Minutes of the Meeting of District Level Expert Appraisal Committee (DEACI, Jamtara held on 22.0,4.2017 at Jamtara meeting A of District Level Expert Appraisal Committee (DEAC), Jamtarawas held on22.04.2017 at DMO Office, Jamtara. Attendance: As singed in the affendance registered. Proceedings: Presentation was given by the Registered Qualified Person (RQP)/Consultant on behalf of the g Project Proponents. The submitted Mining Plan, Pre-feasibiiity Report, Forms, Certificates, information and undertakings were evaluated. Followings are the iecommendations of DEAC for different proposals: 1. Stone Mine of Salpatra at Mouza - Salpatra, P.O. - Tilaki, p.S. - Bindapathar, Dist. - Jamtara, State Jharkhand, Plot No. project - - 48(P), Khata No. - 440, proponent - NlUs Maa Durga Stone Mines (Partners: Smt. Vidushi Hansda and Shri Vikastr,Kgmar Mahto) Proposed lease area - 4.6l Acre (1.87 ha). This is a proposed stone mine lease area. Year-wise proposed production is as follows: Year Production (t) l " year 94673 2"" year 94770 3'o year 94732 4'" year 94568 5"' year 94s78 DEAC has gone through all the reports, forms, documents and certificates submitted by the pp. It has been found that there is no forest within 250 m from the mine lease boundary as per the certificate issued by the DFO, Jamtara district. Further, there is no habitation within 500 m from the boyndary !1e as per the Co report. The project proponent has submitted undertakings to take-up CSR activities and environmental management activities with the details of each acti;ity and cosi break-up. Considering the above facts, DEAC recommended for granting EC for Stone Mine of Salpatra of M/s Maa Durga Stone Mines with the terms and conditionr a, given in Annexure-1. 2. stone Mine of samrapur p.S. at Mouza - samrapur, - Narayanpur, p.S. - Nara, Dist. - Jamtara, Plot Nos. 429-435,Project proponent - M/s Max Alert System Limited Proposed lease area - 8.47 Acre (3.43 ha). This is a proposed stone mine lease area. Stone Mine at Mouza - Fuljori, P.S. - Jamtara, Dist. - Jamtara, plot No. Z2l7(p), Khata No. - 88, Project proponent - Smt. Sarobi Mandal Proposed lease area- 8.10 Acre (3.28 ha). This is an existing stone mining lease area. Further, there is no habitation within 500 m from the lease-boundary per as the co report. The project proponent has submitted CTo and past production certificate from the DMo, Jamtara. Considering the above facts, DEAC recommended for granting EC for Fuljori Stone Mine of Smt. sarobi Mandal with the terms and conditions as given iriAnnexure-I. 4, Kalipahari Stone Mine, Village - Kalipahari, Thana - Bindapathar, Dist. - Jamtara, plot No. 50, Khata No. 25, Project proponent - Shri Manoj Kumar Pandey and Shri Gour Kishore Yadav Proposed lease area - 3.5 I Acre (1.42 ha). This is a proposed stone mine lease area. Year-wise proposed production is as follows: Year Production (t) l"'year 12515 2"" year 9842 3'u year 9234 4- year t0449 5"'year 11907 DEAC has gone through all the reports, forms, documents and certificates submitted by the pp. It has been found that there is no forest within 250 m from the mine lease boundary as per the certificate issued by the DFO, Jamtara district. Further, there is no habitation within 500 m from the l_e1ry boundary as per the CO report. The project proponent has submitted undertakings to take-up CSR activities and environmental management activities with the details of each acti;ity and cost break-up. Considering the above facts, DEAC recommended for granting EC for Kalipahari Stone Mine of Shri Manoj Kumar Pandey and Shri Gour Kishor Yadav with tire terms and conditions as given in Annexure-I. 5. Kalipahari Stone Mine at Village - Kaliparhari, Thana - Bindapathar, Dist. - Jamtara, Plot No. 367, Khata No. 25, Project proponent - Shri Manoj Kumar Pandey and Shri Gour Kishor Yadav Proposed lease area - 1.87 Acre (0.76 ha). This is a proposed stone mine lease area. Year-wise proposed production is as follows: Year Production (t) l" year 27216 2"" year 29403 3'u year 26730 4"' year 24908 5'' year 25758 DEAC has gone through all the reports, forms, documents and certificates submitted by the pp. It has been found that there is no forest within 250 m from the mine lease boundary as per the certificate issued by the DFO, Jamtara district. Further, there is no habitation within 500 m from the lease boundary per as the CO report. The project proponent has submitted the undertakings to take- up CSR activities and environmental management activities with the details of each activity and cost break-up. Considering the above facts, DEAC recommended for granting EC for Kalipahari Stone Mine of Shri Nanoj Kumar Pandey and Shri Gour Kishor Yadav with the terms and conditions as given in Annexure-I. 6. Kushiyara Stone Mine at Village - Kushiyara, Thana - Mihijam, Dist. - Jamtara, PIot No. 3134(P), Khata No. 94, Project proponent - Shri Azad Ansari Proposed lease area - 4.0 Acre (1.619 ha). This is an existing stone mine lease area. Year-wise proposed production is as follows: Year Production (t) l" year 72632.7 2"o year 64824.3 3'" vear 50503.s 4- vear 41658.3 5"' year 32076.0 DEAC has gone through all the reports, forms, documents and certificates submitted by the PP. It has been found that there is no forest within 250 m from the mine lease boundary as per the certificate issued by the DFO, Jamtara district. Further, there is no habitation within 500 m from the lease boundary as per the CO report. It has been found that the project proponent had applied for CTO in the year 2012, but it was not issued to him by JPCB till date. However, the project proponent had produced stone from the mine till 2015 as per the production record given by the DMO, Jamtara. Thus, this is the case of violation as the project proponent had extracted stone from the mine without valid CTO. Therefore, DEAC recommended for forwarding the case to SEIAA. 7. Gawalpipla Stone Mine at Mouza- Gawalpipla, Thana - Jamtara, Dist. - Jamtara, Plot No. 507(P), Project proponent - Shri Manilal Rawani Proposed lease area -2.17 Acre (0.88 ha). This is an existing stone mine lease area. Year-wise proposed production is as follows: Year Production (t) l"t vear t9124 2n'yeat 19148 3'o year 221t3 4't vear 20497 5* year 19987 DEAC has gone through all the reports, forms, documents and certificates submitted by the pp. It has been found that there is no forest within 250 m from the mine lease boundary as per the certifrcate issued by the DFo, Jamtara district. Further, there is no habitation within 500 m from the lease boundary as per the CO report. The project proponent has submitted CTo and past production record from the DMO, Jamtara. It has been found that stone production rate was within the approved production level mentioned in the CTO, which was issued by JpCB. The project proponent has also submitted undertakings to take-up CSR activitiei and environmental management activities with the details of each activity and Cost break-up. Therefore, DEAC recommended for granting EC for Gawalpipla Stone Mine of Shri Manilal Rawani with the terms and conditions as given in Annexure-I. 8. Muchiyadih stone Mine at Mouza - Muchiyadih, p.o. Bakudih, p.s. Narayanpur, Dist. - - - Jamtara, Plot No. 1435(P), Project proponent - Shri Arvind Kumar Bhaiya Proposed lease area - 4.0 Acre (l.62ha). This is an existing stone mine lease area. Further, there is no habitation within 500 m from the lease boundary as per the CO report.
