Pakistan Red Crescent Society Sindh Provincial Branch PAKISTAN RED CRESCENT SOCIETY SINDH PROVINCIAL BRANCH MONSOON 2011 Update th 8 September,04 -09 -2011 2011 Situation : Heavy rain falls in Sindh have been occurring since 9 th August, 2011. In response to the effects of flooding caused by these rains the PRCS has been providing relief assistance to the affectees since 14 th August, 2011. The recent spell of heavy rainfall that occurred during 29 th August and 3 rd September 2011 has resulted into flooding in some low-lying districts in Sindh Province. District Badin, Mirpurkhas, Dadu, Khairpur and Nawabshah are amongst the severely hit districts resulting in death of over 80 people and millions have been displaced. Various breaches in canals and drains connected with Left Bank Outfall Drain (LBOD) have left number of villages inundated. A large number of people, including women & children have been affected and huge losses to the crops, livestock, infrastructure, houses have been reported. It is estimated that at least 52 people were killed and dozens of others injured in three days of incessant rains in Sindh and parts of Balochistan and Punjab. The rains have also brought huge damage to properties, besides causing extensive destruction of standing crops. Interior Sindh is the most affe cted region where several villages were inundated and cut off from other areas. The relentless spell wiped out a big number of villages after breaches in canals and saline drains left them at the mercy of the rampaging waters. (Source Relief web - 03/09/2011 Media reports indicate that District Nawabshah (Benazirabad) has been declared as calamity hit due to widespread rains. There are reports of heavy losses occurring across Dadu, Kamber Shahdadkot, Naushero Feroze, Tando Alahyar, Mirpurkhas,Badin, Hyderabad and Tharparkar districts . Worst affected districts (taking into account earlier rains 12th to 15th August) are Badin, Mirpurkhas, Tando Muhammad Khan and Nawabshah (Benazirabad). Media Reports indicate 10-15 deaths occurring during the current spell, widespread damage to crops, Kacha houses, communication and agricultural infrastructure. (Source UNOCHA Update 02-09-2011) Devastating rain started from 30th August, 2011 continues in District Khairpur Mir’s. All eight Taulkas are seriously under the impact of enormous rai n which are Kharipur, Kingri, Gambat, Sobho Dero, Kot Diji, Nara, Thari, Mirwah and Fiaz Ghani. Taulka’s Nara and Kot Diji are the most affected. No agency is able to complete survey of losses and damages due to continuous rain and stagnant water all over the district. The road and communication system is reported totally damaged or inundated. The rain water is coming from Northern and Western mountains which had damaged two Taulkas badly. (Source PRCS DM Cell, Khairpur) PRCS Assessment Team According to PRCS Team’s assessment , the total affected population exceeds 0.5 Million in District Benazirabad. The two taulkas Dorr and Benazirabad are facing flash flooding caused by the rain water and breaches occurred at the saline drains and irrigation links. The district headquarte r Benazirabad city is severely hit by the flash floods and rain fall damages, about 2500 houses have been damaged and water has surrounded the walls and corridors of the houses. About 49 peoples have been killed and 365 peoples are seriously injured, 350 thousands peoples have become homeless . In 24 hours about 185 protests took place across the district by the affected peoples demanding the urgent and dire relief services. Government has just provided the government buildings schools as shelter and relief Camps. (Source PRCS Assessment Team in coordination with DCO Office) Weather Update. Scattered rain/thundershower with isolated heavy falls is expected in the province. Whereas widespread rain/thundershower with isolated heavy falls is expected in Mirpurkhas and Hyderabad divisions during next 3 days with intervals. Strong Monsoon currents are continuously penetrating in most parts of the country. (Source Pakistan Metrological Department update 04-09-2011). The current monsoon spell with an across the country impact is likely to last more than a week (31st August to 07th September). Rains over the last 48 Hours have had on optimum impact over northern east Balochistan (88mm in Khuzdar), upper Sindh (48mm in Dadu) and in lower Punjab (45mm in Rahim Yar Khan). Forecast over the coming week indicates perpetuation of current spell with a peak in Southern Sindh over 6th and 7th September. However, it is likely weaken thereafter. (Source UNOCHA update 02-09-2011) PRCS New Venture Keeping in view the weather forecast, the PRCS S indh Branch had already been alerted. In light of the meeting held at NDMA on 2 nd September, 2011, PRCS has been asked to provide relief assistance in at least one UC of districts Dadu, Mirpurkhas and Khairpur . In this regard necessary coordination has been done with respective PDMAs and DCOs. In addition to the above mentioned allocated districts, PRCS management has decided to provide assistance in the district of Nawabshah. To provide relief assistance to the affected populations, PRCS Teams have been mobilized. The PRCS teams have moved to the affected allocated districts and shelter items like tents, tarpaulin sheets, blankets etc are being transported to affected areas. The Chairperson, PRCS, had directed to start the second phase of relief operati ons with initial response by providing following non-food items, from existing DP Stocks, to cater the needs for some 10,000 HH (70,000 individuals) . The items include: i. Tents 10,000 ii. Blankets 30,000 iii. Tarpaulin Sheets 20,000 iv. Kitchen Sets 10,000 v. Jerry Cans (20 ltrs) 10,000 vi. Hygiene Kits 10,000 In addition 10,000 food packs are under procurement and Medical Teams are being deployed an d are functional from today. Also water treatment plants are being deployed to provide clean drinking water. All ab ove activities are being done by PRCS from within own resources, while donors have been requested to extend assistance. The worth of above activities is going to be more than Rs.300 million . PRCS Response Update • Secretary Sindh Branch had a meeting with all the Field, Disaster Management Staff and IRP Recovery Coordinator and Program Managers on 03-08-2011 to get the updates on the previous response and prepare plan of Action as the emerging situation of the current Monsoon Spell in the country and particularly in Sindh. • Implementation on the plan of action was immediately started and 03 Teams formed for 03 targeted Districts Benazirabad, Badin and Mirpurkhas. • A Team consists of 02 Assessment Team members and 02 WATSAN Team members had already reached at Benazirabad. They had started sending reports, collecting further base line data and had meetings with Government Officials & other NGO’s working in the District. WATSAN Team is finding the suitable place for installing a water purification plant for the affected people. WATSAN Plant may be dispatched tomorrow on the basis of assessment. • Secretary Sindh Branch had visited District Benazirabad for Rapid Assessment and had meetings with the Government officials at DCO Office, DDO (Coordination), PRCS Managing Committee member and PRCS Relief Team to start the Relief Operation as soon as possible. • A Mobile Health Unit (MHU) has also reached Benazirabad and shall start treating patients from today. MHU’s in Mirpurkhas and Badin shall continue their work from Monday. • PRCS PHQ Team for Benazirabad shall also arrange the Warehouse and accommodation for the Relief and Health Team. Other 02 Teams shall reach their respective Districts latest by Monday 5 th Sep,2011. • The Relief Goods (Food and Non Food including Tents) shall be started dispatching onwards from 5th Sep,2011. More Food parcels are also ordered alongside the supply from CSD Hyderabad to maintain the chain for distributions in affected Areas. • It was also found that the Integrated Recovery Program targeted districts are also affected due to current rains and Flash Floods. The implementation of the program shall also be difficult according to plan as communities are facing disaster within disaster.     JOINT PROCEEDING THIRD INDO-PAK LOCUST OFFICERS BORDER MEETING 2019 YEAR 2019 / NO. 3 Date : 21.08.2019 LOCUST SITUATION PAKISTAN (16 July to 19 August, 2019) : Desert locust survey and control operations were carried out in Cholistan, Nara and Tharparkar deserts of Punjab and Sindh provinces during the reporting period. Total 449 localities were surveyed and out which locust was present at 264 localities. During the survey, the immature/mature solitarious and gregarious locust groups and gregarious hoppers of all instars were reported in south of Bahawalpur(2830N7135E) and Rahimyar Khan(2810N-7050E) in Cholistan Desert, Salehpat(274008N-690023E) and Thari Mirwah(265324N-685009E) in Nara Desert as well as Chachro (253430N-702038E) and Nangarparkar (243256N-702157E) in Tharparkar Desert. All the reported locust infestation was successfully controlled by using ground and aerial control means. An area of 9,560 hectares was treated during the reporting period. Total 30,470 hectares have been treated in Pakistan so far (March 345 ha., April 540 ha., May 4,135 ha., June 10,505 ha., July 8,030 ha. and up to 19th August 6,915 ha.) LOCUST SITUATION INDIA (16 July to 15 August, 2019) : Desert locust distant, cross country and special border surveys in the Scheduled Desert Areas (SDA) of India were conducted by Locust Circle Offices and additional survey teams in their respective jurisdiction and covered 1429 localities. Control operations were undertaken at 1067 localities against low to medium density small swarm / mature adult (transient/gregarious) groups and 1st to 5th instar hopper, fledgling groups in Jaisalmer, Barmer, Bikaner, Jalore, Churu, Jodhpur, Suratgarh districts and area treated 52020 ha.
