The FE Commissioner’s team conducted an intervention assessment in November 2019. From the FE Commissioner’s report, it is clear that the college has experienced significant challenges in leadership and governance. There is considerable work required to restore trust and raise morale with staff. I am grateful for the commitment that you have made to the college in this time of instability. The FE Commissioner’s team recommended that the financial capacity and capability of the board be addressed urgently. In light of the severity of the college’s financial situation, I fully support the FE Commissioner’s recommendation for Highbury College to be placed in supervised status. I note that a recommended FEC-led structure and prospects appraisal has already commenced. I welcome this review into the appropriate future structure of provision for the college. Your board and leadership team should engage fully with this process so that structural solutions are arrived at with pace. I have accepted all the recommendations of the FE Commissioner and a copy of the assessment is provided with this letter. This document and my letter will be published on gov.uk in due course. Caroline Dinenage MP Biography Caroline Dinenage MP was appointed Parliamentary Under Secretary of State for Women, Equalities and Early Years at the Department for Education on 17 July 2016. She was elected Conservative MP for Gosport, Stubbington, Lee-on-the-Solent and Hill Head in 2010. Education Caroline studied politics and English at Swansea University. Political career Between 1998 and 2003 Caroline served on the City of Winchester local council. She was appointed the Small Business Ambassador for the South by the Prime Minister in June 2013, and between 2012 and 2015 sat on the House of Commons Business, Innovation and Skills Committee. From April 2014 to May 2015 Caroline served as Parliamentary Private Secretary to the Rt Hon Nicky Morgan MP. From May 2015 to July 2016 she served as Parliamentary Under Secretary of State for Women, Equalities and Family Justice at the Ministry of Justice and DfE. Career outside politics Caroline has more than 20 years of experience as a small business owner, having established her own manufacturing company before university. Issue 38 February 2014 Caroline Dinenage MP for Gosport, Lee-on-the-Solent, Stubbington and Hill Head Whilst we are lucky that the Gosport peninsula has survived the recent storms better than many, I was extremely proud to hear that Royal Navy sailors from HMS Sultan and HMS Collingwood spent time contributing to the vital flood relief effort in Berkshire this month. Young apprentices from the Defence Munitions Training Scheme have also been spreading their wings by taking part in the Brathay Apprentice Chal- lenge. I have my fingers crossed for their success in the competition! With Vince Cable MP at the Topping Out ceremony for the CEMAST skills centre Our area has a glowing reputation for providing fantastic training pro- grammes, and its repertoire will be further enhanced once Fareham College’s CEMAST Skills Centre at Daedalus opens. I was delighted to welcome Secre- tary of State for Business, Innovation & Skills, Vince Cable MP, to the site for the official ‘topping out’ ceremony ahead of the centre’s September 2014 opening. My campaign to tackle adult literacy and numeracy problems ramped up a gear this month as the first inquiry session by the Business, Innovation & Skills Select Committee got underway in Westminster. A number of familiar faces gave evidence to the Committee, including the Principal of St Vincent College, Di Lloyd, and Linda Curtis from Gosport’s ‘We Can Read’. A guide to the Government for BIA members Correct as of 20 August 2019 This is a briefing for BIA members on the new Government led by Boris Johnson and key ministerial appointments for our sector. With 311 MPs, the Conservative Government does not have a parliamentary majority and the new Prime Minister may also have to contend with a number of his own backbenchers who are openly opposed to his premiership and approach to Brexit. It is currently being assumed that he is continuing the confidence and supply deal with the Northern Irish Democratic Unionist Party (DUP). If the DUP will support the Government in key votes, such as on his Brexit deal (if one emerges), the Queen's Speech and Budgets, Boris Johnson will a working majority of 1. However, this may be diminished by Conservative rebels and possible defections.
