diplomacy." The main focus is on the period from 1965-1972 when the DRV needed these strategies to win worldwide support and sympathy for the Vietnamese Revolution. The diplomatic front consisted of Vietnamese writers, cartoonists, workers, woraen, students, artistic performers, filmmakers, architects, medical doctors and nurses, academics, lawyers, and sportspersons. Research in Vietnamese, American, and Canadian archives reveals that the front forged important links with antiwar activists abroad, thus lending greater credibility to their efforts to portray North Vietnam in a positive light. People's diplomacy made it difficult for the United States to prolong the war because the North Vietnamese, together with the peace movment abroad, brought popular pressure on U.S. President Lyndon Johnson to end the war. People's diplomacy was much more effective than traditional DRV diplomacy in gaining the support and sympathy of Westerners who were averse to communism. People's diplomacy damaged the reputation of the United States by exposing U.S. war crimes and casting North Vietnam as a victim of American imperialism. As a result, many of America's Western allies did not send troops or provide aid to South Vietnam. People's diplomacy also helped North Vietnam gain crucial economic, military, and diplomatic support from the Soviet Union, China, Eastern Europe, Cuba and North Korea. in I dedicate this dissertation to the memory of my parents, Kanta and Daulat Ram Mehta, who lived in, and loved, colonial and postcolonial India IV ACKNOWLEDGEMENTS I owe several debts of gratitude to persons and institutions that helped see this project through. Mr. Do Kien of the Institute of Vietnamese Studies and Development Sciences in Hanoi was most helpful in obtaining permission to access the archives. Mr. Nguyen Tien Dinh, manager of access and reference at National Archives Center Number 3 in Hanoi, and the archive's staff welcomed me. Vietnamese graduate students Ms. Nguyen Binh Minh, Mr. Vu Minh, and Mr. Vu Duong Luan helped me work through documents in Hanoi. Ms. Bui Thi Hue and Mr. Pham Xuan Thao helped locate documents at National Archives Center Number 2 in Ho Chi Minh City. Prof. Nguyen Huu Nguyen of the Social Sciences and Humanities Center in Ho Chi Minh City explained the Vietnamese perspective on the war. I was fortunate to have excellent Vietnamese language instructors in Ms. Nguyen Tuyet Hang, Ms. Dang Thanh Chuc, Ms. Diana Leisk, and Ms. Nguyen Thu Thuy with whom I studied in Bangkok in 2001-2002, and Ms. Kim Ha in Toronto in 2006. In Austin, Texas, Mr. John Wilson and Ms. Regina Greenwell, archivists at the Lyndon Johnson Library, and Dr. Carl Spadoni and Dr. Ken Blackwell at the Bertrand Russell Archive at McMaster University, led me to important papers. Dr. Pierre Asselin shared important North Vietnamese communist party documents with me, and Dr. Mrinal Chandra Sen Gupta's guidance was helpful. I was initially inspired to study the Vietnam War as a graduate student of Dr. Michael Hunt, and Chinese history under Prof. Sidney Rittenberg and Dr. David Barrett. PHOTO Joy Benigh 2017-06-30 Archives from the CIA, the US intelligence service, recently made available, provide a picture of the Russell Tribunal, held in Stockholm in 1967 in protest against the US war in Vietnam. The documents also highlight the spy organization's detailed information collection. 50 years ago, Stockholm became the center of building international opinion against the United States war in Vietnam. In 1967 there were two important meetings in Stockholm: the Russell Tribunal in May and the World Conference on Vietnam in July. Both concerned the fight against war crimes and have left their track on today´s political activities. The Russell Tribunal was more anti-imperialist and constituted a breakthrough in the world's opposition to the war. It became a pattern for similar tribunals in the future. The archives are opened slightly Since 2010, some of the archives of the CIA have been open to researchers. However, access has been limited to four data screens at the Maryland National Archives, which are open 5 working days a week between 9am and 4:30 pm. The stamp of secrecy has been removed on some part of more than 940,000 documents. These range from the 1940s to the 1990s, ie at least 25 years back.

    NICOLAI IVANOVICH BUKHARIN 1 888- 1938" Ken Coates 1978 marks a macabre anniversary. Forty years ago, in March 19 38, there took place in Moscow the last of the great show ~rials.' Previously there had already been two earlier public trials of former Bolshevik leaders, mowing down among others, Zinoviev, Kamenev, Piatakov and ~adek.~ A closed court-martial involving foremost Red Army commanders like Tukhachevsky, Yakir and Kork had also preceded this last trial,3 which was to involve Bukharin, Rykov, Krestinsky, Yagoda, Rakovsky and sixteen others. The third great trial was in one sense the keystone in a horrendous arch: all the charges which were brought in its forerunners were calculated to prove that Trotsky, from exile, was organizing with a selection of foreign powers to bring about the downfall of the Soviet Government, and that the internal opposition was not only disloyal, but criminally implicated in a vast terrorist conspiracy. By extending the web of this plot to implicate Bukharin and Rykov, a final amalgamation was thus charged against former oppositions of both Right and Left, and the effect was to establish that henceforth no "loyal" opposition was in fact possible. The Soviet political structure still manifestly suffers the ill-effects of this tragic decision, which would have been baleful even if the absurdly implausible charges in the trials had all been true, and was simply paralysing in the actual event, that they were all deliberately fabricated. Ryltov was, after all, a former prime minister, and Bukharin had been not only editor of Isvestia, and long-standing politbureau member, but, from 1926 onwards, chairman of the Communist International.

    ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. ABSTRACT This dissertation examines the apartheid debate from an international perspective. Positioned at the methodological intersection of intellectual and diplomatic history, it examines how, where, and why African nationalists, Afrikaner nationalists, and American liberals contested South Africa’s place in the global community in the 1960s. It uses this fight to explore the contradictions of international politics in the decade after second-wave decolonization. The apartheid debate was never at the center of global affairs in this period, but it rallied international opinions in ways that attached particular meanings to concepts of development, order, justice, and freedom. As such, the debate about South Africa provides a microcosm of the larger postcolonial moment, exposing the deep-seated differences between politicians and policymakers in the First and Third Worlds, as well as the paradoxical nature of change in the late twentieth century. This dissertation tells three interlocking stories. First, it charts the rise and fall of African nationalism. For a brief yet important moment in the early and mid-1960s, African nationalists felt genuinely that they could remake global norms in Africa’s image and abolish the ideology of white supremacy through U.N.

    Quantum Mechanics_quantum chromodynamics (QCD) In theoretical physics, quantum chromodynamics (QCD) is a theory ofstrong interactions, a fundamental forcedescribing the interactions between quarksand gluons which make up hadrons such as the proton, neutron and pion. QCD is a type of Quantum field theory called a non- abelian gauge theory with symmetry group SU(3). The QCD analog of electric charge is a property called 'color'. Gluons are the force carrier of the theory, like photons are for the electromagnetic force in quantum electrodynamics. The theory is an important part of the Standard Model of Particle physics. A huge body of experimental evidence for QCD has been gathered over the years. QCD enjoys two peculiar properties: Confinement, which means that the force between quarks does not diminish as they are separated. Because of this, when you do split the quark the energy is enough to create another quark thus creating another quark pair; they are forever bound into hadrons such as theproton and the neutron or the pion and kaon. Although analytically unproven, confinement is widely believed to be true because it explains the consistent failure of free quark searches, and it is easy to demonstrate in lattice QCD. Asymptotic freedom, which means that in very high-energy reactions, quarks and gluons interact very weakly creating a quark–gluon plasma. This prediction of QCD was first discovered in the early 1970s by David Politzer and by Frank Wilczek and David Gross. For this work they were awarded the 2004 Nobel Prize in Physics. There is no known phase-transition line separating these two properties; confinement is dominant in low-energy scales but, as energy increases, asymptotic freedom becomes dominant.

Although, science diplomacy has received great attention for the past de- cade, its meaning and the nature of the diverse practitioners involved remain elusive. Science diplomacy is a transboundary field sitting across national borders, policy frameworks and stakeholders of all natures and professional backgrounds. But what is a science diplomat? What science diplomacy roles formally exist? Who can become a science diplomat? What knowledge and skills are required? This practitioner’s essay proposes a typology of science diplomacy practitioners who bring science, technology, innovation, foreign policy and the international political system altogether closer in either institutionalised or non-institutionalised roles, and it also provides guidance for pursuing a career in science diplomacy. These science diplomats may promote na- tional competitiveness but also facilitate multilateral responses to global challenges.
