CONNECTING SOUTHAMPTON Southampton and Hampshire Transforming Cities Fund Transforming Cities Fund: October update Introduction Martina Olley – Southampton and Hampshire Transforming Cities Fund Programme Manager I am delighted to have been appointed as the TCF Programme Manager running this transformational transport programme of infrastructure changes over the next 2.5 years. This programme will shape the future of Southampton and Hampshire. It will improve how people will be able to move in and around the city with an investment of nearly £70m, with £57m funded by Department for Transport. The programme will make it easier to walk, cycle and travel by bus. I have a team of four highly motivated individuals in place supporting me through the programme and with the implementation of the TCF schemes. I am a keen commuter cyclist, and walk and run on a regular basis, so I’m sure you will share my enthusiasm and excitement in building a more sustainable and active travel future for Southampton and Hampshire, with projects fit for the 21st century, leaving a lasting legacy for our future generations. I look forward to lots of constructive dialogue with you all. Scheme updates West Quay Road In progress Mountbatten Way On 14 September, we began work on Mountbatten Way to lengthen the right hand turn into West Quay Road and create an extra lane. This was completed on 16 October however SSE will be connecting the light columns on Tuesday 3 November. The traffic management on Mountbatten Way will be removed that evening. There are major changes planned at the Central Station South and City Centre, creating new transport hubs and, as such, this is expected to become an important bus corridor within the next two years. transport.southampton.gov.uk/mountbatten West Quay Road cycle scheme The scheme runs from the Harbour Parade junction with West Quay Road, by City Industrial Park, all the way to Dock Gate 4. The improvements link existing schemes at either end and work will be focussed primarily on the junctions, making them safer for cyclists. Work started on 19 October and should last around five weeks. transport.southampton.gov.uk/westquayroad Eastleigh to Southampton Corridor There are a number of projects that comprise the Eastleigh to Southampton scheme and we will be conducting in-depth engagement with the public on the proposals. We have recently sent letters to businesses and residents in the area asking them to participate in a short survey to help us understand how and why people travel to, from and through the area. More detailed public engagement is due to commence in early November. transport.southampton.gov.uk/portswood Redbridge Roundabout Our partners Highways England began a major project in May 2019 to improve Redbridge Roundabout and the M271. This forms part of the Totton to Southampton Corridor and will complement other junction improvement work at junctions 5 and 7 to improve journey times, reduce congestion and support local and strategic economic growth. The project is due to complete in the coming months. transport.southampton.gov.uk/RedbridgeRoundabout The Avenue In March we consulted on proposals for the next stage of the SCN5 cycle corridor along The Avenue. We have been reviewing all of the requests received during the consultation and, along with further investigations along the corridor, we’ve been using these to identify what is deliverable. Based on the information gathered and all of the feedback received, we’re now pleased to confirm that we’re in the later stages of finalising the scheme design and will share details of this in due course. Further measures on the scheme that were not proposed in the consultation will be advertised shortly via a Traffic Regulation Order process and will provide an opportunity to give further feedback before the design is finalised. transport.southampton.gov.uk/avenuelovers The Avenue The St Denys Active Travel Zone In St Denys we are working collaboratively with residents to improve the neighbourhood for walking and cycling, by identifying and making small changes to the streets and roads in the neighbourhood. The process started with a survey that we undertook with residents in Winter 2019. It received nearly 1,000 contributions and the subjects that people in the neighbourhood were most concerned about were predominantly traffic, safety and air quality. Following on from the survey, we invited St Denys residents to participate in a series of co-design workshops in the Spring, where they worked with our engineers and transport specialists to identify solutions that would improve the area. Residents’ suggestions were then reviewed by our engineers and the most popular and feasible chosen to go ahead to the detailed design stage. The proposals were made available in August and residents were invited to comment on them and ask questions. This process is now complete and a letter will shortly be sent out detailing the final plans for which detailed designs will be drawn up. Some of the schemes in the St Denys Active Travel Zone are being installed on a trial basis under an ETRO (Experimental Traffic Regulation Order) in November and consultation for these will take place while they are in place. The remainder will require further consultation with residents before going ahead. Residents who live locally to each of the schemes will be informed by letter as to when and how to provide their feedback on the detailed designs. More information about the St Denys ATZ can be found on our website at transport.southampton.gov.uk/stdenys St Denys Co-design Workshop Bevois Valley Completed schemes Northam Cycle scheme Work has now been completed on cycle, walking and bus access improvements along Northam Road. The scheme has upgraded the existing shared cycle/footway from Northam Bridge to Northam Rail Bridge. Other improvements include a new double length bus stop at Northam Precinct and new continuous crossings at Kent Street and the Esso Garage entrance/exit to give priority to people walking and cycling over vehicles. transport.southampton.gov.uk/northamrd20 Bevois Valley cycle scheme On Monday 3 August, work commenced on improving the cycle route from Rockstone Lane to Lodge Road along Bevois Valley/Onslow Road. This is part of the Southampton Cycle Network and these improvements will make it a more attractive place for walking and cycling. A one way system is in place along Onslow Road from Lodge Road to Dorset Street while the works are being carried out. The work has now completed and the road reopened without traffic management on Monday 19 October. transport.southampton.gov.uk/bevoisvalley Hut Hill Hampshire County Council has now completed work to provide an off-road cycle/pedestrian route along Hut Hill, linking Chandler’s Ford with Chilworth. The total length of the shared use cycle/footway is approximately 2km, commencing at the Bournemouth Roundabout, close to Hampshire Corporate Business Park and passing over the M27 Motorway to connect with the top of The Avenue. It links to the ongoing cycle improvements being delivered by Southampton City Council along The Avenue to provide a safe coherent route from within Southampton to Chandler’s Ford. hants.gov.uk/transport/transportschemes/huthillcycleroute Test Lane Hampshire County Council has now completed work on Test Lane to upgrade the cycle and footway links between Nursling Industrial Estate and the Southampton City Council boundary.
