Agenda Item Review of 2021 Legislative Session Bills Notes S.B. 7 – Social Services Base Budget (Jake Anderegg) Discussion: Provides appropriation for the use and support of certain state agencies, other purposes as described and intent language. Information only

1st Sub S.B. 27 – Physician Assistant Act Amendment ( Curtis Bramble) Motion: Continue to Oppose

1st Sub S.B. 28 –Physician Assistant Mental Health Practice Amendments (Curtis Bramble) Motion: Continue to Oppose (Elizabeth Klc, Patrick Fleming and Santiago Cortez will meet to discuss the language).

1st Sub S.B. 39 – Hemp Regulation Amendments () Motion: Rob Timmerman made a motion to Hold* S.B. 39. The motion was seconded by Mike Haddon and passed unanimously.

S.B. 53 – Behavioral Emergency Services Amendments () Motion: Continue to Hold S.B. 53.

S.B. 108 – Penalty Enhancement Amendments () Discussion: Chair Patrick Fleming recommended that the Council continue to Hold* S.B. 108.

1ST Sub .B. 127 – Human Services Program Amendments (Michael McKell) Motion: Mike Haddon made a motion to Support* 1st Sub S.B. 127. The motion was seconded by Santiago Cortez and passed unanimously.

1st Sub S.B. 134 – Tobacco Regulations Amendments () Discussion: Rob Timmerman recommended that the Council continue to Oppose 1st S.B.134.

S.B. 161 – Mental Health System Amendments (Tod Weiler) Discussion: Chair Patrick Fleming recommended that the Council continue to Hold S.B.161.

S.B. 164 – Utah Housing Affordability Amendments(Jake Anderegg) Motion: Rob Wesemann made a motion that S.B. 164 is Beyond Scope*. The motion was seconded by Mike Haddon and passed unanimously.

1st Sub S.B. 170 – Consumer Protection for Cannabis Patients () Motion: Santiago Cortez made a motion to Oppose* 1st Sub S.B. 170. The motion was seconded by Rob Timmerman and passed unanimously. (Recommendation to meet with the sponsor to discuss USAAV+ Physician training & concerns)

S.B. 177-Pharmacy Practice Revisions () Motion: Santiago Cortez made a motion to Hold* S.B. 177. The motion was seconded by Patrick Fleming and passed unanimously.

S.B. 179 – DUI Probation Amendments () Motion: Santiago Cortez made a motion to Support in Concept* S.B. 179. The motion was seconded by Patrick Fleming and passed unanimously.

Jeremy Christensen spoke briefly on the appropriations for the state hospitals shortage of beds. They are looking for a wage increase, a robust crisis center to increase staff, and beds. He noted that during COVID there has been a slight decrease in the need for beds but now it has increased again.

Motion: Santiago Cortez made a motion that USAAV+ Support* by sending a letter to the executive of the appropriations for additional 30 bed and pay raises at USH and DSAMH. The motion was seconded by Dr. Mark Foote and passed unanimously. (Abstention – Nate Winters, Mike Haddon, Mary Manley)

1st Sub H.B. 260 – Criminal Justice Modifications (Karianne Lisonbee)

Monica Diaz briefly explained 1st Sub H.B. 260. She noted that it changes the way we collect restitution specifically the courts make and collect restitution and distributes it to the agencies.

Motion: Santiago Cortez made a motion to Support* 1st Sub H.B. 260. The motion was seconded by Dennis Cecchini and passes unanimously. (Abstention – Nate Winters)

S.B. 180 – Driver License Suspension Revisions (Karen Mayne) Motion: Dennis Cecchini made a motion to Hold* S.B. 180. The motion was seconded by Santiago Cortez and passed unanimously.

S.B. 181 – Department of Government Operations () Motion: Mike Haddon made a motion that S.B. 181 is Beyond Scope*. The motion was seconded by Nate Winters and passed unanimously.

S.B. 189 – Tobacco Retailer Amendments (Evan Vickers) Motion: Rob Timmerman Made a motion to Hold* S.B. 189. The motion was seconded by Santiago Cortez and passed unanimously.

S.B. 192 – Medical Cannabis Act Amendments (Evan Vickers) Discussion: Rob Timmerman recommended that the Council continue to Hold* S.B. 192.

1st Sub H.B. 47 – DUI Revisions (Steve Eliason) Discussion: Chair Patrick Fleming recommended that the Council continue to Support H.B. 47.

2nd Sub H.B. 73 – Drug Testing Amendments (Christine Watkins) Discussion: Chair Patrick Fleming recommended that the Council continue to o Support 2ND Sub H.B. 73.

H.B. 76 – Firearm Preemptive Amendments () Discussion: Chair Patrick Fleming recommended that the Council continue to Hold H.B. 76.

H.B. 130 – Mental Health Coverage Amendments ( Christine Watkins) (Elizabeth Klc will reach out to the sponsor)

H.B. 146 – Overdose Prevention Sites (Jen Dailey-Provost) Discussion: Chair Patrick Fleming recommended that the Council continue to Hold H.B. 146. (Elizabeth Klc will reach out to the sponsor to clarify the language)

1st Sub H.B. 155 – Pharmacy Practice Modifications (Norman Thurston) Discussion: Chair Patrick Fleming recommended that the Council continue to Oppose H.B. 155.

1st Sub H.B. 178 – Pharmacy Practice Modifications (Norman Thurston) Discussion: Chair Patrick Fleming recommended that the Council continue to Hold H.B. 76. Elizabeth Klc will reach out to DOPL.

H.B. 371 – Alcohol Beverage Control Amendments ( Timothy Hawkes) H.B. 365 – State Agency Realignment ( Paul Ray) (The council was advised to review both bills for discussion for review at the next meeting).
