D., Vice President for Research and Graduate Studies and Dean of the Graduate College August 2011 ii ABSTRACT Redefining Security in Sub-Saharan Africa By Winta Sintayehu Gebremariam Dr. Dennis Pirages, Examination Committee Chair Professor of Political Science University of Nevada, Las Vegas New and challenging threats to humans are currently on the rise. These threats to human well being have been neglected and ignored within the traditional conception of security. Security studies have mainly focused on traditional threats, mostly military and political. Although still important, this perspective lacks the ability to address non- traditional threats that are killing and injuring millions each year. Each year, millions die of diseases such as HIV/AIDS, tuberculosis, malaria, hunger, and water related diseases among others. Although these threats are widespread throughout the world, Sub-Saharan Africa bears the brunt of these threats. This thesis proposes an ecological approach to security in Sub-Saharan Africa due to its high number of premature deaths and sufferings from environmental problems, infectious diseases and resource scarcity. Four Sub- Saharan African countries have been selected to demonstrate the various insecurities in the region. The ecological security approach, proposed here, will mainly look at the human being as the unit of analysis and tries to lessen premature deaths of people by creating an understanding of human relationships with the environment, other species, and each other. iii The four countries selected for this study have shown similar results. In all four countries the number of people dying from infectious diseases and others far exceeds that of war and intentional injuries. Therefore, the thesis proposes that a new ecological approach to security is necessary for Sub-Saharan Africa in order to prevent and minimize the premature death and suffering of its citizens. iv ACKNOWLEDGMENTS This thesis is dedicated to my loving brother Yonathan Sintayehu, I miss you, R.I.P. The East African rift valley region contains the earth’s largest aggregation of tropical lakes. Three of these lakes—Victoria, Tanganyika, and Malawi—hold one quarter of the earth’s total surface freshwater supply, and are home to a myriad of fish species. Apart from the diversity and endemicity of their biota, properties that distinguish the African Great Lakes from their North American counterparts include their great age, long sedimentary records, long residence times, persistent stratifi- cation, continuously warm temperatures at all depths, major ion composition, and a propensity for nitrogen limitation. Current management problems include over-fishing, increased input of sediment and nutrients, and in the case of Lake Victoria, loss of endemic fish species and the proliferation of the introduced water hyacinth. As in the Laurentian Great Lakes basin, the harmonization of research pro- grams and management strategies among the various riparian countries is a challenge. While research activities on all three lakes have increased in the last decade, there remains a need for integrated, multi- disciplinary research in order to develop conceptual and numerical models that provide insight into the functioning of large, tropical, freshwater aquatic ecosystems. Particular issues that may be pursued most profitably in the African Great Lakes include the links between climate and biogeochemical cycles, the role of biodiversity in ecosystem functioning, and paleoclimate reconstruction over millions of years.

Rift valleys are found both on land and at the bottom of the ocean, where they are created by the process of seafloor spreading. Rift valleys differ from river valleys and glacial valleys in that they are created by tectonic activity and not the process of erosion. Tectonic plates are huge, rocky slabs of Earth's lithosphere—its crust and upper mantle. Tectonic plates are constantly in motion—shifting against each other in fault zones, falling beneath one another in a process called subduction, crashing against one another at convergent plate boundaries, and tearing apart from each other at divergent plate boundaries. Many rift valleys are part of “triple junctions,” a type of divergent boundary where three tectonic plates meet at about 120° angles. Two arms of the triple junction can split to form an entire ocean. The third, “failed rift” or aulacogen, may become a rift valley.

Unlike most Sub-Saharan countries, numerous anthropologists and scholars have dedicated their time to uncovering and preserving Rwanda’s history. They have provided solid research and new interpretations on a topic filled with controversy over its social structure. Given the richness of the historical literature, Rwanda will serve as a case study for an analysis of the history of centralization and kingship in Sub- Saharan-Africa. The focus on political centralization is paramount in this study. First, every constitutional government, to a variable extent, necessitates centralization to operate properly. Even the central/federal power needs to exert authority over its decentralized constituencies.

Rift Valley (African rift valley) The Great Rift Valley is a name given in the late 19th century by British explorer John Walter Gregory to the continuous geographic trench, approximately 6,000 kilo- metres (3,700 mi) in length, that runs from northern Jordan Rift Valley in Asia to Mozambique in South East- ern Africa.[1] The name continues in some usages, al- though it is today considered geologically imprecise as New Ocean Basin it combines features that are today regarded as separate, (Red Sea) although related, rift and fault systems. Today, the term is most often used to refer to the val- ley of the East African Rift, the divergent plate boundary which extends from the Afar Triple Junction southward across eastern Africa, and is in the process of splitting the African Plate into two new separate plates.
