Newtyle and Eassie Community Council Minutes of meeting held on Tuesday 3rd March 2020 in Newtyle School Present: Cllr J Bell, Cllr R Proctor, K Band, P Small, J Buchan, S Sherriff, A Steel, O Hindmarsh, D Treffry, A Ashfield, J Berg and W Scott (Angus Council). Apologies: PC G Beattie and Cllr A Douglas McMillan. P Small welcomed everyone to the meeting. Approval of minutes: approved by P Small and seconded by J Buchan. Walter Scott from Angus Council Roads Department spoke to us re. the potential to possibly use the Pitnappie cutting as a cycle route up the Glack of Newtyle. We intimated that landowner consent was paramount if this project was to go ahead. He told us that there is 15 million pounds of funding available for active travel from the Scottish Government through the Cycle, walking and safer streets fund. He also spoke about neighbouring Community Councils possibly getting together to speak about paths networks and other agencies to discuss this. There was a proposal that it be discussed at the next TACTRAN meeting re. Community Councils getting together to see if they could link their Paths Networks together, with a possibility of a joint meeting with at least 2 representatives from all interested parties maybe at the end of May. Flooding issues from Kirkton Road and Smiddy Road were also discussed at the meeting. Mr Scott left the meeting. Matters Arising 1. The problem with the bins not being emptied in Dunarn Street/Dunarn Terrace due to the bin lorry being unable to gain access due to the parking of construction vehicles from the new houses at the school seems to be resolved at the moment and bins are being emptied. 2. The mess that the crows and pigeons are making is still a problem, again can we ask you to PLEASE NOT FEED THEM, there also seems to be some crows and pigeons possibly being poisoned. Please do not do this as domestic and farm animals can encounter the dead birds and end up being ill or poisoned themselves. This is an offence and if anyone knows anything about this, it can be reported to the police wildlife crime officer. 3. Hedges at the corners of Dunarn Terrace and end of Dunarn Street have been trimmed back due to our safety concerns, but it is still being discussed to see if they will be removed. 4. Sustainability Newtyle held their bread making event. Participatory Budgeting Event – Legion Hall 8th February 2020 Unfortunately, this was not well attended, and feedback has been given to Angus Council around the whole process, it was very disjointed and not enough publicity was given around the whole process and who would be eligible to apply for grants. A.O.C.B 1. There seems to be a problem with teenagers running through people’s property in Dunarn Street, Dunarn Terrace – please if this is causing you a problem please phone the police on 101. 2. Church Hall – can we find out what is happening, as residents are concerned about the mess and the lack of work being carried out to rectify this. 3. Fence in Monteith Place – boundary line with Church Manse, temporary work has already been carried out on sections of the fence by Angus Council, but there is a section at the top at the garden of number 10 that is practically lying horizontally. Cllrs to investigate getting this section repaired. 4. Painting Monteith Place – some of the house’s windows were painted and the end of last year, but there are other communal sections that were not completed at that time and need attention. Cllrs to investigate this. 5. There is to be a joint event with the School Gardens and The Spring/Summer Fair in the school grounds on Saturday June 13th – more details to follow. 6. There is to be a South Angus Planning day to be held in Carnoustie. 7. Grant for tables in the Legion Hall, there has been a problem with the paperwork, but hopefully this will be resolved this week. Planning Applications We discussed that Ogilvie Homes were reneging their requirement to contribute to Monifieth High School as part of a stipulation in their planning permission. D Treffry is to write to Angus Council asking for this to be enforced and we also wondered why just Moinfieth why not Webster’s as well as children from the village go to both schools.
