SECTION 1 – INTRODUCTION

1. Purpose

The purpose of this CAF Sport Championships Operations Manual is to outline the policies, operating procedures, responsibilities, regulations and rules governing the CAF Sports Championships (Regionals and Nationals).

Please refer to this manual for:

 The administration of the CAF Sport Championship Program;  Roles and Responsibilities of the CAF Sports Championship Program stakeholders: RS Mgr’s, Host Base, Jury of Appeal, Chief Official, and Athletic Trainers;  Regulations regarding the CAF Sports Championships including the Eligibility and Entry into competition;  Suspensions and Disciplinary Measures;  Injury prevention; and Mandatory Protective Equipment; and  Rules of play.

Policy regulations common to the CAF Sports Program can be found in the PSP Policy Manual – PART 5: SPORTS.

2. Objective

2.1 The objectives of the CAF Sport Program are to:

 Strengthen the CAF Culture of Fitness;  Promote physical and social wellness;  Foster the development of leadership skills, discipline, sportsmanship and warrior spirit; and  Develop esprit de corps, teamwork and morale.

2.2 The objectives of the CAF Sport Program are to be met through individual and team sport skills instruction, training and competition from novice to expert, characterized by high performance participation.

2.3 The CAF Sport Program is organized into:

 Intramural activities - which occur within a Base/Wing/Unit (B/W/U) or Military College; and  Extramural activities - which the majority of its activities will occur outside the boundaries of a B/W/U or Military College.

2.4 Beyond the sport activities offered in the CAF Sport Program, other sport activities may be approved in support of the Commander’s mission when meeting the sport program objectives, including through civilian sport events. At all times, the risk and benefit of the said activity shall be considered and measures must be implemented to manage the risks for the organization and CAF members.

2.5 The participation in civilian competitions may be authorized when such participation meets the objectives of the CAF Sport Program. Further details regarding the participation of CAF members in civilian sport competitions can be found in the Out-Service Request Handbook.

2.6 Given that certain sport activities have an unacceptably high risk of injuries, a high level of inherent risk or difficulties and often involving speed, height, a high level of physical exertion and highly specialized equipment, a number of sporting activities are deemed Unauthorized Sport Activities. These activities are continuously reviewed and unauthorized sports are listed in the PSP Policy Manual – Part 5: Sport.

2.7 CAF members of the Regular Force and Reserve Force should engage in regular sport activities and may be authorized to participate in all aspects of the CAF Sport Program when meeting eligibility requirements.

3. Mandate

3.1 The CAF Sports Program is delivered by CFMWS/PSP/DFit, as a key component to reach the DFIT Mandate’s goal:

“To be the physical and occupational fitness, wellness and sport subject matter expert for the CAF and a force enabler that contributes to improving operational effectiveness by researching, developing, implementing and evaluating programs that are relevant and responsive to CAF needs”.

SECTION 2 – ROLES AND RESPONSIBILITIES

1. CAF Sports Patrons

1.1 The CAF Sport Patron is appointed by the Chief of the Defence-Staff (CDS), for an indeterminate term.

1.2 The CAF Sports Patron is responsible for:

 Fostering, promoting and developing “their” sport at all levels of the CAF Sport Program, including Regional, National and CISM level; and  Serving as the sport’s ombudsman; and by virtue of their rank, solicit and elicit change within their sport, to encourage participation, and to resolving issues on behalf of the athletes they represent.

1.3 A CAF Sport Patron recognizes the value of fitness and sports in the CAF and supports the objectives of the CAF Sports Program. Their involvement and commitment have proven to be invaluable at ensuring the recognition of sport as a highly valued activity in maintaining esprit de corps, positive morale and improved quality of life for our personnel in a changing Canadian Armed Forces.

1.4 A CAF Sports Patron will have many obligations in their regular duties, which demand their time. Nevertheless, Patrons are encouraged to attend the CAF National Championship for their sport whenever possible; as well as the CAF Sports Award Ceremonies held annually in Ottawa.

2. Manager, Canadian Armed Forces Sports

2.1 The Manager, Canadian Armed Forces Sports (MCAFS) is responsible for:

 Supervising the conduct of all CAF Sports Championships Program;  Tasking the Host Base to conduct CAF National Sports Championships;  Advising all RS Mgr’s of travel arrangements;  Authorizing Officials, Athletic Trainers and Jury of Appeal members for each CAF National Sports Championship;  Publishing and amending the CAF Sport Championships Operation Manual;  Appointing the Chairperson Jury of Appeal for each CAF National Sports Championship;  Providing medals, pins, banners, commemorative items and awards for all CAF National Sports Championships;  Maintaining records and reports of all CAF National Sports Championships;  Reviewing post championship reports and recommending amendments to the CAF Sports Championships Operation Manual or the annual sports calendar, at the annual RS Mgr Meeting;  Managing the CAF Sports Suspension policy and procedures including issuing appropriate notifications and maintaining an up-to-date suspension registry;  Liaising with CFMWS/Communications Advisor or Public Affairs Officer for appropriate CAF National Sports Championship coverage;  Liaising with CAF Sports Patrons regarding their role and participation at each respective sports event; and  Submit Regional and National financial Event Request up the chain of command.

3. Regional Sports Managers

3.1 The RS Mgrs appointment term is normally five (5) years. At the end of five years the position will be advertised for interested qualified individuals. All Manager, Fitness, Sports (and Recreation) (Mgr, FS(&R)) may apply. For B/W/U that do not have a Mgr, FS(&R) position, Senior Manager of PSP and Deputy Senior Manager of PSP from that location may also apply for the RS Mgr position.

3.2 Applications by all interested parties including the current RS Mgr must be submitted to the MCAFS. Applications are usually accepted in early February, and the newly appointed RS Mgr will begin his/her position on the 1st April of that year. If the RS Mgr is not able to finish his/her term, he/she must provide

a letter of resignation a minimum of thirty (30) days prior to the National RS Mgr Meeting Scheduled for that year.

3.3 The RS Mgr position rotates on a regular basis to ensure that there is no more than one new RS Mgr at each year’s National CAF Regional Sports Manager meeting.

3.4 Regional Sports Managers (RS Mgrs) are responsible for:

 Directing the Regional Sports Championship Program after consultation with B/W/U;  Obtaining and registering trophies and/or awards for Regional Championships;  Ensuring that CAF National Sports trophies are returned to CFB Borden or Host B/W/U no later than thirty (60) days prior to CAF National Sports Championships;  Coordinating the eligibility of all regional teams advancing to CAF National Sports Championships;  Serving as a member of the Jury of Appeal at a CAF National Sports Championship when appointed by MCAFS;  Advising the CAF Chief Official and Canadian Armed Forces Sport Office (CAFSO) of qualified officials in their respective region;  Ensuring that all regional teams advancing to CAF National Sports Championships are in possession of joining instructions and any other correspondence required at least thirty (30) days prior to competition;  Attending National RS Mgr meeting, providing annual regional reports as required and distributing minutes of National RS Mgr meeting to respective B/W/U;  Rule on and make recommendations to the MCAFS on suspensions occurring from within their region;  Preside over all meetings of Regional Sports Committee, record and distribute minutes of Regional Sports Meetings;  Maintain, amend and enforce the Regional Sports Constitution;  Prepare annual budget for the Region Sports fund. Monitor, control and authorize expenditures from the Regional Sports Fund in accordance with the Regional Constitution;  Maintain a register and record of all sports championships within the region and prepare a summary for annual region meeting;  Coordinate logistics, attendance, and travel for all participants from the region who are attending the Annual CAF Sports Awards Ceremony;  Coordinate the selection and logistics of athletes, coaches and managers from individuals sports that will be representing their region at CAF National Sports Championships;  In accordance with the PSP Policy Manual – Part 5: Sport, in matters of regional eligibility not covered by existing regulations, the RS Mgr must decide or establish rules to ensure equitable competition and participation (i.e. participation for B/W/U other than the one to which the participant belongs);  Coordinate selection and recommend athletes for attendance at CAF High Performance sports clinics and seminars;  Act as subject matter expert and OPI for all units for CAF Regional/National Sports Program and liaise with CAFSO for interpretation and rulings on the PSP Policy Manual – Part 5: Sport, the CAF Sports Championships Operation Manual, other applicable publications; and  Liaise with Provincial and National Sports Governing Bodies on behalf of all B/W/U in the region.

4. Host Base/Wing/Unit

4.1 The host B/W/U responsibilities in hosting a CAF Sports Championship (Regional and National) are:

 Providing facilities and equipment other than team equipment;  Providing rations and quarters for visiting teams, Officials, Athletic Trainers, Patrons, Jury of Appeal and CAFSO staff(s) for the time required;  Publishing and issuing joining instructions (including the draw and schedule of play) to CAFSO, the RS Mgrs, and participating B/W/U at least thirty (30) days prior to the commencement of the championship;  Receiving and dispatching visiting teams, athletic trainers, and officials;

 Providing local transport as required;  Select local Jury of Appeal members, and any other resource to assist the CAF Sports Championships such as minor officials and scorekeepers;  Providing the necessary medical support for all competitions (keeping in mind the availability and role of the athletic trainer);  Briefing the Chief Official, Athletic Trainers, Jury of Appeal, and team captains before commencement of each CAF Sports Championship;  Arranging for spectators viewing;  Forwarding the results for each CAF Sports Championship to:

i. CAFSO; ii. CFMWS/Communications Advisor; iii. RS Mgrs; iv. Home unit of the competing teams; v. Website/Social media; and vi. Sports Patron;

 Arranging local publicity, news coverage and photographers; and  Preparing and forwarding a final report on all aspects of each CAF Sports Championship, within thirty (30) days after completion of the competition, to CAFSO, and RS Mgrs.

5. Liaison Officer

5.1 The Liaison Officer is typically the host Base Mgr, FS(&R). Their responsibilities during a CAF National Championship are:

 Distributing B/W/U regulations to the CAFSO & RS Mgrs;  Attending the coaches briefing and opening/closing ceremonies;  Liaising with the B/W/U Commander and the CAFSO;  Providing an annual report to the CAFSO to be discussed at the RS Mgrs meeting;  Act as part of the Sports Disciplinary committee during the CAF National Championships;  Liaise with the B/W/U appropriate level of authority and CAFSO on disciplinary matters; and  Attend all disputes and render assistance as may be required by the Jury of Appeal Chairperson relative to the conduct of the game.

6. Jury of Appeal

6.1 The Jury of Appeal shall act as the CAF Sports Chief Advisor/Representative during the duration of the championship, to rule on any dispute, appeal, or incident occurring at the Championship. It is empowered to prescribe the imposition of suspensions IAW the minimum suspension guidelines contained in Chapter 5 of this manual, which may include suspension for the remainder of the championship.

6.2 Additionally, the Jury of Appeal may recommend increasing any suspension above the minimum guidelines, and where it is appropriate to propose a suspension for a period of time after the championship, in which a detailed report shall be referred to MCAFS with an appropriate recommendation regarding further action.

6.3 The Jury of Appeal appointed for a CAF Sports Championship shall:

 Ensure that the Championship is conducted in accordance with the CAF Sports Championships Operating Manual. In situations where the championship rules need to be amended or changed prior or at a CAF National Sport Championships, it must be approved by the MCAFS.  Following a CAF National Sport Championship, recommend any rule change to the CAFSO which will be considered by the MCAFS and the RS Mgr’s at their annual meeting. If endorsed, the rule change will be put into effect for the following CAF Sports Championship;  Handle all disputes involving player eligibility or rule interpretation;

 Act as a sports disciplinary body during the CAF Sports Championship, and impose any disciplinary measure, as per stated in Chapter 5 of this manual;  Report and make recommendations to the MCAFS regarding suspensions above their authority, as per stated in Chapter 5 of this manual;  Make adjustments to the schedule of play or type of competition if dictated by unforeseen circumstances;  Assist as a scorekeeper;  Select award recipients (Game MVP, Tournament MVP, Sportsmanship, and Fairplay award); and  Rule on matters not covered in the rules.

6.4 Composition

The Jury of Appeal will be comprised of the following:

 Chairperson: appointed by MCAFS  Members: Two members appointed by host B/W/U Manager and approved by CAFSO (the Host B/W/U may recommend the appointment of local personnel);  Technical Advisor: A member of the CAFSO;  Chief Official: The Chief Official of the competition appointed by MCAFS; and  Liaison Officer: Host B/W Mgr, FS(&R).

6.5 Duties

6.5.1 Chairperson

The Chairperson of the Jury of Appeal shall:

 Preside over all meetings of the Jury of Appeal;  Review with the members of the Jury of Appeal the applicable regulations detailed in CAF orders and in the rules of the game being played;  Detail a member of the Jury of Appeal, to observe each contest; and  Act as Head of the sports disciplinary body as required.

6.5.2 Members:

The members of the Jury of Appeal shall:

 Review with the Chairperson the applicable regulations detailed in CAF orders and in the rules of the game being played;  Attend such contest(s) as detailed by the Chairperson; and  When called by the Chairperson, attend hearings and adjudicate disputes brought before the Jury of Appeal.

6.5.3 Technical Advisor

The technical adviser shall:

 Attend all meetings, as technical advisor to the Chairperson;  Render assistance as may be required by the Chairperson relative to the conduct of the games; and  Have no voting privileges.

6.5.4 Chief Official

The Chief Official shall:

 Attend all meetings, as adviser to the Chairperson;  Render assistance as may be required by the Chairperson relative to the conduct of the games; and  Have no voting privileges.

6.5.5 Liaison Officer

The Liaison Officer shall:

 Attend all meetings; as advisor to the Chairperson;  Render assistance as required by the Chairperson relative to the conduct of the participants; and  Have no voting privileges.

7. Chief Official

7.1 The Chief Official appointment term is normally four (4) years (4 championships). At the end of the appointment, the position will be advertised for interested and qualified officials. If a Chief Official wishes to step down from the position prior to the end of their fourth year, they must provide a letter of resignation no later than thirty (30) days prior to the National Championship.

7.2 The Chief Official is appointed by MCAFS and is responsible for:

 Advising CAFSO, the jury of appeal, the host base, teams and competitors regarding the rules of play;  Advising CAFSO concerning the selection criteria for officials attending CAF National Sports Championships; and  Maintaining a list of the Regional officials, including certification levels and their Referee-in-Chief.

7.3 Duties

Acting as the Chief Official at the designated CAF National Sport Championship to include:

 Arranging for the training and/or upgrading of officials;  Coordinating vehicle requirements for officials while at the CAF National Sport Championships based on the official’s flight schedules. Authorization for vehicle rentals will be made by the CAFSO;  Briefing the team captains, jury of appeal, technical organizer and officials of rules specific to the conduct of the competition;  Reviewing the Championship schedule and make recommendations if required;  Scheduling officials for the conduct of matches. The Chief Official shall not schedule himself/herself as an active official at the National Championships. The Chief Official is, however, expected to be in attendance at all games/matches. In those instances where there are not enough internal officials (military or full-time staff of NPF) available for a given championship, the Chief Official is to inform the CAFSO for authorization to seek external officials (civilian or DND employees). In the rare case where, due to unforeseen circumstances (i.e. injury, etc.), extra officials are required in the middle of a championship, the Chief Official is to inform the tournament organizer, and arrangements will be made to bring in extra officials; and

i. Civilians must be on a NPF contract produced by the CAFSO; and

ii. DND employees must be on “leave” for the duration of the championship and on a NPF contract produced by the CAFSO.

 Inspecting the playing facility before each day of play and address safety concerns and recommendations to the host B/W/U;  Supervising officials during the tournament and brief each official on his/her performance during the game or match. Maintain the appropriate standards of officials dress. (Chief Officials are not to officiate or interfere during a match or game);  Reviewing all game sheets and report all game infractions and suspension to the MCAFS immediately;  Attending all jury of appeal hearings on dispute or tournament conduct and provide technical advice on rule interpretations. (Chief Officials do not have voting powers on ruling or disputes);  Attending (if requested) post tournament meeting with team captains and the organizing committee;  Preparing a post tournament report for CAFSO no later than fourteen (14) days after completion of CAF National Sports Championships;  Providing CAFSO with a final list of selected officials thirty (30) days prior to the commencement of CAF National Sports Championships. Only officials that have participated at the regional level which have been recommended by the regional chief official (unless for operational reasons) will be considered for Nationals; and  Liaising directly with the CFMWS/MCAFS on all matters regarding transportation for officials to and from the Championship site.

8. Athletic Trainers

8.1 The Event Head Athletic Trainer is appointed by CFMWS/MCAFS or CAFATP Operations Coordinator.

8.2 Duties

The responsibilities of the Event Head Athletic Trainer at CAF Sport Championships to include:

 Ensuring that training bags are fully stocked according to the standardized lists at the beginning and end of each championship;  Attending the pre-championship briefing and provide the local event coordinator, team captains, and of the services offered/medical brief;  Scheduling athletic trainers for the duration of the National Championship including availability before and after competition;

 Providing supervision and mentorship to other athletic trainers during the championship;  Providing after action reports with injury logs and supplies used (scanned) via email to the CAFATP Ops Coordinator and CAFSO no later than fourteen (14) days after the Championships;  Developing and reviewing the Emergency Action Plan (EAP);  Maintaining appropriate standard of dress (footwear, medical vests, etc.);  Recording injuries in injury log; and  Maintaining control and track use of supplies (tape, etc.).

8.3 The Athletic Trainers are appointed by CAFSO, the CAFATP Operations Coordinator (for National Championships) or the CAFATP Regional Coordinator (for Regional Championships).

8.4 Responsibilities

Athletic Trainers are responsible for:

 Providing immediate skilled care to the injured player, employing first aid technique, training techniques, and recommending proper follow-up care;  Promoting injury prevention of all participants at CAF Regional/National Sports Championships by:

i. Proper use and maintenance of protective equipment;

ii. Identifying potential disabilities, or health problems restricting play when health will suffer or injury will result;

iii. Establishing and maintaining open communication with players, coaches, and officials;

iv. Providing additional protective support when required;

v. Maintaining efficient control in an emergency; and

vi. Recognizing serious underlying injuries and directing the individual to appropriate medical care.

 Maintaining proper and sufficient emergency care and first aid supplies;  Working at all times with the players, coaches, officials and medical authorities to ensure the safety and health of the players, during the competition and beyond;  Keeping up-to-date on the progress of the player’s condition so as to ensure timely return to play and when full recovery has been achieved;  Keeping qualified on procedures, techniques and first aid (including CPR/AED) by attendance at seminars, courses and programs as they are available;  Liaising with local medical authorities to provide a good professional working relationship at the game sites. Ascertain what assistance can/will be provided. Provide for the interface between the team officials and the medical authorities;  Preparing a post championship report no later than 30 days after completion of CAF National Sports Championships;  To be familiar with emergency medical services that are available at the sports venue and to know where they are located; and  Log all injuries in forms provided in the Athletic Trainers kit.

8.5 Submit Athletic Trainers After Action Report to the CAF National Sports Office – HQ and CAFATP Ops Coordinator within fourteen (14) days of the championship’s completion.

9. Other Participants (Athletes, Coaches and Officials)

9.1 The responsibilities of teams attending CAF Sports Championships are as follows:

 All personnel participating in a CAF Sports Championships are on duty. Therefore, dress, appearance and deportment shall be of a high standard. Dress instructions shall be detailed in the CAF Sports Championship Joining Instructions;  Demonstrate good sportsmanship, ethical play, and appropriate behavior on and off the playing facility ; and  Failure to comply with this “standard” of participation at any time during the championship may result in suspension and/or disciplinary measures being taken against the person(s) responsible (reference chapter 6).

SECTION 3 – ADMINISTRATION

1. Finance

1.1 As per A-PS-110-001/AG-002, unless stated otherwise, the CAF Sport Program shall be conducted using Public Funds, including the CAF Sport Championships (Regional and Nationals) program.

2. Event Request

2.1 As per Treasury Board policies and ADM-Fin CS directive, all travel and event funded through Public Funds, must receive the appropriate level of approval prior to its conduct.

2.2 These events are, but not limited to CAF Regional Sport Championships, CAF National Sport Championships, and Regional Development Camps (RDC).

2.3 The CAF Sports office is responsible to submit a bulk THCEE Event Request including all CAF Regionals and Nationals Championships and RDC during said fiscal year (FY) for their approval, for any event which its estimated cost is above $5K.

2.4 For proper administration and submission of the THCEE, RS Mgr are required to submit their Regional Championship calendar for the coming FY, NLT 01 Aug.

2.5 Following the submission of the bulk THCEE Event Request, any additional events will need to be submitted individually, by the local authority Mgr, FS(&R).

2.6 RS Mgr will be required to provide the following information:

 Event (Sport);  Host Base/Location;  Dates (including travel);  Participating Bases;  Numbers of participants per team;  Number of Officials, JOA, CAFATP, etc (NPF and military);  Number of Officials, JOA, CAFATP, etc (civilian);  Civilian officials fee (per day);  Facility rental fee (per day);  Quarters OR Hotel fee (per day);  Number of people per room;  Rations fee (per day); and  Other.

2.7 Upon obtaining the necessary approvals, the CAFSO will forward the documents to the RS Mgr for its distribution within their respective region.

2.8 In the situation where particular information of the CAF Sport Championship is required to change, the MCAFS will need to be informed of the situation at the earliest convenience.

2.9 The THCEE Event Request is required to be completed annually.

3. Temporary Duty Allowance

3.1 Temporary Duty (TD) and travel authority shall be granted to a maximum no greater than the allowed number of participants of their respective sport.

3.2 Only the RS Mgr (for Regionals) and the MCAFS (for Nationals) can allow a greater number, under exceptional circumstances.

3.3 Unless stated otherwise, all travel and temporary duty allowance policies should be followed, including:

 Canadian Forces Temporary Duty and Travel Instruction  National Joint Council  CBI 209 – Transportation and Travelling Expenses

3.4 For the CAF Regional Sports Championships, temporary duty allowance for team members (including coaches or anyone taking a position on a roster) is the responsibility of the B/W/U which the CAF member is posted to, unless stated otherwise in their Regional Constitution.

3.5 For the CAF Regional Sport Championships, temporary duty allowance for officials, members of the Jury of Appeal, and athletic trainers shall be determined by each Region Constitution.

3.6 For the CAF National Sports Championships, the temporary duty costs, meals en route, travel from the athlete(s) B/W/U to the local airport, and the travel from the local airport to the athlete(s) B/W/U are the responsibility of the B/W/U which the CAF member is posted to, unless stated otherwise in their Regional Constitution.

3.7 For the CAF National Sport Championships, temporary duty allowance for officials, members of the Jury of Appeal, and athletic trainers shall be covered by CAFSO.

4. Travel and Transportation

4.1 Unless stated otherwise in the Joining Instructions, the use of motor transport in support of the CAF Sports Championships program is authorized in accordance with other CAF orders relating to the use of motor transport vehicle.

4.2 Unless stated otherwise in the Joining Instructions, the most economical means of travel shall be the method of transportation for all the CAF Sports Championships (Regional and National) program events.

4.3 While travelling for the CAF Sports Championships program, CAF members from the same B/W are expected to travel together.

4.4 For CAF Regional Sports Championships, travel costs are the responsibility of the B/W/U the CAF member is posted to, unless stated otherwise in their Regional Constitution.

4.5 For CAF National Sports Championships, travel and transportation shall be authorized by CAFSO, but coordinated at the B/W/U level. Any flight that has an estimated cost over $1.3K will require the approval from the MCAFS.

4.6 Cost for B/W/U flying to the CAF National Championships location and ground transportation cost for B/W/U driving to the CAF National Championship location and their return trip is the responsibility of CAFSO.

 Unless stated otherwise in the JI, all air transportation booking shall be made using CONCUR, the online reservation tool, by the B/W/U authorized agent.

 All itinerary changes must be approved by the CAF members CoC and the appropriate financial authority. In the situation where the changes are not made by the original booking agent, a credit card number will be required to process the change.

4.7 For CAF National Sports Championships, travel claims covered by the CAFSO, shall be submitted using NPF TravelXpert. Designated travel arrangers shall initiate travel claims before booking any transportation and complete the travel claim upon their return from their travel.

4.8 Local CAF members, from the host B/W/U, are not entitled for any travel claim, as the location of the Championships is their normal workplace.

4.9 CAF members who elect to take their PMV, instead of the provided method of transportation, must seek approval prior to the championship.

4.10 The request shall explain the justification on why using a PMV, and a cost comparison worksheet is to be completed. As per related policies, the CAF member may not be entitled to reimbursement or only be eligible for part of the expense.

4.11 As neither the GoC, DND/CAF nor the CAF Sports Program will assume the responsibility on damage to privately owned vehicle driven on official business; it is the CAF member’s responsibility to ensure they have sufficient and appropriate insurance coverage.

4.12 For each of the CAF Sports Championships (Regional and National) program, approval to use a PMV is as per below:

 CAF Regional Sports Championships: RS Mgr  CAF National Sports Championships: MCAFS  Any Regional Event (CAFATP, Development Camp, etc): RS Mgr

4.15 Rates are determined by the license plates province in which the vehicle is registered to, which is normally the CAF member’s province of residence. In case of doubts or discrepancies, consult with the CAFSO.

5. Facilities

5.1 A unit lacking adequate sports facilities may rent sports facilities at public expenses in support of the CAF Sports Championships (Regional and National) program.

5.2 For more information regarding the rental of facilities for the CAF Sports program, please consult A-PS- 110-001/AG-002.

6. Regional Assessment Fees

6.1 As part of the CAF Sports Championships program, for the conduct of the Regional Sports Championships, funds may be obtained from fees of participating B/W/U within the Region as per their Regional Constitution.

6.2 The amount of assessment fees for regional competitions shall be determined, as per their respective Regional Constitution, by the RS Mgr in consultation with the B/W/U within the region.

7. Hospitality Requests

7.1 While hosting an event as part of the CAF Sports program, it is possible to augment some of the “services” available, through the use the NPP resources. In such cases, a Hospitality Request must be made for its approval

7.2 Request are made by the hosting B/W/U and covered using their local NPP resources.

7.3 Funds can assist to defray entertainment and other special costs incurred by the host B/W/U, such as gift cards, sports drinks, food, snacks, beverages, etc.

7.4 NPP Sponsorship can be used to augment the deliverable of an event, including a CAF Championship, but its income and expenditure must be detailed in the Hospitality Request.

7.5 For each of the CAF Sports Championships (Regional and National) program, approval for Hospitality Request is as per below:

 CAF Regional Sports Championships: B/W/U Comd; and  CAF National Sports Championships: DG-CFMWS.

7.6 For more information regarding the Hospitality Requests, please consult the NPP Hospitality Policy.

8. Hosting

8.1 CAF Sport Regions will select the Hosting B/W/U for each of their respective Regional Championships, during their Annual Regional Sport Meeting.

8.2 While CFB Borden is the primary host Base for the CAF Sports National Championship, CFMWS/DFIT may approve another B/W/U to host a National Championship. B/W/U that is interested in hosting a CAF Sport National Championships must submit a hosting proposal to CFMWS/DFIT NLT 1 Jun of the previous FY (ie. 1 Jun 20XX for a subsequent FY event).

8.3 Host B/W/U may be provided with a hosting grant from CFMWS to defray some of the costs incurred while hosting a CAF National Sport Championship.

8.4 A copy of the Hosting Proposal template can be obtained from the CAF Sport Office.

9. Championship Joining Instructions

9.1 Joining Instructions for each CAF Regional Sports Championship will be forwarded by the Host Unit to each B/W/U within the Region, as per the deadline set in their respective Region Sport Constitutions.

9.2 Joining Instructions for each CAF National Sports Championship will be forwarded by the Host Unit to each RS Mgr, thirty (30) days in advance of the respective CAF National Sports Championship. The RS Mgr will forward the instructions to the winning regional team through the Mgr, FS(&R), immediately following the completion of the CAF Regional Sport Championship.

9.3 All Sport Mgr/Coord must inform the National Hosting site staff, through their RS Mgr, when changes occur from the original Eligibility List, they previously submitted.

10. Channels of Communication

10.1 When necessary, communication between local B/W/U PSP Sports sections and the CAFSO should be done through their respective RS Mgr’s.

10.2 When B/W/U PSP support from outside the hosting B/W/U is required, the Senior Manager of PSP, of the required staff, should be carbon copy on the Request for Participation.

11. Publicity and Communication

11.1 Publicizing individual and group participation and achievement is an important and integral element of conducting a sports competition. Manager FS&R are encouraged to develop publicity and communications plan to support the CAF Sport Program at all levels, including the CAF Sports Championship Program. Assistance in establishing a program is available through the CFMWS/Communications Advisor.

11.2 A calendar of approved CAF National Sports Championships and the host B/W/U for each will be published annually by the CAFSO.

11.3 RS Mgrs shall forward the schedule of their CAF Regional Sports Championships to CAFSO, other RS Mgrs, each Environmental Commands, and to B/W/U within their Region.

11.4 Copies of minutes of regional meetings, reports of competitions, calendars of activities, and any policy letters or instructions shall be sent to CAFSO.

11.5 After the completion of the Regional Championships, the Hosting B/W/U should forward the necessary pictures (participating teams, winning team, etc.) to the CAFSO and their RS Mgr.

11.6 Direct communications on all matters pertaining to the conduct of CAF National Sports Championships is authorized:

 Between RS Mgrs and CAFSO;  Between RS Mgrs and the applicable B/W/U; and  Between the Host B/W/U and all RS Mgrs, all B/W/U participating in the championship and CAFSO.

12. Championship Reports

12.1 The host B/W/U shall submit a final CAF National Sports Championship report to CAFSO within thirty (30) days of the conclusion of each CAF National Sports Championship.

12.2 The report shall contain the following:

a. Overview of the competition;

b. Round-robin results & final standings;

c. List of winning team members;

d. List of officials;

e. List of Jury of Appeal members;

f. List of athletic trainers;

g. All score sheets and statistics;

h. All eligibility certificates and contracts;

i. Disputes and suspensions;

j. Vehicle accident reports;

k. Copies of all bills & invoices (R&Q, POL, etc.);

l. Copies of press releases and photo ops;

m. Copies of the banquet speech;

n. Copies of championship feedback critiques;

o. Organizing Committee Report:

i. Comments on transportation;

ii. Comments on rations and quarters;

iii. Comments on medical services;

iv. Comments on technical aspects of competition;

v. Comments on public relations activities; and

p. Recommendations from a host’s perspective.

12.3 In addition, there shall be a report from the Chief Official, and Athletic Trainers, due fourteen (14) days following each CAF National Sports Championship.

13. CAF Sports Championship (Regional and National) Trophies and Awards

13.1 The CAF Sports Championships Trophies and Awards details are found under their respective sport chapter of this manual.

13.2 Trophies and awards for CAF National Championships will be procured and administered by CAFSO, who will maintain inventory records in accordance with CAF Non-Public Property (NPP) accounting instructions.

13.3 All CAF National Championship trophies are to be kept at the primary CAF National Championships hosting Base, CFB Borden.

13.4 The DFIT is responsible for:

 The caring and maintaining of CAF National Championship perpetual trophies; and  Delivering the trophy to the host B/W/U of a CAF National Championship, 30 days prior to commencement of the national championship, when a CAF National Championships is hosted outside of CFB Borden.

13.6 Trophies and individual awards provided for CAF Regional and National championships can be obtained from NPP resources, private donations or sponsorship.

13.7 RS Mgr’s are responsible to ensure that the CAF Regional Sports Championship awards, such as medals, trophies and plaques, arrive at the host B/W/U NLT 30 days prior to commencement of the respective Championship.

SECTION 4 – CHAMPIONSHIPS REGULATIONS

1. Introduction

1.1 Unless stated otherwise in their respective chapter, CAF Sports Program competitions and championships should be conducted in accordance with the accepted Canadian amateur sport principles and current rules of play of the appropriate sport governing body. As required, DFIT will negotiate agreements with appropriate Canadian amateur sport governing body.

1.2 In general the tournament format for all sports is a round-robin consisting of five (5) teams, one (1) per region (Atlantic, Ontario, Pacific, Prairie and Quebec). In the case of a four (4) team draw, if a team goes undefeated in a round robin they automatically get a bye to the finals and the two (2) vs. three (3) position plays in one (1) semi-final. If the first place team loses one (1) or more games, there will be two (2) semi-final games (one vs. four, two vs. three).

2. Rules of Play

2.1 The rules of play to each sport played at CAF National Sports Championships are specified within the specific sport section.

3. Eligibility

3.1 To be eligible to participate in the CAF Sports Championships program, a participant must be:

3.1.1 A member of the CAF Regular Force, on strength or on an attached posting to the competing B/W/U; and in the case of the latter, the member must be on strength prior to the CAF Sports Championship;

3.1.2 A member of the CAF Reserve Force currently on Class A, B or C Reserve Service contract, who has served at least one day of the Class A, B or C contract, and in receipt of pay, for the duration of the Championship;

3.1.3 A member of a foreign force who is attached to or on exchange duty with a CAF Regular Force Unit;

3.1.4 A member of a foreign force who is serving with his or her unit at a CAF B/W/U; or

3.1.5 RMCC CAF Post-Graduate students and UTPNCM, unless they are part of a RMC Varsity program or a Competitive Club during the current Academic Year.

3.2 CAF member must have successfully met the MPFS requirements as per PSP Policy Manual: PART 5: SPORT to enter any extramural competition, as a player, an official, an athletic trainer or a coach.

3.3 The following individuals are NOT eligible to participate as athletes, in the CAF Sports Championships (Regional and National) Program, unless:

3.3.1 Regular Officer Training Plan (ROTP) students attending military college or a civilian university that they are part of a RMC Varsity program or a Competitive Club during the current Academic Year.

Note 1: ROTP students attending military college who are ineligible to represent their college in intercollegiate competitions because their activity is not part of the RMCC Varsity program or they have used up their eligibility years can apply to participate in CAF Regional and National competitions to the MCAFS (through the Military College Athletic Director and RS Mgr.).

Note 2: Students on subsidized university training plans (ie.civilian university) may be eligible if their application for exceptional status is approved by DFIT (through their University Liaison Officer and their RS Mgr.) prior to the beginning of the competition.

3.3.2 CAF members on MATA/PATA;

3.3.3 U.S. or foreign force military personnel posted at a CAF B/W/U under training (ex: attending CAF Language School);

3.3.4 DND/NPF employees; and

3.3.5 Members on retirement leave or any sort of leave.

3.4 Full-time staff of NPF or contractors on an NPF service contract are eligible to participate in the in CAF Sports Championships (Regional and National), but only in the role of coach, official, jury of appeal and athletic trainer.

4. OUTCAN

4.1 CAF military personnel posted to an OUTCAN unit are eligible to participate in the in CAF Sports Championships program, as per Table 5-1-3 of the PSP Policy Manual – Part 5: SPORT.

4.2 OUTCAN unit (i.e. CFSU (CS), CFSU (E), CDLS (W) outlined in the Table 5-1-3) of the PSP Policy Manual – Part 5: Sport, may participate as a single large entity, or as an individual geographical unit within the CAF Sports Championships (Regional and National) program. 4.3 Each CAF Sport Region should determine the structure of their OUTCAN unit for competition and annotate the decision in their constitution. Use of the Regional Floater System is encouraged to augment teams IAW the appropriate ratios.

4.4 In the situation where a CAF member currently posted at an OUTCAN unit, wishes to take part in a CAF Sport Championships, they shall contact the corresponding RS Mgr. after obtaining support and approval from their Chain of Command.

4.5 Any CAF member currently posted at an OUTCAN unit, not listed in Table 5-1-3, who wishes to take part in a CAF Sport Championships, shall contact the CAFSO.

5. Entry to Competition

5.1 Each B/W/U may enter one team in CAF Regional Sports Championships. Only under exceptional circumstances a RS Mgr can approve the participation of a second team from the same B/W/U, which is also subject to the capabilities of the host B/W/U.

Note 1: Unless stated otherwise in their Regional Constitution, where a B/W/U enters more than one team in a CAF Regional Sports Championship, the players are eligible to play only for the team with which they commenced play in said Championship.

5.2 To enter a CAF Regional Sports Championship, a B/W/U must notify both the RS Mgr and the Host B/W/U on or before the closing date set for entries and submit the CAF Sports Eligibility Certificate form.

5.3 To enter a CAF National Sports Championship, a region should have held a CAF Regional Sports Championship at least 30 days before the start date of the CAF National Sports Championship. If unable to comply with the 30-day provision, a request for extension may be submitted to MCAFS.

5.4 Mgr FS&R of winning regional teams who are advancing to CAF National Championship or in the case of individual sports leading to CAF National Championship where the RS Mgrs are to submit their team/individuals members to the CAFSO by submitting a CAF Sports Eligibility Certificate form and inform the Host B/W/U no later than 21 working days of the respective CAF National Sports Championship.

5.5 Competitors in individual sports who are eligible to compete at the CAF National level, but due to duty requirements are unable to qualify through normal channels, may be authorized by MCAFS to compete at the National Championships. Such extraordinary cases must be staffed through and recommended by the military unit's Mgr, FS(&R) and appropriate RS Mgr.

6. Floater/Augmentee

6.1 The CAF Sports Championship program allows floaters in accordance with their Regional Constitution with the objective of providing CAF members posted at smaller B/W/U, with increased opportunities to take part in team sport competitions. Floaters are allowed in the CAF Sports Regional Championships, in accordance with their Regional Constitution.

6.2 The CAF Sports Championship program allows augmentee’s where a B/W/U team that is representing a Region at the CAF National Sport Championship, has the opportunity to select players from other B/W/U within their region. The use of augmentee’s is outlined IAW the augmentee rules of their respective sport as outlined in Chapters 7 to 21.

7. Foreign Forces

7.1 Where B/W/U entry is comprised of members of a foreign force, the following conditions apply:

7.1.1 Team Sports:

i. Participation is in accordance with CAF Regional regulations; and

ii. To be eligible to participate in CAF Regional/National Sports Championships, a team is restricted to the following maximum number of members of a foreign force:

(1) Teams of thirteen (13) players or more – a maximum of three (3) foreign players per team, and

(2) Teams of twelve (12) players or less – a maximum of two (2) foreign players per team.

7.1.2 Individual Sports:

To be eligible to participate in CAF National Sports Championships, a CAF Regional team is restricted to a maximum of twenty (20) percent (rounded off to the next lowest whole number) of members from a foreign force.

8. Other

8.1 Unless stated otherwise in a Sport Region Constitution, where a member lives and works on or near a B/W/U other than the one of which the member is on strength, the member may forward an application to the appropriate RS Mgr for authority to compete for that B/W/U.

8.2 A member being posted from one region to another who wishes to qualify for a CAF National Sports Championship may forward an application to MCAFS, through the appropriate RS Mgr, for authority to compete in a CAF Regional Sports Championship. The application must reach the MCAFS six (6) weeks before the date of the CAF National Sports Championships. If a member is posted after the Regional has commenced, the member is eligible to play for the new B/W/U effective on the member’s change of strength date.

8.3 Where a member who has competed at a CAF Regional (Championship/ Selection Camp) and is posted prior to the CAF National Sports Championship, the losing region, after obtaining concurrence from the individual and the gaining region, may request approval from the appropriate RS Mgr’s to have the member participate in the CAF National Championship with the region the member was originally posted at. If approved, the member will be considered as part of the original region’s roster. Should a member wish to participate in their new CAF Sport Region, they must first decide; and advise both the losing and gaining RS Mgr which region he/she will compete with during a National Championship.

8.4 In the situation where a CAF member competes in a CAF Regional Championship, and later is posted to another CAF Sport Region, if the CAF member then competes in their new region CAF Regional Championship, they will lose their rights to compete at the CAF National Championship with their original region.

8.5 In situations where the eligibility of a participant is not specifically covered in the rules, it is the responsibility of the participating team or individual to submit the circumstances of the case to the appropriate RS Mgr through the local Mgr, FS(&R). The RS Mgr shall decide on the matter or, if necessary, request for clarification and decision from the MCAFS office.

9. Draw

9.1 The criteria for the competition draw shall be established prior to the start of the CAF Sport Championship:

 by CAFSO, for National Championships; and

 as per their Regional Constitution, for Regional Championships.

9.2 In some instances, the draw can be produced in consultation with the Chief Official.

10. Dress

10.1 All personnel participating in the CAF Sports Championships (Regional and National) program are on duty. Therefore, dress, appearance and deportment shall be of a high standard.

10.2 Dress instructions shall be detailed in the CAF Sports Championships program Joining Instructions;

10.3 CAF members attending a formal banquet or official function in conjunction with any CAF Sports Championships (Regional and National) program event shall wear the designated military uniform or civilian dress as stated in the joining instructions.

10.4 While attending CAF Sport Championship (Regional and National) Program events, CAF members should have the appropriate dress wear of their respective sport, reflecting the dress deportment of the International/National sport governing body. Specific dress requirement for each respective sport are outlined in sport specific sections.

SECTION 5 – SUSPENSIONS & DISCIPLINARY PROCEDURES

1. Introduction

1.1 The Canadian Armed Forces (CAF) Sports Program offers many benefits and privileges to its members. CAF Sports Program participants, whether officials, coaches, athletic trainers, members of the jury of appeal, volunteers, etc. are expected to respect the fundamental ideals of the sports program participation and must uphold their obligations by complying with the CAF Sport Championships Operation Manual, the Code of Discipline, and the DND & CAF Code of Values and Ethics. These documents identify the standard of behavior that is expected within the CAF Sports Program. Those who fail to comply with the standard whether on or off the field of play, may be subject to progressive disciplinary measures and suspensions from the CAF Sports Program.

1.2 Members involved in a rules infraction while participating in any CAF Sport program, may be subject to suspension from the CAF Sports program activities, for varying lengths of time or numbers of games.

1.3 In some instances, suspension from participation in the entire CAF Sport program, including Regional or National Championships and CISM Program events, may be appropriate.

1.4 When a suspension is established following a rule infraction while participating in a CAF Sports event, the information should be entered by Host B/W/U data entry in the central database and inform both the CAFSO and the CAF member’s home B/W/U.

1.5 Following a suspension during a CAF Sport Championship, the local Mgr of FS (and R) in consultation with the B Comd, can suspend the CAF members from their local activities such as their B/W/U Team and their intramurals activities.

2. Objective

2.1 To set out the process and delegate responsibilities in addressing rule and behavior violations within the delivery of the CAF Sports Program in order to protect participant’s rights to compete and interact in a safe and respectful environment.

2.2 To apply a consistent standard of discipline across B/W/U/HQ for offences that are similar in nature. Discipline may be in the form of suspension or expulsion. In accordance with the applicable rules of play, suspension action will be reviewed and levied against the individual by the appropriate delegate authority as highlighted in this chapter.

3. Applications

3.1 This chapter applies to CAF Regular and Reserve Force members who participate in any activity of the CAF Sports Program (including Intramurals/Inter-Unit, Inter-section, Extramural/CAF Sports Championships, CISM events and Out-Service Request) as athletes, officials, coaches, athletic trainers, members of the jury of appeal, and volunteers. The chapter also applies to any NPF and DND employees, contractors or volunteers who fulfil a supporting role associated with the CAF Sports Program.

3.2 The chapter applies to all matters that occur both on and off the field/surface of play during CAF sport activities as defined by the competition or CAF Sports Program schedule(s). Events include but are not limited to, B/W/U, intersection, regional, national and, international tournaments, play-offs, exhibition games, training camps, practices as well as off the field/surface activities such as banquets, travel to and from events and time spent in Messes and accommodations.

3.3 Further suspensions or disciplinary measures beyond the PSP Sports Office authorities described within this chapter, may be recommended by the MCAFS and imposed by the CAF, NPF, or DND chains of command.

4. Authorities

4.1 Suspensions or Discipline for infractions or incidents that violate the CAF Sport Championships Operation Manual, the DND and CAF Code of Values and Ethics, and/or the Code of Service Discipline and that could have, or have resulted, in harm to an individual, group, or to the CAF Sports Program, will be issued under the following authorities:

4.1.1 Intersection/Interunit

5. Reporting Game of Play Infractions

5.1 Infractions during the game of play/contest include, but are not limited to, those involving;

 Athletes & coaches within the field/surface of play during a CAF sporting activity, and/or;  Officials, athletic trainers, volunteers and contractors during the official training and/or competition at a CAF sporting activity.

5.2 In most cases, infractions occurring during the game of play/contest will be dealt with immediately by the Mgr. F&S(R) or the Jury of Appeal. The individual being disciplined will be informed of the nature of the infraction and will have the opportunity to provide written information concerning the incident. In such situations, disciplinary measures will be for the duration of the competition only. In some cases, depending on the severity of the incident, further discipline may be applied but only after review of the matter in accordance with the procedures set out in this chapter.

5.3 A detailed list of sport specific infractions and suspensions can be found within sport specific sections.

5.4 All game of play/contest infractions are to be reported and documented by game officials with a detailed description, copy of the game sheet, penalties and drawing of the infraction. The report is to be submitted to the Chief Official for review within 1 hour of the end of the game.

5.5 The Chief Official/RIC will collect and review the game official’s report of the incident within 24 hours of the end of the game, ensuring all documentation is complete and complies with the specific sport governing body. The Chief Official will submit the report to the Jury of Appeal and act as an advisor as required.

5.6 The Jury of Appeal will collect written statements from the individual(s) involved in the infraction within 2 hours of the end of the game. The Jury of Appeal will review the game officials report and determine if it is the members first offence or higher. The Jury of Appeal will use the suspension guidelines listed under the specific sport to determine the length of the suspension within 48 hours of the end of the game. The Jury of Appeal has the ability to suspend individuals until the end of the championship as per para 11a- b. Any recommendation for suspension exceeding the length of the championship must be sent to the MCAFS with the Jury of Appeal’s recommendation. The individual will be suspended indefinitely pending investigation from the CAFSO.

5.7 The Host B/W/U Event Coordinator will collect all documentation and reports from the Jury of Appeal and submit it to the CAFSO within 48hrs of the end of the game.

6. Reporting Non-Sport Specific Infractions (Behavioral)

6.1 Situations defined as non-sport infractions may include, but are not limited to, disciplinary infractions involving;

 Actions of athletes, coaches, athletic trainers, officials, contractors, and volunteers outside the field/surface of play during a CAF Sports Program activity, including Out-Service Request, High Performance Events and International competition; and

 Actions of athletes, coaches, athletic trainers, officials, contractors, and volunteers on the field/surface of play during a CAF Sports Program activity, including Out-Service Request, High Performance Events and International competition, may also be deem a behavioral infraction.

6.2 In most cases, non-sport specific infractions will be reported to the Host B/W/U Event Organizer (PSP Sports Coordinator, Mgr F&S, or Jury of Appeal). In such situations where an organizer is of the opinion that further disciplinary action is required, it is required they submit the Incident Report Form (Annex A). The Host B/W/U Event Organizer will submit the Incident Report Form to the CAFSO normally within 24hrs of being notified on an incident. The individual being disciplined will be informed of the nature of the infraction and will have the opportunity to provide written information concerning the incident.

6.3 The designated individual with appropriate authorities (para 11a-b) will then review the form and all other details regarding the incident and determine if disciplinary measures are required and notify the Host B/W/U Organizer normally within 48 hours of the disciplinary action being taken if a decision to apply reprimand is made.

7. Investigation

7.1 PSP/DFIT may be required to conduct further investigation of major infractions.

7.2 Investigations shall:

7.2.1 Review the details of the incident report;

7.2.2 Review the statement from the person(s) submitting the incident;

7.2.3 Review the statement from the person(s) alleged to have committed the misconduct;

7.2.4 Review the Jury of Appeals recommendation (if applicable);

7.2.5 Review the alleged person(s) suspension and behavioral history for past occurrences; and

7.2.6 Cross reference the Jury of Appeals recommendations with the minimum suspension guidelines.

8. Decision Making

8.1 Following a thorough review, and based on the severity of the incident a decision will be rendered by the appropriate authority (para 11a-b). The CAFSO’s written decision will be communicated and distributed to all applicable parties and may include; RS Mgrs, B/W/U Chief Warrant Officer’s, Managers, F&S(R), Sr Mgr PSP, Chief Officials and where necessary the individual’s chain of command normally within 72 hours of the incident.

8.2 The CAFSO will record all final decisions in the suspension database for PSP sports coordinators to have access to for their local programs.

9. Suspension

9.1 The CAFSO may apply the following disciplinary suspensions singularly or in combination for major infractions;

 Written reprimand;

 Suspension from certain events which may include suspension from current competition, from future teams, banquets, practices, or other competitions;

 Suspension from CAF Sports activities such as competing, coaching, officiating, or volunteering for a designated period of time;

 Reimbursement of costs associated with the infraction;

 Suspension from all CAF Sports activities;

 Expulsion from the CAF Sports Program; and

 Other sanctions as may be deemed appropriate for the offence.

9.2 Unless stated otherwise, any disciplinary suspension will commence immediately. Failure to comply with a suspension will result in further disciplinary measures, up to a lifetime suspension from the CAF Sports Program.

9.3 In applying suspensions, the CAFSO may acknowledge the following aggravating or mitigating circumstances:

 The nature and severity of the infraction;

 Whether the incident is a first offence or has occurred repeatedly;

 The individual’s acknowledgement and acceptance of responsibility; and

 The individual’s remorse and post-infraction conduct.

9.4 Suspensions are to be served and/or carried over in the same level of play within the specific sport they were received unless otherwise stated:

 Suspensions received at the intersection level are to be served and/or carried over to the next intersection/regional/national game(s). An individual suspended from intersection play cannot compete on a B/W/U team during regional or nationals.

 Suspensions received at the regional level are to be served and/or carried over to the next regional/national game(s) unless otherwise stated.

 Suspensions received at the national level are to be served and/or carried over to the next regional/national game(s) unless otherwise stated.

9.5 Further suspensions or disciplinary measures beyond the PSP Sports Office authorities described within this chapter, may be imposed by the CAF, NPF or DND chain of command. Local Mgr’s, F&S(R) have the ability to increase suspensions at their intramural level.

9.6 Championships that are hosted together are considered one event; therefore, if a player on a Men’s team is suspended but is also the coach of a Women’s team, he will be suspended from the Women’s team until his suspension has been served with the Men’s team.

9.7 An individual that has any outstanding game suspensions will occupy a spot on the team’s roster (Eligibility Certificate). An individual that is suspended for a length of time will not occupy a spot on the team’s roster.

9.8 In the situation where after a period of two (2) years, an individual still has an outstanding suspension, including a number of games left to purge, a request can be submitted to the CAFSO for a review. Nature of the suspension, reason why suspension wasn’t served within 24 months (deployed, team not at regionals, etc.) and support in writing from his/her local CO (Unit CO) to have the suspension lifted.

10. Dispute

10.1 The Jury of Appeal shall hear and rule on disputes presented by team coach/captain and game officials by using only the Registration of Dispute Form (Annex B).

10.2 Decisions on disputes shall be confined to:

 Competitor or team eligibility, that is not in accordance with CAF orders; and

 Interpretation or application of the rules.

10.3 Official’s judgement calls are non-disputable.

10.4 When a competitor, or team coach or captain wishes to register a dispute, play shall be stopped and the dispute shall be lodged in accordance with the rules of the game being played. Play shall not resume until all details of the dispute have been recorded. The Jury of Appeal shall (if possible) render a judgement on the dispute prior to the resumption of play.

10.5 Failing the above, the Jury of Appeal shall meet as soon as possible after the registering of the dispute and render a decision.

10.6 The Chairperson of the Jury of Appeal shall notify only the parties concerned of the decision when disputes are registered between games or matches. In the situation where an appeal has been made in the middle of a game or match, the Chairperson will inform that game’s officials of the final decision. These officials will then inform the parties concerned of the decision.

11. Appeals

11.1 Appeals regarding a suspension for players and/or coaches shall be sent to the Jury of Appeal and/or the CAFSO. Ruling on appeals will be made by the Jury of Appeal and/or the individual with the appropriate authority.

11.2 Appeal of suspension must be received within 48 hours of receiving suspension notification, or prior to the next game, whichever comes first.

12. Behavioral Suspensions (Non-Sport Specific)

All behavioral suspensions (non-sport specific) apply to all CAF Sports Programs. The CAFSO will review each case and issue the suspension.

SECTION 6 – PROTECTIVE EQUIPMENT & INJURY PREVENTION

1. Sport Protective Equipment

1.1 General information regarding the official ball (or puck or shuttlecock) is contained under the Equipment section of their respective sport; and should be reviewed once every two (2) years in consultation with the sport Chief Official. The CAFSO will ensure the Championship ball (or puck or shuttlecock) is confirmed at least 6 months, prior to the Regional/National Championships.

1.2 In the situation where there are any discrepancies between the table below and the protection equipment contained under the Equipment section of each respective sport chapter, the information contained that chapter will prevail.

1.3 The CAF Sports Program enables military personnel to participate in a wide variety of sports. While each sport is unique, each sport shares a common problem of risk of injury to participants. Sports injuries cannot be eliminated, but can be reduced through strategies that include the proper use of protective equipment. Thus, the CAF has adopted a policy of mandatory and recommended sport protective equipment to help reduce the risk of sports injuries. The mandatory sport protective equipment for each sport that is part of the CAF Sports Program can be found in the table below; and contains a list of protective equipment for other sports that are played at the B/W/U and at the Regional levels, but which may not be part of the CAF Sports Championships Program.

1.4 The protective equipment listed is the minimum requirement for personnel in order to be eligible to participate in the respective sport. It is the responsibility of the athletes, coaches and officials to ensure that participants are wearing the mandatory protective equipment for their sport. It is the participant’s responsibility to ensure that the mandatory protective equipment is properly worn during the competition.

1.5 CAFSO works in collaboration with the Directorate Force Health Protection in assessing mandatory and recommended sport protective equipment. CAFSO is the final authority for mandatory sport protective equipment.

2. Sport Specific Protective Equipment List

3. Injury Prevention

3.1 Injury prevention is an important responsibility shared by everyone involved in CAF Sports – this includes administrators, facility managers, equipment managers, officials, coaches, athletic trainers and athletes.

3.2 As outlined in the CAF Health and Physical Fitness Strategy, DFIT and the Directorate Force Health Protection (DFHP) are responsible for promoting physical fitness, sport and health in the CAF. Part of this responsibility includes ensuring that injury prevention strategies are incorporated into the CAF Sports Program.

3.3 In addition to the mandatory that is required to play certain CAF sports, other strategies for injury prevention and performance enhancement are required for the proper conduct of the CAF Sports Program. For each activity, the risk of specific catastrophic injuries and common injuries exist and must be mitigated.

3.4 Depending on the sport, several measures can be implemented to address the risks such as: specific physical training and technique preparation, additional equipment tips, first aid approaches to injuries common to the sport, and competitive strategies to avoid player fatigue and decrease the risk of injury.

3.5 It is important that injury prevention strategies are reviewed by all members of the team, coaches, officials and organizers.

SECTION 7 – BADMINTON

1. Team Composition

1.1 Regional teams shall be comprised of ten (10) players who qualified at their respective CAF Regional Championships. Only after exhausting all possible alternates, may a player, who had not qualified due to operational reasons, be chosen to fill a vacant position on the team. Should this occur, the player being selected, Upon approval from the respective RS Mgr to augment a regional team, he/she is to be seeded as a ‘singles’ player, based on his/her skill level in comparison to other singles players in that category.

1.2 The age category of Senior and Master Players, will be based on his age as of the first (1st) January of the CAF Regional/National Badminton Championship competition year.

1.3 Certificates of eligibility must include player’s birth date.

1.4 Age categories are as follows:

1.4.1 Open: Open age;

1.4.2 Senior: Men 35 years of age and over;

1.4.3 Masters: Men 45 years of age and over; and

1.4.4 Women: Open age.

1.5 The team composition shall be as follows:

1.5.1 Men's Categories:

Open: There shall be a maximum of four competitors in the Men’s Open category consisting of the top four (4) players from your Regional singles event.

(1) Men’s Open Singles - players shall be seeded #1 to #4 based on their results from singles play.

(2) Men’s Open Doubles - two doubles teams shall be formed from the four (4) singles players; and seeded #1 & #2.

Seniors: There shall be a maximum of two competitors (35 year of age and over) consisting of the winner and runner-up from the Regional singles event.

(3) Men’s Senior Singles - Players shall be seeded #1 and #2 respectively;

(4) Men’s Senior Doubles – The players competing in the Men’s Senior Singles Competition will also compete as the Men’s Senior Doubles Team.

Masters: There shall be a maximum of two competitors (45 years of age and over) consisting of the winner and runner-up from the Regional singles event.

(5) Men’s Master Singles - Players shall be seeded #1 and #2 respectively.

(6) Men’s Master Doubles - The players competing in the Men’s Master Singles Competition will also compete as the Men’s Master Doubles Team.

Note: Male players can be selected from any of the age categories.

1.5.2 Women's Categories:

Open: There shall be a maximum of two competitors in the Women’s Open Competitions, consisting of the winner and runner-up from the Regional singles event.

(7) Women’s Open Singles - Players shall be seeded #1 and #2 respectively.

(8) Women’s Open Doubles - The players competing in the Women’s Open Singles Competition will also compete as the Women’s Open Doubles Team.

Mixed Category:

Open Mixed Doubles - There shall be a maximum of four players (two female and two male players) participating in this category. These teams shall be seeded #1 and #2.

2. Rules

2.1 Play shall be in accordance with the current rules of Badminton Canada.

2.2 As per detailed in the Part III, Section 1A, Article 19.2 of the Badminton World Federation Rules: “players are expected to wear appropriate attire (short, skirt or skort, t-shirt or collared shirt, shoes and socks). Tank tops are not considered appropriate attire, nor are tops that depict vulgar language or defamatory logos or designs.

2.3 Associated with Part II, Section 2, Article 3.1.8 of Badminton Canada, the Chief Official is responsible for ensuring that players clothing conform with para 6 and that any violations are rectified as soon as being witnessed.

3. Suspensions

3.1 Reference Section 5 – Suspensions, for infractions that may be applied to any sport.

4. Championship Format

4.2 The CAF National Badminton Championship shall consist of first, a single round-robin Team Tournament followed by an Individual Single Elimination Tournament.

5. Team Championship

5.1 The Team Championship consists of a single round-robin tournament where each player/team shall compete within his/her designated category and seeded position in the following categories:

Open Singles first, second, third and fourth seeds;

Open Doubles first and second seeds;

Senior Singles first and second seeds;

Senior Doubles first seeds;

Master Singles first and second seeds;

Master Doubles first seeds;

Women’s Singles first and second seeds;

Women’s Doubles first seeds; and

Mixed Doubles first and second seeds.

5.2 Draw

The competition draw shall be established by CAFSO and the Chief Official, prior to the start of the CAF National Championship.

5.3 Team Scoring

One (1) point shall be awarded for each match won during the round-robin competition. A match shall consist of the best two out of three games. A defaulted game shall be scored 21- 0, against the player/team defaulting. The scores of each game played within a match during the round-robin event shall be recorded on the Round-Robin Match Results sheet.

5.4 Tie-Breaking

Ties in Team Standings, at the end of the round-robin competition, shall be broken as follows:

(1) If two (2) teams are tied, the teams with the higher number of match wins between the two teams shall be declared the team champion; or

(2) If three (3) or more teams are tied, the champion shall be decided by applying the win/loss record during the games played between the tied teams, in the following manner:

 The team with the least number of losses shall be declared the champion;or

 If the tie still remains, each team’s total number of points scored for is divided by the total points scored against, for all the games played during the round-robin. The team with the highest quotient shall be declared the champion.

6. Individual Championship

6.1 Separate Championships shall be conducted in the following categories:

 Men’s Open Singles;

 Men’s Open Doubles;

 Men’s Senior Singles;

 Men’s Senior Doubles;

 Men’s Master Singles;

 Men’s Master Doubles;

 Women’s Singles;

 Women’s Doubles; and

 Mixed Doubles.

6.2 Draw

The Chief Official is responsible for the single elimination draws of the Individual Championships. All participants shall participate in the elimination round. Each competitor at the CAF National

Championship will be placed into the elimination draw based on his/her performance from the Team Championship as follows:

 Men’s Open Singles - All competitors shall move forward into the elimination draw where a total of four (4) players shall be seeded.

 Men’s Open Doubles, Men’s Senior Singles, Men’s Senior Doubles, Men’s Master Singles, Men’s Master Doubles, Women’s Singles, Women’s Doubles, and Mixed Doubles – All competitors/teams shall move forward into the elimination draw where a total of two (2) competitors/teams shall be seeded.

6.3 Placing of Seeds

Seeded players will be placed into the elimination draw as follows:

 First and second seeds are placed at the top and bottom of the draws respectively;

 In the Men’s Open Singles Draw, the third and fourth seeds are drawn in either position #9 or #24; and

 All other competitors/teams are placed into the draws based on their performance during the round- robin event.

7. Equipment

7.1 The official shuttlecock shall be the Black Knight SH 6800 High-Performance “A” Feather.

7.2 Protective eyewear is MANDATORY, when three (3) or more players are on a court. This includes matches and warm-up. Protective eyewear is HIGHLY RECOMMENDED, when two (2) players are on the same court, such as for singles play.

8. Awards

8.1 The winner of the Team Championship shall be awarded a Canadian Armed Forces National Badminton Championship Banner. Members of the winning team and runner-up team shall be presented with individual medals.

8.2 Individual medals shall be awarded to both winners and runners-up from each of the Individual Championship categories.

8.3 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a player that have exhibited the highest level of sportsmanship including ethical & responsible behavior, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 8 – BALL HOCKEY

1. Team Composition

1.1 The regional team shall be declared champions at the CAF Regional Championship. A team shall be composed of a maximum of 20 competitors.

1.2 The regional team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer.

 The Pacific regional team may augment four (4) players from another B/W/U within the region who have the approval of their Commanding Officer.

1.3 All teams must have one (1) fully dressed goalkeeper. In the event of an injury, teams will have fifteen (15) minutes to dress another goalkeeper.

2. Officials

2.1 A two (2) person official system will be used throughout the entire championship when feasible.

2.2 Minor and/or off ice officials will be used as goal judges throughout the championship and assist as scorekeepers if necessary.

3. Rules

3.1 Play shall be in accordance with the Canadian Ball Hockey Association (CBHA) Rulebook with the exception of para 7, 8 and 9 under Chapter 8 of the CAF Sport Championships Operation Manual.

3.2 This paragraph relates to the format of the games and the use of “straight time” for the CAF National Ball Hockey Championship, where.

 There will be a ten (10) minute warm-up prior to each game;

 2 x 20 minute stop time periods will be played;

 Should the goal differential between teams be of seven (7) goals or more in the second period in any tournament game the remainder of that game shall be played as “straight time.” Play will not return to “stop time” should the score differential again become six (6) goals or less;

 “Straight time” will begin when the official conducts the face-off following the scoring of the goal, which causes the differential of seven (7) goals or more where:

i. Minor penalties assessed during “straight time” will be three (3) minutes in duration, and Major penalties assessed during “straight time” will be seven (7) minutes in duration. During straight time, time penalties will start when play resumes and if a penalty ends during a stoppage of play, the penalized player cannot return to the floor until play resumes;

ii. Any player serving a penalty which was assessed during “stop time” and would continue serving the penalty after the stoppage where the differential of seven (7) goals or more shall not have any additional time added to the penalty time; and

iii. In the event a player is serving a double minor at the time the 7 goal differential is reached and the first minor penalty is cancelled by the scoring of the goal, the second minor shall be served as a three (3) minute penalty

3.3 After a total of three (3) penalties, a player will be ejected from the game; and

3.4 The “no touch icing” rule is in effect for all games.

4. Suspensions

4.2 Section 5 – Suspensions, for infractions that may be applied to any sport.

5. Championship Format

5.1 The CAF National Championship shall be conducted as a single round-robin tournament, followed by a single elimination playoff. Games in the round-robin will be played to the end of regulation time, with tie games standing. Two (2) points will be awarded for a win, one (1) point for a tie. Each team shall be permitted 1 x 30 second time-out per period.

5.2 Should a tie exist following regulation time in round robin play a shoot-out shall be conducted immediately following the game. The results of the shootout will be used to determine the higher place finisher in the event that two (2) or more teams are tied following round robin play. No additional points shall be awarded for winning the shootout; the game will be recorded as a Tie and each team shall be awarded one (1) point towards their round robin standings. The home team will select if they shoot first or second. 5.3 The shootout shall be conducted as follows;

a. The teams to enter the shootout shall select five (5) players in full game uniform;

b. The players will take alternating shots at the opposing goalkeeper, one (1) shot by each player to a total of five (5) shots for each team;

c. If a tie still remains after the five (5) shots have been taken, the same players selected in Para 14 (a) shall continue the shootout in the same rotation until the tie is broken after an equal number of shots.

6. Tie Breaking Procedures

6.1 Ties in the final round robin standings that affect advancement to the playoffs shall be broken as follows:

a. If two (2) teams are tied, the winner of the game played between the two (2) teams during the round- robin play, including the results from a shoot-out, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

b. If three (3) or more teams are tied, the team with the best win/loss record, in the round-robin games played between the tied teams, including the results from a shootout, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

Note: After the completion of step 15 b, c or d which determines the seeding/ranking of a team, if necessary, repeat the tie-breaking procedures from 15 a.

c. If a tie remains, each team’s total goals scored in the round robin games between the concerned tied teams shall be divided by their total goals against, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

d. If a tie still remains, each team's total goals scored shall be divided by total goals against during the entire round-robin tournament, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

6.2 Ties in the playoff round will be broken as follows:

a. Teams will switch ends, play a ten (10) minute sudden victory overtime period;

b. If a tie remains, teams will change ends and a twenty (20) minute sudden victory overtime period will be played; and

c. If a tie still remains, Para 16 (b) format will continue until a goal is scored.

7. Equipment

7.1 The official ball for the CAF National Ball Hockey Championship shall be the D-Gel Ball Pro.

7.2 All players must wear the following protective equipment:

a. CSA certified hockey helmet (sticker must be present), to which a CSA approved full face protector must be attached and not altered in anyway;

b. Elbow pads;

c. CSA approved hockey gloves are to be worn by all players. The only D-Gel or Mylec Gloves certified to be used by the CBHA and the CAF are the following: (All others are not permitted to be worn by any player).

i. D-Gel- Komodo;

ii. Mylec-Ultra Pro II Air Flo Gloves; and

iii. Mylec Air Flo #790.

d. One piece ball hockey shin pads that cover both knees and shins must be worn by all players. The only shin pads authorized to be worn by the CBHA and CAF are the following (All others are not permitted to be worn).

i. D-Gel-Protek #540

ii. D-Gel-Deluxe #555

iii. Mylec-Street Hockey Shin Pads

e. Shoulder pads of any kind are not permitted;

f. Only running shoe type footwear with a non-slip sole is permitted. Steel-toed shoes are not permitted.

7.3 All goalkeepers must wear the following protective equipment:

a. CSA approved mask with drop down plastic throat guard. Face protector must be securely fastened. Goalkeeper ‘cat’s eye’ type masks are not authorized;

b. Chest & arm protectors; must be completely covered by the jersey;

c. Blocker (maximum 8 inches wide and 16 inches long);

d. Catching glove (maximum 9 inches wide and 16 inches long);

e. Goalie pads (maximum 14 inches wide);

f. Protective athletic cup;

g. Goalie pants; and

h. Goalkeeper’s footwear is not restricted to running shoes; other types of shoes may be worn by goalkeepers (i.e. steel-toed).

7.4 Sticks

The following rules must be applied when examining ball hockey sticks:

a. All sticks (including goal keepers) may be made of wood, fibreglass, or aluminum. Attached plastic blades are not permitted;

b. The blade of the stick shall not be less than two (2) inches or more than three (3) inches in width, and

c. The stick blades may be of any curvature.

7.5 Officials

All officials shall wear a CSA approved helmet with a minimum of a half visor.

7.6 Any physical alteration to protective equipment is prohibited and subject to penalty in accordance with the CBHA Rulebook.

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all members of the team, coaches, officials, athletic trainers and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The winning team shall be awarded the CAF National Ball Hockey Championship Banner and the CAF National Ball Hockey Championship Trophy. Individual medals shall be presented to the members of the winning and runner-up team.

9.2 At the end of the CAF National Ball Hockey Championship, the Jury of Appeal will elect a Tournament MVP.

9.3 At the end of the CAF National Ball Hockey Championship, each team will elect a Team MVP.

9.4 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

1. Team Composition

1.1 The regional team shall be the team declared champion at the CAF Regional Championship. A team shall be composed of a maximum of twelve (12) participants.

1.2 The regional team may augment two (2) players from another B/W/U within the region who have the approval of their Commanding Officer.

a. The Pacific regional team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer.

2. Officials

2.1 A three (3) person officials system will be used throughout the entire championship when feasible.

2.2 Minor and/or off court officials will assist as scorekeepers if necessary.

3. Rules

3.2 Play shall be in accordance with the current International Basketball Federation (FIBA) Rulebook and the CAF Sport Championships Operation Manual.

4. Suspension

5. Championship Format

5.1 The CAF National Championship shall be conducted as a single round-robin tournament, followed by a single elimination playoff. A winning team will be determined in all games, in accordance with FIBA rules. Two points will be awarded for a win. The final team standings from the round-robin will determine play in the single elimination playoff. Round robin games will be conducted in four (4) x eight (8) minute quarters with one (1) minute between quarters and ten (10) minutes at half time.

5.2 Upon completion of the round-robin, the first place team will play the fourth place team and the second place team will play the third place team. The fifth place team does not advance to the elimination play. The winner of each semi-final game will advance to the final. The final will be one game only. Playoff rounds will be conducted in four (4) x ten (10) minute quarters with one (1) minute between quarters and ten (10) minutes at half time.

6. Tie-Breaking Procedures

6.1 Ties in the final round-robin standings that affect advancement to the playoffs shall be broken as follows:

 If two (2) teams are tied, the winner of the game played between the two (2) teams during the round- robin play, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;  If three (3) or more teams are tied, the team with the best win/loss record, in the round-robin games played between the tied teams, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

Note: After the completion of step 10 b, c or d which determines the seeding/ranking of a team, if necessary, repeat the tie-breaking procedures from 10 a.

 If a tie remains, each team’s total points scored in the round robin games between the concerned tied teams shall be divided by their total goals against. The team with the highest quotient shall be awarded the higher position, among the tied teams.

 If a tie still remains, each team's total goals scored shall be divided by total goals against during the entire round-robin tournament. The team with the highest quotient shall be awarded the higher position, among the tied teams.

7. Equipment

7.1 The official ball for the CAF National Basketball Championship shall be the Molten FIBA Approved with the GL7X denomination (ex: GL7X, BGL7X, etc.)

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all members of the team, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The winning team shall be awarded the Canadian Armed Forces National Basketball Championship Banner and the CAF National Basketball Championship trophy. Individual medals shall be presented to the members of the winning and runner-up team.

9.2 At the end of the CAF National Basketball Championship, the Jury of Appeal will elect a Tournament MVP.

9.3 At the end of the CAF National Basketball Championship, each team will elect a Team MVP.

9.4 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 10 – GOLF

1. Team Composition

1.1 Regional teams shall be comprised of seven (7) golfers, five (5) men and two (2) women who should have qualified at their respective regional championship.

1.2 Additionally, the Regional Sports Manager (RS Mgr) can authorize the participation of one (1) independent golfer of their region who was not able to qualify due to operational reasons.

1.3 The circumstances under which the use of an independent golfer is permitted are detailed in the subject section.

2. Independent Golfers

2.1 Personnel who miss their respective Regional championships for “Operational and Duty reasons” may apply through their Mgr,FS(&R)/RS Mgr for consideration to participate at the CAF National Golf Championship. Individuals who choose to skip their base play-downs/regional championships for personal reasons will not be considered for independent eligibility.

2.2 Independent golfers are eligible for medals in the individual category but are not considered part of the regional team (team competition).

2.3 Male independent golfers must have a handicap of 10 and under. Female independent golfers must have a handicap of 16 and under. Only handicaps within 14 months of the Championship will be accepted.

2.4 Each region will be permitted one (1) independent position. If a region does not require this position they must advise the MCAFS no later than three (3) weeks prior to the championship, so it can be made available for distribution to other regions with the final approval coming from the CAFSO.

3. Rules

3.1 Play shall be Stroke play in accordance with the current Royal Canadian Golf Association (RCGA) Rulebook, and the CAF Sport Championships Operation Manual.

4. Suspensions

4.1 The following minimum suspensions will be applied, when the following infractions occur during a Championship; Rule Description Minimum of 1-3 Agreement to waive rules Disqualification (DSQ) of competitions concerned in that round 3-4 Refusal to comply with a rule affecting the rights of DSQ in that round another competitor 4-1, Clubs. Carrying non-conforming/altered club(s) 2 strokes for each hole at 4-2 which any breach occurred max penalty per round 4 strokes (2 strokes at each of the 1st two holes at which any breach occurred). 4-1, Failing to declare non-conforming/altered club(s) DSQ in that round 4-2 by a competitor immediately upon discovery that a breach has occurred` 5-1, The Ball. Non-confirming/altered ball DSQ in that round 5-2

6-3 Time of Starting Groups. The competitor must DSQ in that round remain throughout the round in the group arranged by the committee. 6-4 Caddie. The use of a caddie is prohibited. The DSQ in that round penalty for using a caddy is DSQ. The use of a caddie may be considered for medical reasons. A written submission must be submitted to the CAFSO a minimum of 4 weeks in advance. 6-6b,d Scoring in Stroke Play. On completion of the DSQ in that round round the marker must sign the score card and hand it to the competitor. The competitor should check his score for each hole and settle any doubtful points with the committee. He/she must ensure that the marker has signed the score card, sign it themselves and return it to the committee ASAP. If he/she returns a score for any hole lower than actually taken, he is DSQ. 6-7 Undue Delay. Slow play 1st offence – One stroke 2nd offence – Two strokes 3rd offence – DSQ 6-8a Discontinuance of Play. If the committee DSQ in that round considers a players discontinuance of play unsatisfactory

6-8b Resumption of Play. The players must resume DSQ in that round play when the committee has ordered a resumption of play. 7-1b Practice. Except for practice putting/chipping on or DSQ in that round near the first teeing ground or practice area before starting a round or play-off the competitor must not practice on the competition course or test the surface of any putting green on the course by rolling a ball or roughening or scraping the surface. 11-1 Teeing. If a player makes a stroke at a ball on a DSQ in that round non-conforming , or at a ball teed in a manner not permitted. 11-4b Playing from Outside Teeing Ground. If the 1st offence – 2 strokes and competitor makes a stroke from the next teeing play a ball within teeing ground without first correcting his/her mistake, or in ground the case of the last hole of the round, leaves the 2nd offence – DSQ in that putting green without first declaring his intention to round correct his mistake. 14-3 Artificial Devices. Using a wind sock or similar DSQ in that round device to gauge or measure wind speed or direction. 22-1 Ball Assisting Play. If the committee determines DSQ in that round that competitors have agreed not to lift a ball that might assist any competitor. 33-7 DSQ Penalty; Committee Discretion – Etiquette. DSQ in that round A DSQ penalty may in exceptional individual cases be waived, modified or imposed if the committee considers such action warranted. Any penalty less than DSQ must not be waived or modified. If a committee considers that a player is guilty of a serious breach of etiquette, it may impose a penalty of DSQ under this rule.

5. Championship Format

5.1 The CAF National Golf Championship shall be conducted as a fifty-four (54) stroke tournament. Within the tournament there will be a Men’s Championship, Women’s Championship and a Team Championship. The host B/W/U will draw names at the meet & greet to determine the groupings for the first day of the tournament. Groups of three (3) or four (4) will be utilized depending on the number of participants. The women will tee-off first each day of the championship followed by men’s groupings. The second day groupings will be determined by the player standings from the first day scores. The highest scores from day one (1) will tee off first on day two (2). Final day groupings will be determined by their first two (2) days accumulated stroke score. The highest accumulated scores from day one(1) and two (2) will tee off first, then the second, third, fourth, etc., until the lowest scores tee off last. On the final day, the lowest women’s group will tee off prior to men’s second lowest group. Men will play from Blue markers and women from Red markers.

5.2 Team Championship

a. Scoring will be the total combined stroke score of the lowest five (5) scores, each of the three (3) days of the tournament. The lowest combined team stroke score will be declared the National Champions;

b. If two (2) or more teams are tied, the team with the lowest aggregate score on the last day will be declared the winner;

c. If a tie still remains, the lowest four (4) aggregate scores on the last day will be declared the winner;

d. If a tie still remains, the lowest three (3) aggregate scores on the last day will be declared the winner;

e. If a tie still remains, the lowest two (2) aggregate scores on the last day will be declared the winner;

f. If a tie still remains, the lowest score on the last day will be declared the winner;

g. If a tie still remains, the tie will be broken by the last place person on the final day score. The team with the last place person with the lowest score will be declared the winner; and

h. If two (2) or more teams are tied for second place, the tie breaking procedure will be the same as above for declaring the winner.

5.3 Men/Women Championships

i. Scoring will be the total combined stroke score of the three (3) days of the tournament;

j. If two (2) golfers are tied for first place, the two (2) golfers will play a sudden death one-hole play-off with the lowest score being declared the champion and the other golfer being the runner-up. If the golfers remain tied after the one (1) hole sudden death play-off, another sudden death one-hole play-off will be played and continued to be played until one (1) golfer scores lower than the other;

k. If more than two (2) golfers are tied for first place, all golfers will play a one-hole sudden death play- off, with the lowest score being declared the champion. The second lowest score will be declared the runner-up;

l. If ties remain after one-hole sudden-death play-off, golfers will be removed from the play-off if other golfers beat their scores until we have crowned the Champion and Runner-up; and

m. If two (2) or more golfers are tied for second; the golfers will play a one-hole sudden death play-off with the lowest score being declared second and the other golfer(s) being tied for third. If a tie

remains after one-hole sudden death play-off, another sudden death one-hole play-off will be played and continued to be played until one (1) golfers score is lower than the others until we have determined second place.

6. Equipment

6.1 Golfers will be responsible for their own equipment and must conform to the RCGA (National) and CAF Sport Championships Operation Manual.

6.2 The use of motorized golf carts or caddies are not permitted. The use of manual push/pull carts are permitted, however battery-operated push/pull carts are not permitted.

6.3 Any considerations beyond what is listed in the RCGA and this manual will need to be approved by the CAFSO. The use of distance finding devices (only distance finding and no other capabilities) is permitted. It is the golfer’s responsibility to prove their own device.

7. Injury Prevention

7.1 It is important that injury prevention strategies are reviewed by all golfers, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

8. Awards

8.1 The winner of the Team Championship shall be awarded the Canadian Armed Forces Golf Championship Banner. Members of the winning team and runner-up team shall be awarded medals.

8.2 Individual medals shall be awarded to both winners and runner-ups from each of the individual categories.

8.3 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a golfer that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 11 – MEN’S HOCKEY

1. Team Composition

1.1 The regional team shall be the team declared champion at the CAF Regional Championship. A team shall be composed of a maximum of twenty (20) participants.

1.2 The regional team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer.

 The Pacific regional team may augment four (4) players from another B/W/U within the region who have the approval of their Commanding Officer.

1.3 All teams must have one (1) fully dressed goalkeeper. In the event of an injury, teams will have fifteen (15) minutes to dress another goalkeeper.

2. Officials

2.1 A four (4) person officials system will be used throughout the entire championship when feasible.

2.2 Minor and/or off ice officials will be used as goal judges throughout the championship and assist as scorekeepers if necessary.

3. Rules

3.1 The Official Rules of play shall be the current Rules including the following amendments.

3.2 This paragraph relates to the game format and the use of “straight time” for the CAF National Men’s Hockey Championships where:

3.2.1 There will be a ten (10) minute warm-up prior to each game, followed by period one (1), ice clean, period two (2), ice clean, and period three (3);

3.2.2 3 x 20 minutes stop time periods will be played;

3.2.3 Should the goal difference between teams be of seven (7) goals or more in the third period in any tournament game, the remainder of that game shall be played as “straight time”. Play will not return to “stop time” should the score differential again become six (6) goals or less;

3.2.4 “Straight time” will begin when the official conducts the face-off following the scoring of the goal, which causes the differential of seven (7) goals or more in the third period;

3.2.5 Minor penalties assessed during “straight time” will be three (3) minutes in duration, and Major penalties assessed during “straight time” will be seven (7) minutes in duration. During straight time, time penalties will start when play resumes and if a penalty ends during a stoppage of play, the penalized player cannot return to the ice until play resumes:

i. Any player serving a penalty which was assessed during “stop time” and would continue serving the penalty after the stoppage where the differential of seven (7) goals or more shall not have any additional time added to the penalty time; and

ii. In the event a player is serving a double minor at the time the seven (7) goal differential is reached and the first minor penalty is cancelled by the scoring of the goal, the second minor shall be served as a three (3) minute penalty.

3.3 Under exceptional circumstances, the Hosting Manager in consultation with the Chief Officials and the concerned teams can delay the start of a game/period to allow ice conditions to settle properly.

5. Championship Format

5.1 The CAF National Championship shall be conducted as a single round-robin tournament, followed by a single elimination playoff. Games in the round-robin will be played to the end of regulation time, with tie games standing. Two (2) points will be awarded for a win, one (1) point for a tie. Each team shall be permitted 1 x 30 second time-out per game.

5.2 Should a tie exist following regulation time in round robin play a shoot-out shall be conducted immediately following the game. The results of the shootout will be used to determine the higher place finisher in the event that two (2) or more teams are tied following round robin play. No additional points shall be awarded for winning the shootout; the game will be recorded as a tie and each team shall be awarded one (1) point towards their round robin standings. The home team will select if they shoot first or second.

5.3 The shootout shall be conducted as follows;

5.3.1 The teams to enter the shootout shall select five (5) players in full game uniform;

5.3.2 The players will take alternating shots at the opposing goalkeeper, one (1) shot by each player to a total of five (5) shots for each team; and

5.3.3 If a tie still remains after the five (5) shots have been taken, the same players selected in item 5.3.1 shall continue the shootout in the same rotation until the tie is broken after an equal number of shots.

6. Tie-Breaking Procedures

6.1 Ties in the final round robin standings that affect advancement to the playoffs shall be broken as follows:

6.1.1 If two (2) teams are tied, the winner of the game played between the two (2) teams during the round-robin play, including the results from a shoot-out, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

6.1.3 If a tie remains, each team’s total goals scored in the round robin games between the concerned tied teams shall be divided by their total goals against, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

6.1.4 If a tie still remains, each team's total goals scored shall be divided by total goals against during the entire round-robin tournament, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

6.2 Ties in the playoff round will be broken as follows:

6.2.1 Teams will remain at the same ends, play a ten (10) minute sudden victory overtime period (no flood);

6.2.2 If a tie remains, the ice will be cleaned, teams will change ends and a twenty (20) minute sudden victory overtime period will be played; and

6.2.3 If a tie still remains, Item 6.2.2 format will continue until a goal is scored.

7. Equipment

7.1 The official puck for the CAF National Men’s Hockey Championship shall be the Viceroy Puck.

7.2 All players must wear the following protective equipment:

 CSA certified hockey helmet (sticker must be present), to which a CSA approved full face protector must be attached and not altered in anyway;

 Elbow pads;

 Shin guards;

 Padded hockey pants;

 Hockey gloves;

 Shoulder pads;

 Protective athletic cup; and

 BNQ throat protector (mandatory as of September 2012).

7.3 All goalkeeper must wear the following protective equipment

 CSA approved mask with drop down plastic throat guard (cat eye masks are NOT approved);

 Chest, shoulder, arm & elbow protectors;

 Protective athletic cup;

 Goalie leg pads & pants;

 Goalie gloves; and

 BNQ approved throat protector.

7.4 Any physical alteration to protective equipment is prohibited.

SECTION 12 – OLD TIMERS’ HOCKEY

1. Team Composition

1.1 A player must be forty (40) years of age or older as of first (1st) January of the CAF National Old Timer’s Hockey championship year. The coach or manager may be under forty (40) years of age but in that circumstance shall not play.

1.2 Additionally, each team will be allowed three (3) under-age players (forward/defence) aged 37 years or older. Moreover, teams will be allowed to use aged 35 years old or older. For both instances, the age of the player as of the first (1st) January of the CAF National Old Timer’s Hockey Championship year is used to determine eligibility.

1.3 When a team uses a goaltender who is 35 or 36 years of age during a Championship, under NO circumstances shall that individual participate other than as a goaltender.

1.4 When a team uses a goaltender 37, 38 or 39 year of age during a Championship, under NO circumstances shall that individual participate as a player (forward/defence) if the team already has three (3) under-aged players on the team roster for that Championship, including if one of the under-aged player (forward/defence) is injured or suspended during the Championship.

1.5 The regional team shall be declared champion at the CAF Regional Championship. A team shall be composed of a maximum of twenty (20) participants all of whom may be players, and who may dress for each game.

1.6 The regional team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer.

 The Pacific Regional team may augment four (4) players from another B/W/U within the region who have the approval of their Commanding Officer.

1.7 All teams must have one (1) fully dressed goalkeeper. In the event of an injury, teams will have fifteen (15) minutes to dress another goalkeeper.

5. Championship Format

5.1 The CAF National Championship shall be conducted as a single round-robin tournament, followed by a single elimination playoff. Games in the round-robin will be played to the end of regulation time, with tie games standing. Two (2) points will be awarded for a win, one (1) point for a tie. Each team shall be permitted one (1) x thirty (30) second time-out per game.

5.2 Should a tie exist following regulation time in round robin play a shoot-out shall be conducted immediately following the game. The results of the shootout will be used to determine the higher place finisher in the event that two (2) or more teams are tied following round robin play. No additional points shall be awarded for winning the shootout; the game will be recorded as a tie and each team shall be awarded one (1) point towards their round robin standings. The home team will select if they shoot first or second.

5.3 The shootout shall be conducted as follows;

5.3.1 The teams to enter the shootout shall select five (5) players in full game uniform;

5.3.2 The players will take alternating shots at the opposing goalkeeper, one (1) shot by each player to a total of five (5) shots for each team; and

5.3.3 If a tie still remains after the five (5) shots have been taken, the same players selected in item 5.3.1 shall continue the shootout in the same rotation until the tie is broken after an equal number of shots.

6. Tie-Breaking Procedures

6.1 Ties in the final round-robin standings that affect advancement to the playoff shall be broken as follows:

6.1.1 If two (2) teams are tied, the winner of the game played between the two (2) teams during the round-robin play, including the results from a shoot-out, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

6.1.2 If three (3) or more teams are tied, the team with the best win/loss record, in the round-robin games played between the tied teams, including the results from a shootout, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

6.1.3 If a tie remains, each team’s total goals scored in the round robin games between the concerned tied teams shall be divided by their total goals against, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams; and

6.1.4 If a tie still remains, each team's total goals scored shall be divided by total goals against during the entire round-robin tournament, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

6.2 Ties in the playoff round will be broken as follows:

6.2.1 Teams will remain at the same ends, play a ten (10) minute sudden victory overtime period (no flood);

6.2.2 If a tie remains, the ice will be cleaned, teams will change ends and a fifteen (15) minute sudden victory overtime period will be played; and

6.2.3 If a tie still remains, Item 6.2.2 format will continue until a goal is scored.

7. Equipment

7.1 The official puck for the CAF National Old Timers’ Hockey Championship shall be the Viceroy Puck.

7.2 All players must wear the following protective equipment;

 CSA certified hockey helmet (sticker must be present), to which a CSA approved full face protector must be attached and not altered in anyway;

 Elbow pads;

 Shin guards;

 Padded hockey pants;

 Hockey gloves;

 Shoulder pads;

 Protective athletic cup; and

 BNQ throat protector (mandatory as of September 2012).

7.3 All goalkeeper must wear the following protective equipment;

 CSA approved mask with drop down plastic throat guard (cat eye masks are NOT approved);

 Chest, shoulder, arm & elbow protectors;

 Protective athletic cup;

 Goalie legs pad & pants;

 Goalie gloves; and

 BNQ approved throat protectors.

7.4 Any physical alterations to protective equipment are prohibited.

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all members of the team, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The winning team shall be awarded the CAF National Old Timer’s Hockey Championship Banner and CAF National Old Timer’s Hockey Championship trophy. Individual medals shall be presented to the members of the winning and runner-up teams.

9.2 At the end of the CAF National Old Timer’s Hockey Championship, the Jury of Appeal will elect a Tournament MVP.

9.3 At the end of the CAF National Old Timer’s Hockey Championship, each team will elect a Team MVP.

9.4 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 13 – WOMEN’S HOCKEY

1. Team Composition

1.1 The regional team shall be declared champion at the CAF Regional Championship. A team shall be composed of a maximum of twenty (20) participants.

1.2 The regional team may augment five (5) players from another B/W/U within the region who have the approval of their Commanding Officer.

1.3 All teams must have one (1) fully dressed goalkeeper. In the event of an injury, teams will have fifteen (15) minutes to dress another goalkeeper.

2. Officials

2.1 A four (4) person official system will be used throughout the entire championship when feasible.

2.2 Minor and/or off ice officials will be used as goal judges through the championship and assist as scorekeepers if necessary.

3. Rules

3.1 The Official Rules of play shall be the current Hockey Canada Rules including the following amendments.

3.2 This paragraph relates to the game format and the use of “straight time” for the CAF National Women’s Hockey Championships where:

3.2.1 There will be a ten (10) minute warm-up prior to each game, followed by period one (1), ice clean, period two (2), ice clean, and period three (3);

3.2.2 Three (3) x fifteen (15) minute stop time periods will be played;

3.2.3 Should the goal difference between teams be of seven (7) goals or more in the third period in any tournament game, the remainder of that game shall be played as “straight time”. Play will not return to “stop time” should the score differential again become six (6) goals or less;

3.2.4 “Straight time” will begin when the official conducts the face-off following the scoring of the goal, which causes the differential of seven (7) goals or more in the third period;

3.2.5 Minor penalties assessed during “straight time” will be three (3) minutes in duration, and Major penalties assessed during “straight time” will be seven (7) minutes in duration. During straight time, time penalties will start when play resumes and if a penalty ends during a stoppage of play, the penalized player cannot return to the ice until play resumes:

i. Any player serving a penalty which was assessed during “stop time” and would continue serving the penalty after the stoppage where the differential of seven (7) goals or more shall not have any additional time added to the penalty time; and

ii. In the event a player is serving a double minor at the time the seven (7) goal differential is reached and the first minor penalty is cancelled by the scoring of the goal, the second minor shall be served as a three (3) minute penalty.

1. Team Composition

1.1 Regional teams shall be comprised of twenty (20) runners who have met the qualifying times listed in Article 6. A runner, who was not able to qualify due to operational reasons, may be considered upon approval of the respective Regional Sports Manager (RS Mgr).

2. Rules

2.1 The competition shall be conducted in accordance with the Rules and By-Laws, supplemented by the Ottawa Race Weekend administrative guidelines and in accordance with the CAF Sport Championships Operation Manual.

3. Suspensions

3.1 Reference Section 5 – Suspensions, for infractions that may be applied to any sport.

4. Championship Format

4.1 The Championship shall consist of four (4) separate races as listed in para 6. CAF member who submitted their qualification time, will only be permitted to enter the race for which they have entered a qualifying time. CAF member who submitted a qualification time for more than one event, will only be eligible to enter in one (1) race of the CAF National Running Championship.

5. Events

5.1 The Canadian Armed Forces National Running Championship shall consist of the following races:

 Marathon;

 Half Marathon;

 10 km; and

 5 km.

6. Qualifying Times

6.1 The qualifying times listed below are the minimum qualifying times that a CAF runner must have achieved on a certified course, at a sanctioned race no more than fourteen (14) months prior to race day.

6.2 Proof of times must be forwarded by the RS Mgrs to the host unit Mgr FS(&R), prior to the deadline stated in the General Instruction.

6.3 In some cases, local Mgr FS(&R) may establish another deadline prior to the one establish in the General Instruction.

6.4 Under extenuating circumstances (such as deployments) a CAF member who did not have the opportunity to run in a race during the fourteen (14) month time requirement, may submit an application for consideration in writing to the MCAFS, through their RS Mgr within the deadline established from para 7 and 8 above.

7. Equipment

7.1 It is mandatory that all participants wear both the singlet provided for the race by the CAFSO and their race number.

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all members of the team, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The first and second place finishers, male and female, in the 5km, 10km, half and full marathon events will be presented with medals emblematic of the Canadian Armed Forces National Running Championship. All awards are based on the “chip time”. Gold and silver medals will be awarded within each race category for each race distance (male & female) so long as there is a minimum of five (5) participants in that race category. If there are less than five (5) participants in a particular race category for any given race distance (male & female) only a gold medal shall be awarded (as per 2006 National RS Mgr Meeting minutes).

9.2 The Environmental Shield Award shall be awarded to the winning team of CAF Runners formed to represent the Navy, Army or Air Force environment. This award promotes teamwork in an inherently individual sport exemplifying what it means to be a member of the Canadian Armed Forces. It is presented to the environment with the highest combined age-performance percentage, generated by the 2015 WMA Road age-grading calculator.

 Each environment is encouraged to submit a team of four (4) runners;

 Each team must have a runner representing all four (4) distances; and

 Each team must have at least one (1) female runner (regardless of race distance).

9.3 For the CAF National Running Championships, the age categories for Men and Women are broken down as follows in every events for the purpose of the CAF awards presentation established by the sanctioned race:

 “Open” (Age = under 40);

 “Masters” (Age = 40 - 47); and

 “Senior” (Age = 48+).

9.4 Ages for the above categories apply as of the day of the competition.

9.5 Any monetary award won by an athlete competing under the CAF National Running Championship is to be handed over to CFMWS in accordance with the QR&Os: Volume III - Chapter 208 Fines, Forfeitures and Deductions (208.45 – Deductions for Recovery of Additional Payment Received in Performance of Duties).

SECTION 15 – SLO-PITCH

1. Team Composition

1.1 Each region may enter one Men’s and one Women’s slo-pitch team in the CAF National Slo-pitch Championship. The regional team shall be declared champion at the CAF Regional Championship. A team shall be composed of a maximum of fifteen (15) participants.

1.2 The regional team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer.

 The Pacific regional team may augment four (4) players from another B/W/U within the region who have the approval of their Commanding Officer.

2. Officials

2.1 A three (3) person official system will be used through the entire championship when feasible.

2.2 Officials that are not officiating will assist as scorekeepers as necessary.

3. Rules

3.1 Play shall be in accordance with Softball Canada (SBC) Rulebook with the exception of para 6 under Chapter 15 of the CAF Sport Championships Operation Manual.

3.2 This paragraph relates to the play format for the CAF National Slo-Pitch Championships, which shall include the following rules where:

3.2.1 Game Length:

i. There shall be a two (2) hour time limit for all round-robin games or;

ii. Seven (7) innings will constitute a legal game, except if tied after seven (7) innings. The game must be played until a winner is declared with the international tie breaker rule coming into effect in the eighth inning.

3.2.2 Mercy Rule:

iii. Games will end after 2 ½ innings of play if the home team is winning by twenty-five (25) or more runs or three (3) complete innings if the visiting team is winning by twenty-five (25) or more runs.

iv. Games will end after 3 ½ innings of play if the home team is winning by twenty (20) or more runs or four (4) complete innings if the visiting team is winning by twenty (20) or more runs.

v. Games will end after 4 ½ innings of play if the home team is winning by fifteen (15) or more runs or five (5) complete innings if the visiting team is winning by fifteen (15) or more runs.

3.2.3 Home Run Rule Limit:

vi. A limitation shall be applied to the number of over the fence home runs that may be credited to each team in a game. The rule shall be applied as follows:

(1) A batter hitting an over the fence home run in excess of the limit shall be ruled out. The ball is dead, no runs will be scored and all runners must return to the base occupied at the time of the pitch.

(2) If an over the fence home run is hit but the batter-runner misses a base or fails to score, the home run will be counted in the team total.

(3) Any ball that goes over the fence in fair territory after being touched by a defensive player shall be a four (4) base award and not considered a home run.

(4) The per team per game limit shall be:

(a) Men – Seven (7)

(b) Women – Five (5)

4. Suspensions

4.1 The following minimum suspensions will be applied, when the following infractions occur during a Championship:

5. Championship Format

5.1 The Men’s and Women’s Championship shall consist of a single round-robin tournament followed by a single elimination playoff.

5.2 Home field status will be given to the team that finished higher in the round-robin tournament.

6. Tie-Breaking Procedures

6.1 Ties in the final round-robin standings that affect advancement to the playoffs shall be broken as follows:

 If two (2) teams are tied, the winner of the game between those two (2) teams during the round-robin shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

 If three (3) or more teams are tied, the team with the best win/loss record, in the round-robin games played between the tied teams shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

Note: After the completion of step 11 b, c, d, e, or f which determines the seeding / ranking of a team, if necessary, repeat the tie-breaking procedures from 11 a

 If a tie remains, the difference plus or minus of total runs scored in games played between the tied teams, with a limit of fifteen (15) plus or minus per game allowed. The team with the best run differential shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round.

 If a tie still remains, the difference plus or minus of total runs scored for all the games during the round-robin, with a limit of fifteen (15) plus or minus per game allowed. The team with the best run differential shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round.

 If the tie still remains, the difference plus or minus of total bases touched in games played between the tied teams, with a limit of thirty (30) plus or minus per game allowed. The team with the best bases touched differential shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round.

 If the tie still remains, the difference plus or minus of total bases touched for all the games played during the round robin, with a limit or thirty (30) plus or minus per game allowed. The team with the best bases touched differential shall advance to and/or be awarded the higher position, among the tied teams in the playoff round.

 If a tie still remains, the jury of appeal in consultation with the chief official shall determine the most appropriate method of breaking the tie (i.e. extra set, toss of coin, etc.)

Note: When using the criteria in paragraph c, d, e or f, for six (6) and a half inning games go back to six (6) full innings.

7. Equipment

7.1 The official ball for the CAF National Men’s Slo-pitch Championship shall be Hot Dot UHD12SY, Cor .52, 275lbs compression, 12 inch (yellow PROTAC cover).

7.2 The official ball for the CAF National Women’s Slo-pitch Championship shall be Super Green Dot YSX11RSC3 Cor .44, 375lbs compression, 11 inch (yellow PROTAC cover).

7.3 The following equipment is mandatory:

 CSA double ear flapped helmet shall be worn properly, while running the bases, at bat, and “on deck” and

 The double base (Safe-base) will be used at first base for all games.

7.4 Any physical alteration to protective equipment is prohibited.

7.5 Metal cleats are strictly forbidden.

7.6 Only Bats approved by Softball Canada, USSSA Bat Certification Program (the logo for USSSA is known as the “Thumbprint” and shown below) and/or the CAF Sports Office will be eligible for use in the CAF Sport Championships program.

 Due to the increase of allowable bat standards available to players at the CAF National Championships, teams will be limited to 15 approved bats at any one time.

7.7 Strike Mat – The strike mat shall be 2’(0.61m) x 3’(0.91m) rubber mat with a “V” shaped cut-out 17” across the top and 12” on the other two sides, centered 3 ½” from the edges of the mat. This mate shall be placed behind the plate so the “V” cut-out fits around the back point of the plate.

7.8 Breakaway base will be used in addition to the double base (Safe-base) will be used at first base for all games.

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all members of the team, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The winning team, in the Men’s competition shall be awarded the CAF National Men’s Slo-Pitch Championship Banner and CAF National Men’s Slo-Pitch Championship trophy. Individual medals shall be presented to the members of the winning and runner-up team.

9.2 The winning team, in the Women’s competition shall be awarded the CAF National Women’s Slo-Pitch Championship Banner and CAF National Women’s Slo-Pitch Championship trophy. Individual medals shall be presented to the members of the winning and runner-up team.

9.3 At the end of the CAF National Slo-Pitch Championship, the Jury of Appeal will elect a Tournament MVP for each of the Men and Women Championships.

9.4 At the end of the CAF National Slo-Pitch Championship, each team will elect a Team MVP for each of the Men and Women Championships.

9.5 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a male and female player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 16 – SOCCER

1. Team Composition

1.1 Each region may enter one Men’s and one Women’s soccer team in the CAF National Soccer Championship. The regional team shall be declared champion at the CAF Regional Championship. A team shall be composed of a maximum of eighteen (18) participants.

1.2 The Regional Men’s team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer

 The Pacific Men’s Regional team may augment four (4) players from another B/W/U within the region who have the approval of their Commanding Officer.

1.3 The Regional Women’s team may augment five (5) players from another B/W/U within the region who have the approval of their Commanding Officer.

2. Officials

2.1 A four (4) person official system will be used throughout the entire championship when feasible.

2.2 Officials that are not officiating may be used as goal judges.

3. Rules

3.1 Play shall be in accordance with the current rules of the International Federation of Association (FIFA) Laws of the Game and Universal Guide for Referees, with the exception of para 7 under this chapter of the CAF Sport Championships Operation Manual.

3.2 This paragraph relates to the play format for the CAF National Soccer Championships where:

 There shall be a maximum of five (5) substitutions per game with unlimited substitutions at half time;

 Games in the round-robin play shall be seventy (70) minutes in duration; and

 The semi-final and final games shall each be ninety (90) minutes in duration.

4. Suspension

In addition, the incident shall be 3rd offence – Indefinite reviewed by the Disciplinary Committee to determine if additional disciplinary action is warranted. Any player receiving two Red Cards during a 1st offence – Red Card (6 Games) competition shall be suspended for the remainder 2nd offence – Indefinite of the competition. Reference Section 5 – Suspensions, for infractions that may be applied to any sport.

5. Championship Format

5.1 The CAF National Soccer Championship shall be conducted first as a single round-robin tournament, followed by a single elimination playoff. Games in the round-robin will be played to the end of regulation time. Three (3) points shall be awarded for a win and one (1) point for a tie.

5.2 Should a tie exist following regulation time in round robin play a shoot-out shall be conducted immediately following the game. No additional points shall be awarded for winning the shootout; the game will be recorded as a tie and each team shall be awarded one (1) point towards their round robin standings.

5.3 For semi-final and final match only, in case of a tie after the regulation time, extra time will be played to break the tie as per Para 14. If a tie still remains, after the extra time, shoot-out will be taken as per Para 13.

5.4 All shoot-outs will occur from the penalty spot and shall be conducted in accordance with the FIFA Laws of the Game as follows:

 The teams to enter the shootout shall select five (5) players in full game uniform;

 The players will take alternating shots at the opposing goalkeeper, one (1) shot by each player (one of whom may be a goalkeeper) to a total of five (5) shots for each team;

 If a tie still remains after the five shots have been taken, the remaining on-field players (one of whom may still be the goalkeeper) shall continue the shootout until the tie is broken after an equal number of shots.

Note: A player may not shoot a second time until all members of the team have taken a kick. If one team has more players on the field due to game ejection they must delete the same amount of players from the list of shooters on their team for the shootout.

6. Extra Time

6.1 Competition rules provide for two (2) further equal periods, not exceeding fifteen (15) minutes each in length to determine the winner. The extra time must be played to completion regardless of how many goals are scored or when. If at the end of extra time the score is still tied a shootout will take place to determine the winner. If you are short of time you may go directly to the shootout to determine the winner.

7. Tie-Breaking Procedures

7.1 Ties in the final round-robin standings that affect advancement to the playoff shall be broken as follows:

 If two (2) teams are tied, the winner of the game played between the two (2) teams during the round- robin play, including the results from a shoot-out, shall advance to and/or be awarded the higher position, , among the tied teams, in the playoff round;

 If three (3) or more teams are tied, the team with the best win/loss record, in the round-robin games played between the tied teams, including the results from a shootout, shall advance to and/or be awarded the higher position, among the tied teams, in the playoff round;

 If a tie remains, each team’s total goals scored in the round robin games between the concerned tied teams shall be divided by their total goals against, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

 If a tie still remains, each team's total goals scored shall be divided by total goals against during the entire round-robin tournament, excluding goals scored or surrendered during shootouts. The team with the highest quotient shall be awarded the higher position, among the tied teams.

8. Equipment

8.1 The official ball for the CAF National Soccer Championship shall be an Adidas FIFA Top Quality Approved ball, available in Canada AND listed on the FIFA Quality Programme website (http://quality.fifa.com/en/Footballs/Footballs/#/index).

8.2 The following equipment is mandatory:

 Shin guards covered by socks;

 Two (2) pairs of socks of different colours; and

 Undergarments (to match the uniform as closely as possible).

8.3 Any physical alteration to protective equipment is prohibited.

10.5 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a male and female player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

10.6 The Fair Play Trophy shall be determined by the Chief Official and awarded to a male and female team with the cleanest disciplinary record during Championship. Where more than one team is tied for the cleanest disciplinary record the selection shall be made by the Jury of Appeal.

SECTION 17 – SQUASH

1. Team Composition

1.1 Regional teams shall be comprised of nine (9) players who qualified at their respective CAF Regional Championship. Only after exhausting all possible alternates, may a player, who had not qualified due to operational reasons, be chosen to fill a vacant position on the team. Should this occur, the player being selected, upon approval from the respective RS Mgr. to augment a regional team, he/she is to be seeded player, based on his/her skill level in comparison to other players in that category.

1.2 The age category of a player will be based on his/her age as of first (1st) January for the CAF National Squash Championship competition year.

1.3 Certificates of eligibility must include player’s date of birth.

1.4 The team composition shall be as follows:

 Two (2) Women’s Open; (women only);

 One (1) under 30 player;

 One (1) 40+ player;

 One (1) 45+ player; and

 Four (4) Open players.

2. Rules

2.1 Play shall be conducted in accordance with the CAF Sport Championships Operation Manual and the current rules of singles squash as published by the World Squash Federation.

3. Suspensions

3.1 Suspension will be applied as per Rule 15 – Conduct, of the World Squash Federation (WSF) World Squash Rule 2014.

3.2 Please consult Chapter 5 – Suspensions, for infractions that may be applied to any sport.

4. Championship Format

4.1 The CAF National Squash Championship shall consist of a single round robin Team Tournament followed by an Individual Tournament. All matches in both the team and individual events shall be the best of three (3) out of five (5) games. Individual games will use point a rally (PAR) scoring to eleven (11) points, for both the team and individual portions of the championships.

5. Team Championship

5.1 The intent of the team portion of the championships is to crown a national team champion from one of the participating regional teams. The following are specific guidelines for the team portion of the championships.

5.1.1 Round Robin

The draw will be conducted using a single round-robin format;

5.1.2 Scheduling

The scheduling of matches will normally be in the following sequences;

i. Open;

ii. Women’s Open;

iii. Under 30;

iv. 40+; and

v. 45+

5.1.3 Gender Eligibility

The only gender restriction to the categories is that only females may participate in the Women’s Open category;

5.1.4 Scoring

The scoring is based on the maximum contribution of each and every team member. The team with the most points at the end of the round robin will be declared the Team Champion regardless of the head-to-head standings. Scoring will be based on a 1-2-6 point system, with one point awarded for each game won, two points awarded for winning a match, and six (6) points awarded to the team that wins the most matches, each time one team plays another team. Defaulted matches will be scored as if the match was played 11-0, 11-0, 11-0 with a total of five (5) points scored for the winning player; and

5.1.5 Tie-breaking procedures

Ties in the round-robin tournament shall be broken as follows:

vi. If two (2) or more teams are tied, the total number of matches won between the tied teams applies;

vii. If a tie still exists, the total number of games won between the tied teams applies; and

viii. If a tie still exists, the total number of points scored in all games played between the tied teams applies.

Note: If a team is eliminated using the above procedures, the tie-breaking procedures will continue between the remaining teams until only one team remains.

6. Individual Championship

6.1 The intent of the individual portion of the championships is to crown a champion and runner up in all categories. In all categories a third-fourth place match shall be played. Draws are to be developed with the intent of making the road to the championship finals, fair for all players. In addition, a significant amount of play for all competitors should be a secondary goal. The following are specific guidelines for the individual portion of the championships.

6.1.2 Individual Categories are as follows:

 Under 30;

 45+;

 Women’s Open; and

 Open.

6.1.3 Players may elect to play in any category for which they meet the age requirements regardless of which category they played in during the Team Tournament. The following restrictions however do apply:

 Only females may play in the Women’s Open Category; and

 Players are only permitted to participate in one individual category.

6.1.4 Within one half (1/2) hour of the end of the Team Tournament, each CAF Regional Team Captain is to submit a confidential list to the Chief Official indicating the player’s name and chosen category for individual tournament play;

6.1.5 Following the completion of the Team Tournament, the Chief Official, with the help of other appointed officials, shall draw up the schedule of play for the Individual Tournament. Results from the Team Tournament will be the only source of info for the placement/seeding of competitors into the individual play schedule. The individual play schedules will be posted in a prominent location as soon as possible in order for players to note their match times and opponents;

6.1.6 Seeded players should be spread throughout the draw. Seeded players will be in accordance with established WSF seeding guidelines;

6.1.7 Another consideration for draw make-up should be the region from where players come. Attempts should be made not to have members of the same region play each other in first or second round play;

6.1.7 In cases, where there are only a small number of participants in a category (3, 4 or 6 participants), a round robin format followed by a final elimination should be used. Where only three (3) or four (4) players register for a category, a round robin should be played with the top two (2) players in the round robin play advancing to a final championship match. When there are six (6) players in a category, two round robin pools should be run with the top two (2) players from each pool advancing to a knockout round (first vs. second in opposing pools). In individual round robin play, (one) 1 point per game won is to be awarded towards individual standings. In the event of a tie, the first tiebreaker will be the head to head match record between players. The second tiebreaker will be the most points scored; and

6.1.8 Consolation rounds should be played.

7. Equipment

7.1 The Black Knight Tru-Bounce Double Yellow squash ball will be the official ball for the CAF National Squash Championship.

7.2 All competitors must wear CSA approved protective squash eyewear at all times while on the court.

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all athletes, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The winner of the Team Championship will be awarded a Canadian Forces Squash National Championship Banner and the CAF National Squash Championship trophy. Members of the winning team will be recognised.

9.2 Winner and runner-up finishers will be recognized in all categories.

9.3 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to a player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 18 – SWIMMING

1. Team Composition

1.1 Regional teams shall be comprised of sixteen (16) swimmers (8 men and 8 women) who have met the qualifying times listed in Article 6, Qualifying Times. A swimmer, who was not able to qualify due to operational reasons, may be considered upon approval of the respective Regional Sports Manager (RS Mgr).

2. Rules

2.1 The competition shall be conducted in accordance with Masters Swim Canada Rules and in accordance with the CAF Sport Championships Operation Manual.

3. Suspensions

3.2 Reference Section 5 – Suspensions, for infractions that may be applied to any sport.

4. Championship Format

4.1 The CAF National Swimming Championship shall normally consist of the events listed in Article 5 (Events).

CAF members must meet the following standards listed in Article 6 (Qualifying Times):

4.1.1 Two (2) or more “A” standard times; or

4.1.2 One (1) “A” standard time and two (2) or more “B” standard times.

4.2 Swimmers must compete in a minimum of four (4) individual events and in a minimum of one relay and shall give priority to the events listed in Article 5 (Events). Swimmers are encouraged to enter as many events as possible as long as the entries do not exceed the swim meet registration limit. Swimmers with two (2) or more “A” standard times must swim in two (2) of the events in which they qualified for (or in) and an additional two (2) events. Swimmers with one (1) “A” standard time and two (2) or more “B” standard times must swim in their one (1) “A” standard event, two (2) “B” standard events in which they qualified for and an additional one (1) event.

5. Events

5.1 The Canadian Armed Forces National Swimming Championship shall normally consist of seven (7) individual events. Competition distances may vary depending on the selected host venue and swim meet format. The seven (7) events are:

5.1.1 Freestyle - 100m, 200m, and 400m;

5.1.2 Backstroke - 100m;

5.1.3 Breaststroke - 100m;

5.1.4 Individual Medley (IM) - 200m; and

5.1.5 Fly – 100m.

6. Qualifying Times

6.1 The qualifying times listed below are the minimum time standards that a CAF swimmer must have achieved during a sanctioned swim meet within fourteen (14) months prior to the start of the CAF National Championship. Proof of times must be forwarded through the member’s local PSP Sports staff to the Regional Sports Manager (RS Mgr), no later than forty-five (45) days prior to competition. Under extenuating circumstances (such as deployments) a member may not have the opportunity to compete in a swim meet within the fourteen (14) month time requirement. In these cases, approval to attend may be sought from the MCAFS. A supervised swim time trial may be conducted either during a sanctioned swim event or under the supervision of B/W/U PSP Staff as part of a Development Camp.

7. Equipment

7.1 It is mandatory that all participants wear the swim caps provided by CAFSO for their races.

7.2 Swimwear IAW Canadian Masters Rules (CMGR 5):

7.2.1 CMGR 5.1 – In swimming competitions the swimmer must wear only one swimsuit in one or two pieces. Any type of tape on the body or divergence from the swimsuit description outlined in CMGR 5.2 and CMGR 5.3 is not allowed unless required for medical reasons. This must be brought to the attention of and be approved by the session referee prior to the swim. No zippers or other fastening systems are allowed.

7.2.2 CMGR 5.2 – Swimwear for pool competition for men shall not extend above the navel or below the knee, and for women shall not cover the neck, extend past the shoulder, nor shall extend below knee. All swimsuits shall be made from textile materials. See also CMSW 10.11.

8. Injury Prevention

8.1 It is important that injury prevention strategies are reviewed by all athletes, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The first place finisher, male and female, in each of the seven (7) events will be presented with a Gold medal emblematic of the Canadian Armed Forces National Swimming Championship. Gold medals will be awarded within each event for each distance (male & female) so long as there is a minimum of three (3) participants in that event category. If there are less than three (3) participants in a particular race category for any given event distance (male & female) no medal shall be awarded.

9.2 To be eligible for a medal, an athlete must meet the “A” standard Qualifying Time of that event, as per Article 6 (Qualifying Times).

9.3 CAF Categories for men and women are broken down as follows in all events for participation in the CAF awards presentation:

“Open” (18-29 years);

“Masters” (30-44 years); and

“Senior” (45+).

9.4 Ages shall be determined as of December 31 of the year of competition.

9.5 The Sportsmanship Award shall be selected by the Jury of Appeal/Chief Official and awarded to an athlete that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

9.5 Any monetary award won by an athlete competing under the CAF National Swimming Championship is to be handed over to CFMWS in accordance with the QR&Os: Volume III - Chapter 208 Fines, Forfeitures and Deductions (208.45 – Deductions for Recovery of Additional Payment Received in Performance of Duties).

SECTION 19 – TAEKWONDO

1. Team Composition

1.1 The maximum number of competitors authorized to compete per region will be 16 (8 men and 8 women).

2. Rules

2.1 Matches shall be in accordance with the World Taekwondo Federation (WTF) sparring competition rules and the CAF Sport Championships Operation Manual. Where rules discrepancies occur, WTF competition rules shall take precedence and the Chief Official should be consulted to confirm.

2.2 Competition rules may vary depending on the selected host venue.

3. Suspensions

3.1 The following minimum suspensions will be applied, when the following infractions occur during a Championship:

 Following the spirit of Article 24 – Sanctions – from the official competition rules, the Chief Official may request that on-spot Extraordinary Sanctions Committee (or Jury of Appeal as per Chapter 2, para. 12) be conveyed for deliberation when inappropriate behaviors are committed by a coach, a contestant, official, and/or any member of the Canadian Armed Forces Taekwondo Association (CAFTA). Examples of potential violations on conduct of a Contestant (Art. 24, para. 3.2), a Coach, a Team Official or other member of a Member National Association (Art. 24, para. 3.2) are provided within the rules. Disciplinary actions (Art. 24, para 4) may vary according to the degree of violation and may ultimately require consultation with and approval from the member’s Commanding Officer.

3.2 Other behaviours subject to suspension can also be found in Section 5 – Suspensions, for infractions that may be applied to any sport.

4. Championship Format

4.1 The CAF National Championship should be conducted either as single or double elimination format if time permits. In cases where there are three participants or less in a category, then a round robin format will be used. Any special format will require contestants, coaches, and the Chief Official’s consent, and will be deemed as an Exhibition match, not for medal.

4.2 Per official competition rules, all black matches will last three (3) rounds of two (2) minutes in duration with one (1) minute rest periods between rounds.

5. Events

5.1 Military personnel who wish to compete in the CAF National Taekwondo Championships must submit their information to the PSP Sports Coordinator at their B/W/U by the appropriate deadline. The Canadian Armed Forces National Taekwondo Championship shall consist of Black Belt Olympic Sparring.

5.2 In addition members may choose to register in the following civilian events;

 Colour/black belt Patterns/Poomse;

 Colour/black belt recreational (no head contact) Sparring; and

 Black belt Olympic Sparring.

6. Equipment

6.1 It is mandatory that all competitors have full equipment in good working order, including;

 WTF approved white uniform (Dobok);

 Trunk protector (red and blue);

 WTF Canada approved head gear (red & blue);

 WTF approved gloves (white);

 Forearm guards;

 Shin guards;

 Groin guard;

 Mouth guards (white or clear);

 Foot protection; and

 Daedo® Sensor Socks (for Olympic sparring; black belts only).

SECTION 20 – TRIATHLON

1. Team Composition

1.1 Regional teams shall be comprised of sixteen (16) triathletes (8 men and 8 women) who have met the qualifying times listed in para 7. A triathlete, who was not able to qualify due to operational reasons, may be considered upon approval of the respective Regional Sports Manager (RS Mgr).

2. Rules

2.1 The competition shall be conducted in accordance with the International Triathlon Union (ITU) rules supplemented by Triathlon Canada rules and in accordance with the CAF Sport Championships Operation Manual.

3. Suspensions

3.1 The following minimum suspensions will be applied, when the following infractions occur during a Championship:

3.1.1 Will be dealt with as per ITU and Triathlon Canada rules.

3.2 Reference Section 5 – Suspensions, for infractions that may be applied to any sport.

4. Championship Format

4.1 The Championship shall consist of two (2) separate races as listed under para 6. A triathlete may only be eligible to enter in one (1) category in one (1) race. Also, triathletes will only be permitted to enter the race for which they have entered a qualifying time.

5. Events

5.1 The Canadian Armed Forces National Triathlon Championship shall consist of the following races:

5.1.1 Olympic - 1.5km swim, 40km bike, 10km run; and

5.1.2 Sprint - 750m swim, 20km bike, 5km run.

6. Qualifying Times

6.1 The qualifying times listed below are the minimum qualifying times that a CAF triathlete must achieve on a certified course, at a sanctioned race no more than fourteen (14) months prior to race day. Proof of times must be forwarded by the RS Mgrs to the host unit Mgr,F&S no later than thirty (30) days prior to competition. Under extenuating circumstances (such as deployments) a member may not have the opportunity to compete in a race within the fourteen (14) month time requirement. In these cases, a written request can be made to the MCAFS through the member’s RS Mgr at least six (6) weeks prior to the CAF National Triathlon Championship date.

7.2 All participants shall wear the swim caps provided by the CAFSO for the open water swim portion of the event.

7.3 The wetsuit may be permitted for the swim portion of the event, as per Triathlon Canada regulations (or the provincial body).

7.4 Participants shall ensure that any equipment used during the event, including their bike, is compliant with the ITU, Triathlon Canada rules (or the provincial body).

8.1 It is important that injury prevention strategies are reviewed by all athletes, coaches, officials, athletic trainers, and organizers. Please refer to Chapter 6 for further injury prevention information pertaining to this sport.

9. Awards

9.1 The first and second place finishers, male and female, in the Olympic and Sprint distance events will be presented with medals emblematic of the Canadian Armed Forces National Triathlon Championship. All awards are based on the “chip time”. Gold and Silver medals will be awarded within each race category for each race distance (Male & Female) so long as there is a minimum of five (5) participants in that race category. If there are less than five (5) participants in a particular race category for any given race distance (Male & Female) only a gold medal shall be awarded (as per 2006 National RS Mgr Meeting Minutes).

9.2 Categories for men and women are broken down as follows in all events for participation in the CAF awards presentation established by the sanctioned race:

9.2.1 “Open” (Age = under 40);

9.2.2 “Masters” (Age = 40 – 47); and

9.2.3 “Senior” (Age = 48+).

9.3 Ages for the above categories apply as of December 31st of the present calendar year.

9.4 The Regional Team Shield Award promotes teamwork in an inherently individual sport. The Shield shall be awarded to the winning male and female regional team with the fastest combined time of their fastest two Olympic finishers and the fastest Sprint finishers.

9.5 The PO1 Jake Kennedy Most Improved Award is awarded to an Olympic distance individual who improved his/her time most from the previous year’s CAF National Triathlon Championship Olympic distance results.

9.6 The Sportsmanship Award shall be selected by the Chief Official and awarded to a competitor that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.

SECTION 21 – VOLLEYBALL

1. Team Composition

1.1 Each region may enter one (1) Men’s and one (1) Women’s volleyball team in the CAF National Volleyball Championship. The regional team shall be the team declared champion at the CAF Regional Championship. A team shall be composed of a maximum of eleven (11) participants.

1.2 The regional team may augment two (2) players from another B/W/U within the region who have the approval of their Commanding Officer.

1.2.1 The Pacific regional team may augment three (3) players from another B/W/U within the region who have the approval of their Commanding Officer.

2. Officials

2.1 Minor and/or officials that are not officiating will assist as line judges throughout the entire championship and assist as scorekeepers as necessary.

3. Rules

3.1 Play shall be conducted in accordance with the current rules of the Volleyball Canada Rulebook and in accordance with the CAF Sport Championships Operation Manual.

3.2 The libero player shall be used in accordance with the current rules of the Volleyball Canada Rulebook.

4. Suspensions

4.1 The following minimum suspensions will be applied, when the following infractions occur during a Championship:

5. Championship Format

5.1 The Men’s and Women's CAF National Championship shall consist of a single round-robin tournament, followed by a single elimination playoff. All matches will be rally point play. Round robin matches will consist of the best two (2) out of three (3) sets. Two (2) points will be awarded for each match won. All matches in the semi-finals and finals will consist of the best three (3) of five (5) sets.

6. Tie-Breaking Procedures

6.1 Ties in the final round-robin standings that affect advancement to the playoffs shall be broken as follows:

6.1.1 The team having the best ratio of won/lost matches, considering matches between the tied teams, will be ranked higher;

6.1.2 The team having the best ratio of won/lost sets, considering matches played between the tied teams, will be ranked higher;

6.1.3 The team having the best ratio of won/lost sets, considering all matches of the round-robin, will be ranked higher;

6.1.4 The team having the best ratio of points for/against, considering sets played between the tied teams, will be ranked higher;

6.1.5 The team having the best ratio of points for/against, considering all sets played during the round-robin, will be ranked higher; and

6.1.6 If a tie still remains, the jury of appeal in consultation with the chief official shall determine the most appropriate method of breaking the tie (i.e. extra set, toss of coin, etc.)

Note: When applying the tie-breaking procedure, the organizing committee shall employ the following;

i. When two (2) teams are tied, the tie-breaking criteria are applied one after the other until the tie has been broken; and

ii. When more than two (2) teams are tied, the tie-breaking criteria are applied one after the other until all the tied teams have been ranked.

This means that if there is a tie among teams X, Y and Z and criteria “b” is able to determine X as first, Y as second and Z as third, then no further criteria are to be used. The tie is broken.

However, if criteria ‘b’ determines the seeding/ranking of any of the tied teams, then the remaining teams which are still tied will use criteria ‘c’ and so on to determine their seeding/ranking. Do not start at ‘a’ again. Continue through the sequence of criteria using the results of teams x, y, and z for criteria ‘d’.

7. Equipment

7.1 The game ball for the CAF National Volleyball Championship shall be the TACHIKARA SIX.VC

8. Injury Prevention

9. Awards

9.1 The winning team, in the Men’s competition shall be awarded the CAF National Men’s Volleyball Championship Banner and CAF National Men’s Volleyball Championship trophy. Individual medals shall be presented to the members of the winning and runner-up team.

9.2 The winning team, in the Women’s competition shall be awarded the CAF National Women’s Volleyball Championship Banner and CAF National Women’s Volleyball Championship trophy. Individual medals shall be presented to the members of the winning and runner-up team.

9.3 At the end of the CAF National Volleyball Championship, the Jury of Appeal will elect a Tournament MVP for each of the Men and Women Championships.

9.4 At the end of the CAF National Volleyball Championship, each team will elect a Team MVP, for each of the Men and Women Championships. 9.5 The Sportsmanship Award shall be selected by the Jury of Appeal and awarded to a male and female player that have exhibited the highest level of sportsmanship including ethical & responsible behaviour, fair play, integrity and respect combined with a high standard of playing ability.
