KANO STATE HOUSE OF ASSEMBLY PUBLIC HEARING REPORT 1. KANAWA EDUCATIONAL FOUNDATION The foundation wishes the following projects and activities to be considered in the budget 2019. i. Contribution of N500, 000, 000 share to the federal trust fund ii. Women with disabilities needs should be actively incorporated in the 2019 budget iii. Learning aids such as computers and other materials should be provided to the students with disabilities to ease their learning process. iv. Full implementation of disability bill into law. v. Economic empowerments to the people with disabilities. vi. Government should provide drugs to the people with disabilities at lowest prices.

2. KABO LOCAL GOVERNMENT DEVELOPMENT FORUM The forum made the following plea to consider the following project in the budget 2019. i. Construction and renovation of Dam in Dube and Kaure in Kabo Local Government area ii. Construction of additional classrooms in Junior Secondary School iii. Continuation of road construction of the in Kabo Local Government and Gado- Godiya iv. Renovation of Jummat Mosques and Islamiyya in Karaye Local Government v. Construction of road in Durum in Jogana

3. GAYA YOUTH AWARENESS ASSOCIATION The association made the following requests to be considered in the following projects in the budget 2019. i. Construction of Dam in Gaya for irrigations farming and to provide 24hours power supply to Gaya Hospital ii. Renovation and completion of Gaya By-pass iii. Expansion of road in Local Government iv. Construction of Tofa to Gajida road in Tofa Local Government. v. Construction of Namaliya road in Dakata Local Government vi. Provision of vocational training centre in Dakata Nassarawa local Governmnt area vii. Construction of road in Kagadama Road in Gaya Local Government

4. GARUN MALLAM YOUTH PROGRESSIVE MOVEMENT The youth progressive movement appealed to the Honorable House to consider the following projects in the budget 2019. i. Upgrading of Garun Mallam PHC to cottage hospital to provide access to other health care services to the teeming number people in the community ii. Rehabilitation of road from Ciromawa to Graun Babbba to minimize frequent road accidents in the area and to boost economic activities. iii. Construction of drainage from Yadakwari to Garun Mallam, in Garun Mallam Local Government.

5. GAMAFIRST The forum made the following plea to consider the following projects in the budget 2019. i. To provide portable drinking water to Gama and its environs, the community has acute water shortage. The forum suggested that Dutsen Zirare water pipe should be utilized to distribute water around Gama so as to tame the problem of water shortage bedeviling the community. ii. Construction of secondary schools in Gama, including girls secondary schools iii. Constructions and renovations of road in Gama community.

6. KURA PROGRESSIVE UNION The union made the following plea to consider the following project in the budget 2019. i. To establish tomatoes processing company in Kura Local Government to avoid the incessant huge loss being incurred by the tomatoes farmers in the Kura. ii. The need to expand Kura Market, this would reduce the frequent loss of lives due to accidents along the market road. iii. Completion of 5-kilometres road in Kura Local Government iv. Completion of Road from Zaria to Kubarachi up to road. v. Upgrade of Kura Hospital to General hospital or teaching hospital vi. Construction of pedestrian bridge close to Kura Local Government and the main road as well as in Karfi Kwanar Gwando vii. Construction of primary school in Karfi viii. Upgrade of Dukawa Dan Hassan Road ix. To utilize Kura Informatics to Jamb Centre in Kura Local Government x. Electrification of Tashar Garun Mallam.

7. AMMKAS The association demand for the following programs to be considered in 2019 appropriation bill i. Timely release of fund to health sectors ii. Increase of salary to health workers iii. Employment of additional health personnel iv. Upgrade of Jogana Community health to Primary health care

8. MUTAIMAKI JUNA The association demand for the following programs to be considered in 2019 appropriation bill i. Completion of Dakata Road and installation of street lights. ii. Renovation of Holborn Primary School in Dakata iii. Construction of Junior Secondary Secondary at Dakata, Nassarawa Local Government iv. Upgrade of Dawakin Dakata heath center to include maternity and Laboratory v. Filling of a ditch in Zangon Dakata vi. Construction of roads and drainage in Zango Bus-stop 9. BUDGET WORKING GROUP The group appealed to the Honorable House to consider the following in the budget 2019. i. Request to reflect N30,000 minimum wage in the budget 2019 ii. To consider repayment of the public debt in the budget iii. Made a plea to include recruitment of teachers in the educational sector iv. Increased funding in schools of Hygiene Kano and v. Request to allocate funds in the fight against drugs vi. Completion of all 5-kilometres roads across the states vii. Renovation of Kiru, Gwarzo Gawon Dutsi roads in Kiru Local Government

10. MURYAR TALAKAWA The group appealed to the Honorable House to consider the following in the budget 2019. i. Salamaalaikum Karkara project to be to be captured in the budget 2019 ii. Request to include the community wards project of N10,000,000 each in the 2019 budget iii. Ministry of commerce should be adequately funded to boost commercial activities in the state.

11. GARKO POLITICAL ALLIANCE The association demand for the following programs to be considered in 2019 appropriation bill i. To renovate the 5kilometres road in Garko Local Government. ii. There is need to employ female teachers in Garko Local Government in the planned 1000 teachers recruitments. iii. The need to upgrade Garko Primary Health care into modern hospital with equipment. iv. To provide Agricultural seed and equipment to the farmers in the area. v. Installation of water tanks in Garko town.

12 COALITION FOR RURAL DEVELOPMENT PERTNER

The coalition demand for the following programs to be considered in 2019 appropriation bill i. Provision of health workers in , Garko, and Local Government Area. ii. To improve service during in health sector. iii. To stick to the budget rules iv. To provide economic development in the budget 2019. v. To create and build more market in the rural area.

13 SICKLE CELL COMMUNITY i. Provision of sick-cell drugs at affordable rate by the government. ii. Completion of sickle cell hospital in Northern . iii. To insert 1% fund for the people with sickle cell disease in the budget. iv. To established a law which would ensure people are tested with sickle cell and certificate is produced by the couple before being married.

14. CENTER FOR AWARENESS ON JUSTICE AND ACOUNTABILITY i. Government should not increase the school fees of science and technology ii. That the grant allocated to UBEC does not tally with the budget figures. iii. The center advised that henceforth the fund appropriated by any donor agency should be verified. 15. YOUTH MOBILIZATION VIA MEDIA That government should take strict measures against companies operating in Sharada Gidan maza, Shagari Quarters to stop them from polluting the environment with toxic waters that flows from the companies. 16. FORUM OF MUSLIM ECONOMIST i. Establishment and renovations of 38 school across the state. ii. To appoint commissioner of education in the state. 17. KANO SIVIC SOCIETY FORUM i. They provide for a general welfare in the state. ii. To provide a special fund that would facilitate car loan and housing to the low level judges in 18. RESEARCH CENTER FOR HUMAN RIGHT AND CIVIC EDUCATION i. CHRICED calls for more funds for the health sector in the 2019 budget ii. Demand for senior legislative oversight to bring about behavioral change across the supply side of the accountability change in order to follow the rules of proper corporate governance in the administration of primary/health/maternal funds. iii. The centre calls the assembly to revisit the free maternal and newborn Health bill submitted by CHRICED alongside other well-meaning civil society organization in the state iv. CHRICED hope that the 2019 budget of Kano State begin the process of addressing the huge challenge of youth unemployment v. The 2019 Budget should devote substantial amounts to employment interventions, which could kick-start an agri-business strategy that would put millions of youth back to work.
