It was adopted by Rochford District Council on 27th April 2006 & came into effect on 19th May 2006. It now forms part of the development plan for the Rochford district. Rochford District Council November 2007 Rochford District Local Wildlife Sites Review 2007 LDF IMPORTANT NOTES Nomenclature The term "Site of Importance for Nature Conservation" (SINC) used in previous reports is here replaced by the currently generally accepted term of “Local Wildlife Site”. Rationale It is hoped that this identification of important Local Wildlife Sites is not seen as a hindrance to the livelihood of those landowners affected, or an attempt to blindly influence the management of such sites. It is an attempt to describe the wildlife resource we have in the county as a whole, which has been preserved thus far as a result of the management by landowners and together we hope to be able to help landowners retain and enhance this biodiversity for the future. Public Access Identification as a Local Wildlife Site within this report does not confer any right of public access to the site, above and beyond any Public Rights of Way that may exist. The vast majority of the Sites are in private ownership and this should be respected at all times. Land Ownership It has always been the intention of the Essex Wildlife Trust to contact all landowners of Local Wildlife Sites, advising them of this identification and promoting nature conservation management of the site. To that end, the Essex Wildlife Trust has appointed a Local Wildlife Sites Officer. While this lengthy undertaking is in progress it is requested that the Essex Wildlife Trust is contacted prior to any formal approach regarding any Site identified within this report. Boundaries Whilst every attempt has been made to ensure accurate mapping of the site boundaries, the accompanying maps should be considered as being illustrative only. -

ROCHFORD DISTRICT CORE STRATEGY REGULATION 26 DRAFT SECTION FOUR 11 4 CORE STRATEGY ISSUES INTRODUCTION 4.1 The Council considers that the following are the key Core Strategy issues. Whilst text relating to the issues is included, no policies are. If, following consultation, it is believed that the Council has identified the issues correctly, then detailed policies will be developed. The areas of policy are, in no particular order, detailed below: • The green belt & strategic buffers between settlements • Protection and enhancement of the upper Roach Valley • Protection and enhancement of special landscapes, habitats and species • Housing numbers & phasing • General development locations • Affordable housing • Employment • Good design & design statements • Character of place & the historic environment • Landscaping • Energy & water conservation and renewable energy • Compulsory purchase & planning obligations • Community, leisure & tourism facilities 4.2 THE GREEN BELT & STRATEGIC BUFFERS BETWEEN SETTLEMENTS 4.2.1 The Council considers that its policies hitherto have helped achieve the five green belt purposes, as laid out in Planning Policy Guidance Note 2 – Green Belts (PPG2). The application of these has the combined effect of protecting the historic fabric of the district, preventing the further encroachment of development into the countryside and of safeguarding the countryside to provide for recreational needs and the protection of the natural features, flora, fauna and their habitats. 4.2.2 The Council also recognises that by diverting development and population growth away from rural areas to existing urban areas, green belt policy also assists in the achievement of sustainability objectives. This is recognised in the East of England Plan, particularly in policy SS1 and its supporting text. -

What is the latest position regarding your existing strategic development plan and the preparation of any post National Planning Policy Framework replacement local plan? 1.1 The Council has an adopted local development plan which consists of seven development plan documents, including a Core Strategy (2011), Allocations Plan (2014), Development Management Plan (2014) and four Area Action Plans covering three town centres and one covering London Southend Airport and its environs. These development plan documents were prepared and adopted by the Council between 2006 and 2015. The adopted local development plan covers the period to 2025. 1.2 An early review of the adopted local development plan has commenced. A number of technical evidence base documents have been prepared, including an Employment Land Study (2014), Environmental Capacity Study (2016), South Essex Strategic Housing Market Assessment (2016) and Retail and Leisure Study (2014). A Call for Sites has been undertaken between June 2015 and March 2016, which will inform the Council’s latest land availability assessment. Other more strategic technical evidence base documents are also underway including a South Essex Retail Study, South Essex Economic Development Needs Assessment and Essex-wide Gypsy and Traveller Accommodation Assessment (excluding Basildon Borough). These documents are expected to be completed in late 2016/early 2017. An update of the 2016 SHMA is also being prepared to take account of more recently published demographic projections. -
