Population and Housing Census of Pakistan 1998 Census Bulletin 2 .Pdf FOREWORD The Fifth Population and Hous ing Census was undertaken from 2nd to 18th March, 1998 throughout the country. For thi s purpose. the whole country was delimited into manageable census areas i.e., blocks, circles. charges and districts. Maps of all these census areas were prepared and supplied to the field staff to ensure full coverage. The field staff engaged from the Provincial Government Departments were imparted thorough training before the census operation. To monitor field operation, control rooms at census district/tchsil levels were estab­ lished. Close supervision of census work through verification process by the supervisors was also laid down. A massive public avvareness programme was launched to build confidence and to educate the people about the census procedures and its importance through electronic and print media. The provisional results of the 1998 Census have already been re leased in the form of Bulletin-I by the Federal Minister for Finance, Economic Affairs & Statistics in a press conference held on 8th July. 1998. This bulletin presents provisional figures at provincial level with further breakdown to divis ion. district and tehsil level. The population of each Municipal Corporation, Munic ipal Committee, Town Committee and Cantonment has also been given under the respective Tehsil. According to these results the population of North West Frontier Province is 17.555 million as against 11.061 mi llion in 1981 showing an overall percentage increase of 58.7. It constitutes 13.4 percent of the total population of Pakistan, which has slightly increased from .13. 1 percent in 198 1. The population of this province has increased at an average annual growth rate of 2.75 percent as compared to the national average of 2 .61 percent. There is a modest decline in the growth rate of NWFP which has come down from 3.32 percent in 1981 to 2.75 percent in 1998. The urban population in the province has increased from 15 . l percent in 1981to16.9 percent in 1998 at an average annual growth rate of 3 .46 percent. Peshawar is the biggest city ofNWFP with the population of0.988 million followed by Mardan (0.245 million) and Mingora (0.174 million). These three major cities account for 4 7.32 percent of total urban population and 8.0 l percent of the total population of N'NFP. The Census is a gigantic exercise of immense national importance. All concerned Ministries/Divisions and the Provincia l Government played a vital role and fully cooperated in carrying out this important national task in a smooth manner. It has been a matter of great satisfaction that no serious complaints were recorded during the operation. Some minor complaints were hov,:ever received which were resolved locally. The Armed Forces supported the Population and Housing Census work on l 00 percent basis. They maintained a close liaison with the civil set up at all levels by establishing census support centres at Province, Division, Di strict , Tehs il and lower level. I extend my gratitude to all the Armed Forces and their officers/staff involved in this exercise. The most arduous work of enumeration was done by the enumerators and their supervi­ sors. I o"ve a deep debt of gratitude to all those who worked to make the Population and Housing Census 1998 a success. Finally I thank the officers and staff members of the Population Census Organization for their relentless efforts to complete the census successfully. The figures given in the following table are provisional and subject to change after processing of individual census returns in the coming months. The study investigated the impact of community participation on decision-making, household incomes, poverty alleviation and overall empowerment initiatives. A large number of local, national and international non-governmental organizations (NGOs) are investing their efforts in community organization and human resource development activities in this district. Data collection was completed with (120) respondents selected through random sample technique from the list of (718) registered members of the grassroots community organizations (GRCOs) in the selected fifteen villages. Through a set of questionnaires, interviews completed with respondents to collect data and information on the study objectives. Outcome of the study reveals that majority of the GRCOs in the district organized by SUNGI - Foundation (a local NGO) and Sarhad Rural Support Program (a provincial NGO). About 93% of the respondents feel that grassroots social mobilization and organizational activities carried out by NGOs have empowered the stakeholders. While (80%) of the registered members of these GRCOs practice modern agricultural technologies in crop production activities and they ascertained that their knowledge and skills have been enhanced.

Even though flood impacts are often severe in urban areas3, a national approach to address this situation in cities doesn’t exist in Pakistan. This is critical, considering that 36.4% of Pakistan’s population lives in urban areas4. Existing approaches to deal with flood and drought impacts are not comprehensive and rainwater harvesting techniques are rarely used.
